Emperor Dezong Jing—taboo Zaitian—was Wenzong's adopted heir and Muzong's cousin. His birth father was Prince Chunxian Yixuan, Daoguang's seventh son. His birth mother was Yehe Nara, Cixi's younger sister. He was born at the Tai Ping Lake mansion in Tongzhi year 10, month 6. In year 13 he drew an Assistant State Duke's stipend.

On guiyou in month 12 Muzong died childless. Ci'an and Cixi called in the princes and senior ministers and, by edict, made him Wenzong's adopted son and heir to the throne. When the new emperor had a son, that son would succeed the late Tongzhi. On yihai the princes brought him from his mansion by testament to mourn before the late emperor's coffin. On bingzi he lodged Ci'an at Zhongcui and Cixi at Changchun. On the princes' plea, both empresses dowager began regency from behind the curtain. The dowagers' orders read as edicts; the boy emperor's as rescripts. Work on the Three Seas pleasure grounds was stopped. On yimao day provincial tribute gifts were suspended. On renwu day the late emperor's death testament was issued. An edict made Prince Chun Yixuan's princedom hereditary in perpetuity. Reader Wang Qingqi was found guilty and dismissed. Mourning was set at one hundred days of white, then twenty-seven months of plain dress. Bayan Nemeku and Jingshou took joint command of the Shenji Camp. On guiwei day Prince Dun, Gong, and Fu were freed from naming themselves on memorials, from kowtow, and were summoned and feasted. On jiachen day the next year was proclaimed Guangxu year 1. On dinghai day the late emperor received the posthumous title and temple name Muzong. On wuzi day the empress became Jishun and the chief consort Dunyi. Officials were told to speak plainly on appointments and policy. Subjects were urged to shed luxury and value substance. Governors were told to learn local suffering, pick good magistrates, audit subordinates, and sharpen defenses. On renchen day the testament reached Korea. On jiawu day household officials were banned from bribing eunuchs. On yiwei day Guibao and Wenxi lost their household posts. On bingshen day Zuo Zongtang was sent to crush the Hezhou Muslim rebels. On dingyou day the Ancestral Temple received its joint seasonal rites. That month Zhejiang's storm-hit salt yards had stove taxes forgiven.

Guangxu year 1, spring, month 1, new moon jihai: New Year levee was canceled. Ying Gui and Shen Guifen were made concurrent grand secretaries. On wushen day Zheng Chenggong got a Taiwan shrine and the posthumous name Loyal and Upright. On gengxu day Shen Baozhen was told to survey Langqiao, fortify a town, and pacify the tribes. On xinhai day the court prayed for grain to Heaven. A Qing River depot took in flood-starved refugees from Xu and Hai. Guang An asked the court to debate the late emperor's succession and 「iron bonds」; he was rebuked. On bingchen Cen Yuying crushed Vietnamese raiders on the Yunnan border; on wuwu the boy took the throne, proclaimed amnesty, and opened a grace exam. On xinyou day governors were again told to promote talent, punish graft, and end favor-trading.

In month 2, dingchou, the Ministry of Justice was told to clear its backlog. On wuyin day Prince Yu Benge offered proxy sacrifice at the altars of Earth and Grain. From then on great rites were delegated until year 12, when he first attended the winter solstice Heaven sacrifice himself. On renwu day Britain's interpreter Margary was murdered in Yunnan. Liu Jintang and others retook Hezhou. On jiashen day Taiwan tribes rose and Tang Dingkui put them down. On bingxu day Ryukyu's king and envoys received satin and brocade. On wuzi day Empress Jishun died.

That month grain arrears were forgiven empire-wide, including Jiangxi and Shanxi debts before Tongzhi year 6.

In summer month 4, new moon dingmao, the Ancestral Temple received offerings. On gengwu day Mutu Shan's horse detachments came to Beijing, joined the Shenji Camp, and camped at Nan Yuan. On jimao day Tang Dingkui took Taiwan's southern aboriginal villages. On renchen day Shen Baozhen took Liangjiang and the southern coast while Li Hongzhang took the north.

In month 5, wuxu, Zhili launched waterworks and troops reclaimed Gushui salt flats for rice. On gengzi day the Hanlin great exam advanced Wu Baoshu, Qu Hongji, Niu Yugeng, and Sun Yijing to top class. On jiachen day Zhejiang jade hairpin tribute and special weaving orders were stopped. Under Liu Yuezhao's command, Tongwen and other Vietnamese towns were retaken. On wushen day Empress Jishun received her full posthumous title. On xinhai day the Ministry of Works treasury burned. On renzi day the Ministry of Justice record offices burned. Li Hanzhang was sent to Yunnan on the Margary case and Xue Huan followed to assist. On yimao, summer solstice, Earth was sacrificed to at Fangze.

In month 6, wuchen, Jilin General Yirong was dismissed and exiled. On gengwu day Fengtian bandits held Dadonggou until Chong Shi crushed them. Gansu's quota tribute presentations were stopped. On jiawu day Zhili's pre-Tongzhi-10 civilian and banner debts and back taxes were forgiven. An edict told Prince Chun and the council to name disciplined Green Standard and Brave Camp officers and guards fit for command. On renwu day, before Muzong's coffin moved to the tomb, officials were warned against imperial-road levies and later against harassment.

In autumn month 7, wuxu, Zhili's pre-Tongzhi-6 taxes and grain levies were forgiven. On gengzi day the Yongding River broke. Provinces were told to clear Beijing-appealed cases. Taiyuan and other counties lent granary grain for famine relief. On guimao day Liu Dian received third-rank Beijing rank to assist on the Shaanxi-Gansu front. Hubei's grain likin was abolished. On jiachen day Peru's treaty exchange was completed. The Zongli Yamen was told to plan safeguards for overseas Chinese workers. On bingwu, Ci'an's birthday, court feasts were canceled. On renxu day Li Hongzhang and Ding Richang were sent to treat the Margary case with Britain's Wade. Expectant Vice Minister Guo Songtao and Expectant Intendant Xu Ling became envoys to Britain.

On jiayin day the coffin was lodged at Longfu Temple. On yimao day the emperor toured the imperial tombs. He inspected tomb works at Puxiangyu and Putuoyu. On bingchen day he inspected Huiling's works. On dingsi day both empresses dowager returned to the palace. On gengshen day he came back from Longfu Temple. On xinyou day Wang Kaitai was told to handle Taiwan's aborigines. On guihai day Liu Changyou routed Vietnamese bandits and executed chiefs Huang Chongying and Zhou Jianxin.

On wuwu, the winter solstice sacrifice was held at the Circular Mound. On jiwei, court congratulations were waived. On gengshen, Muzong's tablets were installed in the Fengxian Hall.

Wen Xiang asked to quit the Grand Council but was kept in office. On wuyin, Zhejiang disaster taxes were remitted. On jiashen, snow-prayer rites were held. On xinmao, the fall temple sacrifice was held.

On renchen, Dongxiang bandits rose against the government.

Guizhou's Four-footed Ox nest and six-dong bandits were pacified. On wushen, delayed rains brought an order for frank criticism of government faults.

On renshen, Xiaoling's great stele pavilion burned. Rain finally fell after drought since spring. On jiashen, Jiezhou Qi bandits were pacified. On yiyou, Liu Kunyi was ordered to guard the coast and train troops.

On xinhai, Shen Baozhen and others were told to suppress bandits in Jiangsu, Anhui, Shandong, and Henan and free the coerced. On dingsi, Kong Cai attacked Manas and killed Ma Deming. This month, Nanfeng, Nanchang, and Fujian received flood relief.

Month 7, xinyou: the emperor offered honorific titles to both empress dowagers. On xinwei, the Huai salt Chu market was restored. On jiaxu, Yuan Tingjiao was executed. On xinsi, Liu Changyou and Pan Dingxin retook Tengyue and executed Su Kaixian. On wuzi, the Margary case closed and officials in it were pardoned.

Month 9, wuwu: 195 martyrs from 35 Shangyuan and Jiangning families were honored with arches. On renxu, Shuntian added famine porridge kitchens. On jisi, rules for foreign envoys were set. Sichuan civil-religious suits led to an order for impartial judgment by Kuiyu and others. On renshen, Wen Yu and others were ordered to suppress sect bandits in several provinces.

Month 11, dingmao: Jin Shun and Xi Lun took south Manas and executed He Lu and Ma Youcai. On renwu, northern Xinjiang's pacification brought funds to demobilize Jin Shun's troops. On jiashen, 10,000 shi of transport grain and granary stocks were used for Suzhou-Changzhou refugees.

On bingyin, Hongze Lake shoal arrear rents were remitted.

In month 2, wuzi, Muping Yi bandits were put to death. On jichou, provinces were told to reclaim land, ban brawls, watch impeachments, and fix camp rules. Zhili, Shandong, Shanxi, Henan, Anhui, Jiangxi, and Fujian received relief for returned famine refugees. On jihai, Hubei arrears were forgiven. On gengzi, an edict suspended most celebrations while the coffin lay in state and the Emperor was young. On xinchou, Huai salt certificate lands were restored. On renyin, Ge Pinlian's case was reversed; Yang Changjun and Hu Ruidun lost office and lower officials were punished. Provinces were told to judge cases carefully and not act rashly.

On jihai, Zhang Qiguang took Taiwan's Shu Mang community. On gengzi, Yizhou banner households received seed loans. On xinchou, Guiyang earthquake victims were relieved. On renyin, Zhaotong and Guangnan bandits were put down. On guimao, provinces were told to stop clerical fraud in disaster tax relief. Gaoyou student Wei Puxie, poor yet devoted to learning, was honored. On jiachen, Vietnam presented tribute and its king received satin. On gengxu, Wang Renkan and 329 others received jinshi with distinctions. That month, Jiangsu and Anhui had locusts.

On renwu, the birthday celebration was moved to the sixth month, day 26, because of fasting. Governor Zeng Guoquan sought a prayer plaque for Shanxi's drought. The request was denied for lack of precedent. An edict said sincere prayer required good government and cleared lawsuits."

On yichou, frank memorials were requested. On dingmao, Li Henian was sent to inspect Henan relief. On wuchen, Shanxi and Henan Western Expedition contributions were eased. On gengchen, Xiangfu and other counties received added grain relief. On xinsi, Xinghua typhoon victims were relieved.

On dingyou, Hulan disaster victims were relieved. On jihai, the Emperor issued a self-reproach edict. Shanxi and Henan famine victims were relieved. On bingwu, disaster-area corpses were buried. On gengxu, Houguan flood poll tax was forgiven.

Wen'an and other districts received flood relief.
