Guangxu year 21, spring, month 1, new moon guiyou: levee banquets were halted. On yihai day Japanese forces attacked Weihai. On dingchou day the fleet fought Japan off the southern shore and lost. On jimao day Wu Dacheng first marched out to take command. On xinsi day Weihai fell and Dai Zongqian was killed. Nie Shicheng was ordered to lead the army back through the passes. On dinghai day Li Hongzhang was rebuked by edict. On gengyin day Liugong Island fell, the fleet was destroyed, and Ding Ruchang and Liu Buchan died. Zhang Zhidong and Song Song were told to hold the coast, Gan, and Qing River lines and keep Qing-Huai grain moving. On xinmao day Li Hongzhang became chief plenipotentiary to Japan. On renchen day envoys were received at Wenhua Hall. Tao Mo reported Kashgar, Yarkand, and Khotan subjects sold into British Indian slavery and asked state redemption; the court agreed. On bingchen day Ye Zhichao and Gong Zhao□xing were condemned to death. On jihai day Japan seized Wendeng and Ninghai and threatened Yantai. Song Qing and others lost to Japan at Taiping Mountain and retreated.

Peace fixed Korea's independence, ceded Liaodong south, Taiwan, and Penghu, set a 200-million indemnity, new ports, Japanese factory rights, and a temporary Weihai garrison.

In summer month 4, wushen, Beijing granary rice was set aside for Shuntian fair-price sale. On jiyou day Tianjin's sea flood brought Wang Wenshao's resignation request, which was refused. The throne said: 「Rare disasters and omens mean ruler and ministers must repent in vigilance to calm Heaven. 」Gansu's Sala rebels seized Xunhua□ and Lei Zhengwan crushed them. On gengxu day Lian Fang and Wu Tingfang went to Yantai to exchange ratifications with Japan. On yimao day the throne said: 「With peace set, officials keep memorializing that land must not be lost, money must not be paid, and the treaty should be torn up for war. That voice is loyal rage, but it does not see the court's bitter straits. From the hasty opening of hostilities, not one battle was won. Lately danger tightened: the north could take Liaodong and Shenyang, the south could strike the capital approaches. Shenyang holds the imperial tombs; Beijing holds the altars of state. Moreover the empress dowager has been at ease for twenty years—if her escort were shaken, how could We face Ourselves? Heaven too has warned, and the sea has risen in disaster—war and defense are harder to manage. Weighing peace and war together, We turned only then and fixed Our mind. Countless hardships the memorialists never spelled out—yet all under Heaven should understand together. Now that the ratified treaty stands, We proclaim how matters were handled before and after. Ruler and ministers must stand firm in bitter unity and cut deep-rooted abuses. 」On wuwu day the Grand Council and officials were told peace was done and debate must stop. 100,000 piculs of Shandong transport grain were held for Ninghe relief. Yulu was told to keep feeding Ning, Jin, and the other afflicted districts. On jiwei day ex-magistrate Sun Baotian received fifth-rank Qing Office rank. On xinyou day, after the Dalai Lama's ordination, the court gave scarfs and prayer beads. On guihai day 30,000 piculs of Hubei transport grain went to Ning and Jin relief. On yichou day Beijing sold grain at fair price. Li Jingfang became plenipotentiary for turning over Taiwan. On bingyin day Luo Chengzhang and 282 others received jinshi ranks in graded order. On dingmao day Tang Jingsong was called to Beijing.

Changwu and other flood and hail counties were fed. On gengzi day Tang Jingsong left office.

In intercalary month 5, xinmao new moon, 20,000 Shandong taels went to Fengtian relief. On renyin day 10,000-odd Jiangsu-Zhejiang transport boatmen held up on the route were paid off. On jiachen day Grand Secretary Fu Kun left office. On yisi day Nie Shicheng took Huai forces at Tianjin-Bohai, Wei Guangtao Zhe forces at Shanhaiguan, and Song Qing Yi forces at Jinzhou, all under Beiyang command. On guichou day Wu Dacheng was removed. On wuwu day Yu Geng became fourth-rank Beijing officer and envoy to Japan. On dingmao day the throne said: 「Officials at home and abroad now press reforms—railways, paper money, machinery, mines, ending southern grain transport, cutting troops, post offices, land drill, sea reorganization, schools—with revenue and armies urgent and commerce the root; all should start at once. Likin reform, customs audit, waste-land survey, and redundant-post cuts all help revenue and livelihood. Each governor should shape local plans and report up. The edict closed.

Lin Shu became Wuying Grand Secretary and Rites Minister Kun Gang associate grand secretary. Qian Yingpu joined the Grand Council; Weng Tonghe and Li Hongzao also served at the Zongli Yamen. On wuzi day Zhongxiang and other flood districts were fed.

In autumn month 7, jiachen, the Qin River burst. On yisi day the Yingze River burst. On dingwei day Li Hongzhang was called into the Grand Council. Wang Wenshao became Zhili governor-general and Beiyang minister. On wushen day Shangzhou, Qingjian, and other flood and hail counties were fed. On jiyou day Lü Dalin was added to the Confucian temple. The Shouzhang and Qidong levees burst. Feng Sheng'a was sent to frontier garrison duty. On wuwu day Zhen'an and other flooded counties were fed. On xinyou, De Xin was dismissed as Jiangxi governor. Yarkand was shaken by earthquake. On renxu, Tang Yanhe was dismissed while Yang Changjun and Lei Zhengqian were stripped yet retained in acting posts. On dingmao, Huang Shilin was condemned to death after dismissal.

Month 8, renshen: Fuchuan and Rong flood victims were relieved. On bingzi, Jie, Wen, Xining, and other districts received flood relief. On jimao, Liu Bingzhang was dismissed for not protecting churches. On bingxu, Qing Chang became a fifth-rank kuotang envoy to France. On guisi, Weiyuan disaster-field tax in Yunnan was remitted.

On yisi, thirty thousand shi of Hubei winter tribute were kept for Zhongxiang relief. On dingwei, Wei Guangtao was sent to command relief troops in Gansu. On wushen, Wangdu corvée and half enclosed-land quota tax were permanently remitted. On jiyou, Shaanxi arrear taxes and Huazhou canal-land tax were remitted. On renzi, the British envoy O'Conor was received at Wenhua Hall. On yimao, Gansu refugees in disturbed areas were relieved. On wuwu, Linxiang flood-dragon victims were relieved. Thirty thousand taels were set aside to buy grain for Changde and Hengzhou drought relief. On renxu, the Dutch envoy Kroebel was received at Wenhua Hall. On guihai, Wu Tingfen was also made an officer of the Foreign Affairs Office. On bingyin, Tibet's Tashi Lama came to the capital for tomb rites and sent tribute. Jieyang, Chaoyang, Puning, and other counties had an earthquake.

On bingshen, Jiangchuan disaster-field tax was remitted for two years. Heqing and other districts received flood and drought relief.

On wushen, eighty thousand shi of Henan tribute conversion were kept for Neihuang works and relief. On jiyou, Wang Zhichun was sent as envoy to congratulate the Russian coronation. On gengxu, Fengtian banner folk in war districts had two years of field tax and arrears remitted. On guichou, Liu Yongfu was dismissed. On guihai, Li Peirong was dismissed for delay en route to aid Xining. On yichou, Dong Fuxiang became Gansu regional commander, still commanding the Gansu Army and all former front generals. Baoshan flood-dragon victims were relieved.

Month 12, wuyin: the Shouzhang breach was closed. On gengchen, sixty thousand taels were allocated for Hubei spring relief. On guisi, Li Hongzhang was made envoy to Russia with Shao Youlian as deputy. This month, Shaanxi arrear taxes, Fengtian reed tax, and official-estate grain tax were remitted. Shengjing and Pingxiang disaster victims were relieved. One hundred thousand taels each went to Hunan, Yunnan, and Shaanxi disaster relief.

Year 22, spring 1, bingchen: court banquets were suspended. On dingyou, Shao Youlian and Wang Zhichun were told not to go since Li Hongzhang was sent to Russia. On jihai, Changsha and other prefectures received flood and drought relief. On yimao, foreign envoys were received at Wenhua Hall. On gengshen, Feng Zicai returned to Guangdong to oversee Qin and Lian defenses.

Month 2, gengwu: the Tarbagatai Oirat commandant moved to Brunbrak and the Ili Chahar commandant to Borotala. On renshen, union with foreign postal systems was first discussed. The Longzhou railway opened. Liu Mingchuan died. On dinghai, the Ministry of Revenue burned.

Month 3, wuxu: E Le He Bu retired. On guimao, Hangzhou commercial port opened. On dingwei, Wang Wenshao and Zhang Zhidong were ordered to oversee the Lu-Han Railway. On xinyou, Hui bandits threatened Zhuludos. On guihai, Dong Fuxiang was posted to Xining for suppression while Wei Guangtao returned to Hezhou and soon resumed as Shaanxi governor.

Month 4, renshen: Wutai Mountain's Bodhisattva Peak burned. On yihai, Kunming and Qiubei summer grain tax was remitted. On xinsi, Rong Lu went to Tianjin to inspect the new army. On wuzi, Kun Gang became titular grand secretary and Rong Lu associate grand secretary while remaining Minister of War.

Month 5, dingyou: Li Bingheng was told to audit county grain levies and cut excess collection. En'an disaster levies were remitted. On xinchou, Zhengzhou's Confucian temple burned. This month, the emperor repeatedly went with the empress dowager to Prince Chun's mansion to visit his ill consort. On guimao, Prince Chun the Esteemed's Yehe Nara consort died; court halted eleven days; the emperor and empress dowager encoffined her and mourned again next day. A rescript styled Prince Chun the Esteemed's late consort "the emperor's biological mother." On yisi, the emperor ended mourning dress. On renzi, Anhui accumulated arrear taxes were remitted. On jiazi, Oroqen sable tribute was postponed.

Month 6, bingyin: Kui Shun was told to comfort Qinghai Mongols. On dingmao, the Yellow River broke at Lijin. On wuchen, Zhejiang salt-works and salt-tax arrears were remitted. On gengwu, Zhejiang wind-disaster victims were relieved. On renshen, the prince's consort's golden coffin was moved and the emperor saw it off in person. On jiaxu, the emperor and empress dowager mourned before the consort's golden coffin at Prince Chun's garden. On jimao, Yangtze naval forces were ordered reorganized. On renwu, Yu Lu was also made Superintendent of the Navy. On bingxu, Songpan tribes rebelled and were pacified. On dinghai, the Shenji drill office was allowed Western-style training at princes' request. On xinmao, the Yongding River overflowed. This month, Great East Ditch sea-flood and Anhui-Hubei flood-dragon victims were relieved.

Month 8, yichou: as Hui bandits were pacified, Tao Mo and Dong Fuxiang were told to settle surrenders and hunt remnants. On jisi, Sichuan troops in Drayag took passes and advanced on central Drayag. On gengchen, Lu Chuanlin was told: "Drayag campaigning is only temporary. Whether Tibetan officials should remain must be reconsidered after settlement. Do not harshly blame lamas and provoke new trouble; do not act rashly." On jichou, the Ministry of Punishments was told to conclude trials swiftly without delay. On renchen, provinces were forbidden to use illegal torture at will.

Month 9, bingshen: Fu Kun died. Shaanxi prior-year arrear taxes were remitted. On jihai, insects ravaged the Eastern Tombs. On bingwu, Sheng Xuanhuai received fourth-rank kuotang status. Earlier, Wang Wenshao and Zhang Zhidong proposed a China Merchants Steam Navigation Company under Sheng Xuanhuai. Now the decree came down, and he was allowed to memorialize on his own authority. Zhang Zhiwan retired as grand secretary. On dingwei day Heyking and Fige were received at Wenhua Hall. On gengxu day Li Hongzhang was assigned to the Zongli Yamen. Pacifying the Hui, Dong Fuxiang received a hereditary title, Tao Mo became Shaanxi-Gansu governor-general, Rao Yingqi Xinjiang governor, and others were commended. On jiaxu day the Yongding River breach was sealed. On wuyin day Korea was to have a consul-general only, without treaty, envoy, or state letter. On gengchen day Yang Ru, Luo Fenglu, Huang Zunxian, and Wu Tingfang were named ministers to various Western powers. On guiwei day Wuding and other counties were exempted autumn tax and levies. On yiyou day Huazhou and other flood districts were relieved. On jichou day Xu Tong became Tiren Pavilion grand secretary and Li Hongzao an associate grand secretary.

In month 12, yichou day, Lu Chuanlin had long urged attacking Dartsedo and replacing it with Han officials. The emperor, fearing to alienate the Dalai, ordered Lu Chuanlin and Wen Hai to study the matter. They now reported Dartsedo people receptive and Tibetans intimidated. The court therefore urged earnest persuasion of the Dalai so Tibet and Sichuan could both be secured. Sichuan's Dongxiang and other districts received disaster relief. On bingzi day Liaoyang villages and Suide arrears were forgiven.

On jiyou day foreign envoys were received at Wenhua Hall. On renzi day Shiping and Kunming summer grain was forgiven.

On yisi day 10,000 shi of Jiangbei grain was kept for Xuzhou relief. On dingchou day the Shenji Camp was told to train a vanguard unit. On gengchen day the military exam tested guns and dropped memorized classics.

On jimao day, the emperor returned to the palace. Xinxing drought-stricken quota taxes were remitted. On gengchen day, French minister Bertheson was received at Wenhua Hall. On renwu day, Fengyang, Yingzhou, and Sizhou in Anhui suffered disaster.

Mausoleum guard households were added; officials managed sacrifices. His grandson Beile Puyu succeeded. On jiawu day, Prince Gong Loyal was ordered enshrined in the Imperial Ancestral Temple. An edict told all officials to emulate Prince Gong Loyal and serve the state loyally. On jihai day, Ronglu became Wenyuan Grand Secretary; Gang Yi assisted as Grand Secretary. On yisi day, an edict fixed national policy: all ranks should resolve to strive. Root in sage learning and earnestly study timely Western learning to form adaptable talent. The Capital University should lead provinces and be founded first. Grand Councillors and princes should promptly deliberate and report. On bingwu day, each province was ordered to set up a commerce bureau. Xia Tonghe and 341 others received jinshi degrees in varying ranks. On jiyou day, Weng Tonghe was dismissed. Imperial princes were chosen to travel abroad. Close-branch kings and beiles were personally inspected by the emperor; dukes and below and idle clansmen were recommended by the Imperial Clan Court. Wang Wenshao was summoned to the capital. The military affairs supervision office was abolished. On gengxu day, Kang Youwei was summoned and made a Zongli Yamen clerk. On xinhai day, the former Dalai Lama presented tribute.

Month 5, guichou new moon: troops were ordered to drill Western tactics; northern instructors from the new army, southern from the Self-Strengthening Army. That month Kunming and other Yunnan counties, Zhejiang Renhe salt works, and Hunan Shaoyang quotas were forgiven arrears.

The court said: "The opium ban treaty is done; Britain agreed to cut imports yearly and staged cuts are under way. A three-year trial was agreed, then further cuts would follow. The term is nearly up—how shall we answer friendly powers. Civil Affairs and Revenue must draft audits at once, and governors must report fully on cutting cultivation and use." On dingchou day Dashou was recalled; Li Jiaju inspected constitutional affairs and Hu Weide went to Japan. On renwu day Huang Gao was dismissed; Qian Xun went to Italy and Lu Zhengxiang to the Netherlands.

On xinsi day Chen Jingren and others asked to open parliament in three years. The court said Jingren was stirring trouble and stripped him for supervision.

The Dalai Lama congratulated the empress dowager and brought gifts; she gave him a new Buddhist title, 10,000 taels a year, and sent him back to Tibet.

On renshen day, the emperor fell gravely ill. Cixi ordered Puyi, son of Prince Chun Zaifeng, raised in the palace and made Zaifeng regent. On guiyou day, the emperor died at Hanyuan Hall on Ying Terrace, aged thirty-eight. The death edict made Zaifeng's son Puyi heir emperor. Cixi ordered the new emperor to succeed Muzong's line and Dezong's line together. Xuantong 1, month 1, jiyou: the full posthumous title was granted, the temple name Dezong was fixed, and he was buried at Chongling.

Commentary: When Dezong ruled in person, still young, he aimed to strike hard and wipe away national shame. After defeat and ceded territory, he turned to new ministers for a bold reform program. Yet ambitious reformers were reckless, ignored the risks, and pressed plans that could not work — a painful story. When the empress dowager ruled again, he was confined in seclusion on Ying Terrace. Foreign aggression came with trouble stirred at home. At last the Eight-Nation Alliance marched and the court fled west. After 1900, brooding and broken, he died suddenly — and the dynasty's fate turned with him. Alas — was it not Heaven's will!
