When the Grand Historian read the Qin Records and came to the passage where the Quanrong defeated King You, the Zhou moved east to Luoyi, and Duke Xiang of Qin was first enfeoffed and set up the Western Altar to serve the High God, he saw the first signs of presumption. The Rites say: "The Son of Heaven sacrifices to Heaven and Earth; the feudal lords sacrifice to the renowned mountains and great rivers within their own domains." Yet Qin, mingling the customs of the Rong and Di, reveled in harshness and tyranny before speaking of benevolence and righteousness. Though it stood as a frontier vassal, it presumed to take part in the suburban rites; any gentleman would be uneasy. When Duke Wen crossed Mount Long, drove back the Yi and Di, honored Chen Bao, and established himself between Mount Qi and Yong — and when Duke Mu set his government in order and pushed his eastern frontier to the Yellow River — Qin could match the hegemonic lords of the Central States, such as Duke Huan of Qi and Duke Wen of Jin. After that, mere retainers held the reins of government; great officers drew hereditary stipends; and the Six Ministers usurped Jin's authority, leading campaigns and convening alliances, their power weighing heavier than that of the feudal lords. When Tian Chang murdered Duke Jian and took control of Qi as its chief minister, the other lords looked on and did nothing. From then on, all under Heaven competed only for victories in war. In the end, the Three Houses divided Jin, and Tian He likewise overthrew Qi and made it his own. The ascendancy of the Six States began here. Their whole endeavor was to build strong armies and swallow their rivals. Trickery became policy, and the rhetoric of the Vertical and Horizontal alliances — of weighing gains and losses — sprang up. Empty claims multiplied by the day, and oaths and alliances meant nothing. Even hostages and the splitting of covenant tallies could not hold anyone to an agreement. Qin began as a small, distant state, regarded by the Xia polities as a peripheral outsider and counted among the Rong and Di. Yet after Duke Xian it rose again and again to overawe the other lords. One might say that Qin's claim to virtue and righteousness did not even equal the brutality of Lu and Wei, and that its armies were weaker than those of the Three Jin states. Yet Qin still ended by uniting all under Heaven. This cannot be explained solely by rugged passes, stout walls, or favorable ground — it was as if Heaven itself had aided it.

Some have said: "In the east, things are born; in the west, things come to maturity." To begin an undertaking, one must start in the southeast; to harvest its fruits, one most often ends in the northwest. Thus, Yu rose among the Western Qiang; Tang arose at Bo; the kings of Zhou attacked Yin from Feng and Hao; the Qin emperors rose by relying on Yongzhou; and the Han rose from Shu and Hanzhong.

Once Qin had achieved its ambitions, it burned the Songs and Documents of all under Heaven — most of all the historical records kept by the feudal states, because those texts contained barbs and criticism. The Songs and Documents survived because they had been preserved in many private homes, but the historical records were kept only by the Zhou court and were therefore destroyed. How lamentable, how lamentable! Only the Qin records remained, but they lack dates and their text is too concise and incomplete. Yet the stratagems and expedients of the Warring States era also contain much that is worth adopting: why limit ourselves to ancient times? Qin conquered all under Heaven through brutal means, yet times change and circumstances alter, and its success was monumental. The tradition states: "Follow the later kings." Why is that? It is because the later kings are closer to our own era, and their customs and transformations resemble our own, that their doctrines are humble and easy to follow. Scholars are constrained by what they have heard. They see that Qin held the imperial throne for only a short time, fail to examine its full course from beginning to end, and so laugh it off entirely while not daring to speak of it. This is no different from accepting hearsay as truth. How sad!

Therefore, I drew upon the Qin records to continue after the Spring and Autumn Annals. Beginning with King Yuan of Zhou, I recorded the affairs of the Six States era and ended with the Second Emperor, a span of 270 years in all, setting down the principles of rise and decline that I have heard about. May future gentlemen view and observe this.
