太史公曰:殷以前尚矣。 周封五等:公,侯,伯,子,男。 然封伯禽、康叔於魯、衛,地各四百里,親親之義,褒有德也; 太公於齊,兼五侯地,尊勤勞也。 武王、成、康所封數百,而同姓五十五,地上不過百里,下三十里,以輔衛王室。 管、蔡、康叔、曹、鄭,或過或損。 厲、幽之後,王室缺,侯伯彊國興焉,天子微,弗能正。 非德不純,形勢弱也。
The Grand Historian said: Before the Yin period, matters are too ancient to judge. Zhou enfeoffed five ranks: duke, marquis, earl, viscount, and baron. Yet when Bo Qin and Kang Shu were enfeoffed in Lu and Wei, each received a territory of four hundred li, to honor kinship and reward virtue. Tai Gong at Qi combined the territories of five marquises, in recognition of his toil and service. Wu, Cheng, and Kang enfeoffed several hundred nobles, while those of the same surname numbered fifty-five. Their territories ranged from no more than a hundred li to as little as thirty li, to aid and protect the royal house. Guan, Cai, Kang Shu, Cao, and Zheng—some went beyond the limits, some fell short. After Li and You, the royal house declined; powerful states among the feudal lords rose up, and the Son of Heaven grew too weak to correct them. It was not that virtue was impure, but that strategic position was weak.

When Han rose, it established two ranks. In Gaozu's final years, those not of the Liu clan who became kings, and those without merit whom the emperor did not establish as marquises—the world together would execute them. Gaozu's sons and brothers of the same surname who became kings numbered nine states, although only Changsha was of a different surname, while meritorious ministers who became marquises numbered over a hundred. From Yanmen and Taiyuan eastward to Liaoyang lay the domains of Yan and Dai; South of Changshan, where the Taihang turns eastward, crossing the Yellow River and Ji, from A and Zhen eastward to the sea lay Qi and Zhao; West from Chen, south to Jiuyi, east along the Jiang, Huai, Gu, and Si to Kuaiji, lay Liang, Chu, Huainan, and Changsha—all adjoining the Hu and Yue on their outer frontiers. The inner lands bordered mountains to the north and extended east to exhaust the feudal lords' territories. Large ones comprised five or six commanderies, with connected cities numbering dozens. They established hundreds of officials, palaces, and temples, presuming to rival the Son of Heaven. Han alone held Sanhe, Dongjun, Yingchuan, and Nanyang commanderies, from Jiangling west to Shu, north from Yunzhong to Longxi, together with the inner minister making fifteen commanderies total, while princesses and marquises considerably held fiefs within them. Why was this? The world had just been pacified, close relatives of the same surname were few, so the collateral branches were extensively strengthened to pacify and stabilize the four seas, serving to support and protect the Son of Heaven.

漢定百年之閒,親屬益疏,諸侯或驕奢,忕邪臣計謀為淫亂,大者叛逆,小者不軌于法,以危其命,殞身亡國。 天子觀於上古,然後加惠,使諸侯得推恩分子弟國邑,故齊分為七,趙分為六,梁分為五,淮南分三,及天子支庶子為王,王子支庶為侯,百有餘焉。 吳楚時,前后諸侯或以適削地,是以燕、代無北邊郡,吳、淮南、長沙無南邊郡,齊、趙、梁、楚支郡名山陂海咸納於漢。 諸侯稍微,大國不過十餘城,小侯不過數十里,上足以奉貢職,下足以供養祭祀,以蕃輔京師。 而漢郡八九十,形錯諸侯閒,犬牙相臨,秉其阸塞地利,彊本干,弱枝葉之勢,尊卑明而萬事各得其所矣。
Within a century of Han's pacification, relatives grew increasingly distant, some feudal lords became arrogant and extravagant, following evil ministers who schemed for lewd disorder. The great ones rebelled, the small ones violated the law, endangering their lives, perishing their bodies and losing their states. The Son of Heaven observed ancient precedents, then extended favor, allowing feudal lords to extend benevolence and divide territories among their sons and younger brothers. Therefore, Qi was divided into seven, Zhao into six, Liang into five, Huainan into three, while the Son of Heaven's collateral sons became kings, and kings' collateral sons became marquises—over a hundred in total. During the revolt of Wu and Chu, kings were sooner or later stripped of territory for their offenses. Yan and Dai were left without northern frontier commanderies; Wu, Huainan, and Changsha without southern frontier commanderies; while detached jurisdictions of Qi, Zhao, Liang, and Chu—together with storied heights, lakes, marshes, and coastal tracts—were all absorbed into the Han domain. The feudal lords were slightly weakened. Large states did not exceed ten or so cities, small marquises did not exceed several dozen li. Above, they sufficed to perform tribute duties; below, to supply sacrifices—shielding and assisting the capital. Han commanderies numbered eighty or ninety, interspersed among the feudal lords like interlocking dog teeth, controlling strategic passes and terrain advantages, strengthening the trunk and weakening the branches—so that high and low were clear and the myriad affairs each found their proper place.

I, Minister Qian, respectfully record the feudal lords from Gaozu to the Taichu era, charting the times when their holdings waxed and waned, so that later ages may examine them. Though strategic power may be strong, in the end the essential thing is to make benevolence and righteousness the foundation.
