On gengxu, Zhang Shixun became co-chancellor with Jixian grand academician rank. On wuwu, former premiers’ heirs were tested for works-directorate posts. On jiazi, retiring fifth-rank officials could register a son as collating secretary; third-rank deputies and above, a ritual attendant. On dingmao, Zhenzong’s Lady Li became Talented Consort—and died the same day.

That day the court returned to the palace. On jimao, winter solstice: he led the court to salute the dowager at Wende, then held audience in Tian’an. On renchen, Yanzhou reported Xia King Zhao Deming’s death. On guisi, Deming’s son Yuanhao received Dingnan command and the title Prince of Xiping. Twelfth month, renyin: Yang Chongxun became military affairs commissioner. On wuwu, bandits taken alive were to await imperial sentence—no summary execution. On renxu, pale blue mist arched the northwestern sky. Famine struck eastern Jing, Huainan, and Jiangdong.

Second month, wuxu: the Honoring Worthy star appeared in the northeast. On gengzi, Jiang-Huai famine dead were to receive official burial and rites. On yisi, the dowager in mourning dress and Yitian crown offered at the temple; the imperial consort assisted; the empress completed the rites. That day the dowager received the style Responding to the Primal through Preserving Longevity. On dingwei, he sacrificed to the first farmer, plowed the sacred field, and proclaimed amnesty. The bureaucracy offered him Sagely, Civil and Military, Patterning Heaven and the Way, Benevolent, Bright, and Filial.

Fourth month, new moon bingshen: the late dowager’s goods were given to intimates. On renyin, Lady Li was posthumously made empress dowager—and the emperor learned she was his mother. On jiachen, the late dowager’s tomb commissioners also took charge of the new empress’s burial. On wushen, he began hearing government in Chongde’s west wing. On jiyou, Qianyuan birthday salutations were ended. On renzi, officials and kin were forbidden to buy favor with gifts or kinship memorials. New temples and abbeys were banned. Personal rule began; favoritism was cut—and court and country rejoiced. On guichou, Song Shou and Fan Zhongyan returned to court. On bingchen, Jiang Deming and fellow eunuchs fell for selling access. On jiwei, Lü Yijian, Zhang Qi, Xia Song, Chen Yaozuo, Fan Yong, Zhao Zhi, and Yan Shu were swept out. Zhang Shixun took Zhaowen; Li Di became co-chancellor; Wang Sui joined the council; Li Zi and Wang Deyong took military posts. On renxu, from Zichen Hall, Zhang Shixun took both tomb commissions. On guihai, the late dowager became Bright Offering, Bright Solemn; Lady Li posthumously Bright Grace.

On wuyin, prisoners were reviewed.

On bingchen, Prince of Zhou You was posthumously made heir. On wuwu, Zhang and Yang fell; Lü Yijian returned as chancellor; Wang Shu and Wang Deyong took military affairs; Song Shou and Cai Qi joined the council.

Eleventh month, new moon guihai: Xue Kui was dismissed. Imperial clan stipends were raised. Venus again crossed the Southern Dipper. On yichou, the late Fair Lady Zhang was made empress. On jiaxu, Kou Zhun was posthumously made Secretariat director. Twelfth month, bingshen: circuit punishment intendants were restored. On dingyou, transport chiefs were to tour annually with dated arrival reports from every prefecture. On jiachen, eastern Jing famine won two hundred thousand bolts of palace silk in lieu of local tribute. On yisi, the court ordered the Zhou temples restored. On dingwei, censorial draftsmen needed endorsement from the chief censor or supervising aide before they could serve. On wushen, two hundred palace women were sent out of the palace. On yimao, Empress Guo was stripped of her title, made Pure Consort and Jade Capital Transcendent Wonder Immortal Master, and sent to Everlasting Peace Palace. Censor-in-chief Kong Daofu and his remonstrance colleagues clamored at the palace gate for an audience; the emperor had the chief ministers explain why the empress must go. On bingchen, Kong Daofu and Fan Zhongyan were banished from court, and censors were forbidden to storm the gate in concert again. On dingsi, the court announced a new reign title for the coming year. Border commanders were barred from building new forts without leave. Locusts ravaged the heartland and north; Huainan, Jiangdong, and Sichuan starved—comfort envoys went out and rents were cut. Chola sent tribute.

Jingyou 1, first month, jiazi: grain from the Jiang-Huai canal fed eastern Jing’s hungry. On bingyin, Kaifeng circuit counties were told to set up gruel kitchens; other disaster counties were to do the same. On wuchen, the Three Departments were ordered to cast Jingyou yuanbao cash. On jiaxu, the chief ministers were asked to propose reforms in arms and agriculture. The people were paid in grain and beans to dig up locust eggs. On guiwei, the civil exams took two in ten; veterans of palace exams, repeaters of a certain age, and those tested under the late emperor were all to be named to the throne. On jiashen, Huainan’s famine brought two hundred thousand bolts of palace silk in lieu of annual tribute. On dinghai, the Hall of Esteeming Learning gained court lecturers. On gengyin, Huainan’s tribute to the court was halted for a year.

Second month, yiwei: the Written Judgment and Outstanding Talent exam was abolished. On xinchou, miscellaneous examinees who had failed seven times could be specially presented regardless of age. On jiachen, Jiang-Huai canal shipments were cut by two million shi. On wushen, Lin and Fu were ordered to feed Tangut and Han famine victims.

Third month, renwu: summer tax was waived in disaster counties on every circuit. On guiwei, Jiezhou saltern households had half their salt arrears written off. That month, seven hundred eighty-three men passed the palace list and received rank.

Fourth month, dingyou: judge Pang Ji reported that Lady Shang’s eunuch had forged an order waiving market rent for artisans. The emperor had the eunuch flogged and forbade agencies to heed palace messages without verification. On guichou, acting palace and surveillance censors were created.

Fifth month, xinyou: one hundred thousand bolts of cloth bought grain for Hebei granaries. On dingmao, commoners were barred from brocade and embroidered dress. Western Sichuan’s annual tribute brocade was ended as well. On guiyou, censors without prefectural experience were sent to govern counties. On renwu, the court held a prison review. That month, the Khitan emperor’s mother handed rule back to Zongzhen and withdrew to Qing tomb.

Sixth month, renchen: over six hundred Jiaozhou families came in. On gengzi, capital-region disaster victims paid half tax. On jiyou, decree and military examinees sat their tests. On yimao, local officials who sentenced anyone to death without proper authority had to seek imperial approval.

Intercalary month, jiazi: the Huai and Bian flooded Sizhou. On jisi, a gale in Wuxi, Changzhou, stripped roofs from houses. On yihai, unregistered temples across the empire were torn down. On renwu, tortoiseshell and hawksbill ware was banned.

Seventh month, bingshen: Shouzhou’s Xiaocai county paid graded relief to flood victims. On jihai, Wang Shu of the Military Affairs Bureau became associate chief councilor. On xinchou, civil and military judicial commissioners were forbidden to cross-nominate. On renzi, transport commissioners and prefects were to name officials to run Ever-Normal granaries. On jiayin, the Yellow River burst Henglong embankment in Cao prefecture.

Eighth month, gengshen: the minister Xue Kui died. On renxu, a comet blazed in the Wings and the Chariot Shaft. On guihai, Military Affairs Commissioner Wang Shu died. On jiazi, the moon crossed the Southern Dipper. On wuchen, the emperor fell ill. On gengwu, Wang Zeng became military affairs commissioner. On xinwei, the comet brought a great amnesty: the emperor left the main hall, ate sparingly, and ministers met him in the Yanhe gallery. On renshen, Pure Consort Guo was sent out, Lady Shang took the tonsure, and Lady Yang was housed apart.

Ninth month, renchen: officials asked for alternate-day audiences in the front hall as of old; the emperor agreed. On dingyou, the emperor recovered, returned to the main hall, and ate as before. On jiachen, Lady Cao was named empress. On bingwu, Mars crossed the Southern Dipper.

Tenth month, gengshen: Huainan, Jiang-Zhe, and Jing-Hu transport superintendents were abolished; Huainan’s transport commissioner took over their duties. On yihai, the court composed Jing An, Xing An, and You An for suburban rites.

Twelfth month, guiyou: Yuanhao of Western Pacification received Buddhist scriptures. That year Li Dezheng of Southern Pacification sent two tame elephants; the court sent them back. Locusts ravaged Kaifeng and Zibo.

On wuchen, Li Di fell; Wang Zeng became chancellor and Jixian grand academician; Wang Sui and Li Zi ran the Military Affairs Bureau; Cai Qi and Sheng Du joined the council; Wang Deyong and Han Yi became deputy directors.

At the southern altar the High God was exalted; Taizu was fixed as chief partner and the two later emperors alternated. On bingwu, prisoners empire-wide were cut one grade; flogging cases were freed. On dingwei, Guangxi reported Zhenning barbarians raiding.

Eleventh month, wuzi: the deposed Empress Guo died. On guisi, morning offerings were made at Meritorious Spirit Palace. On jiawu, the imperial ancestors were feasted at the ancestral and Cherishing Kindness temples. On yiwei, Heaven and Earth were sacrificed to at the round altar and the realm was amnestied. Descendants of Five Dynasties and former kingdoms were registered for office. Imperial clansmen in commissioner posts down to palace attendant were shifted to western-banquet ranks. The court styled him Jingyou, Patterning Heaven and the Way, Revering Culture and Sagacious Martiality, Sagely Spirit and Filial Virtue Emperor. On dingwei, officials received added rank grades. Twelfth month, renzi: Gusiluo became acting commissioner of Baoshun army. On bingzi, prefects who led irrigation and land reclamation were promised rewards. That year Zhenrong’s famine brought sixty thousand shi of grain on loan to bowmen.

On jiazi, medicine was sent to Guangnan troops and civilians stricken by miasma. On dingmao, Shaanxi’s Three White canals were repaired.

Third month, guisi: merchants again had to buy official tea with cash. On yiwei, the court inspected the newly tuned pitch pipes. On wuxu, high retirees were paid like detached-service officials and local chiefs were to visit them with seasonal gifts. The border prefecture of Wei was retitled Prestige. Fifth month, gengchen: the court bought missing palace library books. On bingshen, the court held a prison review. On bingxu, Fan Zhongyan was banished to Raozhou for lampooning the chief ministers. Yu Jing, Yin Zhu, and Ouyang Xiu were demoted and sent to provincial posts. Officials were warned not to speak outside their proper duties.
