Emperor Ningzong (personal name Kuo), posthumously titled Fatian Beidao Chunde Maogong Renwen Zhewu Shengrui Gongxiao, was Guangzong's second son; his mother was Empress Ciyi of the Li clan. While Guangzong was still Prince of Gong, Lady Ciyi dreamed the sun fell into the courtyard and that she caught it in her hands; she soon conceived. He was born at the princely residence on the bingwu day of the tenth month of the fourth year of Qiandao (1168); in the fifth month of the following year he received his current personal name. On the yichou day of the eleventh month he was made general of the Right Qianniu Guard. In the seventh year Guangzong was installed as crown prince. On the wuwu day of the tenth month of the fifth year of Chunxi (1178) he was transferred to surveillance commissioner of Ming Prefecture and enfeoffed as Duke of Ying. In the second month of the seventh year he began formal instruction under a tutor.

In the first month of the ninth year he underwent the coming-of-age capping ceremony. On the jisi day of the ninth month of the tenth year he first took part in court audiences. In the eleventh year, when he was due to leave the inner palace, both empresses favored him and did not want him living away from court; a residence was built beside the Eastern Palace, and on the jiaxu day of the tenth month he moved in.

On the yiyou day of the third month of the twelfth year he was made military commissioner of the Anqing Army and enfeoffed as Prince of Pingyang. On the xinyou day of the eighth month he married Lady Han of the Han clan. On the renxu day of the second month of the sixteenth year Guangzong accepted the throne by abdication. On the jihai day of the third month he was appointed junior guardian and military commissioner of the Wuning Army and promoted to Prince of Jia. From childhood the prince had honored his teachers; only now was an aide tutor formally appointed, with Shen Qingchen named to the role.

In the spring of the first year of Shaoxi (1190), Chancellor Liu Zheng petitioned to name him crown prince.

On the wuxu day of the sixth month of the fifth year of Shaoxi (1194), Xiaozong died, and Guangzong, ill, could not leave the palace. On the renyin day the chief ministers asked the Grand Empress Dowager to rule from behind the curtain; she refused; they then asked to conduct the mourning sacrifices on his behalf, and this was approved. On the dingwei day the chief ministers memorialized: "Prince Jia has shown benevolence and filial devotion from his youth. He should be named heir to reassure the realm." Six days later, after three such memorials, the court assented. The next day a draft edict was prepared and submitted. That evening Guangzong sent the chancellor an imperial rescript: "I have reigned long enough and wish to retire."

On the xinyou day of the seventh month Liu Zheng resigned, citing illness. Zhao Ruyu, commissioner of the Bureau of Military Affairs, saw Liu Zheng leave and sent Han Tuozhou, through the eunuch Zhang Zongyin, to ask the Grand Empress Dowager to abdicate in favor of Prince Jia; she refused. Tuozhou then met Guan Li, supervisor of Chonghua Palace, and when Li inquired, told him the plan. Guan Li went in at once, weeping as he pleaded with the Grand Empress Dowager; she finally understood and told Tuozhou through a messenger: "See it through properly! Tuozhou came out, informed Zhao Ruyu, and ordered palace commander Guo Gao to post troops through the night guarding the northern and southern inner palaces.

The next day, at the end-of-mourning rites, Zhao Ruyu led the officials before Xiaozong's bier while the Grand Empress Dowager sat behind the curtain. Ruyu bowed with his colleagues and said: "The emperor is too ill to preside over mourning; we ask that Prince Jia be made crown prince to steady the realm." He then presented Guangzong's eight-character rescript as evidence. The Grand Empress Dowager said: "Since there is an imperial hand, you should execute it. Zhao Ruyu replied: "An abdication within the palace is a grave matter; we need a formal order." The Grand Empress Dowager agreed. Zhao Ruyu produced from his sleeve the draft he had prepared: "The emperor, ill, cannot conduct mourning and has written that he wishes to retire. Prince Jia Kuo may immediately ascend the throne. The emperor shall be honored as Retired Emperor and the empress as Retired Empress." After reading it through, the Grand Empress Dowager said: "Excellent."

Zhao Ruyu went out and told the prince; Kuo firmly refused, saying: "I fear the charge of unfilial conduct." Zhao Ruyu said: "A ruler's filial duty is to secure the realm. The court and country are in turmoil; if anything goes wrong, what becomes of the retired emperor?" The officials helped him into the white mourning canopy and draped the yellow robe on him; he had stepped back and not yet sat when Zhao Ruyu led his colleagues in bowing. The new emperor went to the Hall of the Spirit Tablet. He wept his fill. Soon the guard was drawn up and the officials hurried into formation. The emperor came out in mourning garb, stood in the white canopy in the eastern corridor of Chonghua Hall, was steadied by attendants, and then sat. After the officials had paid their respects, he conducted the end-of-mourning rites. An edict ordered Tai'an Palace built to house the retired emperor and empress. At the mourning site Zhao Ruyu at once asked that Liu Zheng be recalled. On the yichou day the Grand Empress Dowager named Lady Han of Chongguo empress. On the bingyin day a general amnesty was proclaimed. All officials were promoted one grade and the armies were rewarded. An edict required the emperor to visit Tai'an Palace every five days and officials to attend twice a month. The accession was announced at the rites to Heaven and Earth, the ancestral temples, and the state altars.

On the dingmao day Censor Zhang Shuchun impeached Liu Zheng for abandoning office without leave; the court made Zhang vice minister of personnel. On the wuchen day an edict called for frank memorials. Zheng Shi was sent to Jin to announce the abdication. On the jisi day Zhao Ruyu was named concurrent vice grand councilor. On the gengwu day Zhu Xi, Hanlin compiler and prefect of Tanzhou, was summoned to court. On the renshen day construction of Tai'an Palace began. On the yihai day Zhao Ruyu became right chancellor; Chen Gui became military affairs commissioner; Yu Duanli became vice grand councilor while retaining his post as associate military affairs commissioner. Zhao Ruyu declined the appointment. Former chancellors and palace attendants were given edicts asking their views on what had gone right and wrong. On the bingzi day a violent wind arose. On the wuyin day an edict said that in the autumn heat the retired emperor need not move yet and that his sleeping hall would serve as Tai'an Palace. Palace commander Guo Gao was made military commissioner of the Wukang Army; on the gengchen day the emperor led the officials in presenting a memorial at Tai'an Palace. On the xinsi day Zhao Ruyu became military affairs commissioner and Guo Shiyu, military commissioner of the Baoda Army, was named overall supervisor of the imperial tomb works. On the renwu day Censor Zhang Ying and others impeached the eunuchs Lin Yinian, Chen Yuan, and Yang Shunqing; Lin and Chen were sent to provincial palace chapels and Yang to one in the capital. Han Tuozhou was stripped of his court ranks and made defense commissioner of Ru Prefecture. On the guiwei day Yu Duanli resigned as associate military affairs commissioner. On the jiashen day Minister of War Luo Dian was appointed to sign at the Bureau of Military Affairs. An edict ordered officials of the Secretariat and Chancellery to review memorials submitted in response to the call for counsel and report the most urgent items. On the wuzi day an edict ordered officials to present themselves at court in rotation. Yang Shunqing was removed from his capital chapel post; Lin Yinian was ordered to reside at Changzhou and Chen Yuan at Fuzhou.

On the jisi day of the ninth month Zhao Ruyu was ordered to present offerings at Jingling Palace. On the gengzi day Heir Prince of Xiu Bo Gui was ordered to offer sacrifices at the Imperial Ancestral Temple. That same day Luo Dian died. On the xinwei day Heaven and Earth were jointly sacrificed to at the Bright Hall and a general amnesty was proclaimed. On the renshen day Minister of Justice Jing Yong was appointed to sign at the Bureau of Military Affairs. On the jiaxu day an edict was issued reassuring the frontier commanders. The Tianyou festival was renamed the Ruiqing festival.

In the tenth month, on the jichou day, Right Remonstrance Grandee Zhang Shuchun again impeached Liu Zheng for abandoning office; Liu was stripped of his title as academician of the Hall for Exalted Literature. On the gengyin day Tai'an Palace was renamed Shoukang Palace. On the xinmao day the Sichuan pacification commission was ordered to review the qualifications of prefectural administrators. On the guisi day thunder was heard. On the yiwei day an edict cited disorder in yin and yang and untimely thunder and ordered remonstrance officials and attendants each to report lapses in governance. On the wuxu day no further business was recorded. Military examination graduates were again allowed to test for conversion to civil office. On the gengzi day, because of prolonged rain, the Court of Judicial Review, the Three Palace Commands, Lin'an, and the Two Zhe circuits were ordered to review prisoners and release those sentenced to beating or less. On the xinchou day market cloth-conversion levies in Zhe and Jiangdong-Jiangxi were reduced, and the Zhe circuit's salt and head taxes were remitted for one year. Tribesmen of Ya Prefecture raided the border; local militia drove them back and they soon surrendered. On the jiachen day, at Zhu Xi's urging, the rear secretariat was ordered to expedite review of memorials submitted in response to the call for counsel. On the yisi day the late emperor was given the posthumous title Zhewen Shenwu Chengxiao and the temple name Xiaozong. On the bingwu day, again at Zhu Xi's request, congratulatory documents for the Ruiqing festival were declined. On the gengxu day Empress Anmu was posthumously renamed Empress Chengmu and Empress Angong Empress Chenggong. On the renzi day Zeng Sanfu was sent to Jin to congratulate the New Year. On the bingchen day Xiaozong's seals and regalia were installed at Chonghua Hall, and those of Empresses Chengmu and Chenggong in their respective chambers.

On the gengshen day of the intercalary month, at Minister of Personnel Zheng Qiao's memorial, ancestors Xi and Xuan were removed from the main line and Taizu's eastern-facing position was restored; a separate temple for Xi was then built to house the tablets of Shun, Yi, and Xuan. On the yichou day Lin Jiyou was sent to Jin to return thanks. On the wuchen day Jin sent envoys to offer mourning sacrifices. On the wuyin day Lecturer Zhu Xi was dismissed after a memorial offended Han Tuozhou; Zhao Ruyu protested strongly but was not heeded; censors, remonstrators, and drafting officials submitted successive memorials asking that Zhu Xi be kept on, but the emperor again refused. An edict ordered the Secretariat, Chancellery, remonstrance officials, and attendants each to nominate two imperial clansmen noted for learning and judgment. On the renwu day an edict declared the coming year the first year of Qingyuan.

In the eleventh month, on the jiawu day, the king of Annan, Li Long, was again granted the title of Jimei meritorious minister. On the bingwu day the emperor returned from Chonghua Palace to the inner palace. On the gengxu day Han Tuozhou, surveillance commissioner of Yi Prefecture, was named concurrent chief coordinator at the Bureau of Military Affairs. On the xinhai day glaze ice formed on the trees. An edict ordered Xiaozong's three-year mourning observed and directed ritual officials to draft the full ceremonial code and report. Ming Prefecture was elevated to Qingyuan Prefecture. On the yimao day Emperor Xiaozong was provisionally interred at Yongfu Mausoleum. On the first day of the twelfth month private talk about palace affairs was forbidden. On the yichou day Vice Minister Peng Guinian memorialized that Han Tuozhou traded on borrowed prestige and abused power, and asked that he be removed to clear public suspicion. An edict dismissed Peng Guinian, promoted Han Tuozhou one rank, and gave him a post at a capital palace chapel. Zhao Ruyu asked that Peng Guinian be kept on, but the emperor refused. Censor-in-chief Xie Shenfu impeached Chen Fuliang and had him removed. On the wuchen day Chen Kangbo was granted co-sacrifice in Xiaozong's temple. On the jisi day Chen Gui was dismissed. On the gengwu day Yu Duanli became military affairs commissioner, Jing Yong vice grand councilor, and Zheng Qiao associate military affairs commissioner. On the xinwei day Supervising Censor Liu Dexiu impeached Diarist Liu Guangzu and had him removed. On the guiyou day Jin sent envoys to congratulate the accession. The temple music for Xiaozong was set as the Dance of the Great Human Relations. On the jiaxu day Xiaozong's spirit tablet was installed in the Imperial Ancestral Temple. On the dingchou day sentences were reduced for prisoners below capital crime in Lin'an and Shaoxing, and those sentenced to beating or less were released. Taxes were remitted for commoners drafted for mausoleum labor. On the wuyin day Guo Shiyu was made junior preceptor and enfeoffed as Prince of Yongning. On the guiwei day Jin sent envoys to congratulate the coming New Year. That year floods and drought struck Zhe, Huainan, and Jiangdong-Jiangxi; relief was distributed and taxes remitted.

On the first day of the first month of the first year of Qingyuan land tax in the Two Huai regions was remitted. On the renyin day tribesmen of Li Prefecture raided the border and were driven back by government troops. On the yisi day head tax and cloth-conversion levies for the poor in Tai, Yan, and Hu prefectures were remitted for one year. An edict ordered famine-hit prefectures in Zhe, Huainan, and Jiangdong to take in abandoned children. On the xinhai day prolonged rain prompted relief for the poor of Lin'an. On the bingchen day a white rainbow crossed the sun.

On the first day of the second month an edict urged the Two Huai prefectures to encourage reclamation of wasteland. On the renxu day Heir Prince of Xiu Bo Gui was granted the privilege of supportive bowing without having his name announced. On the guihai day prolonged rain led to release of prisoners sentenced to beating or less in the Court of Judicial Review, the Three Commands, Lin'an, and the Two Zhe circuits. On the dingmao day commanders and supervisory commissioners were ordered to evaluate prefects at year's end and report. On the wuyin day, at Right Rectifier Li Mu's urging, Zhao Ruyu was removed and made academician of the Hall for Exalted Literature and prefect of Fuzhou. On the jimao day dust fell from the sky. Yu Duanli was named concurrent vice grand councilor. On the gengchen day Vice Minister Zhang Ying was dismissed for siding with Zhao Ruyu. On the jiashen day Xie Shenfu and others again impeached Zhao Ruyu, and he was given a palace chapel post.

On the first day of the third month there was a solar eclipse. On the gengyin day Venus crossed the celestial meridian. On the xinhai day Sichuan was ordered to send western troops annually to court under the old regulations. On the guichou day attendants, remonstrance officials, and the two departments were ordered to debate the merits of iron cash along the Jiangnan Yangtze coast. On the jiayin day Libationer Li Xiang and Erudite Yang Jian were dismissed for siding with Zhao Ruyu.

In the fourth month, on the dingsi day, Treasury vice director Lü Zujian was sent to Shaozhou for resettlement after memorializing to keep Zhao Ruyu and protesting the dismissals of Zhu Xi and Peng Guinian, thereby offending Han Tuozhou. On the jiwei day Yu Duanli became right chancellor, Jing Yong military affairs commissioner, Zheng Qiao vice grand councilor, and Xie Shenfu was appointed to sign at the Bureau of Military Affairs. On the gengshen day six Imperial University students led by Yang Hongzhong petitioned to restore Zhao Ruyu, Zhang Ying, Li Xiang, and Yang Jian and remove Li Mu; the court ordered each student exiled for supervised resettlement five hundred li from the capital. Drafting Official Deng Chi memorialized in their defense, but the emperor refused. On the wuchen day a great epidemic struck Lin'an; inner treasury funds paid for medicine and burials for the poor and compensated families of soldiers who died of plague.

In the fifth month, on the wuzi day, Lü Zujian was transferred to Jizhou for resettlement. On the wuxu day an edict warned officials against factional collusion. On the bingwu day circuits were ordered to establish Broad Relief granaries and revise regulations on care for pregnant women and infants. On the xinhai day sentences were reduced for miscellaneous offenders below capital crime in the Court of Judicial Review, the Three Commands, and Lin'an, and those sentenced to beating or less were released.

In the sixth month, on the dingsi day, Liu Zheng was restored as academician of the Hall for Exalted Literature and made commissioner of Liquan Abbey. Right Rectifier Liu Dexiu asked that doctrines be examined for authenticity to distinguish orthodoxy from heterodoxy. On the jiwei day Wang Yiduan was sent to congratulate the Jin emperor's birthday. On the gengwu day commanders of the Three Commands and Yangtze armies were ordered upon first appointment to nominate one successor and each year to recommend two men they knew. On the guiyou day Han Tuozhou was made military commissioner of the Baoning Army and supervisor of Wanshou Abbey.

On the jiyou day head-tax silk was remitted for disaster victims in Tai, Yan, and Hu prefectures.

In the tenth month, on the jimao day, the three departments and Bureau of Military Affairs were ordered to draft regulations for army instruction. On the yichou day Xiu Prefecture became Jiaxing Prefecture, Shu became Anqing, Jia became Jiading, and Ying became Yingde. On the wuchen day Jin sent Wu Dingshu to congratulate the Ruiqing festival. On the renshen day the prince's son Gong was enfeoffed as Prince of Anding.

In the eleventh month, on the jichou day, dust fell from the sky. On the gengyin day the emperor's younger brother, Prince of Xu Bing, was made military commissioner of the Zhaoqing Army. On the wuxu day extended honorific titles were granted to the grand empress dowager, empress dowager, retired emperor, and retired empress. On the bingwu day, at Supervising Censor Hu Hong's urging, Zhao Ruyu was demoted to deputy military commissioner of the Ningyuan Army and sent to Yongzhou for resettlement. On the dingwei day the chief ministers were ordered to conduct a grand military review. In the twelfth month, on the guihai day, the Chuzhou Crossbowmen Service Army was established. On the bingzi day Zhu Xi was appointed attendant gentleman at the Huanzhang Pavilion but declined. On the dingchou day Jin sent Hesheli Zheng to congratulate the coming New Year.

In the first month of the second year Yu Duanli became left chancellor, Jing Yong right chancellor, Zheng Qiao military affairs commissioner, Xie Shenfu vice grand councilor, and He Dan associate military affairs commissioner; on the gengzi day Zhao Ruyu died at Yongzhou. On the jiachen day Right Remonstrance Grandee Liu Dexiu impeached Liu Zheng for patronizing the false-learning faction; Liu was stripped of his academician title and removed from his chapel post.

In the second month, on the xinyou day, an edict posthumously restored Zhao Ruyu's rank and permitted his remains to be returned home for burial, but Drafting Official Wu Zongdan's protest led to revocation. On the xinwei day Lin'an head tax was again remitted for three years.

In the third month, on the bingshen day, all armies were ordered to practice shooting at the iron curtain target. On the jihai day the younger brother Bing was promoted to Prince of Wuxing. On the bingwu day the relevant offices submitted the Qingyuan Accounting Records.

In the fourth month, on the jiazi day, Yu Duanli was dismissed. On the renshen day He Dan became vice grand councilor and Minister of Personnel Ye Zhu was appointed to sign at the Bureau of Military Affairs. On the yihai day one additional supervising censor was added.

In the fifth month, on the xinsi day, drought prompted prayers at Heaven and Earth, the ancestral temples, and the state altars. An edict ordered the Court of Judicial Review, the Three Commands, Lin'an, and Two Zhe counties to review detained prisoners. On the yiyou day penalties for deaths of prisoners from jail neglect were strictly enforced. On the xinmao day four hundred ninety-nine metropolitan graduates led by Zou Yinglong received degrees and qualification. On the jiawu day market cloth-conversion levies throughout the circuits were reduced for three years. Huawen Pavilion was built to house Xiaozong's collected writings. On the jiachen day Cifu Palace was renamed Shouci Palace.

In the sixth month Wu Zongdan was sent to congratulate the Jin emperor's birthday; on the yichou day supervisory commissioners and commanders were ordered to grade county magistrates in three tiers; on the bingzi day the prince's son Jun was born. In the seventh month, on the guiwei day, offerings were presented at the Imperial Ancestral Temple. On the bingxu day sentences were reduced for capital convicts throughout the circuits, and those below exile were released. On the wuzi day exiles including Lü Zujian were transferred to inner prefectures as appropriate. An edict ordered the rectification and metropolitan offices to evaluate how circuit administrators served the people in five areas and report. On the wuxu day Han Tuozhou was granted Kaifu Yitong Sansi and made commissioner of Wanshou Abbey.

In the eighth month, on the guichou day, the spirit images of Xiaozong and Empresses Chengmu and Chenggong were installed at Jingling Palace. On the bingchen day, at Vice Director Hu Hong's request, nominations advancing members of the false-learning faction were suspended. On the renxu day the prince's son Jun died and was posthumously enfeoffed as Prince of Yan with the posthumous title Chonghui.

In the ninth month, on the dinghai day, Li Prefecture was again divided into eastern and western circuits. On the guisi day Heir Prince of Pu Shixin died and was posthumously enfeoffed as Prince of Shao. On the jiawu day a meteor fell in daylight. On the dingyou day Zhang Guimo was sent to Jin to congratulate the New Year.

In the tenth month, on the wushen day, the emperor led the officials in presenting seals and regalia to the grand empress dowager, empress dowager, retired emperor, and retired empress at Cifu and Shoukang Palaces. On the xinhai day the empress received her investiture. On the renxu day Jin sent Zhang Si to congratulate the Ruiqing festival. On the jiaxu day a grand military review was held.

In the eleventh month, on the gengyin day, he went to Shoukang Palace and presented the Retired Emperor's Clemency Edicts. On the renchen day Jing Yong and others presented Xiaozong's Clemency Edicts. On the guimao day rewards were given for capturing and accepting the surrender of cave bandits in Yi Prefecture. In the twelfth month, on the xinwei day, Jin sent Wanyan Chongdao to congratulate the coming New Year. That month Supervising Censor Shen Jizu impeached Zhu Xi; Xi was stripped of his Hanlin compiler post and removed from his chapel appointment. The scholar Cai Yuanding was banished to Dao Prefecture.

In the second month, on the jiyou day, Jing Yong and others presented the Shenzong Genealogy and Gaozong Veritable Records. On the dingsi day, at Direct Clerk Shao Youran's request, an edict barred powerful ministers and the false-learning faction from inner-court appointments. The court promulgated his memorial as edict.

In the third month, on the yiwei day, Donghua Gate was built. On the gengzi day encircling farmland was forbidden in western Zhe prefectures. On the renyin day an edict required that officials who approved improper capital sentences be punished under the law. In the fourth month, on the bingwu day, dust fell from the sky. Bu Lin was named Heir Prince of Pu. On the renzi day drought prompted prayers at Heaven and Earth, the ancestral temples, and the state altars. On the yichou day hail fell.

On the yihai day Wei Jing was sent to congratulate the Jin emperor's birthday. On the jiawu day Liu Zheng was ordered to hold a nominal post at the Western Capital and reside at Shao Prefecture. That summer Guangdong tea-and-salt commissioner Xu Anguo sent men to seize illicit salt on Great Xi Mountain, and the islanders rose in revolt.

In the seventh month, on the gengwu day, Supervising Censor Shen Jizu submitted records of more than four hundred long-detained prisoners and was promoted two ranks.

In the eighth month, on the wuzi day, the Shenquan mint of Yan Prefecture was re-established. On the xinmao day Guangzhou prefect Qian Zhiwang sent troops into Great Xi Mountain and massacred the islanders. On the jiawu day official salary fields throughout the circuits were equalized.
