In the first month of spring in the first year of Jiatai (1201), on the day wuwu, the government strictly reinforced the prohibition on levied salt in Fujian. On renxu, Xie Shenfu and others recommended thirty-five literati; the court ordered their names entered in the Secretariat registers pending appointment. On dingmao, circuit commandants were ordered to review troops in the prefectures and forbidden to accept gifts or recruit soldiers without authorization. Violators were to be prosecuted under the penal code. On gengwu, Ge Yong was granted co-worship in Guangzong's ancestral temple. On bingzi, the Jin court dispatched Wanyan Chong to offer condolences.

In the second month, on wuzi, the throne issued an edict seeking calendrical experts; on renchen, the Hall for Cultivating Goodness was opened. Yu Lie was sent to the Jin court to convey thanks. On guisi, Supervising Censor Shi Kangnian charged the retired Grand Mentor Zhou Bida with having pioneered "false learning" and cultivated a private faction; the emperor demoted him to Junior Mentor. Work was begun on the Veritable Records of Guangzong. On yiwei, compilation of the Ministry of Personnel's Seven Offices Code was resumed. On jihai, examinations for instructional officials were introduced in Sichuan for the first time. On xinchou, a shower of dust fell from the sky.

In the third month, on bingyin, hail fell. On wuchen, hail fell again. The Qingyuan clemency edicts and a digest of corvée regulations were issued. On jisi, hail fell again. On wuyin, a great fire ravaged Lin'an and burned for four days before it was put out.

In the fourth month of summer, on xinsi, the throne ordered officials to aid afflicted residents and provide burial funds for the dead. On renwu, the emperor issued an edict of self-reproach. The Bureau of Military Affairs was ordered to tally palace guard units and army encampments burned in the fire. On guiwei, the emperor withdrew from the main hall and curtailed court banquets. On jiashen, Lin'an prefectural authorities were ordered to hunt down arsonists and punish them under military law. The palace released 160,000 strings of cash and over 65,000 piculs of grain to aid families stricken by the disaster. On xinmao, tribal forces from Long Prefecture raided the frontier, and regular troops were sent to suppress them. Citing extravagant popular customs, an edict required that post-disaster construction by government troops adhere strictly to regulations. Gold-inlaid and kingfisher-feather ornaments from the palace were burned in the open streets, and the populace was forbidden to use them. On dingyou, the emperor returned to the main hall and restored full court banquets. On wuxu, Ningzong's former princely residence was converted into the Kaiyuan Palace. On bingwu, an edict barred civil and military officials from holding acting posts in prefectures where they were residing and codified the rule.

In the fifth month, on wuwu, owing to drought the court prayed at Heaven and Earth, the ancestral temples, and the altars of soil and grain, and ordered judges in the capital and two Zhe circuits to review detained prisoners. On guihai, petty offenders throughout the empire were released and tea-salt reward levies were abolished. On dingmao, officials were ordered to carry out sixteen measures of clemency. On yihai, Xia Yunzhong of the Taiping Huimin Bureau urged that Han Tuozhou be made Director of State Affairs on the model of Wen Yanbo. Han Tuozhou memorialized asking to retire, but the request was denied. Xia Yunzhong was dismissed from his post. On bingzi, rain fell. On dingchou, hail fell.

In the sixth month, on xinsi, Chen Zong was sent to the Jin court to congratulate the Jin emperor on his birthday. On bingwu, Venus traversed the heavens.

In the seventh month of autumn, on yimao, He Dan was dismissed from office. On dingsi, prayers were again offered at Heaven and Earth, the ancestral temples, and the altars of soil and grain because of the drought. On renxu, petty offenders in the capital and drought-stricken prefectures and counties empire-wide were released. On guihai, hail fell. On jiazi, Chen Ziqiang was appointed Vice Grand Councilor and Associate Director of the Bureau of Military Affairs, and Zhang Fu Deputy Secretary of the same bureau. On dingmao, fire-stricken poor were again given relief. On jisi, Wu Xi was appointed Commander-in-Chief of Xing Prefecture and concurrently its prefect.

In the eighth month, on jimao, benefits granted through memorial recommendations were curtailed. On jiashen, Zhang Fu was dismissed; Chen Ziqiang became Director of the Bureau of Military Affairs, Zhang Yan Vice Grand Councilor, and Remonstrance Councillor Cheng Song Associate Director of the bureau. On bingxu, the court again ordered senior officials to deliberate on the pros and cons of iron currency in the eight Yangzi prefectures.

In the ninth month, on xinhai, two court officials were sent to settle disputes over polder reclamation in western Zhe. On jiwei, dust fell from the sky. On xinwei, Li Jinghe was sent to the Jin court for New Year's greetings. On jiaxu, ritual officials were directed to compile Xiaozong-era ceremonial statutes.

In the tenth month of winter, on jiashen, tribute from all circuits for the Ruiqing festival was remitted. On bingxu, Attendance Secretary Wang Rong asked that Han Tuozhou's role in securing the succession be submitted to the Historiography Office, and the request was granted. On jiawu, the Jin court sent Tushan Huaizhong to offer greetings for the Ruiqing festival. On jiachen, compilation of Guangzong's imperial writings began.

In the eleventh month, on gengshen, Tan Prefecture residents were exempted from the old levy for Yellow River iron cables. On bingyin, Venus appeared in daylight. In the twelfth month, on jimao, Venus traversed the heavens. On gengyin, Lin'an household poll taxes were again waived for three years; on xinchou, dust fell from the sky. On guimao, the Jin court sent Heshenlie Zhen to offer New Year's greetings for the coming year. That year drought struck western Zhe, eastern Jiang, the two Huai circuits, and Lizhou; relief was granted and taxes remitted. Zhenlifuguo offered two tame elephants as tribute.

On wuzi, the Twelve Matters for Governing Counties was issued to admonish county magistrates. On guisi, unauthorized historical works were banned.

In the third month, on xinhai, each grand councilor was ordered to recommend two or three men fit to hold border prefectures. On jiwei, circuit judicial intendants were for the first time required to conduct their annual circuit tour in the fifth month and review prisoners. On jisi, circuit commanders, supply commissioners, and supervisory officials were ordered to submit joint recommendations with army commanders for general officers.

On the first day of the fifth month, jiachen, there was a solar eclipse. On jisi, 497 men including Fu Xingjian passed the Ministry of Rites Jinshi examination.

On xinmao, capital residents were forbidden to spread fire rumors that caused panic. On gengzi, a heavy hailstorm fell.

In the seventh month of autumn, on xinhai, the son Shi was created Prince of Anding Commandery. On guihai, owing to drought petty offenders throughout the empire were released. On jisi, officials were ordered to carry out seven clemency measures. On gengwu, the court prayed at Heaven and Earth, the ancestral temples, and the altars of soil and grain. Four additional clemency measures were enacted.

In the eighth month, on bingzi, Minister of Personnel Yuan Shuiyou was appointed Associate Director of the Bureau of Military Affairs. On guiwei, the Baomo Pavilion was erected to store Guangzong's imperial writings. On jichou, the throne ordered the Shouci Palace built to welcome the Grand Empress Dowager back to the inner quarters. On jiawu, Xie Shenfu and others submitted the Classified Statutes of the Qingyuan Period.

In the ninth month, on jiyou, the emperor attended court at the Shouci Palace. On jiayin, work began on the Imperial Compendium. On renxu, the spirit portraits of Emperor Guangzong and Empress Ciyi were installed in the Jingling Palace and Wanshou Abbey. On bingyin, Heir Prince of Xiu Bo Gui died and was posthumously created Prince of Chong with the temple name Xianjing. On gengwu, wild silkworms in Lin'an Prefecture spun cocoons.

In the tenth month of winter, on yihai, the Grand Empress Dowager was given the honorific Shoucheng Huisheng Ciyou Grand Empress Dowager. On wuzi, the Jin court sent Wanyan Tang to greet the Ruiqing festival. On yiwei, Lu was sent to the Jin court for New Year's greetings. That month, the retired Attendant Gentleman of the Huanzhang Pavilion Zhu Xi was posthumously restored to office.

In the eleventh month, on jiachen, the emperor resumed holding court in the main hall. On yisi, the Ministry of Personnel's Seven Offices Code was revised. On gengxu, Chen Ziqiang became Director of the Bureau of Military Affairs, and former Associate Director Xu Jizhi Vice Grand Councilor. On dingsi, auspicious fungus appeared on a pillar of the Youwen Hall. In the twelfth month, on jiaxu, a sunspot appeared. Leading his officials, the emperor presented the seals and regalia to the Grand Empress Dowager at the Shouci Palace. On jiashen, Noble Consort Lady Yang was elevated to empress. Han Tuozhou was promoted to Grand Preceptor. On gengyin, the court held a grand military review.

That year floods struck Jianning Prefecture, Fu, Ting, Nanjian, and Lu, while Shaozhou suffered drought; relief was granted.

In the first month of spring in the third year (1203), on gengchen, Xie Shenfu was dismissed. On renwu, a chief coordinator for the Hunan tribal stream-cave districts was appointed. On wuzi, Long Prefecture tribes again raided the frontier, and regular troops were sent to suppress them. On jiawu, Zhang Yan was dismissed from office. On bingshen, Chen Ziqiang was also appointed Vice Grand Councilor. On wuxu, the emperor visited the Imperial Academy, paid homage at Dacheng Hall, took his seat at Huayuan Hall, and had National University Chancellor Li Yinzhong lecture on the "Offices of Zhou" from the Book of Documents. He then visited the Military Academy and paid homage at Wucheng Hall. Academy supervisors were promoted one rank, and students received gifts of favor and silk in varying amounts. Yuan Shuiyou was appointed Vice Grand Councilor; Acting Hanlin Academician Fu Boshou was offered Deputy Secretary of the Bureau of Military Affairs but declined the appointment.

On bingwu, one million paper notes from the two Huai reserve treasuries were issued, and transport commissioners were ordered to recall iron currency from the populace. On yimao, Chen Ziqiang and others submitted Huizong's genealogical record and the veritable records of Xiaozong and Guangzong. On xinyou, descendants of grand councilors and censorial officials were barred from sitting for examinations.

That month, Su Shidan was appointed Commissioner of the Dingjiang Army.

On renwu, minting at the Tong'an, Hanyang, and Qichun mints was temporarily suspended. A white bow appeared across the sun. On guiwei, Jiang and Zhe prefectures were forbidden to coerce payment of evaded taxes. On yiwei, Guangzong's posthumous title was extended to the full honorific Xundao Xianren Minggong Maode Wen Shunwu Shengche Cixiao.

In the eighth month, on renyin, Xiangyang cavalry was expanded. On wushen, two Sichuan tea-and-horse commissioners were appointed to administer tea and horses separately. On bingchen, Chen Ziqiang and others submitted the Imperial Compendium. On jiazi, the Ministry of Justice was ordered to rank circuit officials by year-end tallies of deaths among prisoners held for illness.

On renshen, imperial clansman Xiqi was named heir to Crown Prince Zhuangwen, given the name Jin, and appointed General of the Right Thousand-Ox Guard. On jichou, additional southern-suburb sacrifices were ordered to the Progenitor God, the Crown Prince star, the Commoner Son star, and the Song star. Zhang Xiaozeng was sent to the Jin court for New Year's greetings.

On guimao, Fei Shiyin became Vice Grand Councilor, and Huawen Academician Zhang Xiaobo Associate Director of the Bureau of Military Affairs. On bingwu, the two Huai circuits were ordered to drill militia crossbowmen in mid-winter. On dingwei, a great wind arose. On wushen, Long Prefecture tribes surrendered. On renzi, the Jin court sent Wanyan Yi for the Ruiqing festival.

In the eleventh month, on renshen, Guangzong's seals and regalia were installed in the Imperial Ancestral Temple. On guiyou, the emperor offered sacrifices at the Jingling Palace. On jiaxu, the emperor feasted at the Imperial Ancestral Temple. On yihai, the emperor sacrificed to Heaven and Earth at the Round Mound and proclaimed a general amnesty. On guiwei, a great wind arose. On jichou, Prince Shi of Anding Commandery died. Regulations on promotion through memorial recommendation were revised. On gengyin, charity and poor-relief hospices were re-established under circuit Ever-Normal Granary commissioners. In the twelfth month, on bingchen, Sichuan tea-and-horse affairs were reunified under a single commissioner. On xinyou, an edict warned generals against extorting their troops. The Jin court sent Dujisi Zhong to offer New Year's greetings for the coming year. That winter the Jin court, facing internal turmoil, feared Song would exploit its weakness; it stockpiled grain along the border, reinforced garrisons, and closed the Xiangyang trade market. Border conflict may be said to have begun here.

On jiwei, regulations on kin avoidance in criminal-law examinations were enacted. On gengshen, a red glow filled the night sky.

On jiaxu, the emperor issued an edict of self-blame. On yihai, all officials were ordered to submit memorials on governmental shortcomings. On gengyin, the emperor returned to the main hall.

Yangzi and Sichuan commanders were ordered to streamline and strengthen their forces. On dingsi, Luzhou's Qiangyong Army was expanded to one thousand men.

On jisi, circuit judicial intendants were authorized to decide doubtful cases at their discretion. Outstanding camp transport interest owed by all armies was waived. On xinwei, rent arrears in drought-stricken prefectures and counties of the two Zhe circuits were waived. On wuzi, circuit judicial intendants and supply commissioners were ordered to implement the baowu household-registration system.

Poll taxes in cash, silk, cotton, and salt on households near the Shaoxing imperial tombs were waived. On bingchen, the cloth-tax conversion levy in Jingjiang Prefecture and Zhaozhou was abolished. On wuwu, Zhang Xiaobo was dismissed.

On gengwu, Bo Xu was created Prince of Anding Commandery. On renshen, white vapor filled the sky. On gengchen, the walls of Liuhe County were repaired.

On xinmao, Jiangling Deputy Commander Li Yi became Zhenjiang Commander-in-Chief, and Huangfu Bin Jiangling Deputy Commander and concurrently Xiangyang Prefect. On wuxu, compilation began on the Sacred Virtues and Deeds of Empress Dowager Xiansheng Cilie. On xinchou, a sunspot appeared. On jiayin, Military Academy student Hua Yue memorialized against going to war, warning that it would provoke border conflict. Offending Han Tuozhou, he was sent to Jianning Prefecture for registered confinement. On yimao, a great wind arose.

In the fifth month, on jisi, 433 men including Mao Zizhi passed the Ministry of Rites Jinshi examination. The Chunxi regulations on promotion through memorial recommendation were restored. On yihai, Duke Yan of Weiguo was adopted as the emperor's son and created Prince of Rong. On jiashen, Zhenjiang Commander Qi Gong sent the loyalist Zhu Yu to join the bowman Li Quan in raiding Lianshui County. That month the Jin court, citing border raids and increased Song frontier garrisons, accused the Song of violating the alliance.

On wuxu, circuit pacification commissions were ordered to drill imperial guard troops. On jihai, Li Bi was sent to the Jin court for the emperor's birthday. On gengzi, Cheng Song was promoted to Grand Academician and appointed Sichuan Pacification Commissioner. On xinchou, Huaidong Pacification Commissioner Zheng Ting was demoted two ranks and dismissed for harboring a northerner named Niu Zhen and for the failed Lianshui raid. On renyin, the sky thundered without visible clouds. Minting at Tong'an, Hanyang, and Qichun was restored. On jisi, Mars crossed the Right Enforcer in the Supreme Palace constellation. Chen Ziqiang and others submitted the newly revised Ministry of Personnel Seven Offices Code from the Chunxi period onward. On renzi, Chen Ziqiang, Supervising Censor Deng Youlong, and others urged that Han Tuozhou be made Director of State Affairs on the model of earlier precedents. Sentences in the capital were reduced one degree and petty offenders released.

On dingmao, senior officials throughout the court and empire were each ordered to recommend one or two generals or frontier prefects. On wuchen, Zhao Ruyu was posthumously promoted to Junior Mentor. On jimao, Han Tuozhou and others submitted Gaozong's imperial writings. On renwu, circuit judicial intendants and supply commissioners were ordered to implement the baojia system. On guiwei, Han Tuozhou was also appointed State Revenue Commissioner. Owing to drought, the court ordered judges in the capital, two Zhe circuits, and all circuits to review detained prisoners.

On the first day of the twelfth month, guichou, the imperial writings of Xiaozong and Guangzong were revised. On gengwu, supervisory officials and commanders of the two Huai and Jingxi circuits were ordered to implement clemency measures. The Cavalry Office crossbow corps was expanded. On yihai, Vice Minister of Rites Shi Miyuan and others, by secret order, directed acting Palace Army chief Xia Zhen to kill Han Tuozhou in Yujin Garden. Qian Xiangzu was made concurrent director of the Bureau of Military Affairs, and Li Bi concurrent vice director. An edict announcing Han Tuozhou's execution was proclaimed empire-wide. On dingchou, Xia Zhen was made observation commissioner of Fuzhou and chief of Palace Army affairs; officers and soldiers received graded rewards. Chen Ziqiang was demoted three ranks and confined to Yong Prefecture. On wuyin, Su Shidan was demoted to military vice commissioner of Wutai Army and exiled to Shao Prefecture; On jimao, he was beheaded. An edict declared: "With treacherous ministers executed and exiled, the court should above all open the avenues of speech to invite loyal remonstrance. On dingmao, an edict proclaimed that the following year would be the first year of Jiading. That year, western Zhe suffered drought and locusts, while prefectures along the Yangzi were inundated.
