Hebei Circuit and Hedong Circuit

Hebei Circuit. It had formerly been split into eastern and western circuits, then united as a single circuit. In Xining 6 it was again divided into two circuits.

Eastern Circuit. Three prefectures: Daming, Kaide, and Hejian. Eleven prefectures: Cang, Ji, Bo, Di, Mo, Xiong, Ba, De, Bin, En, and Qing. Five army prefectures: Deqing, Baoshun, Yongjing, Xin'an, and Baoding. Fifty-seven counties.

Daming Prefecture, Wei commandery. Qingli 2 made it the Northern Capital. In the eighth year the Daming Circuit pacification commissioner was first appointed, overseeing the Northern Capital, Chan, Huai, Wei, De, Bo, Bin, Di, and the Tongli and Baoshun army prefectures. From the Xining era onward the arrangement held; in the sixth year it was placed under Hebei East Circuit. Chongning register: 155,253 households and 568,976 persons. Tribute items: flowered poles, cotton poles, plain poles, and purple gromwell. Twelve counties: Yuancheng, red grade. Xining 6 abolished Daming County and reduced it to a town under Yuancheng.

Shen, metropolitan vicinity grade.

Daming, secondary red grade. Xining 6 it was abolished and merged into Yuancheng. Shaosheng 3 restored it. Zhenghe 6 moved the seat to Nanle Town.

Cheng'an, metropolitan vicinity grade. Xining 6 abolished Huanshui County and reduced it to a town under Cheng'an.

Zongcheng. Metropolitan vicinity grade. Xining 5 abolished Linqing County and reduced it to a town under Zongcheng. The old arrangement was restored the same year, and Yongji was soon placed under Linqing. Xining 6 abolished Jingcheng County and reduced it to a town under Zongcheng.

Kaide Prefecture, upper grade, Chanyuan commandery, Zhenning Army jiedushi commission. It had been Chan Prefecture. Chongning 4 made it a northern auxiliary capital. The fifth year raised it to prefectural status. Xuanhe 2 ended its status as an auxiliary capital, but it remained under Hebei East Circuit. Chongning register: 31,878 households and 82,826 persons. Tribute items: digitata rush mats and southern starch powder. Seven counties: Puyang, middle grade.

Guancheng, illustrious grade. Huangyou 1 abolished it and merged it into Puyang and Dunqiu. The fourth year restored it.

Five counties: Qingchi, illustrious grade. Xining 4 abolished Rao'an County and reduced it to a town under Qingchi. It had five stockades: Qianfu, Xianggu, Sannü, Nigu, and Xiaonanhe. Zhenghe 2 renamed Xianggu to Haiqing, Sannü to Sanhe, and Nigu to Heping.

Ji Prefecture, upper grade, Xindu commandery, formerly a regiment-training commission. Qingli 8 elevated it to the Anwu Army jiedushi commission. Chongning register: 66,244 households and 101,030 persons. Tribute item: silk. Six counties: Xindu, illustrious grade.

Nangong, upper grade. Huangyou 4 raised Xinhe Town to county status and abolished Nangong. The sixth year abolished Xinhe as a county and reduced it to a town under Nangong. Zaoqiang, upper grade. Xining 1 abolished it and reduced it to a town under Xindu. The tenth year restored it.

Hejian Prefecture, upper grade, Hejian commandery, Yinghai Army jiedushi commission. Zhidao 3 placed Gaoyang under Shun'an Army. It had been called Guannan; Taiping Xingguo 1 renamed it Gaoyang Pass. Qingli 8 first appointed a Gaoyang Pass Circuit pacification commissioner overseeing ten prefectures and armies: Ying, Mo, Xiong, Bei, Ji, Cang, Yongjing, Baoding, Qianning, and Xin'an. It had been Ying Prefecture with a defense commission. Daguan 2 raised it to prefectural status and granted a military designation. Chongning register: 31,930 households and 60,206 persons. Tribute item: silk. Three counties: Hejian, illustrious grade. During Yongxi a Pingluo Stockade was built west of the county; Jingde 2 renamed it Suning Fort.

Leshou, illustrious grade. Zhidao 3 it was transferred from Shen Prefecture. Xining 6 abolished Jingcheng County and reduced it to a town under Leshou.

Mo Prefecture, upper grade, Wen'an commandery, defense commission. Xining 6 abolished Changfeng County and reduced it to a town, and merged Mao County into Renqiu. Yuanyou 2 restored Mao County, which was soon abolished again and reduced to a town. Chongning register: 14,560 households and 31,992 persons. Tribute item: cotton wadding. One county: Renqiu. Upper grade. It had two stockades: Macun and Wangjia. Zhenghe 3 renamed Macun Stockade to Ding'an and Wangjia Stockade to Dingping.

Xiong Prefecture, middle grade, defense commission. It had been Waqiao Pass of Tang Zhuozhou. Zhenghe 3 granted the commandery name Yiyang. Chongning register: 13,013 households and 52,967 persons. Tribute item: pole. Two counties: Guixin, middle grade. It had eight stockades: Zhangjia, Muchang, Sanqiao, Shuangliu, Dawo, Qiguyuan, Hongcheng, and Xinyuan.

Ba Prefecture, middle grade, defense commission. It had been Yongqing County of Tang Youzhou; Yijin Pass was later established there. The Zhou created Ba Prefecture, attaching Wen'an from Mo and Dacheng from Ying Prefecture. Zhenghe 3 granted the commandery name Yongqing. Chongning register: 15,918 households and 21,516 persons. Tribute item: silk. Two counties: Wen'an, upper grade. Jingyou 2 abolished Yongqing County and merged it into Wen'an. It had eight stockades: Liujiawo, Diaoyu, Mojinkou, A'weng, Yantou, Liyang, Xiwo, and Lujiao. the fourth year of Yuanfeng detached Lujiao Stockade and attached it to Xin'an Army. Zhenghe 3 renamed Liujiawo Stockade to Anping, A'weng to Renxiao, Yantou to Hening, and Xiwo to Xi'an.

De Prefecture, upper grade, Pingyuan commandery, military prefecture. Early in the Song, Guihua County was abolished. Jingyou 2 abolished Anling County and merged it into Jiangling; it was later transferred to Yongjing Army. Xining 6 abolished Deping County and reduced it to a town under Ande. Chongning register: 44,591 households and 82,025 persons. Tribute item: silk. Two counties: Ande, illustrious grade.

Jingde 1 changed the army's name. Chongning register: 34,193 households and 39,022 persons. Tribute items: mats and silk. Three counties: Dongguang, close grade.

Jiangling. Illustrious grade. Jingyou 1 moved the seat to Changhe Town.

Fucheng. Middle grade. Jiayou 8 abolished it and reduced it to a town under Dongguang. Xining 10 restored county status.

Qing Prefecture, lower grade, originally Qianning Army. It was the territory of Lutai Army in Youzhou, lost to the Khitan during Jin. Zhou's pacification of the Three Passes created Yong'an County under Cang Prefecture. Taiping Xinguo 7 established the army, renamed the county Qianning, and placed it under army jurisdiction. Daguan 2 raised it to prefectural status. Zhenghe 3 granted the commandery name Qianning. Chongning register: 6,619 households and 12,078 persons. Tribute item: silk. It had one county: Qianning. Xining 6 abolished it and reduced it to a town. Yuanfu 2 restored county status. Chongning 3 abolished it again. Zhenghe 5 restored it once more.

Xin'an Army, equal to a lower prefecture. Taiping Xinguo 6 built Polu Army from Bazhou's Yukou Stockade. Jingde 2 renamed it Xin'an. Chongning register: 715 households and 1,437 persons. Tribute item: silk. It had seven stockades. They were Zhouhe, Diaoyu, Tianjia, Langcheng, Foshengwo, Lujiao, and Lixiang. the fourth year of Yuanfeng first attached Bazhou's Lujiao Stockade to the army.

Baoding Army, equal to a lower prefecture. Taiping Xinguo 6 established Pingrong Army from Zhuozhou's Xinzhen. Jingde 1 renamed it Baoding Army. Jingyou 1 transferred five hundred households from Wen'an and Dacheng in Bazhou to the army. Xuanhe 7 abolished Baoding Army in favor of Baoding County under Mo Prefecture, with the magistrate doubling as army commissioner, but the old arrangement was soon restored. Chongning register: 1,029 households and 2,484 persons. Tribute item: plain silk. It had two stockades. They were Taohua and Fumu. Zhenghe 3 renamed Fumu Stockade to Anning.

The Western Circuit. Its four prefectures were Zhending, Zhongshan, Xinde, and Qingyuan. Its nine prefectures were Xiang, Jun, Huai, Wei, Ming, Shen, Ci, Qi, and Bao. Its six armies were Tianwei, Beiping, Ansu, Yongning, Guangxin, and Shunan. It administered sixty-five counties.

Zhending Prefecture, secondary prefecture, Changshan commandery, Tang Chengde Army jiedushi commission. It had been Zhen Prefecture; under Han, Yuanshi and Luancheng from Zhao Prefecture were transferred here. Kaibao 6 abolished Jiumen and Shiyi counties. Early in Duangong, Gucheng was transferred to Qi Prefecture. Chunhua 1 transferred Shulu to Shen Prefecture. Qingli 8 first appointed a Zhending Circuit pacification commissioner overseeing Zhending Prefecture and the six prefectures Ci, Xiang, Xing, Zhao, and Ming. Chongning register: 92,353 households and 163,197 persons. Tribute item: gauze. Of its nine counties, Zhending ranked secondary metropolitan vicinity.

Originally Ding Prefecture; Qingli 8 first appointed a Ding Circuit pacification commissioner overseeing eight prefectures and armies: Ding, Bao, Shen, Qi, Guangxin, Ansu, Shunan, and Yongning. Zhenghe 3 raised it to prefectural status and granted the commandery name Zhongshan. Chongning register: 65,935 households and 186,305 persons. Tribute items: gauze and large-pattern damask. Of its seven counties, Anxi ranked close.

Xuanhe 2 renamed Longgang County to Xingtai.

Taiping Xinguo 7 again subordinated it to Jing'an Army. Yongxi 2 abolished the army and returned the county to the prefecture; the third year abolished it, the fourth re-established it, and it received its present name.

It had one county, Baosai. It ranked illustrious; Taiping Xingguo 6 carved out the southern territory of Mancheng in Yi Prefecture and attached it here.

Ansu Army, equal to a lower prefecture. It had been Suicheng County in Yi Prefecture. Taiping Xingguo 6 established Jingrong Army, carving out three townships of Suicheng in Yi Prefecture to create Jingrong County under its jurisdiction. Jingde 1 merged the counties and renamed it Ansu Army. Xuanhe 7 abolished the army in favor of Ansu County. The magistrate continued to double as army commissioner, but the old arrangement was soon restored. Chongning register: 7,197 households and 14,751 persons. Tribute item: plain silk skeins. It had one county, Ansu. It ranked middle.

Hebei Circuit broadly lay within the Yugong domains of Yan, Ji, and Qing, though Ji and Yan predominated. It fell within the celestial divisions of Net, Pleiades, Encampment, eastern Wall, Tail, and Winnowing Basket. It bordered the Great River on the south, met You and Shuo in the north, faced the sea and Mount Dai in the east, and pressed upon Shangdang in the west. It was a source of cocoon silk and woven silk tribute. The people were plain and spare in refinement, often devoted to classical learning; on the whole they were spirited, brave, and honor-bound, and were known as fierce and resolute. The land was flat and close to the frontier, and fighting was a prevailing custom. River transport supplied the frontier, merchants moved goods in trade, and fodder and grain were stockpiled in abundance. At the founding of the dynasty, local militia were recruited and posted, defenses were greatly strengthened, three passes were established, and frontier fields were set aside to supply military granaries. The Khitan raided again and again, and many people abandoned their homes; once the court sought to restore peaceful relations and opened border markets more widely, drifting vagrants returned. The lands of Daming, Chanyuan, Anyang, Linming, and Ji commandery contained much saline soil and were suited to pasturage. Fuyang adjoined the sea, and salt trading brought great profit. In holding the northern territory, Zhen, Wei, and Zhongshan all served as mighty strongholds.

Hedong Circuit broadly lay within the Yugong domains of Ji and Yong, though Ji predominated. It fell within the celestial divisions of Turtle Beak and Three Stars. Its lands bordered Mount Changshan in the east, held the Tangut in check to the west, reached Jin and Jiang in the south, and controlled Yun and Shuo in the north; it occupied the strategic terrain of the Taihang Mountains and enjoyed abundant salt and iron. Its people were hardy and plain-spoken, diligent in farming and weaving, with little mulberry or pagoda tree but abundant hemp and ramie. They were skilled at making a living and amassed stores; their stinginess was especially marked. Shuofang and Loufan were sources of horses; trade was increased yearly to supply the imperial horse pasturage. After Emperor Taizong pacified Taiyuan, fearing its reliance on natural defenses, he moved the prefectural seat away from it. Yet it remained a key stronghold, garrisoned with elite troops to control the Yun frontier sector.
