Two Zhe Circuit

The Two Zhe Circuit. In Xining 7 the circuit was split in two, then soon merged back into one; in the ninth year it was split again; in the tenth year it was reunited once more. It had two prefectures: Pingjiang and Zhenjiang. Twelve prefectures: Hangzhou, Yue, Huzhou, Wuzhou, Mingzhou, Changzhou, Wenzhou, Taizhou, Chuzhou, Quzhou, Yanzhou, and Xiuzhou. Seventy-nine counties. After the court moved south, the Western Circuit comprised Lin'an, Pingjiang, Zhenjiang, and Jiaxing (four prefectures), Anji, Changzhou, and Yanzhou (three prefectures), and the Jiangyin Army; the Eastern Circuit comprised Shaoxing, Qingyuan, and Li'an (three prefectures) and Wuzhou, Taizhou, Quzhou, and Chuzhou (four prefectures). In Shaoxing 32 it had 2,243,548 households and 4,327,322 persons.

Lin'an Prefecture, a superior metropolitan prefecture, had been Hangzhou in Yuhang commandery. In Chunhua 5 it became the Ninghai Army circuit. In Daguan 1 it was raised to a marshal's prefecture. It had formerly held the Two Zhe Western Circuit military commissioner post. In Jianyan 1 it took the circuit pacification commissioner title and oversaw Hang, Hu, Yan, and Xiu. In the third year it was promoted to a prefecture with a military commissioner. In Shaoxing 5 it also held the Zhexi pacification commissioner. Under Chongning it had 203,574 households and 296,615 persons. Its tribute included damask and rattan paper. It had nine counties: Qiantang, wang-grade. There was a salt office.

Renhe, wang-grade. Under the Liang it had been Qianjiang County. It was renamed in Taiping Xingguo 4. During the Shaoxing period it and Qiantang were both raised to chi-grade.

Lin'an, wang-grade. Qian Liu had it renamed the Yijin Army by memorial. In Taiping Xingguo 4 it became the Shunhua Army and the county reverted to its former name. In the fifth year the army was abolished.

Xincheng, upper-grade. Under the Liang it was renamed Xindeng. Restored in Taiping Xingguo 4. In Chunhua 5 Nanxin Market was elevated to a county; in Xining 5 Nanxin County was abolished and merged in as a market.

Shaoxing Prefecture, originally Yuezhou, a superior metropolitan prefecture in Kuaiji commandery with the Zhendong Army circuit. In Daguan 1 it was raised to a marshal's prefecture. It had formerly held the Two Zhe Eastern Circuit military commissioner post. In Shaoxing 1 it was elevated to a prefecture. Under Chongning it had 279,306 households and 367,390 persons. Its tribute included Yue damask, light gauze, and paper. It had eight counties: Kuaiji, wang-grade.

Early in Shaoxing it controlled the Xupu Army. Under Chongning it had 152,821 households and 448,312 persons. Its tribute included ramie, cnidium fruit, white stone fat, and floral mats. It had six counties: Wu, wang-grade.

Zhenjiang Prefecture, wang-grade, in Danyang commandery with the Zhenjiang Army circuit, renamed in Kaibao 8. Originally Runzhou; raised to a prefecture in Zhenghe 3; a marshal's post was set up in Jianyan 3. In the fourth year a grand envoy was added with riverine pacification, and the Zhexi pacification post returned to Lin'an. Under Chongning it had 63,657 households and 164,566 persons. Its tribute included gauze and damask. It had three counties: Dantu, jin-grade. There was a Tushan stockade.

Huzhou, upper-grade, in Wuxing commandery; in Jingyou 1 it became the Zhaoqing Army circuit. In Baoqing 1 it was renamed Anji Prefecture. Under Chongning it had 162,335 households and 361,698 persons. Its tribute included white ramie and lacquerware. It had six counties: Wucheng, wang-grade.

Qingyuan Prefecture, originally Mingzhou in Fenghua commandery; in Jianlong 1 it became the Fengguo Army circuit. Formerly an upper prefecture; in Daguan 1 it was raised to wang-grade. Early in Shaoxing a coastal commissioner was established. In the eighth year the Zhedong pacification commissioner also held the commissionerate; in the eleventh year it was abolished; in Longxing 1 it was restored. In Chunxi 1 Prince Weihui Xian moved his fief from Xuanzhou and established a chief steward and marshal. In Shaoxi 5 it was elevated to a prefecture as Ningzong's former residence. Under Chongning it had 116,140 households and 220,017 persons. Its tribute included damask, Ganshan yam, and cuttlefish bone. It had six counties: Yin, wang-grade.

Li'an Prefecture, originally Wenzhou in Yongjia commandery; in Taiping Xingguo 3 it was reduced to a military prefecture. In Zhenghe 7 it became the Yingdao Army circuit. In Jianyan 3 the army designation was abolished. In Xianchun 1 it was elevated to a prefecture as Duzong's former residence. Under Chongning it had 119,640 households and 262,710 persons. Its tribute included shark skin and bleached rice paper. It had four counties: Yongjia, jin-grade. There was a Yongjia salt field.

Jiande Prefecture, originally Yanzhou in Xinding commandery with the Sui'an Army circuit. Originally Muzhou, a military prefecture. In Xuanhe 1 it became the Jiande Army circuit; in the third year the prefecture name and army designation were changed. In Xianchun 1 it was elevated to a prefecture. Under Chongning it had 82,341 households and 107,521 persons. Its tribute included white ramie and mats. It had six counties: Jiande, wang-grade. Chun'an, wang-grade. Formerly Qingxi County. At the start of Xuanhe it was renamed Chunhua; after the court moved south it received the present name.

In Jiading 1 it became the Jiaxing Army circuit. Under Chongning it had 122,813 households and 228,676 persons. Its tribute included damask. It had four counties: Jiaxing, wang-grade.

The Two Zhe Circuit lay within the Yang region of the Yugong, in the celestial mansions Nandou and Nüxu. It met the sea in the southeast, controlled Lake Tai to the west, and touched the sea again in the north. Its products included fish, salt, cloth, silk, and rice. The people were gentle and clever and inclined toward Buddhism. Custom ran to extravagance with little saved, and to rich food. They were adept at advancement, eager for profit, and ingenious crafts flourished there. Yuhang and Siming traded with foreign states by sea, and pearls and shells from abroad filled the imperial stores.

The Eastern Circuit. Ten prefectures: Yang, Bo, Su, Chu, Hai, Tai, Si, Chu, Zhen, and Tong. Two armies: Gaoyou and Lianshui. Thirty-eight counties. After the court moved south, the Huai East Circuit comprised Yang, Chu, Hai, Tai, Si, Chu, Huai'an, Zhen, and Tong (nine prefectures) and Gaoyou, Zhaoxin, Huai'an, and Qinghe (four armies); Suzhou and Bozhou were excluded. In Shaoxing 32 it had 110,897 households and 278,954 persons.

After the court moved south, two counties were added: Guangling, jin-grade. Taixing. Middle-grade. Formerly under Taizhou; it came under Yang in Shaoxing 5. In the tenth year it again belonged to Taizhou. In the twelfth year it returned to Yang; Yanchi Market and Yanleng Village were assigned to Hailing. In the twenty-ninth year everything reverted to the former arrangement.

Bozhou, wang-grade. Qiao commandery, originally a defense command. In Dazhong Xiangfu 7 it became the Jiqing Army circuit. After the court moved south it was lost to Jin. Under Chongning it had 131,119 households and 183,581 persons. Its tribute included crepe gauze and silk. It had seven counties: Qiao, wang-grade.

Huaiyin, middle-grade. In Shaoxing 5 it was abolished as a market; in the sixth year it was restored. In Jiading 7 the seat was moved to Bali Village.

Baoying. Jin-grade. In Baoqing 3 it was elevated to Baoying Prefecture while the county remained unchanged.

Haizhou, upper-grade, in Donghai commandery, under regimentation. It fell to the Jin during the Jianyan period and was recovered in Shaoxing 7. At the start of Longxing it was ceded to the Jin and placed under the Shandong circuit, with Lianshui County attached. It was recovered again in Jiading 12. At the end of the Baoqing era Li Quan seized it. In Shaoding 4, after Quan died, it was recovered once more. In Duanping 2 the seat was moved to Donghai County. In Chunyou 12 Quan's son Tan seized it again and ruled from Qushan. In Jingding 2 Tan surrendered and Xihai Prefecture was established. Under Chongning it had 54,830 households and 99,750 persons. Its tribute included silk, roe-deer hide, and deer hide. It had four counties: Qushan, jin-grade.

Taizhou, upper-grade, in Hailing commandery. Originally under regimentation; in Qiande 5 it was reduced to a military prefecture. It fell to the Jin in Jianyan 3 but was soon recovered. In Jianyan 4 a pacification commissioner for Tong and Tai was established. In Shaoxing 10 the seat was moved to the Taixing sand flats; Taixing then belonged to Hailing, and the old seat was restored. It originally administered four counties; in Shaoxing 12 Taixing was detached to Yangzhou. In Jianyan 4 Xinghua was also placed under the Gaoyou army. Under Chongning it had 56,972 households and 117,274 persons. Its tribute included gé cloth. It had two counties: Hailing, wang-grade.

Rugao. Middle-lower-grade. In Kaibao 7 the Hailing salt monopoly was relocated here as the seat.

Huaiping. Upper-grade. In Shaoxing 21 its territory fell to the Jin; land from Linhuai was carved out to establish the present county. After the court moved south there was Huaiping but no Xuyi, for Xuyi County had become the Zhaoxin army.

Chuzhou, upper-grade, in Yongyang commandery, a military prefecture. During the Jianyan period a pacification commissioner for Chu and Hao was established, then soon abolished. During the Jiaxi era the seat was moved to Wangjia Sha. In Jingding 5 the old seat was restored. Under Chongning it had 40,026 households and 97,089 persons. Its tribute included silk. It had three counties: Qingliu, wang-grade.

Lai'an. Wang-grade. Under the Tang it had been Yongyang County; the Southern Tang renamed it. In Shaoxing 5 it was abolished and merged into Qingliu. It was restored in Shaoxing 18. In Qiandao 9 it was reduced to a market-town. It was restored in Chunxi 2.

Zhen Prefecture, wang-grade, a military prefecture. It had originally been an upper-grade prefecture. In Qiande 3 it was elevated to the Jian'an army. In Zhidao 2 Liuhe from Yangzhou was attached. In Dazhong Xiangfu 6 it became Zhen Prefecture. In Daguan 1 it was raised to wang-grade. In Zhenghe 7 the commandery name Yizhen was granted. It fell to the Jin in Jianyan 3 but was soon recovered. Under Chongning it had 24,242 households and 82,043 persons. Its tribute included hemp paper. It had two counties: Yangzi, middle-grade. Originally Baisha market in Yongzheng County, Yangzhou; the Southern Tang renamed it Yingluan market. In Jianyan 1 it was elevated to an army; in Jianyan 4 it was reduced to a county. In Shaoxing 11 it was again elevated to an army; in Shaoxing 12 it was again made a county.

Tongzhou, middle-grade, a military prefecture. In Zhenghe 7 the commandery name Jinghai was granted. It fell to the Jin in Jianyan 4 but was soon recovered. Under Chongning it had 27,527 households and 43,189 persons. Its tribute included roe-deer hide, deer hide, and isinglass. It had two counties: Jinghai, wang-grade—it had belonged to Yangzhou under Zhou, was carved out as a county, and came under [Tongzhou] together with Haimen.

Gaoyou Army, same rank as a lower prefecture, in Gaosha commandery, a military prefecture. In Kaibao 4 Gaoyou County of Yangzhou was made an army. In Xining 5 it was abolished and made a county subordinate to Yangzhou. In Yuanyou 1 it was restored as an army. In Jianyan 4 it was elevated to Cheng Prefecture; Xinghua County of Taizhou was attached; and a pacification commissioner was established. In Shaoxing 5 it was abolished and made a county under Yangzhou, with the magistrate also serving as army commander. In Shaoxing 31 it was restored as an army, with Xinghua again attached. Under Chongning it had 20,813 households and 38,751 persons. It had one county; now two counties: Gaoyou, wang-grade.

Xinghua. Jin-grade. Formerly subordinate to Yangzhou, then transferred to Taizhou. In Jianyan 4 it came under [Gaoyou's] jurisdiction. In Shaoxing 5 it was reduced to a market-town; in Shaoxing 19 it was restored as a county under Taizhou. In Qiandao 2 it returned to [Gaoyou's] jurisdiction; soon it was again under Taizhou; in Chunxi 4 the old arrangement was restored.

Zhaoxin Army, originally Xuyi County of Sizhou; in Jianyan 3 it was elevated to an army; in Jianyan 4 it became a county under Haozhou. In Shaoxing 2 it was again subordinate to Sizhou. In Shaoxing 7 it remained as before under Jingdong. In Shaoxing 11 it was placed under the Tianchang army. In Shaoxing 12 it was again elevated to an army, with Tianchang attached. In Baoqing 3 it fell to the Jin. In Shaoding 4 it was recovered and remained the Zhaoxin army. It had two counties: Tianchang, wang-grade. Formerly the Tianchang army. In Zhidao 2 the army was abolished and Tianchang restored as a county under Yangzhou. In Jianyan 1 it was elevated to an army; in Shaoxing 1 it became a county. In Shaoxing 11 it was again elevated to an army; in Shaoxing 13 it was again made a county and subordinated. Zhaoxin. In Jianyan 4 it was placed under Haozhou. In Shaoxing 4 it was restored; in Shaoxing 11 it was placed under the Tianchang army; in Shaoxing 12 it again came under [Zhaoxin's] jurisdiction.

Huai'an Army, originally Wuhekou of Sizhou. In Duanping 2, after the Jin fell, returning refugees prompted the establishment of a frontier commissioner for garrison farming. In the sixth month of Xianchun 7 the army was established. It had one county: Wuhe. Established in Xianchun 7, it was named for the five rivers Zhuan, Jing, Tuo, Chong, and Huai.

Western Circuit. Prefectures: Shouchun. Seven prefectures: Lu, Qi, He, Shu, Hao, Guang, and Huang. Two armies: Lu'an and Wuwei. Thirty-three counties. After the court moved south there were two prefectures—Anqing and Shouchun—six prefectures—Lu, Qi, He, Hao, Guang, and Huang—and four armies—Anfeng, Zhenchao, Huaiyuan, and Lu'an. This formed the Huai West circuit.

Shouchun Prefecture, jin-grade, in Shouchun commandery, under the Zhongzheng army circuit. Originally Shou Prefecture. During the Kaibao era Huoshan and Sheng Tang counties were abolished. In Zhenghe 6 it was elevated to a prefecture. In Zhenghe 8 Lu'an County of the prefecture was made the Lu'an army. In Shaoxing 12 Anfeng was elevated to an army, with Lu'an, Huoqiu, and Shouchun counties attached. In Shaoxing 32 Shouchun was elevated to a prefecture, with the Anfeng army subordinated to it. In Longxing 2 the army commander also served as magistrate of Anfeng County. In Qiandao 3 Shouchun was abolished and restored as the Anfeng army. Under Chongning it had 126,383 households and 246,381 persons. Its tribute included ramie cloth and dendrobium. It had four counties: Xiacai, jin-grade.

Lu Prefecture, wang-grade, under the Baoxin army circuit. In Daguan 2 it was raised to wang-grade. It formerly commanded the Huainan Western Circuit military. In Jianyan 2 it also served as pacification commissioner of the circuit. At the start of Shaoxing the office was temporarily located at Chao County. In Qiandao 2 the office was established at He Prefecture. In Qiandao 5 the old arrangement was restored. Under Chongning it had 83,056 households and 178,359 persons. Its tribute included gauze, silk, wax, and dendrobium. It had three counties: Hefei, upper-grade.

The Huainan Eastern and Western circuits were originally the Huainan circuit, within the domains of Jing, Xu, Yang, and Yu in the Yugong, with Yang predominating. They lay in the celestial mansions Nandou and Nüxu. East to the sea, west to the Sui and Huan rivers, south on the Great River, north bounded by the Qing and Huai rivers. The soil is rich and fertile, yielding tea, salt, silk, and cloth. The people are quick and enterprising, skilled in commerce; market towns prosper and many households are wealthy. Yang and Shou are both great towns; Zhen Prefecture stands at a vital point on the transport route; Fuli, Qiao, Bo, Linhuai, and Qushan all favor water transport and belong to the Huai region. Their customs are much the same as those of Jingdong and Jingxi.

Jiangnan Eastern and Western Circuits. Three commanders were also established: the Ezhou circuit, controlling E, Yue, Jun, Yuan, Qian, and Ji prefectures and Nan'an army; the Jiangxi circuit, controlling Jiang, Hong, Fu, and Xin prefectures and Xingguo, Nankang, Linjiang, and Jianchang armies; and the Jiankang Prefecture circuit, controlling Jiankang Prefecture, Chi, Rao, Xuan, Hui, and Taiping prefectures and Guangde army. At the start of Shaoxing east and west were divided again: Jiankang Prefecture, Chi, Rao, Hui, Xuan, Xin, Fu, Taiping prefectures, and Guangde and Jianchang armies formed the Jiangnan Eastern Circuit; Jiang, Hong, Jun, Yuan, Qian, and Ji prefectures and Xingguo, Nankang, Linjiang, and Nan'an armies formed the Jiangnan Western Circuit. Soon Fu Prefecture and Jianchang army were returned to the western circuit, and Nankang army to the eastern circuit. Commanders were established at Chi and Jiang prefectures. Before long, because the two prefectures were remote and narrow, command returned to Jiankang Prefecture and Hong Prefecture.

When the Yongjia court moved east, many gentry and officials gathered there, and afterward cultural refinement flourished greatly. The profits of tea, smelting, gold and silk, and rice annually supplied the state's expenses—indeed, roughly half the empire's revenue. The people are fierce and impatient; funerals and burials sometimes fail to observe ritual, and they are especially fond of litigation—such is the temper of the region.

In Jianyan 4 a pacification commissioner for Jingnan Prefecture, Gui and Xia prefectures, Jingmen, and Gong'an army was established; in Shaoxing 5 it was abolished. The pacification commissioner was first also made commissioner of garrison farming; in Shaoxing 6 he became frontier pacification commissioner; in Shaoxing 7 the frontier title was abolished and only pacification commissioner remained. Wugang army—in Chongning 5 Wugang County of Shao Prefecture was elevated to an army. It had three counties: Wugang, middle-grade. It had one Shantang stockade. In Xining 6 Baisha stockade was abolished and Guanxia, Wuyang, and Chengbu stockades were established. In Yuanyou 4 Chimu stockade was established. In Shaosheng 1 Shenshan stockade was established. In Chongning 2 Tongxia was established. In Daguan 1 Xiakou stockade was established.

Suining, middle-grade. Originally territory of Shizhu County, Shao Prefecture. Abolished in Xining 9; restored in Chongning 9. In Shaoxing 11 the seat was moved to Wuyang stockade; in Shaoxing 25 returned to the old seat. Later Lingang was abolished and merged into it.

Lingang. Originally Shizhu County. In the fourth year of Yuanfeng Xidong Huizhou was made a county and subordinated to Shao Prefecture. In the eighth year of Yuanfeng Linkou stockade was established. In Chongning 5 the stockade was changed to a county and subordinated to Wugang army. After the court moved south Lingang was abolished and Xinning was added. Lower-grade. Han and Yi territory. In Shaoxing 25 the present county was established north of the river at Shuitou.

The Jinghu Southern and Northern circuits lay within the domain of Jing in the Yugong. They lay in the celestial mansions Zhang, Yi, and Zhen. East bounded by Ezhu, west connecting with brook-and-cave lands, south reaching the Five Ridges, north joining Xiang and Han. At the end of the Tang frontier lords divided and held territory; the Song reduced them at the beginning. E and Yue originally belonged to Henan; An and Fu are old central lands—now by territorial configuration they are separately subordinated. Jiangling is a great southern town of the kingdom, standing at the upper reaches of the Jing River and controlling Ba and Shu in the west. Li, Ding, and Chen prefectures all connect with brook-and-cave lands and garrison troops are stationed there. Tan Prefecture is a vital post of Xiang and the Ling ranges; E and Yue stand at the metropolis of river and lake; Quan and Shao station troops to restrain the Man and Liao. Generally there is abundance in timber and tea, and profit in gold, iron, and feathers. The soil suits grain and rice, and tax revenue is somewhat greater. In the southern circuit, where lands adjoin Yuan and Ji, the people often migrate and claim land for themselves; with deep plowing and close planting they generally grow rich, and thus those fond of litigation are also many. In the northern circuit farming is somewhat slack, much land lies fallow, and customs are plain and simple. Gui and Xia trusted shamans and ghosts and valued excessive cult worship, so the court once issued a ban.
