In the seventh month of the second year of Jingping, the young emperor was deposed. The officials arrayed the imperial carriage and escort to receive him, and he came forward to assume the imperial succession. When the mobile secretariat reached Jiangling, the imperial seal and ribbon were presented. Attendant-in-ordinary Chen Qiu, Regular Attendant Chen Yanzhi, Director of the Secretariat Chen Liang, Duke of Jiancheng, General of the Left Guard Chen Jingren, Colonel of the Garrison Cavalry and Marquis of Longxiang Chen Long, Colonel of the Fleet Cavalry and Marquis of Duting Chen Gang, Gentleman-Attendant of the Yellow Gate Chen Kong Zhizhi, Regular Attendant Liu Sikao, Supernumerary Regular Attendant Pan Sheng, Gentleman of the Secretariat He Shangzhi, Supervisor of the Forest of Feathers and Marquis of Fengyang Xiao Sihua, Acting Left Director of the Secretariat and Marquis of Deyang Sun Kang, Director of the Ministry of Personnel and Commandant of Cavalry Zhang Maodu, Director of the Bureau of Rites Xu Changlin, Director of the Bureau of Granaries Yu Junzhi, Director of the Bureau of Justice Yuan Xun, and others submitted a memorial: "We have heard that fortune and misfortune turn upon one another, and that when a cycle reaches its end, change must come — this is why Heaven's way never grows stale and why a dynasty's ordained span may endure. Of late the times had turned adverse, the royal house languished in hardship, the allegiance of the realm had nowhere to settle, and the founding emperor's legacy seemed ready to collapse. By your profound virtue and deep roots, men and spirits alike gave their support, the altars of state were secured, and the people found peace. We respectfully observe that Your Majesty's sovereign virtue is innate, your sagely brilliance holds the throne, filial piety and brotherly duty distinguish your house and realm, and your influence reaches even the frontier provinces. Hence auspicious signs multiplied, and portents blazed forth in splendor. The spirits of the ancestral temples turned westward in favor, and all the lands and peoples looked to your radiance and entrusted themselves to your rule. We who bear office at court are honored to fulfill this mission, gathered once more in an age of splendor and again witnessing the advent of great peace. Now that the mobile secretariat has arrived and we gaze upon the capital walls, we cannot contain our joy; we respectfully come to the gate to bow and submit this memorial." The Emperor replied: "The imperial fortune has been sorely tried, and our age has met repeated adversity. Looking up to the lofty foundation, I mourn the past of the state and grieve for him without cease, grief and indignation mingling together. By the seven hundred years of enduring fortune and by loyal, worthy servants of the throne, adversity was turned to prosperity and Heaven and men were set in order. Unworthy as I am, I have wrongly received the great mandate; looking back on myself I tremble with fear — how could I bear such a burden? I shall presently return to court, pay mourning rites at the imperial tombs, and together with worthy ministers lay bare what is in our hearts. I hope you will understand my heart and spare me excessive polite refusals." The prefectural and provincial aides and clerks all styled themselves subjects and asked that placards be inscribed on every gate according to palace standards; the Emperor did not consent. On jiaxu, he set out from Jiangling. On bingshen in the eighth month, the imperial carriage reached the capital. On dingyou, he paid homage at the Chuning Mausoleum, returned to the central hall, and there took the imperial throne.

宿 祿
On dingyou in the eighth month of autumn in the first year of Yuanjia, a general amnesty was proclaimed throughout the realm, and the second year of Jingping was renamed the first year of Yuanjia. Civil and military officials were advanced two ranks; overdue rents and old debts were forgiven. On gengzi, Acting Pacifying-Army General and Governor of Jing Province Xie Hui was confirmed as Pacifying-Army General and Governor of Jing Province. On guimao, Minister of Works Xu Xianzhi was advanced to Grand Minister, Defender General Wang Hong to Minister of Works, Director of the Secretariat Fu Liang was given the additional title of Left Grand Master of Splendid Happiness with an office equal to the Three Excellencies, Pacifying-Army General Xie Hui was made Defender General, and Pacifying-North General Tan Daoji was made Campaigning-North General. On jiachen, his biological mother, Lady Hu the Brilliant Consort, was posthumously honored as Empress Dowager with the temple name Empress Zhang. Defender General and Governor of Southern Xu Province, Prince of Pengcheng Liu Yikang, was made Rapid Cavalry General; Champion General Liu Yigong was made Pacifying-Army General and enfeoffed as Prince of Jiangxia. The sixth younger imperial brother Yixuan was enfeoffed as Prince of Jingling, and the seventh, Yiji, as Prince of Hengyang. On wushen, Governor of Yu Province Liu Cui was made Governor of Yong Province, Rapid-Cavalry General Guan Yizhi Governor of Yu Province, and Colonel of the Southern Barbarians Dao Yanzhi Central Commander of the Army. On jiyou, this year's tax cloth in Jing and Xiang provinces was reduced by half.

On bingzi in the ninth month, Consort Yuan was established as Empress.

In the first month of spring in the second year, on bingyin, Grand Minister Xu Xianzhi and Minister of the Secretariat Fu Liang submitted a memorial restoring government to the throne, and the Emperor for the first time personally attended to affairs of state. On xinwei, the Emperor sacrificed at the southern suburb and proclaimed a general amnesty throughout the realm.

On yichou in the third month, General of the Left and Governor of Xu Province Wang Zhongde was made Pacifying-North General.

In summer, on wuyin in the fifth month, Special Grand Master Xie Dan died.

On jiashen in the eighth month of autumn, because refugees from the Guanzhong region had settled along the Han River, the commanderies of Jingzhao, Fufeng, and Fengyi were established. On yiyou, Rapid-Cavalry General and Prince of Pengcheng Liu Yikang was given an office equal to the Three Excellencies; the newly appointed Minister of Works Wang Hong was made Grand General of the Chariots and Cavalry with equal privilege; Senior Clerk of the Right Army Jiang Heng was appointed Governor of Guang Province.

In winter, on guiyou in the eleventh month, former General of the Van Yang Xuan was appointed Campaigning-West General and Governor of Northern Qin Province.

In the first month of spring in the third year, on bingyin, Grand Minister Xu Xianzhi and Minister of the Secretariat Fu Liang were found guilty and executed. Central Commander of the Army Dao Yanzhi and Campaigning-North General Tan Daoji were dispatched to attack Governor of Jing Province Xie Hui; the Emperor personally led the six armies westward. A general amnesty was proclaimed throughout the realm. On dingmao, Grand General of the Chariots and Cavalry Wang Hong was appointed Grand Minister and Governor of Yang Province; Rapid-Cavalry General and Prince of Pengcheng Liu Yikang was transferred to Governor of Jing Province; Pacifying-Army General and Prince of Jiangxia Liu Yigong to Governor of Southern Xu Province. On jisi, former Protector of the Army Zhao Lunzhi was appointed Pacifying-Army General.

On bingxu in the intercalary month, the imperial son Shao was born.

On yimao in the second month, all prisoners awaiting trial were fully pardoned. On wuwu, Grand Master of Splendid Happiness Wang Jinghong was appointed Vice Director of the Left of the Secretariat, and Governor of Zhangzhang Zheng Xianzhi Vice Director of the Right. Governor of Jian'an Pan Sheng was found guilty and executed. On gengshen, Special Grand Master Fan Tai was given the additional title of Grand Master of Splendid Happiness. That same day the Emperor departed from the capital. On wuchen, Dao Yanzhi and Tan Daoji inflicted a great defeat on Xie Hui at Yinji. On bingzi, the Emperor turned back from Wuhu. On jimao, Hui was captured at Yantou, sent to the capital, and executed.

On xinsi in the third month, the Emperor returned to the palace.

In summer, on yiwei in the fifth month, Campaigning-North General Tan Daoji was made Campaigning-South Grand General and Governor of Jiang Province, and Central Commander of the Army Dao Yanzhi Governor of Southern Yu Province. On wuxu, Rear General and Prince of Changsha Liu Yixin was appointed Governor of Southern Yan Province. On yisi, Rapid-Cavalry Grand General and Governor of Liang Province, King Juqu Mengxun of Northern Liang, was demoted to Grand General of the Chariots and Cavalry. An edict said: "When a sage king governs the world, he extends his keen hearing in every direction, yet still tours the sacred mountains and inspects the regions, gathering reports and observing how government is conducted. Thus truth and falsehood are surely sifted, the remote and hidden are not neglected, royal favor reaches everywhere, and word of grievance rises from the farthest corners. I, of paltry virtue, have presumptuously succeeded to the great succession. Though I forever bear governance in mind and rise before dawn with intent fixed upon worthy counsel, the reclusive talents of hill and garden remain unrevealed, and the people's hidden circumstances still lie beyond my sight and hearing. For the sake of the realm I have set aside sleep and forgotten my meals. Now the baleful vapors have been swept away and the realm is tranquil; to raise the worthy and spread enlightened rule begins from this moment. Grand envoys may be dispatched to tour the four quarters. Capable prefects and magistrates, and worthies of the humblest station however slight their merit, are to be reported in full detail, and nothing omitted. Where punishments and prisons lack compassion, where government errs, or where the people are harmed and teaching injured, the facts are to be reported in full. As for the elderly, widowers, orphans, the young without support, and those suffering the six kinds of infirmity who cannot sustain themselves, the commanderies and counties should measure out generous relief. Gather popular reports broadly, receive excellent counsel widely, and strive to exhaust the intent of your commission, as though I myself were reviewing it." On bingwu, the Emperor came to the Hall for Honoring the Worthy to hear cases.

On jiwei in the sixth month, Pacifying-Army General Zhao Lunzhi was appointed Left Grand Master of Splendid Happiness and Commander of the Army. On bingyin, the Emperor again came to the Hall for Honoring the Worthy to hear cases. On bingzi, he again heard cases. The Prince of the Right Guard Wang Hua was appointed Central Protector of the Army.

In winter, on wuyin in the eleventh month, Governor of Liang and Southern Qin Ji Han was appointed Governor of Yi Province, and Rapid-Cavalry Staff Officer Liu Daochan Governor of Liang and Southern Qin. On jihai, Colonel of the Southern Barbarians Liu Zunkao was appointed Governor of Yong Province.

On guichou in the twelfth month, Gentleman of the Secretariat Xiao Sihua was appointed Governor of Qing Province. On renxu, former Governor of Wu Commandery Xu Peizhi plotted rebellion; he and his associates were all executed.

In the first month of spring in the fourth year, on the new moon yihai, a partial amnesty was proclaimed within a hundred li of the capital. On xinsi, the Emperor in person sacrificed at the southern suburb.

On yimao in the second month, he traveled to Dantu and paid homage at the Jing Mausoleum.

On bingzi in the third month, an edict said: "Dantu is bound to me by native ties; the great enterprise began there — treading that soil I am forever mindful, and touched by it my feeling knows no limit. In former times Emperor Zhang of Han on his southern tour added favor to the Yuan clan; how much more when present affection and obligation are doubled, as in those former days. I mean to spread lingering bounty and repay and comfort the gentry and people. This county's tax cloth for this year is to be remitted; all punishments of five years or less are to be fully pardoned. Those who fought three assaults on the walls and the households of great generals are to receive condolence and relief as appropriate." On dinghai, the Emperor returned to the palace. On wuzi, Vice Director of the Right of the Secretariat Zheng Xianzhi died. On renyin, the making at the summer solstice of five-colored silk life-cords and the like was forbidden — a proposal of Magistrate of Fuyang Zhuge Kanzhi.

In summer, on gengxu in the fourth month, Director of the Court of Justice Wang Huizhi was appointed Governor of Jiao Province.

On renwu in the fifth month, Central Protector of the Army Wang Hua died. An epidemic struck the capital; on jiawu, envoys were sent to inquire after the people and provide medicines. Where the dead had no family, coffins and burial goods were provided.

On the new moon guimao in the sixth month, there was a solar eclipse. On gengshen, Grand Master of Splendid Happiness Yin Mu was appointed Protector of the Army.

In the first month of spring in the fifth year, on yihai, an edict said: "I respectfully bear the great enterprise and preside over the four seas; custom and transformation are not yet widespread, and the way of governance remains obscure — seeking remedy in human affairs, I wake and sleep in worry alone. Moreover, of late yin and yang have lost their proper order, drought and pestilence have become calamities; looking up to these warnings, the blame lies deep in me. I consider how to examine myself, restrain my thoughts, deliberate on prisons and examine punishments, above to answer Heaven's reproof and below to ease the people's afflictions. You ministers and officials, each present loyal counsel, point out what is right and wrong, and hold nothing back." On jiashen, the Emperor came to the Black Tortoise Hall to review martial displays. On wuzi, a great fire broke out in the capital; envoys were sent to tour the districts, comfort the people, and grant relief.

In summer, on jihai in the fourth month, Colonel of the Southern Barbarians Xiao Muzhi was appointed Governor of Xiang Province. On wuwu, Governor of Shixing Xu Huo was appointed Governor of Guang Province.

Great floods struck the capital; on yimao, envoys were sent to inspect the damage and grant relief. Interior Minister of Jiangxia Cheng Daohui was appointed Governor of Guang Province.

On wuwu, a mint was established to cast four-zhu coins. On wuyin, Jincheng was captured by the Northern Wei.

On yihai, fire broke out in the capital and spread to the northern wall of the Grand Temple of Soil and Grain. Governor of Yan Province Zhu Lingxiu was found guilty and executed.

On dingchou, Governor of Qing Province Xiao Sihua abandoned the city and fled. Colonel of the Crown Prince's Right Guard Liu Zunkao was appointed Governor of Southern Yan Province.

On wushen, an edict said: "Of late military campaigns have multiplied and state expenditures have grown; stores do not suffice and government remains heavy. Simplicity should be preserved to meet actual needs. Within and without the court, all should deliberate together and strive for frugality."

In summer, on jiayin in the fourth month, Master of the Army of Hengyang Wang Shi Wanling was appointed Governor of Xiang Province. On yimao, Rear-Army Staff Officer Xu Zunzhi was appointed Governor of Yan Province.

On jimao, the lands south of the Yangzi and Jinling Commandery of Yang Province were assigned to Southern Xu Province, and the lands north of the river to Yan Province. Prince of Jingling Liu Yixuan was appointed Governor of Southern Yan Province, and Senior Clerk of the Grand Minister Ji Han Governor of Xu Province.

On gengzi in the intercalary month, an edict said: "Of late farming and sericulture have languished, idlers are many, wasteland lies unopened, and no one hears the call to cultivate. When drought and flood strike in a season, destitution follows at once; unless we deeply preserve the fundamental work, [9] abundance will have no source. Prefects govern their regions, magistrates are masters closest to the people — they should encourage and instruct, guiding them with sound rules. All should exert their strength so no land lies idle; plowing, sericulture, planting, and cultivation should each reach their fullest yield. Where any excel in farming, at year's end list them in detail and report upward." Yang Province suffered drought. On yisi, Attendant Censors were sent to review prison cases and adjust corvée labor. On bingwu, Consulting Staff Officer of the Left Army Liu Daochan was appointed Governor of Yong Province.

On jiachen in the eighth month of autumn, Prince of Linchuan Liu Yiqing resigned as Vice Director of the Secretariat. On dingwei, Qin Commandery of Yu Province was assigned to Southern Yan Province.

In the third month of spring in the ninth year, on gengxu, Defender General Wang Hong was advanced to Grand Mentor and given the additional title of Director of the Secretariat. On dingsi, Campaigning-South Grand General Tan Daoji was advanced to Minister of Works.

On jiaxu in the sixth month, Consulting Staff Officer of the Left Army Shen Xuan was appointed Governor of Qing Province. Ji Province was established by partitioning Qing Province. On wuyin, Grand Minister and Prince of Pengcheng Liu Yikang was transferred to govern Yang Province. On jimao, Senior Clerk of the Grand Minister Cui Shen was appointed Governor of Ji Province. On renwu, Murong Yan of Tuyuhun was appointed Pacifying-East General, [10] Murong Shiqian Pacifying-North General, and Murong Huifa Pacifying-Army General. On guimao, an edict said: "[11] Yi, Liang, Jiao, and Guang — their territories are remote, and governance should accord with local sentiment; in many cases partial favoritism prevails. Grand envoys may again be dispatched to tour the regions and seek out the people's afflictions." The offices of Crossbow-Shooting General and Strong-Crossbow General were established. On yiwei, Campaigning-West General Murong Jun of Tuyuhun was appointed Campaigning-West Grand General, Governor of Western Qin and He provinces, and King of Longxi. Governor of Northern Qin Province, the Di Yang Nan-dang, was made Campaigning-West General. On renyin, Pacifying-Army General and Prince of Jiangxia Liu Yigong was made Campaigning-North General with an office equal to the Three Excellencies and Governor of Southern Yan Province; General of the Van and Prince of Linchuan Liu Yiqing Pacifying-West General and Governor of Jing Province; Prince of Jingling Liu Yixuan Director of the Secretariat and Central Army General; and Campaigning-Captives General and Prince of Hengyang Liu Yiji Governor of Southern Xu Province.

In the ninth month, the rebel Zhao Guang raided Yi Province and overran commanderies and counties; the provincial government suppressed and pacified him.

On jiaxu in the twelfth month, Right-Army Staff Officer Li Xiuzhi was appointed Governor of Jiao Province. On gengyin, the fifth prince Shao was enfeoffed as Prince of Luling, and Lang, son of Prince of Jiangxia Liu Yigong, as County Prince of Nanfeng.

In the first month of spring in the tenth year, on jiayin, Prince of Jingling Liu Yixuan was re-enfeoffed as Prince of Nanqiao. General Who Pacifies the North Wang Zhongde, Governor of Xu Province, was additionally appointed Governor of Yan Province, and Governor of Huainan Duan Hong was appointed Governor of Qing Province. On jiwei, a general amnesty was proclaimed throughout the realm. Orphans and the elderly, and those suffering the six kinds of infirmity who could not sustain themselves, each received five hu of grain. Rear General Liu Yixin, Prince of Changsha and Governor of Yu Province, was advanced to General Who Guards the Army.

District magistrates have slighted the methods of transforming and guiding the people, and the common folk have forgotten the duty of diligent self-support. Ever speaking of broad relief, we awaken at dawn with this fixed in our hearts. Although regulations and orders have been issued repeatedly, in the end none have corrected or encouraged; yet to sit and expect increase and growth — how can that be achieved? The responsible offices shall proclaim the old statutes and strive to enforce cultivation fully. All who wander and idly eat shall be ordered to attach themselves to occupations; diligence and sloth shall be examined and verified, and rewards and punishments applied; ability and failure shall be observed, and demotion and promotion strictly enforced. Its cities are lofty, its customs pure — gathering every strategic advantage, it is truly a famed capital. Therefore it could make the imperial spirit dwell in brightness and succeed in flourishing the dynastic enterprise. As the old home of the imperial foundation, its territory is both substantial and weighty; it should be made prosperous and its splendid standing restored. The Historian writes: The Taizu was precociously brilliant. He had no strict tutors, yet heaven had given him a gentle, keen temperament, and he possessed by nature the virtue of a sovereign. Once enthroned, he ruled for many years. The institutions of government were complete, laws and prohibitions precise, punishments followed fixed standards, and ranks were never granted without cause. Within the realm there was order; without, peace — and the four seas were still. The Eastern Han had often held up the reigns of Jianwu and Yongping as models; afterward men spoke just as often of Yuanjia — an age indeed of greatness. Yet in appointing generals and sending out commanders he violated the rule that each border post should hold independent authority. His gifts did not match those of Emperor Guangwu, yet he directed strategy from afar; on the day of battle, every commander waited on his word from the capital. Armies were shattered and campaigns lost — not because his generals lacked the genius of Han Xin or Bai Qi, but because the enemy was allowed to linger and ravage the frontiers. This was the root of it. When secrets escaped even the imperial bedchamber and hard-won alliances unraveled, calamity may have seemed unforeseen — yet it had its causes. Alas — how grievous!
