The Wei had long lived in the northern frontier region of You and Shuo. In the reign of Emperor Xian, a divine being declared that they should move south. The throne was then transferred to his son Emperor Shengwu, who commanded a migration southward; though ravines and mountains cut off the route, they still meant to stop there. A divine beast appeared—shaped like a horse, sounding like an ox—that marched ahead to lead them; only after many years did the clan break out. They first established themselves in the old territory of the Xiongnu.

In the second month of the fifth year of Zhenjun, Zhangye Commandery reported: "In the age of the Cao house, at Daliugu in Qiuchi County, a mountain stone bore the form of a dragon-horse; on the stone horse's back was the inscription 'Great chastisement of Cao,' and the Jin house replaced Wei. Now the stone writing records the taboo names of our state's ancestors, displaying the token of Heaven's mandate." Envoys were dispatched to copy the writing. There were five great stones, all green in substance with white markings, between which writing formed. Two stones recorded Zhang and Lu of earlier times—effects already fulfilled. Three stones recorded the state's ancestors down to the present. The writing recorded the taboo name of Emperor Zhaocheng: "Succession through generations, four-six; Heaven's law is level; all under Heaven great peace"—fourteen characters in all; [3] Next it recorded the taboo name of Emperor Taizu, Emperor Daowu: "Corresponding king, record a thousand years"—seven characters in all; Next it recorded the taboo name of Emperor Taizong, Emperor Mingyuan: "Eldest son, two hundred twenty years"—eight characters in all; [4] Next: "The Peaceful Heaven King succeeds the world and governs"—eight characters in all; Next the taboo name of the Crown Prince: "Chang enfeoffs Mount Tai"—five characters. At first he was enfeoffed as Prince of Peace; the astronomical registers also granted the title "True Lord of Peace," matching the stone writing. After the taboo name of Emperor Taizong there was a human figure carrying a small child. All who saw it said: "The emperor loves the imperial grandson, raising and tending him, never leaving his side—this is the heavenly image of spiritual accord, a true gift of Heaven." Thereupon Guard General, Prince of Le'an Fan, Assistant General Who Supports the State, Prince of Jianning Chong, General Who Conquers the West, Prince of Changshan Su, and General Who Conquers the South, Prince of Hengnong Xi Jin submitted: "We have heard that the rise of emperors and kings always carries a token of mandate, enabling them to align the three powers and establish the supreme norm; the glories of the Three and Five were alike in this. Fuxi received the River Chart and the Eight Trigrams; Yu of Xia received the Luo Writ and the Nine Categories—so that sacred deeds were known in the past and sage footprints shown to posterity. We consider that Your Majesty's virtue matches Heaven and Earth and your brilliance equals sun and moon; Heaven-born sagacity, you arose in response to the age; the upper spirits look down and every auspicious sign gathers. Thus in the first year of Shiguang the Celestial Master presented the astronomical registers, conferring the title 'True Lord of Peace. Your Majesty deeply held to emptiness and humility and accepted only after years. Sincerity moved numinous things; trust and kindness harmonized Heaven and man; thus your might extended over the four seas and your bounty flowed through the realm; all under Heaven within the four seas none failed to submit. Now Zhangye Commandery reports: at Daliugu in Qiuchi County great stones of green substance and white markings bear writing between them, recording the taboo names of the state's ancestors and displaying the token of the mandate and the span of rule. From princes and dukes down through every office, all who beheld this script were moved; unanimously they said: since antiquity the verification of auspicious signs has never blazed as brightly as today. This is the highest spirits descending mandate—the omen of the state's boundless fortune. We are fortunate to encounter this great transformation, bathed in glory and favor; having no means to respond to Heaven's blessing and enlarge Heaven and Earth, we respectfully deliberated with the assembled ministers: the stone inscription should be proclaimed throughout the four seas, so that pretenders beyond our borders know that Heaven's mandate has a rightful home." An edict said: "This is Heaven and Earth's generous gift—the legacy sign of our forefathers; how could I alone have brought it about? Let it be done as memorialized."
