In 756, the first year of Zhide, a Henan military commissioner was created, headquartered at Bian Prefecture, commanding thirteen commanderies—Chenliu, Suiyang, Lingchang, Huaiyang, Ruyin, Qiao, Jiyin, Puyang, Zichuan, Langya, Pengcheng, Linhuai, and Donghai. A Huainan West circuit military commissioner was appointed, commanding five commanderies—Yiyang, Yiyang, Yingchuan, Xingyang, and Runan—from his seat at Yingchuan. A Qing–Mi military commissioner was appointed, commanding four commanderies—Beihai, Gaomi, Dongmou, and Donglai—from his seat at Beihai. A chief defense commissioner for Yun, Qi, and Yan prefectures was installed, headquartered at Qi Prefecture.

In 759, the second year of Zhide, the Bianzhou chief defense commissioner was abolished and replaced by a Bian–Hua military commissioner at Hua Prefecture, commanding Hua, Pu, Bian, Cao, and Song. Another Henan military commissioner was appointed, with his seat at Xu Prefecture, commanding Xu, Si, Hai, Bo, and Ying. Before long Ying Prefecture was transferred to the Zheng–Chen circuit; soon it was restored to Henan's command. That same year Pu Prefecture was assigned to the Yan–Yun circuit, while Ying and Bo went to the Zheng–Chen circuit. A Zheng–Chen military commissioner was created, commanding Zheng, Chen, Bo, and Ying from Zheng Prefecture; before long Shen, Guang, and Shou were added to his charge; Before long those three prefectures were transferred to the Huaixi circuit. The Huainan West circuit military commissioner was abolished, and Chen, Ying, and Bo were assigned to the Chen–Zheng circuit. That same year the Huainan West circuit military commissioner was reinstated, commanding seven prefectures—Shen, Guang, Shou, An, Mian, Qi, and Huang—from his seat at Shou Prefecture. The Qing–Mi military commissioner gained jurisdiction over Zi, Yi, and Hai prefectures. Hua Prefecture was assigned to the Bian–Hua military commissioner, and Pu Prefecture to the Yun–Qi–Yan military commissioner. That year Hai Prefecture was transferred to the Bian–Hua circuit.

The Yun–Qi–Yan chief defense commissioner was raised to military commissioner at Yan Prefecture and given Pu Prefecture; before long Pu was transferred to the Henan circuit.

In 760, the first year of Shangyuan, Hai Prefecture was assigned to the Qing–Mi circuit. Hai Prefecture was restored to the Qing–Mi circuit.

In 761, the second year of Shangyuan, a Hua–Wei military commissioner was created at Hua Prefecture, commanding Hua, Wei, Xiang, Wei, De, and Bei. Before long De Prefecture went to the Zi–Yi circuit while Bo Prefecture was added to Hua–Wei's command. The Bian–Hua and Henan circuits were abolished; Xu, Si, Bian, Song, and Cao were assigned to Huaixi, and Hua Prefecture to Hua–Wei. The Zheng–Chen circuit was abolished, and Zheng, Chen, Bo, and Ying were transferred to Huaixi. The Huainan West circuit military commissioner took command of nine more prefectures—Chen, Zheng, Ying, Bo, Bian, Cao, Song, Xu, and Si—moved his seat to An Prefecture, and was styled commissioner of the Huaixi Sixteen Prefectures circuit. Before long Bo Prefecture was assigned to Hua–Wei, and Xu Prefecture to Yan–Yun. A Zi–Yi military commissioner was appointed, commanding Zi, Yi, Cang, De, and Di from his seat at Yi Prefecture. Pinglu Army military commissioner Hou Xiy led his troops to hold Qingzhou and was appointed Qing–Mi military commissioner; the Zi–Yi circuit was then abolished and its five prefectures absorbed into the newly styled Zi–Qing–Pinglu circuit, which also gained Qi Prefecture. Qi Prefecture was transferred to Qing–Mi, and the Yan–Yun circuit gained Xu Prefecture.

In 776, the eleventh year of Dali, the Yongping circuit gained jurisdiction over Song and Si prefectures. The Henan military commissioner was abolished; Cao, Yan, Yun, Pu, and Xu went to the Zi–Qing circuit, Song, Ying, and Si to the Yongping Army circuit, and Bian Prefecture to Huaixi. The Huaixi military commissioner took Bian Prefecture under his command and moved his seat there. The Zi–Qing–Pinglu circuit gained Yun, Cao, Pu, Xu, and Yan, while Si Prefecture was assigned to the Yongping Army circuit.

In 785, the first year of Zhenyuan, the Yongping Army circuit was redesignated the Yicheng Army circuit and gained jurisdiction over Xu Prefecture. Tang Prefecture was assigned to the Eastern Capital Intendant, and Xu Prefecture to the Yicheng Army circuit.

In 821, the first year of Changqing, Su Prefecture was assigned to the Huainan circuit.
