In 756, the first year of Zhide, the Hezhong defense and Tong Pass garrison commissioner was created. A Ze–Lu–Qin military commissioner was appointed, with his seat at Lu Prefecture.

The Ze–Lu circuit took Huai and Wei under its command; before long Wei Prefecture was transferred back to the Xiang–Wei circuit.

The Chengde Army circuit gained jurisdiction over Jizhou. Jizhou was assigned to the Chengde Army circuit, which relinquished Shun, Yi, and Guishun. A defense commissioner for Wei–Bo and neighboring prefectures was installed, commanding Wei, Bo, Bei, Ying, and Cang from his seat at Wei Prefecture. That same year the post was raised to military commissioner, and De Prefecture was added to its command. Ying and Cang were transferred to the Ziqing Pinglu circuit, and Bei Prefecture to the Ming–Xiang circuit. Shortly afterward Ying and Cang were restored to its jurisdiction.
