In 758, the first year of Qianyuan, a Zhejiang West circuit commissioner was created who also served as Jiangning Army commissioner, commanding ten prefectures—Sheng, Run, Xuan, She, Rao, Jiang, Su, Chang, Hang, and Hu—from his seat at Sheng Prefecture. The seat was soon moved to Su Prefecture; before long Xuan, She, and Rao were removed from his command, while the deputy commissioner took the Yuhang Army commissioner post at Hang Prefecture. A Zhejiang East circuit military commissioner was appointed, commanding eight prefectures—Yue, Mu, Qu, Wu, Tai, Ming, Chu, and Wen—from his seat at Yue Prefecture. The Fujian frontier commissioner was redesignated chief defense commissioner, concurrently serving as Ninghai Army commissioner. A Hong–Ji chief defense, training, observation, and disposal commissioner was installed who also served as Mo Yao Army commissioner, commanding Hong, Ji, Qian, Fu, and Yuan from his seat at Hong Prefecture. An Xuan–She–Rao observation commissioner was appointed, headquartered at Xuan Prefecture.

In 759, the second year of Qianyuan, Jiannan East Chuan gained jurisdiction over Chang, Yu, and He prefectures. Mian Prefecture was assigned to the E–Yue circuit, and Shou Prefecture to the Huaixi circuit. The Zhejiang West circuit military commissioner was abolished and replaced by an observation, disposal, chief training, and garrison commissioner who also supervised the circuit's farming operations and held the Danyang Army commissioner post at Su Prefecture; Xuan, She, and Rao were restored to his command. The Xuan–She–Rao observation commissioner was discontinued. A chief training and garrison commissioner for E, Yue, and Mian prefectures was installed, headquartered at E Prefecture.

In 760, the first year of Shangyuan, the Fujian chief defense commissioner was raised to military commissioner. The Hong–Ji observation commissioner gained jurisdiction over Xin Prefecture. Yue Prefecture was transferred to the Jingnan circuit.

Shortly afterward the chief training commissioner was abolished and the post reverted to Shou Prefecture training commissioner; Si Prefecture was assigned to the Wuning circuit, and Chu Prefecture to the Huainan circuit.
