In 755, the fourteenth year of Tianbao, the Wuxi frontier commissioner also took charge of the garrison commissioner. A Yongzhou intra-circuit frontier commissioner was appointed, commanding thirteen prefectures—Yong, Gui, Heng, Qin, Cheng, Bin, Yan, Luo, Chun, Rang, Shan, Tian, and Long—from his seat at Yongzhou. A Rongzhou intra-circuit frontier commissioner was appointed, commanding fourteen prefectures—Rong, Bai, Yu, Lao, Xiu, Dang, Dou, Lian, Yi, Yulin, Tang, Yan, Bian, and Pingqin—from his seat at Rongzhou.

In 760, the first year of Shangyuan, the Yongzhou intra-circuit military commissioner was abolished and replaced by a chief defense and frontier commissioner. The Rongzhou frontier chief defense commissioner was raised to observation commissioner.

In 764, the second year, a Hunan chief training, garrison, observation, and disposal commissioner was installed at Hengzhou, commanding Heng, Tan, Shao, Yong, and Dao. The Yongzhou intra-circuit chief defense commissioner was abolished, and his prefectures were transferred to the Gui circuit frontier commissioner. A Gui–Yong chief defense, observation, pacification, and disposal commissioner was created, with the Yong circuit prefectures added to his command. The Annan military commissioner was redesignated Protector-General of Zhennan with the combined posts of chief defense, observation, and frontier commissioner.
