In the seventeenth year, on the guimao new moon of the first month of spring, King Wang Chun of Goryeo sent his privy council associate director Kim Panggyŏng to offer congratulations and present the annual tribute. On bingwu day wanhu Qi Gongzhi was ordered to garrison Bie Shibali and granted 12,500 ingots of paper currency. On xinhai day flooding struck Cizhou and Yongping County; paper currency was issued as relief loans. On bingchen day regulations for rotating officials were established: the blameless received open appointments; deaths and offenses were filled by selected replacements; those completing a term went home to await reassignment. Tax levies and revenue quotas for all routes were also fixed: increases had to be reported at once, concealment was punishable, and field-by-field tax hikes to disturb the people were forbidden. An edict ordered the registration of Jianghuai copper, copper cash, and copper vessels. On xinyou day more than 130 respectable women seized by the sea bandit He Wenda were returned to their families. The Lianzhou sea bandits of Guangxi, Huo Gongming, Zheng Zhonglong, and others, were executed. On jiazi day an order directed that among the prefectures, districts, mountains, and stockades under the Quanzhou branch secretariat, any not yet submitted were to be taken by force and any that rebelled after submission were to be put to the sword. Because commander-in-chief Zhang Xuan and qianhu Luo Bi had merit in taking the two Song princes, Xuan was promoted to coastal pacification commissioner with a tiger tally; Bi was made army commander-in-chief with a gold tally. On dingmao day the Emperor hunted near the capital. An edict forbade employing palace guard troops as craftsman corvée. On wuchen day an order directed Xiangwei to examine the more than 32,000 male captives taken by Ala Haiya, Qutuq Temür, and others and release them all as civilians. A branch secretariat was established at Fuzhou. Deqing Route was changed to a commander-in-chief's headquarters. Paper currency was granted to the five guard armies of the Kai-Luan River region.

In the second month, on yihai day, Zhang Yi said, "Gao Heshang has secret arts and can command ghosts as soldiers to control enemies from afar." Huluhuosun was ordered to lead troops with Gao Heshang to the northern frontier. On bingzi day two relay stations were established on the Beijing circuit. On dingchou day Dalaibuhun led Yunnan branch secretariat troops against Dingchang Route, captured route commander-in-chief Gu Na, and killed him. An edict ordered Dalaibuhun to return and replaced him with Ata. An order forbade persons from recently submitted places who were not from distant regions to enter the Hall of Reunion. An edict ordered Nasir al-Din to lead 10,000 picked troops against Burma. On yiyou day 5,320 taels of silver were granted to reward Nasir al-Din's command for merit in the campaign against Jinch'i. On jichou day Mei Guobin was ordered to inherit his father Yingchun's post as Luzhou pacification commissioner. Luzhou had once rebelled; Yingchun was killed by the former Chongqing military commissioner Zhang Jue. Guobin came to court to plead his grievance; an edict handed Jue over to Guobin and let him avenge his father. Jue was then at Jingzhao; on hearing this he hanged himself. Guobin asked to redeem Luzhou soldiers and civilians held captive; the request was granted. Japan had killed the envoy Du Shizhong and others; Eastern Campaign marshal Xindu and Hong Chajiu asked to lead troops themselves to punish them, but court deliberation decided to defer the matter for the moment. On bingshen day an edict instructed Perfect Man Qi Zhicheng and others to burn spurious passages in the 《Daoist Canon》 and the blocks used to print them. On gengzi day Ala Haiya and Nasir al-Din recruited Burma and cave-man tribes to submit; an edict ordered their merits recorded and reported at the army front. Huai-Jiang branch secretariat left associate Xia Gui requested retirement; the request was granted, and his sons and grandsons were given office. For Qara's command and cities such as He Prefecture that rebel troops had plundered, paper currency was granted for relief and the people's corvée was remitted for three years. Three thousand palace guard troops were dispatched to dredge Tongzhou's grain transport canal. Uyghur households dwelling on the Hexi frontier were ordered to garrison-farm. On xinchou day, because the people of Guangzhong could not make a living, right associate Tachu and left associate Lu Shikui were summoned to court to answer for harming the people; Yeshimishi and Jia Juzhen were ordered out as branch pacification commissioners to soothe the region. When Shikui arrived, court debate found no proof, and he was ordered back to the secretariat to manage affairs. An edict directed princely chancellor's offices to purchase 26,300 horses at the various ordu. Envoys were sent to sacrifice at the mountains and rivers in the Emperor's stead. The households under Princes Abaqa and Namukan, and Fan Wenhu and Alaghan of the Japan campaign branch secretariat, received Western brocade robes, silver, paper currency, and silks in graded amounts. Paper currency was also granted to Sichuan's poor and for the price of horses, cattle, and sheep to Ulatai and others.

In the third month, on guimao day, Wang Jinweng of Fujian was ordered to take charge of branch secretariat affairs; Central Secretariat officials held this improper, and he was made minister of revenue instead. On jiachen day the Emperor proceeded to Shangdu. Troops of Si and Bozhou encroached on the borders of Zhenyuan and Huangping; Li Dehui and others were ordered to go and inspect. Incompetent officials of the Communications Bureau were dismissed. On bingwu day an order directed Eastern and Western Sichuan to dispatch Mongol and Han troops to garrison Yutong, Li, and Ya. On yimao day the Directorate of Merit Commissions was established at rank 2b, in charge of memorializing on Buddhist clergy under the Imperial Preceptor and Tibetan military and civilians. On jiwei day an edict ordered a campaign against the Luoshi Ghost Country; 6,000 Mongol troops, 10,000 Qara Jang troops, 10,000 troops under Yarlaq Hai and Wanjianu of Western Sichuan, and 10,000 troops under Ala Haiya were to advance on three routes together. On guihai day Gaoyou and other places suffered famine; 9,400 shi of grain were issued for relief. On xinwei day an exchange-note superintendency was established within Uyghur territory. Plough ox teams were supplied to Tutghus's eight tribes for garrison farming. Sheep and horses were granted to Mangudai and others, and price payments for sheep and horses to Prince Namuqa's household.

In summer, the fourth month, on the renshen new moon, Central Secretariat officials said, "Suodu's soldiers disturbed the people, so the people of Nanjian and other routes rebelled again. Only when Mangudai went to win them over did the people at last find peace." An edict ordered Mangudai to continue administering the branch secretariat at Fuzhou. On renyou day Du Keyong of Nankang rebelled; Shi Bi was ordered to campaign against him and capture him. The Hangzhou pacification commission was fixed at four officials, with You Xian, Guan Rude, Huduhu, and Liu Xuan appointed. On bingzi day Yangmen Station of Longxing Route was again made Huai'an County. On gengchen day Sichuan pacification commissioner Yehandejin requested a gyrfalcon tally; an order directed that two tallies be given him. On renwu day Shi Bi came to court. On yiyou day Song's court music was handed over to the Court of Imperial Sacrifices. Lingbi County of Sizhou was again placed under Suzhou. On dinghai day the Hangzhou Route gold and jade commander-in-chief's headquarters was established. On jiawu day impoverished soldier households were restored to civilian registers. On bingshen day, because the Luozuo Mountain route was blocked, an order directed Ala Haiya to dispatch 1,000 troops to garrison it. Because placing three branch secretariats at Longxing, Quanzhou, and Fujian was inconvenient, court officials were ordered to assemble, deliberate, and report. On jihai day Prince Jibeq Temür requested that each appanage establish officials; the request was denied. On gengzi day Jupiter transgressed the Great Star of Xuanyuan. An order temporarily suspended official salaries. Frost struck four commanderies including Ninghai and Yidu; insects struck seven commanderies of Zhending; all damaged mulberry.

In the fifth month, on the xinchou new moon, the Privy Council transferred 600 troops to garrison the south and north passes of Juyong. On jiachen day a traveling palace was built at Chaghan Na'ur. On bingwu day Shazhou was promoted to a route. On guichou day Shazhou household males were registered and regular levies fixed; surplus fields of wealthy households were ordered given to garrison Han troops to cultivate. An edict ordered the Yunnan branch secretariat to dispatch 10,000 Sichuan troops under Yarlaq Hai to campaign against Burma together with the generals previously sent. King Wang Chun of Goryeo, because his people suffered famine, requested a loan of 10,000 shi of grain; the request was granted. The Fujian branch secretariat moved to Quanzhou. On jiayin day the Ting and Zhang rebels Liao Desheng and others were executed. Three thousand ships were to be built; an order directed Tamna to supply timber. On gengshen day Prince Beg Temür was granted a silver seal. On xinyou day the Imperial Preceptor's teaching office was granted a seal. 28,750 taels of silver were granted to reward the battle merit of Bayan's officers and soldiers. Locusts struck the prefectures and commanderies of Zhending, Xianping, Xin Prefecture, Lian, Hai, Pi, and Su.

In autumn, the seventh month, on the xinchou new moon, Guangdong pacification commissioner Tiemur Buqa said, "Military officers should all rotate by a single rule. In Huai-Jiang prefectures and counties, the chief instigators of disorder were to be executed and their households confiscated. Officials and powerful families who concealed tenant commoners and did not supply corvée should have separate registers established. Household troops of the various wanhu who were mixed in heavy corvée should be sent back to their original wings." An edict ordered the Central Secretariat, Privy Council, and Hanlin Academy to assemble, deliberate, and report. An order directed the Si Prefecture pacification commission to return to its former seat. On wushen day the moon transgressed the Determining Star of Fang. Because Goryeo had first established relay stations and relay households lacked food, an order directed grain supplied for one year and forbade envoys to come and go demanding food and drink. On jiyou day a branch secretariat was established at Jingzhao, with the former Anxi chancellor Li Dehui as associate administrator concurrently in charge of revenue and grain. The Quanzhou branch secretariat moved to Longxing. Because Tuganem's troops had plundered grain in the Huozhuo Uyghur city and the people suffered famine, an order directed that relay-horse expenses be supplied by the state and their taxes remitted for three years. The moon transgressed the Southern Dipper. On jiayin day 800 guard troops were dispatched to repair Shaling Bridge; an order forbade trampling civilian fields. On wuwu day, following Ahmad's recommendation, associate administrators Hao Zhen and Geng Ren were both made left vice chancellors of the Central Secretariat; At Yao Yan's recommendation, the Jiaodong canal was opened and fugitive commoners were gathered for garrison farming at Lian and Hai. On jiazi day the Annam king's son Ni Huan was sent home. Adult males of the Mongol army were registered. An edict ordered Yilai and others to lead ten thousand men into Luoshi Ghost Country; if the country did not submit, they were to enter and suppress it. On yichou day the Jiangnan revenue chief commissioner's office was abolished. On dingmao day the Dadu salt transport commission was merged with Hejian into one office, and redundant personnel were cut. Twenty thousand Jiankang households were assigned to grow rice, yielding 30,000 shi of brewing rice each year for transport to the capital by the state. On wuchen day an edict ordered the registration of earlier volunteers for service and Zhang Shijie's routed troops for the campaign against Japan. Fan Wenhu and others were ordered to gather Mongol, Muslim, and other troops who had joined Song to avoid punishment. On jisi day palace envoy Yanan was sent to visit famous mountains in Jiangnan seeking recluses, and also to carry incense and silks to Mount Longhu in Xin Prefecture, Mount Gezao in Linjiang, and Mount Sanmao in Jiankang, with libation rites at each. Aqchihei, Keshigde, and others received silver and paper currency for battle merit; officials of the Sanmao and other cave districts recruited to submit received clothing and fabrics.

In the eighth month, on the gengwu new moon, Xiao Jian and ten others had travelled through the five Henan routes privately recruiting escaped households; when the matter came out, the ringleaders were demoted to army service to redeem themselves and the rest were caned. On yihai day the Mongol Guard commander's office was made the Mongol Guard Household Army metropolitan commanderate. On bingzi day the moon transgressed the eastern star of Xin. On dingchou day Suodu asked to summon the submission of Samboja and seven other states; the request was denied. Wanhu Lü Zonghai, garrisoning Nanjian Route, stole troops and fled; an edict ordered him pursued. On wuyin day Champa and Ma'bar both sent envoys with memorials declaring themselves subjects and tribute of precious objects, rhinoceros horn, and elephants. Those previously registered as volunteers for service were made troops and placed under Chahu for the campaign against Japan. On dinghai day Xu Heng retired; his son Shike was made route commander of Huaimeng so he could serve and support him. Six jadeite cups and fifteen white jade cups were submitted to the Imperial Ancestral Temple. On guisi day grain was granted to the forces under the Prince of Xiping. On wuxu day King Wang Chun of Goryeo came to court and said he would add 30,000 troops to the campaign against Japan. Fan Wenhu, Xindu, and Hong Chajiu were made right vice chancellors of the Central Secretariat; Li Ting and Zhang Batuo were made associate administrators, all administering Central Secretariat affairs. Paper currency was granted to Kuolijisi and others, sheep and horses to Miliwuge and others, price payments for cattle, sheep, and horses to Qielulian and others, and grain and silks to the Eastern Palace keshig households and others. Dadu, Beijing, Huaimeng, Baoding, Nanjing, Xuzhou, and Pingyang suffered drought; Puzhou, Dongping, Jining, and Cizhou flooded.

In the ninth month, on renzi day, the Emperor returned from the Upper Capital. On renxu day Yehaihan advanced to campaign against Otgon. On guihai day orders directed grain supplied at posts along the route to returning troops from Khara Kulgan. On jiazi day the moon eclipsed Right Regulator and also transgressed Jupiter. On yichou day garrison troops guarding the treasury stole treasury notes; Baraqchi divided the booty and let the thieves escape; an edict ordered them executed. On dingmao day the lord of Luoshi Ghost Country A Zha and Ali submitted; Anxi King's chancellor Li Dehui sent men to accompany them to audience. Sheep and horse price payments of 28,300 ingots were granted to Baraqchi and others, and three months' grain to the poor under Tuhun.

In winter, the tenth month, on gengwu day, soldiers of Talabuqan's army who had fought fiercely were ordered granted land as reward. On guiyou day King Wang Chun of Goryeo was additionally made grand preceptor of state with the ceremonial of the Three Excellencies, left grand councillor of the Central Secretariat, and administrator of branch secretariat affairs. On jiaxu day envoys were sent to register 3,000 troops from Kaiyuan and other routes for the campaign against Japan. On bingzi day a seal was granted to Prince Hokechi of Yunnan. On dingchou day 10,000 Hunan troops were sent against Yixibuxue, and Yixibuxue submitted. On wuyin day 100,000 troops were dispatched, and Fan Wenhu was ordered to command them. Paper currency and armor were granted to the newly submitted troops under right vice chancellor Hong Chajiu bound for Japan. On xinsi day a garrison-farming superintendency was established at rank 5b and placed at Liulin; 1,355 households of various categories were assigned to it, and the state supplied oxen, seed, and farm tools. On renwu day an edict ordered a branch secretariat established in Shaanxi, Sichuan, and other places, with Buhua as right vice chancellor and Li Dehui and Wang Weizheng as left vice chancellors. By this time Dehui had already died. On jiashen day Celestial Master Zhang Zongyan of Mount Longhu was ordered to court. On jichou day Dusu was ordered to trace the Yellow River to its source. On xinmao day Han troops were ordered to garrison-farm in Sha and Gan. On renchen day Yixibuxue fell ill and sent his nephew to audience. The Emperor said, "Yixibuxue did not await orders but rashly conferred office on his nephew — this is no conduct of a subject. Yixibuxue should be ordered out, and only then should the army return." On guisi day an edict directed the cities of He Prefecture to gather displaced commoners. On bingshen day an order directed that officials receive salary only after one month in office; those who neglected their duties were to be dismissed. Envoys were sent to instruct Java and Jiaozhi. Elephant litters were first instituted. Grain was supplied to Qielie and others. The poor of the Huocha household received relief.

In the eleventh month, on the jihai new moon, Hanlin academician-expositor Helü Huosun and others said, "Kunlun, Ma'bar, Zhepo, Jiaozhi, and other countries have all sent envoys with memorials and ask for a written response." The request was approved, and Jiaozhi envoys were also granted official titles and bows, arrows, saddles, and bridles. An edict was issued to summon and instruct Java. On yisi day the Treasury Bureau was established to manage gold and silver receipts and disbursements for the imperial seat, crown prince, empress dowager, and princes. An order directed separate workshops established to house child artisans; the poor among them received paper currency. An edict declared, "For those guilty and sentenced to corvée, measure the distance of the journey; those whose crimes merit death should be carefully reviewed and tried." On wushen day Central Secretariat officials deliberated, "To circulate the paper-currency system, rewards should chiefly be paid in silks and fabrics, and revenue quotas should chiefly be collected in notes." The decree said, "Approved." On gengxu day Helü Huosun was ordered to screen the Jiaozhi envoys; except those allowed to remain, the rest were all sent home. On xinhai day construction labor was ordered slowed. On renzi day an edict instructed the envoys of Kunlun to come and submit. On jiayin day Jian Prefecture of Taiyuan Route presented six stalks of auspicious grain. On renxu day an edict ordered the Jiang-Huai branch secretariat to recruit skilled artisans. On jiazi day an edict promulgated the Granting the Seasons Calendar. On dingmao day an edict directed that because the people of Mogansun were poor, aside from granary and relay-station taxes and levies, their corvée was remitted for three years. Pacification commissioners Jiaohua and Meng Qingyuan and others were again sent with edicts to instruct the king of Champa, ordering his son or a senior minister to court. An edict ordered additional salt-furnace households assigned to saltworks in Jiangnan, Jiangbei, Shaanxi, Hejian, and Shandong, and granted Directorate of Palace Buildings artisan Lü Hela silver, paper currency, and silks.

In the twelfth month, on gengwu day, because Jiang-Huai branch secretariat grand councillor Alibo and left vice chancellor Yan Timur had on their own authority changed 800 appointed officials, divided left and right bureau officials themselves, cast silver and copper seals, and again disobeyed orders by not disbanding garrison troops, an edict ordered them executed. On xinwei day seasoned-ticket troops were returned to garrison-farm at Xiangyang. King Wang Chun of Goryeo led 10,000 troops, 15,000 sailors, 900 warships, and 100,000 shi of grain against Japan; battle gear, Goryeo armor, and padded battle jackets were supplied to right vice chancellor Hong Chajiu and others. All routes' troops bound for Japan were instructed to take the route through Goryeo and not disturb its people. Goryeo associate director Jin Fangqing was made Eastern Campaign marshal; privy council deputy director Pu Qiu and Jin Zhouding were made wanhu commanding Goryeo troops against Japan, each with a tiger tally. On guiyou day King Wang Chun of Goryeo was made right grand councillor of the Central Secretariat. On jiaxu day the original tiger tallies of officers bound for Japan were restored. On dingchou day, following Husin's recommendation, because commoners owed relay-station corvée, ten households were to form one unit and the state would supply one horse; when it died, a replacement was to be purchased. On wuyin day the envoys to the Mulaq country, Sulaqman and others, were made pacification commissioners with gold tallies. On jimao day bandits in Luoshi Ghost Country caused trouble and the roads of Si and Bo were blocked; 1,000 troops were sent with cave tribes to open the route. On jiashen day relay households were added in Gan Prefecture; an edict directed that they be drafted from princely household registers. On yiyou day an order directed that commoners who had evaded corvée by registering as artisan households be restored to commoner status. Huai-xi pacification commissioner Angir asked that soldiers garrison-farm; Atahai and others said mobilizing militia was inconvenient and that willing commoners should be recruited to farm instead, with rent remitted for three years; the request was approved. On dinghai day an edict again directed that civilian administrators also administer the ordu of the various armies. On wuzi day 1,500 troops from the campaign against Yekebuxue were returned to Tahai to garrison the Eight Fan and Luodian. On renchen day Chen Guilong seized Zhangzhou and rebelled; Suodu led troops against him, and Guilong fled into a She stockade. On jiawu day the rebuilt Imperial Ancestral Temple at Dadu was completed; spirit tablets were moved from the old temple to the side chamber, and the grand offering rite was then performed. Left grand councillor Aju toured the western frontier and died of illness at Bieshibali. An edict declared that those who seized without authority the abandoned fields of displaced Jiangnan commoners were guilty. The shrine of the Huai River at Mount Tongbai was repaired. Because Xu Daoqi, forty-third-generation patriarch of the Shangqing lineage on Mount Sanmao, had prayers answered, he was ordered separately to head Daoism. Annam presented tame elephants as tribute. Cave chieftains received silver, paper currency, and clothing in graded amounts. Famine relief was given to the hungry in Gongchang, Changde, and other routes, and their corvée was also remitted. The Guard Office was changed to a metropolitan commander's office; the Director of Palace Accouterments was raised to rank three; The Taicang supervisory office was established at rank five. Jianning, Leizhou, Fengzhou, Lianzhou, Huazhou, and Gaozhou were made routes; Zhaoqing Route was placed under Guangnan West Circuit, and Xiazhou Route was moved back to its former seat north of the river. Zhang County was restored and placed under Gongchang Route. Lingbi County of Suzhou was again placed under Guide. That year, one hundred two persons were sentenced to death.

In the eighteenth year, on the wuxu new moon of the first month of spring, King Wang Chun of Goryeo sent his signatory privy councilor Kim Panggyŏng to offer congratulations and present the annual tribute. On xinchou day Alaghan, Fan Wenhu, and Nangadai were summoned to court together for instruction; Batu, Zhang Gui, and Li Ting were left in charge. Xindu and Hong Chajiu were ordered to march their armies overland to Japan while arms and armor went by ship; prefectures and counties along the route were to supply grain. On Fan Wenhu's recommendation, ten thousand Han troops were added. Fan Wenhu also asked for two thousand horses for Tusihusi's army and the Muslim catapult makers. The Emperor said, "What use are these on warships?" Both requests were refused. On guimao day paper money and gold and silver were issued to Boluo for relief of the poor. On dingwei day the Emperor hunted near the capital. An edict ordered Jiangnan prefectures and commanderies to employ Mongols and Muslims together. All darughachis due to be posted under the various princes were ordered to court, and princes including Azhiji were notified by edict. On jiyou day Yangluo Fort of Huang Prefecture was again placed under E Prefecture. On xinhai day envoys were sent to sacrifice at the mountains, rivers, and earth altar on the Emperor's behalf. On renzi day King Wang Chun of Goryeo reported that Japan had raided his border and asked for troops to pursue them; an edict gave him five hundred troops from the Jinzhou pass garrison. On bingchen day the Emperor visited Hu Prefecture. The seal bureau was renamed the directorate of sacred regalia, and official seals from offices throughout the realm were collected. On dingsi day a decree made Li Quanyou of the sixth generation succeed Li Jushou of the fifth generation in sacrificing to the Dipper. On guihai day Gao Rixin of Shaowu, who had seized Longlou Stockade in rebellion, was captured. Xindu and others were rewarded for battle merit, and troops bound for Japan received paper money.

In the second month, on wuchen day four thousand guard troops were sent to finish the main hall. Troops bound for Japan, skilled archers, and Goryeo squad leaders and naval forces received four thousand ingots of paper money. On xinwei day the Emperor visited Willow Grove. King Wang Chun of Goryeo, having married an imperial princess, asked that the words "imperial son-in-law" be added to his appointment patent. A decree read, "Approved." On yihai day an edict ordered Tamna's newly built ships turned over to Hong Chajiu for the expedition. An edict ordered convicts whose death sentences had been commuted assigned to Xindu as soldiers. Fire struck Yangzhou; seven hundred eighty-three shi of grain were issued to households affected by the disaster. An edict instructed Fan Wenhu and others on the purpose of the campaign against Japan and again tightened military discipline. The Shangdu garrison commissionerate was established. Xu Prefecture was promoted to a route and placed under Anxi Province. The Hunan provincial seat was moved from Tanzhou to E Prefecture, and the Hunan pacification commission was relocated to Tanzhou. On yiyou day the Uyghur judicial office was made the Beiting Protectorate and raised to rank two subordinate. On bingxu day the army bound for Japan set out. Fujian Province left associate Pu Shougeng said, "An edict ordered two hundred seagoing ships built, but only fifty are finished and the people are truly suffering." Right associate of the Central Secretariat and acting Jiangdong Circuit pacification commissioner Alaghan was made left grand councillor and placed in charge of Central Secretariat affairs; Jiangxi Circuit pacification commissioner and concurrent campaign commissioner Yeshimishi was made associate administrator and placed in charge of Central Secretariat affairs. Because Liaoyang, Yi, Gai, Beijing, Dading, and other prefectures suffered drought, half of that year's rent and tax was remitted.

Jupiter transited the Right Enforcer. On gengshen day the ban on selling persons was strictly enforced, and those without food received measured relief. On renxu day an edict ordered Khitan households registered. An edict to Tamna darughachi Targhachi forbade hunting in Goryeo's Jeolla and other districts that disturbed the people.

In the sixth month, on bingyin day an edict ordered Sayyid Ajall and Huonichi to administer separately the households of eight districts including Wumu and Baduqi'er. One hundred forty-two weaving households in Qianzhou were destitute; grain was issued to them, and wives and children they had sold were redeemed and returned by the government. Five thousand newly submitted troops from Taiyuan were sent to garrison-farm at Ganzhou. On dingchou day forty-eight thousand shi of surplus grain exposed by the surveillance commission were used to feed the army. On jimao day Shunqing Route was placed under the Sichuan East Circuit pacification commission. At military courier stations in Anxi and elsewhere, all labor requisitions and government purchases were to be shared equally with the people. Shaanxi garrison-farm grain was increased by one hundred thousand shi for regular expenses. On renwu day an edict ordered Tamna garrison troops to farm for their own support. Officials of the Japan route secretariat sent word: "The main army is on Gyeongju Island; at Tsushima they captured islanders who said that sixty li west of Dazaifu a garrison force had already been called out to battle—it would be well to strike while the place is empty." An edict read, "Military affairs are for you to weigh yourselves." On guiwei day the Central Secretariat was ordered to calculate government outlays and annual receipts from the Lian and Hai garrison farms under Yao Yan; if feasible they would continue, otherwise they would be abolished. On dinghai day seven thousand hunter households recruited by Qichi were released as civilians. On gengyin day, because Alaghan was ill, an edict ordered Atahai to take command of the army campaigning against Japan. On renchen day King Wang Chun of Goryeo said his country had forty courier stations and the people and livestock were exhausted; an edict reduced them to twenty stations and granted eight hundred ingots for horse costs. Suraman and others, envoys to Musur, reached Champa with their ship wrecked; they sent men to ask for boats, grain, and reinforcements; an edict granted more than one thousand four hundred shi of grain. Left associate of the Central Secretariat Hudutemür was made right associate of the Central Secretariat and placed in charge of Central Secretariat affairs; Censor-in-chief and acting censorate commissioner Hulachu was made left associate of the Central Secretariat and placed in charge of Ministry of Works affairs. Paper money for sheep and horse costs was granted to artisans under Prince Namkha.

On jihai day Alaghan died. On gengzi day Muslim catapult makers scattered in other prefectures were all ordered to Nanjing to garrison-farm. On guimao day the moon transited the distance star of the Fang mansion. On gengxu day, with the Mongol troops Xindu had garrisoned at Dahe Ridge returning, Han troops were again ordered to garrison the post. Because Songzhou prefect Pusantuoge had killed tigers by the tens of thousands over the years, he was granted the title General of Ten Thousand Tigers. The 2,820 households of He, Zhen, Chu, and other places recruited by guichi Heba'ertu were granted to him to administer himself. On xinyou day Suodu campaigned against Champa and received a camel-hair canopy to ward off miasma. Champa sent tribute of elephants and rhinoceros. On bingyin day Mars transgressed the third star west of the Feudal Lords. On gengwu day Mangudai was made right vice chancellor of the Central Secretariat and directed Central Secretariat affairs. On xinwei day an edict directed Longxing Branch Secretariat associate administrator Liu Heba'ertu to take exclusive charge of all revenue, grain, and construction. On yihai day all appanage households in Ganzhou were required to perform relay service according to commoner precedent. Strict prohibitions against extorting the people were enforced at the Dadu metropolitan administration, horse-and-troop office, and left and right patrol courts. On gengyin day, because Alahan had died, Atahai and others were ordered to garrison Sanhaikou in divisions, and Atahai was directed to recruit the remaining sea bandits. Goryeo King Wang Chun sent his Military Affairs Bureau envoy Han Kang to congratulate the emperor on his birthday. Price payments for sheep and horses were granted to the Huanzhiwu tribe and Mieqili and others, and paper currency for sheep and horses to various household slaves who had aided the army. Goryeo's Bureau of Deliberation was promoted to third rank, subordinate grade. The Central Secretariat was ordered to reduce redundant executive and various office personnel. Uryangqadai was sent to transport 6,000 shi of grain from Shacheng and elsewhere into Karakorum. Jiangnan household population and tax levies were registered. On gengshen day Annam sent tribute of local products. The Jiangxi Branch Secretariat recommended military officials; an order dismissed them. On renxu day an edict instructed officials and people of the three cities of Woduan and others and Qutudaier to register Bulangxi population. Lianghuai transport commissioner Alawadin was executed for embezzling 21,500 ingots of official notes, stealing 344 government-purchased horses, withholding imperial orders and not promulgating them, and unauthorized trading with household slaves using official tally seals. Notes, silks, fur clothing, and the like were granted to garrison farmers at Qian Prefecture, and farming and fishing implements were issued. Relay artisans and others were reimbursed for sheep and horses contributed to the army.

Tamna garrison troops were increased and Goryeo was ordered to supply military equipment. On gengchen day the emperor returned to the palace. On xinsi day garrison farms were established at Mongol relay stations in Dadu; registered households paying annual lump-sum silver and stray households in Zhending and other routes were all ordered to garrison-farm; those in Zhending were exempted from fur goods levies. On guiwei day the annual tax quota of Jingzhao and other routes was raised from 19,000 to 54,000 ingots; Ahmad still thought it insufficient and wanted to audit it. The emperor said, "What does Ahmad know?" The matter was then dropped. People of Dadu and Xin'an County again bore corvée purchase requisitions. On jiashen day the moon transgressed the great star of Xuanyuan. On renchen day Champa sent tribute of local products. Notes, silks, and cloth in graded amounts were granted to guard troops repairing Dadu walls, and northern expedition troops were rewarded with silver notes. Sheep, horses, clothing, and silks in graded amounts were granted to qielian retainers, those under the four ordos, and officers and soldiers under Fan Wenhu.

On gengzi day newly submitted xidong official and Zhen'an Prefecture prefect Cen Congyi let his troops kill and plunder, forcing prefect Li Xianzu to death; Congyi was summoned to audience. On renyin day Japan expedition officers and commanders were granted clothing, silks, boots, and hats in graded amounts. On gengxu day an edict ordered 100 sea ships, old and new troops and sailors totaling 10,000 men, to campaign against various overseas fan in the first month of next year; the Prince of Champa was also instructed to supply army provisions. When Annam king Chen Yiai entered Annam, 1,000 newly submitted troops were dispatched to escort him. An edict instructed Ganbuxi country to come and submit. On renzi day, following Helihuosun's proposal, two Mongol school commissioner posts were established in each of the four provinces of Yangzhou, Longxing, Ezhou, and Quanzhou. Hanlin academician-expositor Saliman was also put in charge of the Reception Hall and Academy of Scholarly Worthies; grand councillor and privy council vice director Zhang Yi was also put in charge of the Imperial Library, Astronomical Bureau, and Directorate of Astronomy; Hanlin academician-expositor Helihuosun was ordered to retain the post of minister of education. The Bolangxi garrison-farm headquarters for Dadu, Nanyang, Zhending, and other places was changed to an Agriculture Administration. On guichou day the crown prince arrived from the northern frontier. Champa envoys Meng Qingyuan and Sun Shengfu were both made Guangzhou pacification commissioners, also overseeing expedition logistics. In Goryeo, Jin Prefecture, and other places frontier defense wanhu headquarters were established to control Japan. Gao Rixin and his brother Dingxin and others came to court; because Rixin had twice been a rebel leader, he was given a civilian post in the Shanbei Route. Wen Qing's followers were sent back to Quanzhou. 223 meritorious officers and commanders were granted 100,000 taels of silver and silks, bows and arrows, and saddles and bridles in graded amounts. An edict ordered the king of Annam to supply provisions to the Champa branch secretariat army. Late-returning troops from the Japan expedition were ordered to garrison the coast in divisions. On dinghai day the moon occulted the eastern star of the Heart. Notes were granted to newly submitted army officers and commanders of the Yangzhou Branch Secretariat, two ingots per man. On jiyou day paper money was granted to Annam's newly submitted troops who had gone on campaign. Minister of Rites Liu Mengyan, Andula, envoy to Ma-ba country, and others received paper money in varying amounts.

The Court of Imperial Sacrifices was raised to regular rank three. On xinhai day the West Sichuan branch secretariat was ordered to supply arms and armor to Wanjianu's command. On guichou day an edict exempted canal laborers of Yidu, Zilai, and Ninghai from this year's rent and levies and still paid them hire wages. On yimao day land in Wen'an County occupied by Prince Jaqur was handed over for garrison farming. On bingchen day newly submitted troops were transferred to garrison farming. The Fuzhou rebel Lin Tiancheng was captured and executed in the marketplace. Fuzhou Route was exempted from two-tenths of this year's tax, and all rents and levies before the eighteenth year were remitted. Deyang County of Han Prefecture was placed under Chengdu Prefecture. Zhang Prefecture was made a route. Minister of Rites Xie Changyuan received paper money. Niegube was rewarded for battle merit with silver in graded amounts. Horse prices were paid to Ajiji and others for auxiliary army horses. Talaqai received fifty confiscated households. That year Qingyuan County of Baoding Route flooded, Songshan County of Pingyang Route suffered drought, and locusts damaged crops in Gaotang, Xiajin, Wucheng, and other counties; this year's rent was remitted in all, totaling thirty-six thousand eight hundred forty shi. Twenty-two persons were sentenced to death.
