In the twenty-third year, on the wuchen new moon of the first month of spring, court congratulations were suspended because of the crown prince. Carrying gold, silver, and copper cash across the sea for trade was forbidden. On jiaxu day the Emperor halted the expedition against Japan, judging the country a solitary distant island state that had overtaxed the people's strength. He summoned Abaqchi to court and dispersed the civilian ships under his command. Land from abolished Jiangnan monasteries that others had seized was transferred to chief controller Yang Lianzhenjia to restore the monasteries. On jimao day post stations were established at Luobu, Qietai, Zheyang, and Woduan. Lü Wenhuan, right associate of the Jiang-Huai branch secretariat, requested retirement on grounds of age; the request was granted and his son was appointed pacification commissioner. On gengchen day the kingdom of Ma-ba sent envoys presenting copper shields. On renwu day the moon encroached upon the great star of Xuanyuan. Envoys were sent to sacrifice at the mountains, rivers, and Eastern Sea in the Emperor's stead. On guiwei day Gongchang's twenty-four-city monopoly offices were abolished and the work transferred to regular officials. 5,000 ingots of paper currency were issued to purchase grain at Sha, Jing, and Longxing. At Sangge's request, Yang Lianzhenjia was ordered to send Song imperial clansmen Xie Yisun, Quan Yunjian, Zhao Yi, and Zhao Taiyi as hostages. On jiashen day Hudu'er said, "Two hundred newly submitted garrison-farming troops under my command have dug a canal at Yijinai; the labor has been long and the task vast. I ask that nearby civilians and surplus households of Western monks assist." This was approved. Hansun sent envoys saying, "More than 800 exhausted soldiers ask for relief and provisioning; their claims should be verified at the Duoludu sea station." The Emperor said, "Sending men there now would already be too late; provision them directly." On dinghai day the spurious yin-yang text 《Manifest Brightness Calendar》 was burned. On xinmao day Ala Haiya and others were ordered to deliberate on the campaign against Annam. On guisi day Changxi County of Fuzhou was promoted to Ning Prefecture, with Fu'an and Ningde counties placed under it. On bingshen day 1,000 newly submitted troops were sent to garrison-farm vacant lands east of Hesihan Pass; the government supplied farm implements and seed oxen. On dingyou day the imperial carriage hunted near the capital. Xu Prefecture was reduced to a county and placed under the Man-Yi pacification commission. An edict forbade interference with the salt tax. Review officials were established on all routes to examine criminal cases: two on upper routes and one on lower routes. Wuning County of Longxing was promoted to Ning Prefecture, with Fenning placed under it.

In the second month, on jihai day, an edict ordered that throughout court and countryside all Han commoners possessing iron rules, hand maces, and staffs with hidden blades deliver them to the government. On xinchou day envoys were sent with 5,000 ingots of paper currency to relieve famine commoners under Prince Xiaoxue. On jiachen day Xuexuedejin was made left grand councillor of the Burma branch secretariat, Atai Dong'a associate administrator, and Udusmish secretary of branch secretariat affairs. Ala Haiya was retained as left grand councillor of the Annam branch secretariat; Orluchi was made grand councillor; and commander-in-chief Umar, Yili Mish, Ali, Zanshun, and Fan Ji were all made associate administrators. Envoys were sent to instruct Prince Yesen Temur to mobilize 1,000 to 3,000 Helazhang troops for Ala Haiya's Jiaozhi campaign and report the names of officers and soldiers. On yisi day the court decided that in the northeast princes' domains were intermixed with other populations and pacification commissions carried too little weight. The Shanbei Liaodong Circuit and Kaiyuan Route pacification commissions were abolished and the Eastern Capital branch secretariat established, with Kuokkuonitudun as left grand councillor, Liaodong pacification commissioner Tachu as right associate, and privy council secretary Yang Renfeng and pacification commissioner Yiersaghan as associate administrators. An edict to the Central Secretariat said, "Gold and silver stored by the Palace Storehouse Directorate are to be distributed to princes according to former-court precedent." The Grand Agriculturist Directorate was re-established to manage agriculture and sericulture exclusively. The Imperial Provision Directorate was raised to rank two, and Zhenchao Fu was reduced to Chao Prefecture. On dingwei day, following censorate officials' memorial, regulations were established for surveillance commissioners touring counties: aside from two commissioners remaining at headquarters, deputy commissioners and below would each year in the second month proceed to inspect and govern and return in the tenth month. On bingwu day the moon encroached upon Jing. On wushen day the Privy Council memorialized, "Ten thousand Mongol troops previously dispatched for garrison-farming obtained, beyond annual expenses, 3,000 ingots of paper currency from grain sales; I ask that this be distributed from the granary to poor garrison troops in the various wings." The Emperor was pleased and ordered it carried out as convenient. 2,000 newly submitted troops of the capital were deployed in camps for garrison-farming. On guichou day Daning County of Xi Prefecture was re-established. On dingsi day the Huguang branch secretariat was ordered to build 300 sea vessels for the Jiaozhi campaign and assemble them at Qin and Lian prefectures in the eighth month. On wuwu day the four Jiangnan branch privy councils were merged into branch secretariats. The Jinghu-Zhancheng branch secretariat general was ordered to use 60,000 troops from the Jiang-Zhe, Huguang, and Jiangxi branch secretariats to attack Jiaozhi. Orluchi, grand councillor of the Jinghu branch secretariat, asked to come to audience regarding the Jiaozhi campaign; an edict ordered him to proceed to court by official courier. Academician-expositor Cheng Wenhai of the Hall of Worthies said, "Provincial secretariat bureaus and agencies all employ southerners jointly, but the censorate and surveillance commissions do not. Southern custom is what southerners know; it would be convenient to employ them jointly." The Emperor spoke of this to Yusutemur, who replied, "Capable men should be selected and reported." The Emperor said, "Are all Han officials you employ necessarily capable?" School lands on Jiangnan routes had formerly all been placed under the government; an edict restored them to the original schools to facilitate teaching and nurture. Chen Yiji was enfeoffed as king of Annam and Chen Xiuyuan as Duke of Assisting Righteousness; an edict was also issued instructing Annam officials and commoners. The Yue, E, Changde, Tanzhou, and Jingjiang tea monopoly offices were re-established. On guihai day the Astronomical Observatory submitted the 《Calendar Canon of the Shou Shi Era》 and 《Calendrical Discourse》; an edict ordered them stored in the Hanlin Imperial Historiography Academy. On jiazi day Plains Prefecture duke Zhao Yourui's Jiangnan land was again placed under the Eastern Palace, and the Ganzhou branch secretariat was established. On bingyin day, to compile land registers, Qufu professor Chen Yan, Jingzhao's Xiao, and Yu Yinglong of Shu were summoned; only Yinglong came to the capital.

In the third month, on jisi day, censorate officials said, "Recently, following an imperial order, surveillance commissions were to employ southerners jointly, which is not within our knowledge; attendant censor Cheng Wenhai, handling branch censorate affairs, should together with branch censorate officials broadly gather reputable men of public integrity and report their names." The Emperor ordered an edict sent forth. The moon encroached upon Lou. The Zhongxing Route canals were dredged and repaired. The Yunhe Office was merged into the Music Office. On xinwei day Mei and Xun were reduced to lower prefectures. On jiaxu day Xiong, Ba, and the counties of Baoding were flooded, inundating official and private fields; troops and civilians were mobilized to build river dikes. On yihai day Maishuding was retained as right associate of the Central Secretariat; he and Guo You jointly managed revenue and grain, and Yang Jukuan handled appointments. The Qipchaq Imperial Guard Command was established. Prince Tuhu Temur was granted 20,000 sheep. On bingzi day the imperial carriage proceeded to Shangdu. An edict ordered branch censorate surveillance commissioners to tour counties in the eighth month. Central Secretariat officials said, "During Ahmad's time, provisions for princes and imperial sons-in-law traveling back and forth were all taken from the Treasury of Myriad Myriads; afterward officials' salaries were levied to repay it, which was extremely inconvenient." An edict ordered those on the registers exempted from collection. Li Qinan, tea monopoly commissioner, was made Jiangxi tea transport commissioner. Qinan had once said, "Jiangnan tea was 3 guan 600 wen per certificate; now each certificate should be raised to 5 guan." The matter was referred to the Central Secretariat for deliberation; accordingly Qinan was made transport commissioner, with a darughachi placed above him. On dingchou day the Eastern Capital branch secretariat was moved to Xianping Prefecture. On guisi day Jupiter encroached upon Leibi Formation. Linjiang Route was made fief of the Prince of Beian.

In the fourth month of summer, on gengzi day, Central Secretariat officials requested establishment of the Bianliang branch secretariat and Yan-South, Hedong, and Shandong pacification commissions. An order said, "Nanjing has a sparse population and theft has ceased; there is no need to establish a secretariat; the pacification commissions may be established as requested. Jinan is Prince Shengnahe'er's fief and Taiyuan is Prince Azhiji's fief; each prince is to appoint one official to govern jointly." An edict exempted Mongol garrison-farming troops of Yunnan campaigning against Jiaozhi from land rent. The Wumeng post station was established. Revenue and grain of all Jiangnan routes were placed under the Central Secretariat. Nasir al-Din, grand councillor of Yunnan Province, submitted several expedient measures: first, relax road prohibitions and allow common people to come and go; second, forbid peddlers from following campaigns; third, abolish Dandang station levies of gold from the people for food and drink expenses; fourth, allow the people to fell timber for trade; fifth, warn envoys not to disturb private dwellings and establish urgent-dispatch stations to economize on courier mounts. An edict ordered deliberation and implementation. On xinchou day the Shaanxi branch secretariat said, "At Yan'an garrison-farming was established under the Hawking Office directorate; deserting troops of Huoshibuhua's army all entered garrison-farming; now they are again supplying horses for Prince of Qin Anxige's follower Aheidas and rendering other taxes." An order abolished all of this; those who did not reform were to be punished by death. On jiachen day the branch censorate was moved from Hangzhou to Jiankang. The surveillance commissions of Shannan, Huai-East, and Huai-West circuits were placed under the inner censorate. The number of semuren surveillance censors at the branch censorate was increased. On dingwei day the Jiangdong pacification commission presented one stalk of lingzhi fungus. On gengxu day posthumous-title regulations were promulgated. On renzi day Nasir al-Din of the Privy Council said, "Five thousand young conscript troops previously under my command went to campaign against Damaguo; their strength is already exhausted; now princes are again registering these troops for the Burma campaign; action should be taken after inquiry." The Emperor said, "If their strength is not yet impaired, send them at once." Nasir al-Din was still instructed to detach 1,000 Alazhang and Mongol troops under a capable minister and send them to Jiaozhi to assist Prince Tuohan. On jiwei day Yaochumu was dispatched to audit Jinghu branch secretariat revenue and grain. The Central Secretariat proposed making Yaochumu grand councillor and Tuotuohu associate administrator. An order said, "Yaochumu is a petty man who has served me only five years; appointing him a single accounting official is enough. Tuotuohu is a slave's slave fit only for clerk or messenger. Reading the nominations you have submitted fills one with shame. Convey my intent to Antong." Because many Han people had gone south to Jiangnan for food, and many officials who had served in the south did not return when their terms ended, envoys were sent to move them all back north. Tuotuohosun was also posted at ferry crossings on the Yellow River, Yangtze, and Huai to stop Han people going south without official documents; merchants were permitted. Central Secretariat officials said, "Recently, by imperial order, no thief was to be released. Now those who steal a few strings of paper currency or petty objects such as wearing a knife on the belt, and children who steal objects, are all sentenced to penal service. We deliberated that for a first offense flogging and release would be appropriate, and for a second offense penal service according to law." The Emperor said, "Because Han people show partiality and use the Taihe Code in handling cases, bandits and thieves have multiplied; hence my statement. Human life is of utmost weight; from now on, unless the case has been thoroughly tried, do not lightly put people to death."

In the fifth month, on the dingmao new moon, privy council officials said, "We together with Yusutemur deliberated on military affairs at Bie Shibali; all troops on campaign should be under Bayan's command, while remaining duties should be entrusted to Bolundai and Prince Ajiji's staff to oversee, which is appropriate." This was approved. On jisi day Mars transgressed the Western Rampart Major General of the Supreme Palace Enclosure. Jinghu branch secretariat Ali Haiya memorialized, "When Yeshi Mu audited accounts in E Province, was there no bribery? I also ask that my accounts be audited." An edict dispatched associate administrator Tuluhan, privy council assessor Li Dao, and investigating censor Chen Tianxiang to go together. On jiaxu day Bianliang suffered drought. The Jiangdong surveillance commission was moved to Xuanzhou. On gengchen day Jupiter transgressed Leibi Formation. On yiyou day Mars transgressed the Right Enforcer of the Supreme Palace Enclosure. An edict dispatched 400 Tamna garrison troops to return home. On gengyin day Guangping Circuit suffered silkworm calamity. On xinmao day Ba Prefecture and Huo Prefecture had locust nymphs. Annam sent envoys to present local products as tribute. On guisi day the capital region suffered drought.

In the sixth month, on the bingshen new moon, Venus transgressed the Maid. On xinchou day Central Secretariat officials said, "Tuluhan came to report that previously Yeshi Mu and Ali Haiya each requested that the other's accounts be audited; though Ali Haiya is now dead, right and wrong in the matter should be brought to light." The Emperor said, "What you say is indeed correct; those connected by implication—those nearby should be pursued and arrested there, those far away should be reported upward. This matter originated with Yeshi Mu; it should be thoroughly carried out according to his statement." On yisi day an edict proclaiming establishment of the grand secretariat for agriculture was sent to inform court and realm. Imperial grandson Temur Buqa was garrisoned at Yixibuxi; his provisions depended on Xichuan, distant and inconvenient, so he was moved to garrison Chongqing Prefecture. An edict ordered the book Essentials of Farming and Sericulture, compiled by the grand secretariat for agriculture, to be issued to all circuits. Yunnan and Shaanxi branch secretariats were ordered to register and fix capital-construction tax levies. On wushen day horses throughout all circuits were registered and requisitioned. Among Semu people who had horses, two of every three were taken; all Han horses were confiscated to the state; those who dared conceal them or trade them privately were punished. On xinhai day Yimailan Tehuli was sent as envoy to Jiaozhi. On guichou day Huguang branch secretariat Xian Ge said, "For the campaign against Jiaozhi we allocated 28,700 garrison troops of this province, scheduled to assemble at Jingjiang in the seventh month; the elite force has already set out, but the remaining 17,800 are debilitated, garrison-farm, and similar troops, unusable." An edict suspended this for the present year. On dingsi day the Shaanxi and other circuits relay-station supervisorate was established, rank 3b. On gengshen day 118 newly enrolled impoverished households in Gansu were ordered to receive grain rations. An edict ordered bandit-catchers in circuits, prefectures, subprefectures, and counties to carry bows and arrows: circuits 10 sets, prefectures and subprefectures 7 sets, counties 5 sets. Xue Shegan was appointed Central Secretariat grand councillor. On xinyou day Yang Bangxian's wife Lady Tian was enfeoffed as Lady of Yong'an Commandery and put in charge of Bozhou pacification commission affairs. Western Yunnan Pingmian and other circuits pacification commissioner Qielie was dispatched to summon and instruct Burma. In Langzhong, Guangyuan Circuit, wheat bore double ears. Goryeo sent envoys to present tribute.

In the seventh month of autumn, on the bingyin new moon, Pilaman and others were dispatched as envoys to Java. On jisi day, acting on Central Secretariat officials' memorial, because much official land in Jiangnan had been seized by powerful families, a garrison-farm supervisorate was established, and the seized land was still measured acre by acre. The imperial wine bureau was restored as the Court of Imperial Entertainments; the Liaoyang and other places branch secretariat was abolished; the Beijing, Xianping, and other three pacification commissions were restored. The impoverished Tiegusi Hedu was granted 2,000 bolts each of silk and cloth, and 1,000 bolts of plain cloth. On gengwu day Jianghuai branch secretariat Mangwudai said, "The province is now at Hangzhou; revenue and military supplies from Lianghuai, Jiangdong, and other circuits are transported south and then back north again, which is inconvenient. Yangzhou commands the rivers and sea; the province should be established there, with a heavy garrison stationed; transport would then avoid round-trip labor; moving the branch secretariat to Yangzhou would be advantageous." This was approved. Garrison farms were established at Hongze and Shaopi in Huainan. On renshen day hungry people from Pingyang who had gone to neighboring prefectures for food were given relief from local granaries wherever they were. The Central Imperial Workshop Bureau was established. Right vice censor Baidu'er led troops to suppress Ameng, captured him together with his wife and children, and all were executed. On dingchou day the people of Wotuogesi's tribe suffered famine; they were sent to find food in Beijing; those who did not go were given rice relief. Xiong and Yi prefectures were again placed under Baoding. Army provisions for Karakorum were supplied: 10,000 shi of rice were shipped from the capital, and paper currency was issued to purchase 10,000 shi of rice locally. On xinsi day 600 famine-stricken households of Badu'er, stationed in Balghas, were given 1,000 shi of rice in relief. On renwu day general controllerate commissioner Sangge presented a list of provincial ministers; the Emperor said, "Right grand councillor Antong, right vice censor Maisuding, associate administrators Guo You and Yang Jukuan—all retain their former posts. Temur is made left vice censor; left grand councillor Wengjiladai, grand councillor Abishihe, and Duhulu will be considered separately." The Central Secretariat was also instructed to select suitable replacements and report. The envoys of the Gold Teeth Kingdom were granted tally plaques. On guisi day offices of the secretariat, privy council, censorate, and ministries were fixed by selection; an edict informed court and realm, "Central Secretariat: aside from the secretariat director, one each of left and right grand councillor, two grand councillors, one each of left and right vice censor, two associate administrators; Branch secretariat: two grand councillors, one each of left and right vice censor, two associate administrators and two branch-secretariat commissioners; Privy Council: aside from the privy council director, one vice director, two deputy directors and two privy council commissioners, one privy council assessor; Censorate: one censor-in-chief, two vice censors, two attendant censors, and two investigating censors; Branch censorate the same; Six ministries: two each of ministers, vice ministers, bureau directors, and bureau vice directors. All other offices are entrusted to the Central Secretariat to consider and cut as appropriate."

In the eighth month, on bingshen day, 29,000 ingots of paper currency and 50,000 salt quotas were issued to purchase rice and relieve famine among the people under Prince Ajiji. On jihai day the privy council was ordered to dispatch 1,000 guard troops to escort the northern campaign. Pingyang Circuit had suffered poor harvests in successive years; taxes and levies of the poor were remitted. Huaidong and Qihuang pacification commissions were abolished; Huang, Qi, and Shouchang were placed under Huguang branch secretariat; Anqing, Lu'an, and Guangzhou under Huaixi pacification commission. Former Song salt troops were recruited. The maritime trade supervisorate was placed under the Quanzhou maritime trade bureau. On yimao day Venus transgressed the Right Horn of the Chariot. On xinyou day Chen Xun and four others of Yongkang County, Wuzhou, plotted rebellion and were executed. Gansu suffered famine; wine was prohibited. Deping and Dingchang circuits were abolished and a Dechang military-civilian supervisorate was established.

In the ninth month, on the yichou new moon, the ten states Ma'bar, Xumenna, Sangkelei, Nanwuli, Maland, Nawang, Dhufar, Lailai, Jilanyidai, and Samudra each dispatched sons to present memorials and pay court visits, also presenting local products as tribute. Because rain damaged the imperial ancestral temple, Wengjiladai was dispatched to report it, and the spirit tablets were moved to a side hall. On jiashen day the moon transgressed Tianguan. On xinchen day Goryeo dispatched envoys presenting Japanese captives. That month in Nanbu County, one stalk of auspicious grain bore nine ears. Ganoderma appeared in Cangxi County.

In winter, the tenth month, on the jiawu new moon, Venus transgressed the Right Enforcer. Nankang Circuit was placed under Jiangxi branch secretariat, and the Zhexi surveillance commission was moved to govern from Hangzhou. Assistant officials of the criminal-transport surveillance commissions in all circuits were abolished; traveling censorate investigating censors and surveillance commission officials, though Han, are likewise not forbidden bow and arrow. Xiangyi county magistrate Zhang Qi had merit in governance; Zouping county darughachi Huihui was able to catch bandits and manage finances; promotions with differential ranks. On dingyou day sacrifice was performed at the imperial ancestral temple. On wuxu day the moon transgressed Establishment. On jihai day the imperial carriage returned from Shangdu. On renyin day Venus transgressed the Left Enforcer. 1,000 troops were dispatched to garrison the Uyghur frontier. On yisi day cattle seed was granted to the impoverished of Hemili and the people of Helahe Prefecture, and 16,200 ingots of paper currency were issued as their price; the people of Hemili were additionally granted 1,000 bolts of silk and cloth. On jiyou day Tatardai and Yang Uludai were dispatched with 10,000 troops and 1,000 ships to campaign against Guwei. The Central Secretariat presented the establishment and reduction numbers for the imperial household directorate, grand secretariat for agriculture, Dadu, and Shangdu capital intendancies; the Emperor said, "For those near at court I shall cull myself; the rest I leave to your deliberation." On xinhai day the moon transgressed the Eastern Well. The Yellow River broke through at fifteen places—Kaifeng, Xiangfu, Chenliu, Qi, Taikang, Tongxu, Yanling, Fugou, Weichuan, Weishi, Yangwu, Yanjin, Zhongmou, Yuanwu, and Suizhou—and 204,323 laborers from the Southern Capital were mobilized to build dikes in sections. On guichou day an edict ordered military officers under each Jiangnan province to train naval forces. One thousand newly submitted guard troops were sent to garrison-farm at Bieshiba Li, and a marshal command was established on the spot to oversee them. On jiayin day Venus transgressed Jinxian. For merit in the Burma campaign, pacification envoy Zhang Wan was made deputy chief commander for the Burma campaign, Yeshi Tiemuer darughachi of the Burma pacification commission, and chiliarch Zhang Cheng Burma pacification envoy, all with tiger tallies; an edict ordered war ships built and 6,000 troops led against Burma under chief commander Tudmandai. On yimao day Prince Tuohuan was given 4,000 horses and three horses per dependent household. On gengshen day Jining Circuit presented two stalks of ganoderma. On renxu day the Hejian salt transport bureau was changed to a general transport commission. One thousand newly submitted Ganzhou garrison troops were moved to garrison-farm at Zhongxing, and 1,000 to garrison-farm at Yilihei. Goryeo sent envoys presenting 16 Japanese captives. Ma-Fa sent saddles and harness and felt armor. In Xianyou County, Xinghua Circuit, insects damaged the grain crop.

Eleventh month, yichou day, Central Secretariat officials said, "Zhu Qing and others transporting grain by sea route—over four years the total was 1,010,000 shi; for bushel-and-dipper losses and spoilage we wish to make full restitution, and for boats capsized by wind and waves we ask exemption from levy." This was approved. Pacifier-General Zhang Xuan, coastal pacification envoy, and Bright Authority General Zhu Qing, army commander in chief of ten thousand households also managing sea-route grain transport ships, were both made sea-route grain transport commanders in chief of ten thousand households, still bearing tiger tallies. An edict forbade hunting while beasts and birds were breeding. On wuchen day Venus transgressed Kang. Mongol chiliarch Quchu and others were dispatched to command 400 newly submitted troops garrison-farming at Bieshiba Li. On jisi day Siming and three other prefectures were all changed to circuits. Abachi was appointed right associate of the Champa campaign branch secretariat. On bingzi day, because Liangxiang and Baodi counties in Zhuo and Yi prefectures suffered famine, this year's land tax was remitted and three months' grain issued. Pingluan, Taiyuan, and Bianliang suffered flood and drought disasters, and 25,600-odd shi of civilian land tax was remitted. The Guangdong transport maritime trade intendant bureau was changed to the salt levy maritime trade intendant bureau. On dingchou day Tachar and Hunan were ordered to proceed to Arhun. On wuyin day envoys were sent to verify famine victims in Xuanning County and provide relief. On jimao day the moon transgressed the Well. On xinsi day Jupiter transgressed Leibi Formation.

Twelfth month, yiwei day: Kaiyuan in Liaodong suffered famine, and grain was distributed for three months. On wuxu day Venus transgressed Dongxian. This was approved. Each circuit was divided to establish six agricultural encouragement commissions. On gengshen day the precious tribute bureau was established in Jining and other circuits, rank 5b. That year Yeshi Silinzhen was appointed imperial preceptor. Princes Aoluchi, Tuohuan, Shibo, Yebogan, and others were given 151,923 ingots of notes for sheep and horses, 7,290 horses, 36,269 sheep, 3,288 bolts of silk, felt, and cotton cloth, and 14 sable furs. Prince Tuohuan's dependent Lianyasibuhua and others and craftsmen of various bureaus in Qian Prefecture were also given 56,139 ingots and 12 liang of notes. On jiachen day the Jianghuai branch grand secretariat for agriculture was raised to rank 2; six agricultural encouragement and garrison-farming commissions, rank 4, each with two commissioners and two vice commissioners, were established under it. Fan Wenhu was made right councillor of the central secretariat and consulted on privy council affairs. On renzi day imperial son-in-law Changji was enfeoffed as Prince of Ningpu Commandery. A metropolitan general administration commission was established to oversee the Northern Pacification Prince's artisans and large and small revenues of Woduan. Central Secretariat officials said, "From New Year's to mid-second month 500,000 ingots of notes were spent; we jointly oversee revenues; from now on when attendants memorialize requesting grants, we ask to be allowed to deliberate first." An edict ordered sacrifice at Emperor Yao's shrine on bing days of the second months of spring and autumn. Officials managing levied horses in Xijing and elsewhere conspired, claiming each year to use surplus revenue from Xijing, Pingyang, and Taiyuan beyond quotas to buy 1,000 horses and camels for the government, but actually embezzled government funds for the purchases; investigation found evidence and they were executed. On yichou day the Emperor hunted in the near suburbs. Maishuding, Tiemuer, Yang Jukuan, and others were summoned together with Hanlin academician Aruqinsaili and Ye Li, Cheng Wenhai, and Zhao Mengfu to discuss paper currency. Maishuding said, "Since changing the state revenue bureau to the ministry secretariat has been quite effective, it would now be better to split the two secretariats again. An edict approved this, and six officials were appointed to each. For the ministry secretariat, Sangge and Tiemuer were made grand councillors, Aruqinsaili right vice chancellor, Ye Li left vice chancellor, and Ma Shao associate administrator; the remaining post was to be filled through deliberation by a Muslim. For the central secretariat, there should be two chancellors, two grand councillors, and two associate administrators. The Longyou Hexi circuit surveillance commission was abolished; the branch set at Gongchang was merged into Ganzhou, with five officials appointed. Fan Wenhu was made right vice chancellor of the ministry secretariat to deliberate on privy council affairs. The branch central secretariat was renamed the branch ministry secretariat; the six ministries became the six ministries of revenue; Xindu, minister of personnel, was made associate administrator of the ministry secretariat. On gengyin day the imperial procession proceeded to Shangdu. Jalhuqa Helegesun and others said, "Last year the judicial review officials recorded prisoners; in Nanjing and Jinan circuits alone those deserving death already numbered 190; if all routes were checked, the total would surely be large — Jalhuqa and several others should be retained to carry out executions in separate districts." The Emperor said, "Prisoners are not a flock of sheep — how can they be killed in haste? All should be assigned to gold-panning labor."

One string of Zhiyuan treasure notes equaled five strings of Zhongtong exchange notes; parent and child notes were mutually balanced, the aim being that the new would not be excessive and the old would not be abolished. All annual grants, relief for the needy, and military provisions were reckoned in Zhongtong notes as the standard. Unregistered men who volunteered for military service and harassed civilians were forbidden; they were enrolled as garrison troops. On bingshen day the moon transgressed the Eastern Well. On yimao day the Emperor visited Liang Pass. Famine in Liaodong; the ban on fishing in the Taizi River was relaxed. On bingchen day the kingdom of Ma Ba'er sent envoys presenting one strange beast, resembling a mule but huge, with black and white intermingled fur, named Atabij. Dingyuan Prefecture in Chongqing Route was downgraded to a county. The directorate of waterways was ordered to open the Wen and Si rivers to reach the capital. The Bianliang river flooded; 7,000 laborers repaired the old embankments.

Fifth month, jihai day: Yexian was dispatched with an imperial message to the Beijing and other pacification commissions; all subjects under Nayan's jurisdiction were forbidden to travel back and forth, nor permitted to ride horses or carry bows and arrows. On gengzi day Bulughan was placed in overall command of 3,000 tammaq for the campaign. The Jinan pacification commission moved its seat to Yidu; the Yannan surveillance commission to Daming; the Nanjing surveillance commission to Nanyang; the Taiyuan surveillance commission to Xijing; and Fengzhou Yilaizhen relay station was re-established. On renyin day, because censorate clerk Wang Liangbi and others had slandered ministry secretariat policies, Liangbi was executed, his property confiscated, and the rest all sentenced. Following Sangge's recommendation, Shanghai and Fuzhou myriarch offices were established to restrain Shabudin, Umar, and others' sea-transport ships. Two additional ministers were added to each of the ministries of revenue and works. King Wang Chun of Goryeo was granted branch ministry secretariat grand councillor. Relay-station toqtoghusun on various routes were abolished. Artisan households in the Jiangnan routes were registered. Shabudin said, "Southern officials in Jiangnan branch secretariats are numerous; each province should use one or two." The Emperor said, "Except for the four men Chen Yan, Lü Shiyao, Guan Rude, and Fan Wenhu, the rest follow your recommendation." The Emperor personally led the campaign against Nayan, departing from Shangdu. Horses of Buddhist and Daoist clergy in Jiangnan were registered. An edict directed Fan Wenhu to garrison Pingluan with 500 imperial guard troops; Qincha was made chief commander of the personal guard army, with Yesudai'er and Right Guard deputy Wang Tong as his deputies. On jiachen day this year's silk and silver taxes in Beijing were remitted, and because troops had passed through, 3,000 ingots of notes were granted for relief. On renzi day King Wang Chun of Goryeo requested additional troops for the campaign against Nayan; 500 men were sent.

On yichou day Liaoyang Province was ordered to supervise transport of military provisions. On renshen day 10,000 guard troops and 1,000 Mongol troops were dispatched to garrison Hao and Yizhou. Prince Shetu'er's follower Tiege led his partisans to seize Xianping Prefecture, crossed the Liao River, and intended to plunder Hao and Yizhou; the defending officials, lacking troops, sought aid, and an edict sent 1,000 Beijing garrison troops. Horses in Pingluan Route were registered. Famine in Beijing; silk, silver, and land taxes were remitted. On yihai day heavy rain damaged crops in Yijin County, Bazhou. Using idle land in Jing, Bin, and Qian prefectures of Shaanxi and counties subordinate to Anxi, a military colony commission was established with a staff of third rank. The imperial procession encamped at Gandali Woluotuo; more than 1,000 of Nayan's supply wagons were captured, while strict orders forbade the slightest violation.

The privy council memorialized, "Acting Burma expedition branch secretariat commissioner Hesairihaiya reported that on reaching Burma, when he urged the king to come to court, the king said neighboring tribes had repeatedly rebelled and it was not easy to depart immediately; it was proposed to send Anadara to present a memorial and local tribute and enter audience." On xinchou day the moon transgressed Niulang. On renyin day Mars transgressed Ghost. On gengxu day Yunnan branch secretariat official Ailu reported that Jinchi chiefs Daben and his brothers sought to submit and also requested audience at court. On renzi day the moon transgressed Siguai. On guichou day the sun showed linked halos, and a white rainbow pierced through them. Officials appointed by Nayan — darughachi in Yidu and Pingluan, Yebogan in Hejian appanage, and officials in Jinan appanage under Shengnahe'er — were all dismissed. The Beijing surveillance commission moved its seat to Haozhou; corvée and taxes for troops and civilians in Dongjing and other places were remitted. The Fujian salt transport commission was promoted, following the Two Huai precedent, to a directorate of salt transport. Zhongxing Prefecture was placed under the Ganzhou branch secretariat; military colonists under Hexi prince Aiyachi together with Shazhou residents repaired city walls and riverworks in Xigua, Sha, and other places. Zhang Cheng, who knew the routes through the White Yi and Jinchi, and former Champa army commander Liu Quan were both summoned and made pacification commissioners, granted tiger tallies, and joined the expedition. Tuomadai'er was made commander-in-chief, leading 5,000 Sichuan troops to the Burma secretariat; the secretariat was also ordered to encamp near Burma and await further orders. Three offices — Fengshan, Changguo, and Jimin — were established at fifth rank, each with one darughachi, director, vice-director, and supervising clerk. The Women's Kingdom presented sea people. He also said, "The Central Secretariat formerly stood before the Inner Palace; Ahmad moved it north; please restore it to its original site." Approved. On guiyou day Jiangxi branch secretariat Yuedeshi said, "Guangdong is poor, remote, and dangerously distant — a haunt where Jiangxi and Fujian bandits appear and vanish; I ask that 10,000 troops be divided from the Jiangnan provinces to reinforce my command." An edict ordered Jiangxi's Hudutemur to give him 5,000 troops. On bingzi day Guo You and Yang Jukuan were executed. On wuyin day Sangge said, "The Prince of Beian's chancellor's office has no seal, yet the Prince of Anxi's chancellor alone has a seal — this is truly not precedent; please take it back. Prince Shengnahor's seal inscription reads 'Precious seal of the imperial nephew and honored clansman' — such a seal is not what a subject should use; according to his allotment it should be changed to 'Seal of the Prince of Jinan.' All were approved. At commander-in-chief Wang Weihe's request, 5,000 troops from his Sichuan garrison were divided off to garrison-farm at Liupan. On yiyou day Mars transgressed Left Law. The Shaanxi Precious Notes Intendancy was established. The native officials Huozhe and Ahe of Luobei dian and the son of Weimo Helasun all submitted. On dingyou day Sangge said, "Previously Prince Manggalai was enfeoffed as Prince of Anxi, governing Hexi, Tibet, Sichuan, and other places, and a princely chancellor's office was established; later he was enfeoffed as Prince of Qin and held two gold seals. Now the successor Anandapati still inherits the Prince of Anxi seal, while his younger brother Antanbuhua separately uses the Prince of Qin seal; below them the tutor's seal is again employed in administration — one fief with two princes — likely improper in regulation." An edict ordered Anandapati succeed as Prince of Anxi with the princely tutor still appointed, the Prince of Qin seal submitted, and the princely tutor post held by Antanbuhua abolished. On wuxu day 500 Han troops of Biebashibali and newly submitted troops were sent to garrison-farm at Hemiyusuqu. On jihai day the Prince of Zhennan halted at Siming; Cheng Pengfei, Aoluchi, and others advanced separately with the Prince of Zhennan; Abachi led 10,000 as vanguard. On xinchou day Umar, Fan Ji, and Cheng Pengfei and others then pressed toward Jiaozhi, succeeding everywhere they went. The Court of the Imperial Stud was changed to the Grand Stud Court, rank three, still subordinate to the palace provisioner; Yuechi'er and Tutuhe were placed in charge. On bingwu day the Prince of Zhennan halted at Jiehe; Jiaozhi dispatched troops to resist; the vanguard broke them all. On jiyou day an edict ordered deliberation on suppressing banditry. Sangge and Yusutemur said, "Jiangnan has been under allegiance ten years, yet bandits to this day have not been pacified; an edict should set a time limit for recruitment and capture, and settling the people should be the responsibility of prefecture and county officials — those who fail should be dismissed." Ye Li said, "I was in Zhangzhou ten years and know the matter in detail; generally military officers who crave profit and collude with bandits are especially hard to suppress. Each garrison commander should by regulation rotate every three years — then this abuse may be reformed." The Emperor approved all their proposals, and an edict carried them out. The imperial son-in-law Tiemur was enfeoffed as Prince of Jining Commandery. On renzi day Jiangxi branch secretariat grand councillor Hudutemur was ordered to supervise capture of bandits in Guangdong and other places. On jiayin day the Dadu metropolitan and Jining grain transport commissions were ordered to divide grain transport duties between them. The Prince of Zhennan halted at Wanjie; all armies assembled. The chief bandit of Fujian, Zhang Zhijian, was captured; his partisans were all pacified. The four Jiangnan provinces were instructed to recruit and capture bandits. On yiyou day the Prince of Zhennan led the armies across the Fu River, halted below the Jiaozhi city, and defeated its garrison troops; Ri Xuan and his son abandoned the city and fled to Gannan Fort. That year Tibetan monks including Jianzang Wanbubusi were ordered to conduct Buddhist rites in seated meditation at the Great Hall, Sleeping Hall, Wanshou Mountain, Wutai Mountain, and other temples — 33 assemblies in all. 121 persons were sentenced to death throughout the realm.
