In the twenty-fifth year, in the first month of spring, Ri Xuan again fled to sea. The Prince of Zhennan pursued with all armies but failed to overtake him and led the troops back to Jiaozhi city. Umar was ordered to lead the navy to meet Zhang Wenhu's grain ships, and troops were also sent to attack and break their stockades. On jichou day an edict placed all within the Jiang-Huai branch secretariat under Manghudai's command. On gengyin day the sun was sacrificed to at the Astronomical Observatory. Prince Huonichi received 500 liang of silver, one string of pearls, and one brocade robe; Yudu received 1,000 liang of silver, one string of pearls, and one brocade robe. On xinmao day ministry secretariat officials said, "Branch secretariats had first been given chancellors indistinguishable from the inner secretariat, and that practice was abolished. Now Manghudai, pingzhang of the Jiang-Huai branch secretariat, commands a broad territory with manifold affairs; we ask that he again be made chancellor as before. An edict made Manghudai right chancellor. Qi and Huang prefectures and Shouchang Commandery were placed under the Huguang branch secretariat. The plate blocks for Zhongtong notes were destroyed. On yiwei day rewards were granted for eastern campaign merit: those who had followed the imperial carriage had officers and clerks promoted two ranks in honorary office and soldiers given three ingots of notes each; those who had followed the imperial grandson had officers and clerks promoted one rank in honorary office and soldiers given two ingots each; the families of those who died in service received ten ingots. In all 41,425 ingots of notes were dispensed. On dingyou day envoys were sent to sacrifice at the Sacred Peaks and Streams, Eastern Sea, and Earth Altar in the Emperor's stead. On wuxu day a general amnesty was proclaimed. An edict relaxed fishing and hunting prohibitions in Liaoyang, forbidding only the killing of pregnant beasts. On renyin day Goryeo sent envoys presenting local products as tribute. More than 700 bandits of He Prefecture burned and plundered counties of Feng Prefecture, and more than 10,000 bandits of Xun Prefecture plundered Mei Prefecture. On guimao day Haidu violated the frontier. Imperial son-in-law Changji, Prince Yezhilie, and the two chiliarchs Chaqir and Hedan were all ordered to mobilize troops and follow Prince Shibo on the northern campaign. Prince Yilianzhen's dependent households received 30,000 ingots of notes. Zhangji raised troops in rebellion; Prince Bayadai sent generals in pursuit to Bali Hun but failed to overtake him and returned. On jiachen day Yesu Buqa plotted rebellion; he was arrested, brought to the capital, and executed. On yisi day the moon encroached upon Jiao. Eighteen Man cave tribes suffered famine; more than 200 died; more than 1,500 ingots of notes were used to buy grain for relief. On bingwu day the Emperor hunted in the near suburbs. Pingjiang salt-soldiers were ordered to garrison-farm in eastern and western Huai. Hang and Su prefectures suffered great floods year after year; the most destitute were relieved. On wushen day the moon encroached upon Fang. On jiyou day an edict forbade Zhongxing and Xiliang from obstructing or damaging canals and irrigation works, and the Two Huai and Two Zhe from obstructing annual revenue levies. 100,000 shi of sea-transported grain was dispatched to relieve famine among troops and civilians of the Liaoyang branch secretariat. On xinhai day the Utensil and Box Bureau was abolished and merged into the jade-and-gold artisan directorates-general of the various routes. On guichou day an edict said, "The acting Grand Agriculturist Directorate and the agricultural-promotion garrison-farming directorates of each circuit shall tour to promote cultivation, investigate diligence and laziness, and each year compile the actual records of agricultural-promotion officials in prefectures, subprefectures, and counties for merit ranking; route intendants, county magistrates, and below are all authorized to decide. Those who rely on power to act tyrannically, encroach on official duties, and harm agriculture shall be investigated and punished by the surveillance commissions. Civilians who could cultivate vacant Jiangnan land and public fields were recruited; their corvée and miscellaneous duties were remitted for three years, and their rent payments reduced by one-third. The Jiang-Huai branch secretariat said, "In the Two Huai the land is broad and the people few, and consolidating households all fail to pay taxes. Moreover, within the jurisdiction are more than 70 cities but only two garrison-farming establishments; it would be appropriate to add agricultural-promotion camp-farming directorates for eastern and western Huai to supervise cultivation. The rescript said, "Approved."

Second month, on dingsi day, the Jizhou grain transport commission was changed to the capital grain transport directorate-general, taking charge of both northern and southern Jizhou transport; the metropolitan capital grain transport directorate-general was to govern only the metropolitan area. The Prince of Zhennan led troops back to Wanjie. Umar failed to meet Zhang Wenhu's grain ships; the generals said supplies were exhausted and the army weary and urged a full withdrawal; the Prince of Zhennan agreed. On wuwu day Li Ting was ordered to muster 5,000 Han troops for the eastern campaign. Ye Li was granted four qing of fields in Pingjiang and Jiaxing. On gengshen day Minister of State Sariman and others presented and read the 《Veritable Records of the Ancestors》; the Emperor said, "Taizong's affairs are as they are; Ruizong has few points that could be changed; Dingzong indeed had no day to spare; Xianzong — cannot you alone remember? You should still inquire of those who know. Escort horses released by the various routes south of Dadu for the campaign were ordered to the capital; the government supplied the price of fodder and grain for them to purchase themselves, without disturbing the people of the various counties. Famine struck Liaoyang, Wuping, and other places; this year's land taxes and the annual levy of sable furs were remitted. The Cangzhou salt transport canal was dredged. On xinyou day Manghudai and Huduhu said their armies had suffered famine for three successive years; 500 shi of grain were granted. On renxu day the Liaodong Haixi Circuit surveillance commission was abolished and merged into Beijing; the Jiangnan Hugbei Circuit surveillance commission was merged into Jingnan. An edict forbade Jiang-Huai from capturing swans and relaxed prohibitions on fishing lakes. On bingyin day the Prince of Yunnan received a gilded camel-knob seal. Nanjing Route was changed to Bianliang Route, Beijing Route to Wuping Route, Western Capital Route to Datong Route, Eastern Capital Route to Liaoyang Route, and Zhongxing Route to Ningxia Fu Route. The Jiangxi tea transport commission was changed to the capital transport commissioner's office and given charge also of wine and vinegar monopoly taxes. The canals and irrigation commission was changed to a transport commission. Jiang-Huai chief controller Yang Lianzhenjia reported that he had built one pagoda and five monasteries from Song palace buildings; as they were completed, an edict granted 150 qing of land and water domains for their upkeep. An edict summoned the recluse Liu Yanshen of Gehong Mountain. On jiaxu day Gai Prefecture suffered drought and famine; 4,700 shi of rent was remitted. On jimao day King Wang Chun of Goryeo was again made left grand councillor of the Eastern Campaign branch ministry secretariat. Famine struck Hao and Yi prefectures; 150,000 shi of grain was used to relieve them. Wine was prohibited in Liaoyang. The capital suffered flooding; government grain was released and sold at reduced prices to the poor. Because Jiangnan post-house households were uneven in wealth, officials were ordered to assess them: combined household tax reaching 70 shi equaled one horse, with miscellaneous corvée also remitted; single households whose tax exceeded 70 shi who wished to enter post-house service were permitted to do so. Combined household tax could not exceed ten households; single-household tax had no upper limit of 100 shi. On xinsi day West Lake of Hangzhou was made a life-release pond. On renwu day the Prince of Zhennan ordered Umar and Fan Ji to lead the navy back first; Cheng Pengfei and Tachu led troops to escort them. Because censorate investigating censors and surveillance commissioners often failed to perform their duties, an edict was issued to admonish them. Imperial grandson Yes Temür, Prince of Yunnan, was ordered to command troops to garrison Dali and other places.

Third month, on bingxu day Prince Changtong's dependent households suffered famine; three months' grain was supplied. On dinghai day Mars encroached upon the senior minister star of the eastern wall of the Supreme Palace Enclosure. On wuzi day the moon encroached upon Bi. The imperial carriage returned to the palace. Songjiang commoner Cao Mengyan wished each year to deliver 10,000 shi of grain to the government, asked to be remitted other corvée, and also sought an official post. Sangge memorialized on his behalf; he was remotely appointed vice pacification commissioner of Zhedong Circuit. Qujing Route's general administration prefecture was changed to a pacification commission. On gengyin day the imperial procession proceeded to Shangdu. The Found Property Office was changed to the Found Property Directorate and raised to rank four proper. The Liaoyang branch secretariat was ordered to mobilize tammaq of Yiqiliesi, Wulua, and Zhachar from Yi Prefecture for the eastern campaign. Li Ting was remotely appointed left vice chancellor of the ministry secretariat, drew his salary, and led Han troops on the campaign. Jiang-Huai branch secretariat official Manghudai said, "It would be appropriate to abolish the system of periodic reassignment of military officers: those who die in service should have honorary rank increased, and those who die of illness should be reduced one rank. The Emperor said, "Although fathers and elder brothers die in service, if sons and younger brothers are not competent, how can they be employed? If they are worthy, then even those who die of illness should not be reduced. On xinmao day 1,200 Han troops of the six guards, 400 newly submitted troops, and 400 garrison-farming troops were assigned to build the ministry secretariat. The Prince of Zhennan returned with all armies. Zhang Wenhu's grain ships encountered 30 bandit war vessels; Wenhu attacked them, and the killed on both sides were roughly equal. Fei Gongchen and Xu Qing, unable to advance because of wind, both reached Qiong Prefecture. In all 220 soldiers were lost, 11 ships lost, and more than 14,300 shi of grain lost. On guisi day Prince Shibo received 50,000 liang of silver and 10,000 bolts each of silks and cloth; Ulutai and Jahu'er received 5,000 liang of silver and 100 bolts each of silks and cloth. On jiawu day the capture of fawn was forbidden. The Prince of Zhennan halted at Neibang Pass; bandit troops gathered in force to block the returning army; the Prince of Zhennan then proceeded from Shanji County toward Lan Prefecture and escaped by a hidden route. On yiwei day because of great wind and snow on the northern frontier the previous year, many cattle and horses under Batu Gurun's command died; 1,000 shi of grain were granted. On dingyou day the imperial procession halted at Yehu Ridge; Ashu and Tabudai were ordered to command all troops defending the capital walls. On jihai day the moon eclipsed Jiao. On renyin day the Ministry of Rites said, "Barbarian envoys from the Hall of Joint Audience arrive from time to time; officials should be ordered, following the ancient 《Records of Tributary Offerings》, to paint illustrations and also to inquire into their customs, local products, and distance from their states in li, register and record them — truly a grand event of the age. This was approved. The Prince of Zhennan halted at Siming Prefecture; Ailu was ordered to lead troops back to Yunnan; Aoluchi returned north with all armies. Ri Xuan sent envoys to express thanks and presented gold figures in his stead to bear guilt. On yisi day an edict placed all within Jiangxi under the branch ministry secretariat's command. On wushen day the Shandong transport commission was changed to the chief transport commission, concurrently administering Ji'nan Circuit's wine tax and vinegar levy. On jiyou day hail as large as chicken eggs struck the Xu and Pi garrison farms and the Lingbi and Suining garrison colonies, damaging the wheat. On jiayin day more than 10,000 bandits of Xun Prefecture raided Zhangpu; 2,000 bandits of Quanzhou raided Changtai, Ting, and Gan; more than 1,000 She bandits raided Longxi; all were suppressed.

Summer, fourth month, on bingchen day Lai County and Putai suffered drought and famine; grain was released at reduced prices to relieve them. On wuwu day the moon encroached upon the Well. On gengshen day, because Wugang and Baoqing circuits had repeatedly suffered bandit disorder, this year's wine tax levies and previous years' overdue rents were remitted. On xinyou day, following the request of the Quanzhou branch secretariat's Shabudin and Umar, pacification offices, a sea-ship myriarch office, and a maritime trade supervisorate were established. The Pingyang princely household general administration office was abolished and merged into Pingyang Circuit; the miscellaneous manufacture supervisorate was merged into the miscellaneous manufacture general administration office. Sangge said, "Since the Yingchang equitable-purchase office was established in the bingzi year of Zhiyuan, there must have been much fraud and embezzlement; an audit should be intensified. Members of the imperial retinue hold extremely large tracts of land; rent should be levied acre by acre according to the military relay-station precedent, exempting four qing. All of this was approved. On guihai day the Hun River broke its banks; troops were dispatched to build dikes to hold it back. On yichou day seven bandits of Guangdong including Dong Xianju all styled themselves Great Elder, gathered crowds and rebelled, and plundered Ji, Gan, Rui, Fu, Longxing, Nan'an, Shao, Xiong, and Ting prefectures. Attacks over successive years could not pacify them. Yuedimishi, vice director of the Jiangxi branch privy council, requested reinforcements; Hudutemur, Jiangxi branch secretariat grand councillor, also spoke of the wide territory and few troops. An edict ordered the Jiang-Huai province to detach one ten-thousand-household army to Jiangxi, to return to garrison after the bandits were pacified. On wuchen day the Qielie River was dredged to irrigate civilian fields at Yellow Earth Mountain, Kouwennao'er. On gengwu day a Hongjila relay station was established. On guiyou day ministry secretariat officials said, "Recently, because Jiang-Huai suffered famine, branch secretariats were ordered to provide relief; officials and wealthy men took advantage to commit fraud, and much aid did not reach the poor. Now Hang, Su, Hu, and Xiu four prefectures again suffered great floods; people sold wives and daughters to buy food. We request that 200,000 shi of tribute rice be diverted and distributed to those verified as poor. The Emperor approved this. On jiaxu day Wan'an Temple was completed; Buddha images and window walls were all gilded, costing 540 odd liang of gold and 240 jin of mercury in all. Newly submitted troops of Liaoyang province who had fled back to their various guards were ordered to assist in constructing the ministry secretariat, and were still commanded to be gathered back along separate routes. Additional sea-transport grain granaries were established at Zhigu. Troops on the Jiaozhi campaign were ordered home for one year's rest. An edict to the Burma branch secretariat: when you arrive in Burma, everything is to obey the Prince of Yunnan's command. On gengchen day Annam King Ri Xuan dispatched Central Grandee Chen Keyong to present local products as tribute. Prince Xiaoxue received 100 liang of gold, 10,000 liang of silver, 1,000 ingots of notes, and silks and cloths in graded amounts. On xinsi day Prince Achiji received 200 liang of gold, 22,500 liang of silver, 9,000 ingots of notes, and gauze, silk, and cloth in graded amounts. The Gansu branch secretariat was ordered to dispatch 300 newly submitted troops to garrison-farm at Ejinay; Shaanxi province was ordered to supervise 5,000 Gongchang troops to garrison-farm at Liupanshan. On guiwei day Yunnan branch secretariat right vice director Ailu memorialized, "Since setting out from Zhongqing, passing through Luoluo and Baiyi to enter Jiaozhi, we fought 38 battles going and returning; heads cut off are beyond counting; officers and soldiers from commander-in-chief downward who earned merit number 474. On jiashen day an edict ordered the imperial grandson to lead the armies in suppressing the rebel princes Huoluhuosun and Heddan Tulugan.

Fifth month, on bingxu day Wuping Circuit was commanded to muster 1,000 horses. On wuzi day Prince Chagha's son Kuokuodai rebelled; Chuangwu'er seized him and brought him in. On jichou day Bianliang suffered torrential rain; the river broke its banks at Xiangyi, washing away wheat and millet. Left and right keshig guards together with 5,300 Han troops followed the imperial grandson on the northern campaign. On jiawu day 5,000 Han troops of the five guards were dispatched on the northern campaign. On yiwei day Sangge said, "Zhongtong notes have circulated nearly thirty years; provincial officials do not know their numbers. Now that Zhiyuan notes have replaced them, officials should be dispatched by separate routes to establish offices and audit Zhongtong note reserves. This was approved. On bingshen day Prince Baba received 100 liang of gold, 10,000 liang of silver, 500 bolts of plain gold silk, and 4,500 of gauze, silk, and cloth. Umar presented uncut jade. On dingyou day Pingjiang's waters subsided; wine taxes owed were remitted. Grain prices were reduced to relieve the capital. Yunnan's Wusa pacification commission was changed to a pacification commission, concurrently administering the military myriarch office. On wuxu day the Luzhaitai, Yuezhi, and Sanchagou three salt offices were restored. Wang Jianu, Huoluhudai, and Chaghan again raised troops in rebellion. On jihai day the Yunnan branch secretariat said, "The five cities west of the Jinsha River including Tong'an should remain under Chaghanzhang Pacification Commission as before; the five places east of the Jinsha River including Yongning should be abolished; Beisheng Shi Prefecture should become Beisheng Prefecture. This was approved. On renyin day the armillary sphere was completed. 150,000 shi of rice was transported to Yizhou to supply the army and relieve famine-stricken people. On yisi day the Xingzhou honey-gathering supervisorate was abolished. Granaries inside Shangdu city were built. On dingwei day spirit tablets were enshrined in the Imperial Ancestral Temple. On wushen day Venus encroached upon Bi. Badubulun received 150 liang of gold, 15,000 liang of silver, and 10,000 bolts of silks, cloth, gauze, and damask. On xinhai day at Wuhe River in Meng Prefecture hail fell to five inches depth; the largest was fist-sized. On guichou day an edict placed all within Huguang province under the command of grand councillors Tumad and Yaosumu. Sichuan province's seat was moved to Chongqing; the pacification commission was moved back to Chengdu. Goryeo sent envoys presenting local products as tribute. An edict placed all within Sichuan under the branch ministry secretariat's command. The river broke its banks at Bianliang; Taikang, Tongxu, and Qi three counties and Chen and Ying two prefectures all suffered damage.

Sixth month, on jiayin day newly submitted troops were used to repair the Imperial Food Bureau. On gengshen day famine victims among Prince Da'erbo's retainers and famine-stricken people of Guiyang Circuit were given relief. On xinyou day liquor was forbidden in Shangdu, Huanzhou, Yingchang, and Longxing. On renxu day Prince Shibo received 250 liang each of gold and silver and 10,000 bolts of silks, cloth, gauze, and damask. On yichou day an edict ordered Mongol commanders to take overall command of Han troops and drill in naval warfare. On dingmao day Prince Shibo was again granted 25,000 liang of silver and 10,000 bolts of silks, cloth, gauze, and damask. Four relay stations from Xianping to Jianzhou were reestablished. The Yan'an garrison-farm general administration office was again placed under Anxi province. On wuchen day Haidu's generals Ambak and Zhunuan led troops to invade Yeligan'ao'er; garrison commander Alidai fought them off. On renshen day Suiyang suffered torrential rain; the river overflowed and damaged crops; 1,060 odd shi of rent was remitted. Princes' qielian retainers and members of the imperial retinue were ordered to transport grain to provision the troops following the imperial grandson. The Imperial Medical Academy, Court of Imperial Entertainments, Ceremonial Phoenix Bureau, Ceremonial Service, and Archery Guard were no longer subordinate to the Xuanwei Court; the Music Bureau was abolished and merged into the Archery Guard. On guiyou day an edict added the posthumous title Guangyou to the South Sea Heavenly Consort Mingzhu, making her Guangyou Mingzhu Heavenly Consort. On jiaxu day Venus encroached upon the Well. The Southwestern Barbarian general administration office was changed to Yongning Route. On yihai day, because Kaocheng, Chenliu, Tongxu, Qi, and Taikang five counties suffered great floods and the river overflowed and submerged civilian fields, 15,200 shi of rent was remitted. On bingzi day 50 troops were assigned to guard Zhexi pacification commissioner Shi Bi and empower him to take responsibility for suppressing bandits. On dingchou day the moon encroached upon Jupiter. 1,500 troops were dispatched to Hanbei to dredge wells. On guiwei day bandit Liu Shiying of Chuzhou raided Qingtian, Lishui, and other counties; Zhedong Circuit vice pacification commissioner Shi Yao suppressed them. Sixteen garrison colonies including Ziguo and Fuchang suffered rain, flood, and locust damage to crops.

Seventh month of autumn, on the jiashen new moon, granaries of Xing and Ling prefectures were repaired; Sibaozhi, Helazhi, Guiyouzhi, and the left and right guards were first ordered to transport grain to them; provincial officials were entrusted to supervise transport to prepare for relief distribution. On bingxu day Zhending and Bianliang routes suffered locusts. Grain from the various granaries of Datong and Taiyuan was transported to Xincheng as frontier reserves. Because bandits had risen year after year in Nan'an, Rui, and Gan three routes and many people had lost their livelihoods, 12,600 odd shi of overdue taxes was remitted. The liquor prohibition in Ningxia was relaxed. Grain from Datong Circuit was dispatched to relieve displaced people. Baoding Circuit suffered torrential rain damaging crops; this year's field rent was remitted. The Reserve Storage Office was changed to a supervisorate. An edict ordered officers on the Jiaozhi campaign home for one year's rest. On renchen day couriers were dispatched with 5,000 ingots of notes to Yingchang for equitable purchase of army provisions. The Hall of Joint Audience was changed to the Four Guest Storehouses. On wuxu day the imperial procession halted at Xunibaiya. Acting Jiangxi branch privy council vice director Yuedimishi memorialized, "Recently, because bandits rose in Guangdong, 10,000 troops from Jiangxi, Jiang-Huai, and Fujian three provinces were divided and placed under my command to suppress the bandits. I ask that among the 10,000 troops I receive 300 Mongol troops, and together with the 10,000 surrendered households under my register I establish a myriarch office, with Samughur as darughachi bearing a tiger tally. An edict approved this. The five stockades including Muchuan that had been cut off from Jiading and placed under subordination were returned to the Muhu Man Tribal General Administration Office. On jihai day Mars encroached upon Di. On gengzi day Venus encroached upon Ghost. Jiaozhou suffered great floods year after year; the people gathered acorns for food; an edict ordered grain sold at reduced prices to relieve them. Ba and Huo prefectures suffered torrential rain damaging crops; this year's field rent was remitted. On yisi day the moon eclipsed Bi. Prince Yezhen's retainers were starving, and 5,000 households were sent to find food at Jinan. In Tang County, Baoding Circuit, wild silkworm cocoons yielded silk usable for cloth. On renzi day 310 garrison troops under Woduan were ordered to garrison-farm. The Six Guards were ordered to manufacture weapons.

Eighth month, guichou day, Prince Yezhen said, "I recently led the Mongol troops under my Jining appanage east on campaign, and their families all lack food. I ask that Jinan Circuit's annual tax silver be granted so they may exchange it for rice to eat." An edict ordered Liaoyang Province to provide 10,000 shi of grain for relief. On bingchen day Mars transgressed Fang. Pingxiang County of Yuan presented auspicious grain. An edict ordered Antong to lead 300 Keshig Mongol troops of his command on a northern campaign. On jiwei day Venus transgressed the great star of Xuanyuan. On xinyou day school-field rents in Jiang Prefecture were remitted. On guihai day the Central Secretariat building was completed. On renshen day Anxi Province suffered great famine; more than 21,500 shi of field rent was remitted and grain was lent for relief. On guiyou day the Hejian and other circuits' salt transport bureau was also placed in charge of the Shunde, Guangping, and Qiyang ironworks. On bingzi day 3,000 shi of grain was issued to relieve famine victims under Mieji'erdai. Locusts afflicted Zhao, Jin, and Ji prefectures. On dingchou day heavy rain damaged crops in Jiuxiang, Yutai, and Jinxiang counties, and 5,000 shi of rent was remitted. On gengchen day the imperial carriage halted at Boluohainao'er. Because Xianping had repeatedly suffered military disorder, grain from Shenzhou granaries was issued for relief. The Wan'yi Treasury was divided into four treasuries: Baoyuan, Fuyuan, Qiyuan, and Guangyuan.

Ninth month, on the guimwei new moon, Mars transgressed Tianjiang. The great carriage halted at Yehu Ridge. Ganzhou suffered drought famine, and 4,400 shi of overdue tax was remitted. On bingxu day post stations were established in Ting and Mei prefectures. On jichou day heavy rain damaged crops in Xian and Mo prefectures, and more than 800 shi of field rent was remitted. On renchen day the great carriage reached Dadu. On yiwei day gold-washing households in Tanzhou were abolished. Duwa raided the border. On gengzi day the moon transgressed Bi. Gui State and Jiandu both sent envoys presenting tribute goods. At Sangge's request, five treasuries were built within the Forbidden City to store currency and silks. On jiazi day the Tiger Guard Bureau was established, then changed again to the Military Guard Bureau. On bingyin day Duke of Yingguo Zhao Qi was granted 100 ingots of paper currency. The Ganzhou transport commission was placed under the metropolitan secretariat. If dredged, the labor would be 3,000,000 units, requiring 30,000 ingots of paper currency, 40,000 shi of grain, and 50,000 jin of salt. The 13,000 land-transport households would be returned to civilian status; their tax payments and fodder estimates amount to 28,000 ingots of paper currency, roughly equivalent in cost, yet once the canal is complete it will be a benefit for ten thousand generations. We ask to prepare grain and expenses this winter and dredge next spring. This was approved. On bingzi day iron ring-mail armor began to be manufactured. It was forbidden for fief-holding ministers to privately impress wealthy households as fuel-and-rice service households or impose corvée beyond regular levies. Huang Deqing of Liuzhou rebelled; Cai Meng and others of Chaozhou resisted and killed government troops; all were executed. On gengyin day Cengehe led troops raiding Jianzhou, killing more than 300 persons; Xianping suffered a great earthquake. Gansu branch secretariat officials summoned Princes Baba, Baidahan, and Imperial Son-in-law Changji, joined forces to suppress them, and all bound themselves and pleaded guilty. Shiremen alone fled west with his followers; pursued to Dolangbudai, intercepted and captured, and brought back to the capital. On gengchen day famine struck the six guard military colonies; sixty days' grain was supplied to 3,000 relief troops. The king of Goryeo sent envoys presenting tribute goods. Princes including Aiyagachar were granted 1,000 liang of gold, 18,360 liang of silver, 10,000 liang of silk, 83,200 liang of cotton, 1,200 bolts of gold-threaded plain silk, and 5,098 bolts of silk. Prince Aiyachi's dependents were granted paper notes, sheep, and horses totaling 291,047 ingots, 26,914 horses, 100,210 sheep, 8 camels, and 900 oxen. Impoverished princes were given relief of 210,600 ingots of paper currency, 6,725 horses, 12,857 sheep, and 40 oxen. Those whose wives, children, and household property were lost to bandits received 32,880 ingots of paper currency and 100 horses and oxen; those who had supplied sheep, horses, and other goods for the army were compensated with 1,674 ingots, 4,325 horses, 34,199 sheep, 72 camels, and 30 oxen. More than 700 persons including Yisima were ordered to perform Buddhist rites and seated meditation at 54 assemblies in temples including Yuta Hall, the sleeping hall, Wanshou Mountain, and Huguo Renwang; Celestial Master Zhang Zongyan conducted a three-day jiao ritual. The court of imperial entertainments was placed directly under the metropolitan secretariat. A liquor source granary was established; yeast, rice, and medicines from the grand granary were divided off and placed under it. Junying City in Cangzhou was made Cangming County, and Qingjiang County in Shizhou was placed under the Kuilu Route commission. The Anhe directorate was abolished. The ministry of revenue reported cultivating 3,570 qing of waste land, establishing more than 24,400 schools, and accumulating more than 315,500 shi of charity grain. 95 persons were sentenced to death.

This was approved. Fujian branch secretariat Baijiang, Jiangxi branch commission Yuedimishi, and Jianghuai branch secretariat Manwutai were ordered to join forces against bandits in Jiangxi. Dadu Route chief prefecture judge Xiao Yi had once been a clerk under Sangge; when his accepting bribes was discovered, the emperor spared his life and intended to exile him to gold-panning. On guihai day the followings of princes Tieshi and Boluodai all suffered famine; the Shangdu garrison office and Liaoyang Province were ordered to issue grain for relief. On guiyou day the Baban Luodian pacification commission was placed under Sichuan Province. Tai and Wu Prefectures suffered famine; this year's field rent was remitted. On jiaxu day an edict directed personnel of the Liang-Huai and Liang-Zhe transport commissions and the Jiangxi tea monopoly transport commission not to obstruct collection of revenues. The Sichuan Jinzhu Stockade was changed to Jinzhu Prefecture. The Zhedong surveillance commission was moved to govern Wuzhou; the Hedong Shanxi surveillance commission was moved to govern Taiyuan; the pacification commission was moved to govern Datong.

On bingshen day Mars transgressed the Taiwei Western Rampart Senior General. One additional Zhedong pacification commissioner was added. Jiang-Huai branch secretariat grand councillor Shabuding said, "In supervising revenues I had accumulated resentment among the people; I request, following the precedent of Yaosumu, that 300 garrison troops be assigned as guards." This was approved. Continuous rain damaged crops at Pingluan, Changguo, and other garrison farms. On jiachen day grain from the Baoding, Xincheng, and Dingxing garrison farms was used to relieve the hungry and poor among those households. On yimao day the Eight Fan and Luodian were placed under Huguang Province. On bingchen day it was forbidden for all inner and outer officials to accept gifts of wine and food; half their household property would be confiscated. On jiazi day sacrifice was performed at the imperial ancestral temple. On jisi day one relay station was established at Chnazhulihehua mountain stronghold. On guiyou day ministry secretariat officials said, "Shabudin, acting on discretionary authority, added two salt commissions in eastern Zhejiang; together with those previously established in eastern and western Zhejiang there are seven; we request 56 officials knowledgeable in salt law." This was approved. Pingluan's crops were damaged by flooding. Because Pingluan, Hejian, Baoding, and other routes suffered famine, the prohibition on river and lake fishing was relaxed.

Intercalary tenth month, on wuyin day, the imperial procession returned to Dadu. Ministry secretariat officials said, "Northern and southern salt alike use 400 jin per certificate; now powerful families often take as much as 700 jin; it would be better to store salt on mats in advance and issue it when they come." This was approved. On gengchen day Sangge said, "When Zhiyuan notes were first introduced, the aim was to collect all Zhongtong notes, so salt levies throughout the realm were required to be paid half in Zhongtong and half in Zhiyuan notes to the government. Zhongtong notes cannot yet be urgently collected; taxes and levies should all be paid in Zhiyuan notes; merchants holding Zhongtong material notes should be permitted to exchange them for Zhiyuan notes for circulation; then Zhongtong notes may be fully retired." This was approved. Yuedeshi sent the chief bandits Qiu Yingxiang and Dong Xianju to the capital. On guiwei day the Liaoyang branch secretariat was ordered to supply food to commoner households of Prince Naimantai who lacked provisions. On yiyou day it was ordered that from now on all appointment edicts and commissions be delivered to the ministry secretariat. Tongzhou Hexi Station suffered famine; among the people some sold children and others departed for other prefectures; grain was issued for relief. On bingxu day the eight tribes including Xinyan of the southwestern raw barbarians submitted — 1,260 households in all. Guangdong bandit Zhong Mingliang rebelled again; with 10,000 men he raided Meizhou; Jiang Luo and others with 8,000 men raided Zhangzhou; moreover bandits at more than 20 places in Shao and Xiong all raised troops in response; their momentum was greatly swelling. An edict ordered Yuedeshi again to join Fujian and Jiangxi provinces in combined forces to suppress them, and also instructed Yuedeshi, "After Zhong Mingliang had submitted, I ordered you to send him to court, yet you dallied and did not dispatch him, causing this uprising. From now on when bandits submit, send them immediately." On dinghai day the king of Annam, Chen Rixuan, dispatched envoys to present local products as tribute. The newly submitted troops of the Left and Right Guard garrison farms had crops damaged by great flooding and lacked food; 10,400 shi of rice was issued for relief. Mercury transgressed Room. On jichou day the moon transgressed Net, and Mars transgressed Jinxian. On gengyin day Jiangxi pacification commissioner Hu Yisun cited Shabudin's precedent, requesting 1,000 ingots of Zhiyuan notes to establish a branch Quanfu Office, paying exotic goods annually as interest; this was approved, and Hu Yisun was remotely appointed branch secretariat associate administrator, Grand Master of Quanfu, and commissioner of the branch Quanfu Office. An edict ordered registration of households in Jiangnan and Sichuan. On bingshen day Baodi garrison farm crops were damaged by great flooding. Henan pacification commission requested grain for 60 days for displaced persons in Hejian, Zhending, and other routes within its jurisdiction, to be sent back to their native places; this was approved. Wuzhou bandit Ye Wanwu with 10,000 men raided Wuyi County, killing one chiliarch; Jianghuai province pingzhang Bulinjidai led troops to suppress him. Envoys were dispatched to audit Datong finances and grain, and to distinguish households receiving grain rations. On gengzi day stone from Sisi Bin was taken to make chime-stones, to supplement the palace bell sets. On xinchou day the two states of Luohu and the Women's Kingdom dispatched envoys to present local products as tribute. On guimao day killing lambs was forbidden. Zhe-xi pacification commissioner Shi Bi requested to campaign against eastern Zhejiang bandits and was made eastern Zhedong circuit pacification commissioner, ranking above Heladai. On jiachen day Wuping Route suffered famine; 15,000 shi of rice from the ever-normal granary was issued. Famine among garrison farm households in Baoding and other places was relieved; 90 days' grain was granted. Tanzhou famine victim Liu Decheng violated the hunting prohibition; an edict pardoned him. Huguang provincial officials said, "Recently we induced submission of Ganzhou bandits including Hu Hai and ordered their followers to garrison-farm for self-support; now the planting season has passed without their being cared for — rebellion may arise." The Ganzhou Route was ordered to issue 1,890 shi of rice for relief. On bingwu day Burma dispatched Waimala Putibandai and others to present local products as tribute.

On dingwei day powerful families in Jiangnan and North China were forbidden to obstruct the salt law. On wushen day the ministry secretariat was commanded to open granaries and relieve famine among Dadu commoners. On renzi day Zhangzhou bandits including Chen Jicha with 8,000 men raided Longyan, seized chiliarch Zhang Wuyi, and joined with the Maple Forest bandits. Fujian branch secretariat troops defeated them greatly; Chen Jicha, Qiu Laolao, Zhang Shun, and their partisans submitted. The branch secretariat requested their execution to warn the masses; the matter was referred to the privy council for deliberation. Fan Wenhu said, "Bandits should indeed be executed, yet once they have submitted to kill them — how can faith be shown? They should all be sent to court." This was approved. On guichou day Jianning bandit Huang Hua's younger brother Fu, together with Lu Guang and Ma Sheng, plotted rebellion again; the matter was discovered and all were sentenced to execution. On jiayin day the walls of Guazhou and Shazhou were damaged; an edict ordered troops and civilians dispatched to repair them. On bingchen day the quarrying intendant commission under Anige's charge was abolished. 587 shi of rice was issued to 578 Xibaoshi who lacked food. On dingsi day garrison households at Pingluan and Changguo suffered famine; 1,656 shi of rice was issued for relief. Bozhou was renamed Bonan Route. On dingmao day an edict ordered that gold panning not be obstructed in Shandong East Circuit. Famine victims in Wen'an County were relieved. Shaanxi Fengxiang garrison farm suffered great flooding. On wuchen day the moon transgressed Neck. On jisi day 1,000 shi of rice was issued to relieve famine among Pingluan commoners. Ping'en post was changed to Qiu County. Twelfth month, on dingchou day, Lai Prefecture suffered famine; grain from the charity granary was issued for relief. On wuyin day the Wangdu and Zhenzi relay stations in Ping Prefecture were abolished and their households released as commoners. On xinsi day an edict ordered registration of horses throughout the realm: officials of rank one and two were permitted five mounts, rank three three mounts, ranks four and five two mounts, and rank six and below one mount each. Pingluan's great flood damaged crops; its rent was remitted. Xiaoxue was executed for conspiring in rebellion with Hedan Tulugan. Shaoxing Route chief administrator deputy Bai Jiejue said, "Song Zhao clansmen are scattered throughout Jiangnan; the common people still revere them without decline — in the long run this is inconvenient; they should all be relocated to the capital." Sangge reported this and requested that Bai Jiejue be promoted to secretary of the ministry secretariat; this was approved. 90 days' grain was granted to the 500 households recruited by Yulülu. Impoverished Onggirat commoner households were relocated to seek food at Liupan. On yiyou day Sichuan Mongol grand myriarch Yesudai was ordered to select 10,000 troops from his command for the western campaign. Venus transgressed Southern Dipper. On dinghai day the imperial prince Kukuqu was enfeoffed as Prince of Ningyuan. Hejian and Baoding two routes suffered famine; grain from charity granaries was issued for relief, and this year's field rent was also remitted. Mulinn Station, having passed through turmoil, lacked food; 90 days' grain was granted. The Huihui directorate of astronomy was ordered to sacrifice to Mars. On gengyin day frost at Tumhe territory killed crops, and Tuluhua territory suffered famine; 90 days' grain was granted. On jiawu day commander Wang Weineng of the official army myriarchate was made chief commander for the western campaign and ordered to lead his troops into the desert; troops previously garrisoned in the desert were not to be returned to their wings. On yiwei day 840 shi of overdue rent in Daming and Qingfeng was remitted; the Gansu branch secretariat was ordered to relieve famine among households under chiliarch Yesen's command; paper currency was granted to relieve Huang'er Yueliang station households. On gengzi day Wuping suffered famine; 23,600 shi of grain was issued for relief. Bayan dispatched envoys reporting that frontier commoners lacked food; an edict granted fishing nets and seines so they might obtain fish for self-support. Alan households under Batu Sira's command suffered famine; 7,470 shi of grain was disbursed for relief. On guimao day wheat was issued to relieve famine among Guangji Station commoners. That year the state of Ma'bar presented two piebald donkeys, and Ningzhou commoner Zhang Shi'an presented one stalk of auspicious grain. An edict ordered that Buddhist scriptures stored in temples throughout the realm be gathered for monks to read and recite; expenses were still granted, establishing this as an annual practice. The Emperor visited the Great Sage Longevity Wan'an Temple, installed a sandalwood Buddha image, and ordered the imperial preceptor and Western monks to conduct 20 assemblies of Buddhist rites in seated meditation. Disaster-damaged field rent was remitted: Zhending 35,000 shi, Jining 2,154 shi, Dongping 147 shi, Daming 925 shi, Bianliang 13,097 shi, Guan Prefecture 27 shi. Princes, princesses, and imperial sons-in-law were granted gifts as in the annual precedent: 2,000 liang of gold, 252,630 liang of silver, 110,290 ingots of notes, and 122,800 bolts of textiles. 59 persons were sentenced to death.
