In the twenty-seventh year, in the first month of spring, on wushen day, Dadu Route chief prefecture was changed to the Metropolitan chief prefecture. On gengxu day Venus encroached upon Ox. The Reserve Stores supervisory office was changed to the Military Stores Bureau, at rank 3b. Arigh Fire, pacification commissioner of Hedong-Shanxi Circuit, was made right vice chancellor of the ministry secretariat; his pacification commissionership remained as before. On guichou day the moon encroached upon Well. An edict ordered the sons and younger brothers of attendant officials to enter the Directorate of Education. King Chen Rixuan of Annam sent his middle grandee Chen Keyong to present local products as tribute. On yimao day a tent hall for sacrificing to Heaven was constructed. King Wang Chun of Goryeo sent envoys to present local products as tribute. On dingsi day envoys were sent to sacrifice at the Sacred Peaks and Streams, Sea God, and Earth Altar in the Emperor's stead. On wuwu day, since Nayan's rebellion, Liaoyang's people were greatly exhausted; 5,080 ingots of notes were issued to relieve them. On jiwei day Prince Yahudu of Zhenyuan and Prince Hede of Jingyuan were each granted one gilt silver seal. Zhangji raided Ganmuli; Princes Shibo, Bayanhan, and Yilinzhen drove him off. On gengshen day relay-station households for horses suffering famine were relieved. Cattle and seed were granted to 3,000 households of the Tengjie'er Muslim garrison-farm colony. On xinyou day construction of the Yizhou granary was undertaken. On renxu day long armor was made and issued to the northern campaign army. On yichou day Shensi, Barshidar, Yelü Sishi, and Shimo Mantai—four men—were executed for plotting rebellion. On bingyin day, because Hedan's remaining bandits were not yet pacified, Goryeo was ordered to dispatch 1,000 Tamna garrison troops to suppress them. Horses were granted to the 500 men of the Hexi hostage army. On dingmao day Mars encroached upon Fang. King Wang Chun of Goryeo said, "Your subject once served as palace guard in the capital; when Lin Yan rebelled, the country fell into great disorder, and Goryeo residents in Datong were all registered; your subject wishes to have them returned to Goryeo as commoners. This was approved. On jisi day the Southwestern Tribal chief prefecture was changed to Yongning Circuit. On xinwei day 10,000 ingots of notes were granted to the 10,000 men under Yesüderi's command. Fengyun garrison-farming households suffered famine; 60 days' grain was granted. Wuwei Circuit suffered great flood; this year's field rent was remitted. On guiyou day the Biejiare garrison-farming households under Xindu suffered famine; 90 days' grain was granted. Linhuai Prefecture was reduced to Xuyi County and placed under Si Prefecture. The Xingwen Office was re-established, in charge of scripture printing blocks and Jiangnan school-land revenues and grain. Hedan raided Haiyang in Liaodong.

Second month, on the yihai new moon, the ten-thousand-household office of Jeolla Province was established. Bandits in the various prefectures of Jiangxi were not yet pacified; an edict ordered the Jiang-Huai branch secretariat to assign 1,000 troops as reinforcement. The Imperial Stud was ordered not to be subordinate to the Xuanzheng Court. On bingzi day newly submitted garrison-farming households suffered famine; 60 days' grain was granted. 491 monks and Daoist priests of Shun Prefecture suffered famine; 90 days' grain was granted. On wuyin day the moon encroached upon Net. Ningyuan and other counties of Kaiyuan Circuit suffered famine; commoners and relay-station households fled; 2,000 ingots of notes were issued to relieve them. Bo Prefecture pacification commissioner Yang Hanying presented 1,000 rain felts; imperial son-in-law Tiebiechi presented 60 Rus rain felts, 50 knives, and 20 bows. On jimao day Xing'an in Xing Prefecture suffered famine; 90 days' grain was granted. On gengchen day commoner households of Badakhan suffered famine; 60 days' grain was granted. On xinsi day household registration of the former shibich in Hejian was conducted. On guawei day Quanzhou suffered earthquake. On yiyou day newly submitted residents living in Changping were relieved. On bingxu day Fengxian County was changed to Fangshan County. Quanzhou suffered earthquake. On jichou day the Jiangxi bandits Zhong Mingliang and others again surrendered; an edict ordered the ringleaders relocated to the capital while the remaining followers were granted grain. The various prefectures of Zhedong suffered famine; 90 days' grain was granted. On gengyin day the moon encroached upon Neck. On xinmao day the Nankang and Xingguo tea monopoly supervisory office was re-established at rank 5b. 2,000 tiger guards and rotated-off-duty soldiers were dispatched to Shangdu to repair the city walls. Renqiu in Hejian Circuit suffered famine; 90 days' grain was granted. On guisi day Jiling and Wuxi two counties suffered crop damage from continuous rain; their field rents were remitted. Jiangxi bandits Hua Dalao, Huang Dalao, and others plundered Lechang and other prefectures; the mobile privy council suppressed them. Unregistered households under Chawu suffered famine; 60 days' grain was granted. Changning Prefecture commoners had suffered bandit disorder; their field rent was remitted. On jihai day Dingxing in Baoding Circuit suffered famine; 5,264 shi of grain was issued to relieve them. On xinchou day Suohuan's crops failed; 90 days' grain was granted.

Third month, on yisi day, Zhongshan hunting households suffered famine; 60 days' grain was granted. On wushen day the Guangji Office suffered famine; 2,250 shi of grain was granted as seed. On renzi day Mars encroached upon Hooked Clasp. Rice-farming households of Yuyang and other places in Ji Prefecture suffered famine; 30 days' grain was granted. On wuwu day grain from the Mang'an granary was issued to relieve 420 persons under Yanbasar. On jiwei day Yunnan's Menglian district was changed to the Menglian Circuit civil-military chief prefecture, and Menglai district to Menglai Circuit. Fujian hunting households and sharkskin households were dismissed and released as commoners; the matter was transferred to regular officials for overall management. Civilian laborers of Yun Prefecture were dispatched to excavate silver mines. Yongchang relay-station households suffered famine; many sold their children and slaves; Gansu Province was ordered to redeem them and issue rice for relief. The artisan supervisory offices of Fu and Quan two prefectures were merged into one, and those without corvée duties were again released as commoners. On gengshen day the censorate's attendant censor was promoted to rank 4a and the investigating censor to rank 5a; one additional Mongol bureau director was added at rank 5b. The mobile Directorate of Agriculture and the agricultural promotion and garrison-farming offices of each circuit were abolished; two additional deputy commissioners of the surveillance commission for punishment and investigation were added to oversee agricultural promotion affairs. The Sichuan branch secretariat had formerly moved to Chongqing; Chengdu's people suffered from supplying it; an edict ordered it moved back to administer from Chengdu. The Jiangnan garrison-farming supervisory office was established at rank 5b, in charge of Buddhist monasteries' property. 1,959 households of Shou and Ying garrison-farming troops were released as commoners, and Jiangnan garrison troops were withdrawn to replace them. All artisans under Lü Hela, Anige, and Duan Zhen who had no corvée duties were differentiated and released as commoners. An edict ordered that selection for censorial posts should again return to the censorate, as in the former system. Native chiefs were established for 42 stockades including Dayi in Jinzhu Prefecture. On guihai day the Jianchang bandits Qiu Yuan and others styled themselves dalao, gathered more than 1,000 followers, and plundered Nanfeng and other prefectures; the Jianchang deputy ten-thousand-household captured and executed them. On jiazi day Yang Zhenlong's remaining followers plundered Zhedong; officials suppressing bandits frequently captured and plundered common people; an edict ordered the mobile censorate to sort them out; in all 1,695 who were commoners were identified. On gengwu day, because Guangchang County of Jianchang Circuit had suffered Zhong Mingliang's disorder, 9,447 shi of its field rent was remitted. On xinwei day the bandit Ye Dawu of Taiping County gathered more than 100 followers and raided Ningguo; all were captured and executed.

Summer, fourth month, on the guiyou new moon, the imperial carriage proceeded to Shangdu. Wuzhou suffered locust damage to crops; great thunder and rain fell, and the locusts all died. On bingzi day the moon encroached upon Well. On xinsi day Dadu Route was ordered to use 62,564 shi of grain to relieve displaced persons at Tongzhou, Hexiwu, and other places. The Shaobo garrison-farm colony, because continuous rain caused the river to overflow, had more than 22,480 mu of crops damaged; its rent was remitted. On guawei day the sea-route grain transport ten-thousand-household office was abolished. The Jiang-Huai branch secretariat said, "Recently the court dispatched Bai Jiejue, who consulted with Shabuding to order issuing consolidated households together with Song clansmen to the capital; popular sentiment would surely be shaken; the people of Jiangnan are just now suffering from increased levies, household registration, and horse requisition—this should await another day. This was approved. 295 persons including Asudun lacked food; they were ordered verified and granted grain for relief. The Lijin sea-route grain transport ten-thousand-household office was changed to the Linqing Imperial Canal grain transport chief ten-thousand-household office. The appanage households of Prince Xiaoxie, 12,061 in all, suffered famine; 60 days' grain was granted. 10,000 Han troops of the six guards were dispatched to cut timber for city-wall repair materials. On jiashen day, because of repeated famine, this year's silver-salary notes were remitted; for those at Shangdu, Dadu, Baoding, Hejian, and Pingluan, 10,180 ingots; for those in Liaoyang Province, 1,348 odd ingots. On bingxu day Sangjilashi and others were dispatched to the kingdom of Ma'bar to seek out skilled practitioners. On renchen day Mars remained in Root for more than 10 days. On guisi day 17 prefectures of Hebei suffered locust plague. Commoners under chiliarchs Yesen and Xiao Kökö and commoner households of Xilu, Bubie, and others all suffered famine; Hedong circuits were ordered to relieve them according to measure. Those under chiliarch Yebugan lacked food; grain was ordered issued for relief. Grand Preceptor Yulülu said, "Gathering the Ikires under Wozhe, 621 have now been obtained; they are ordered to garrison-farm together with Goryeo commoners; provisions should be granted them. An edict ordered the Liaoyang branch secretariat to verify and grant provisions. Pingshan, Zhending, and Zaoqiang two counties suffered drought; Lingshou and Yuanshi two counties suffered heavy rain and hail; their rents were all remitted. On dingyou day 2,500 ingots of notes were used to relieve the impoverished relay-station households from Changping to Shangdu. Dingxing relay-station households suffered famine; 30 days' grain was granted. On jihai day the impoverished and sick commoners on the register in Dadu Route, numbering 2,837 persons, were investigated; 200 shi of grain was issued to relieve them. On gengzi day Hedan again raided Haiyang. The Anhe Office was re-established, at rank six negative.

Summer, fifth month, on yisi day the Prince of Qin's treasury office was abolished and its seal confiscated. Unregistered persons' miscellaneous livestock, money, and silks in Jiangnan were registered. Hedan raided Kaiyuan. On wushen day Jiangxi branch secretariat Guan Rude and Jiangxi branch privy council Yuedimishi joined forces to suppress the rebel bandit Zhong Mingliang; Mingliang surrendered, and an edict ordered him bound and sent to court, but Rude and the others detained him and did not send him; Mingliang again led crowds to raid Ganzhou. The privy council, because Rude and others defied the edict and released the bandits, requested they be investigated; this was approved. An edict abolished the Jiangxi branch privy council. On gengxu day frost at Shaanxi's South Market garrison-farm colony killed the crops; its rent was remitted. On renzi day grain was granted to the armies of Princes Temür and others, 17,100 men in all: one man with one follower received 5 shi; two men with one follower received 7.5 shi. On bingchen day grain was issued to relieve the Imperial Canal boat households. Various tribal peoples of Xuzhou and other places presented 800 rain felts as tribute. On wuwu day the Jiangxi branch secretariat was moved to Jizhou to facilitate capturing bandits. The ministry secretariat dispatched men to inspect Yunnan's silver mines; 4,048 liang of silver was obtained. Memorial reported establishing a silver-field official, at rank seven negative. 1,115 households of Chulu and others suffered famine; 60 days' grain was granted. On guihai day an edict ordered, "When commoners of princely fiefs have lawsuits, the prince's tutor and the appointed supervisory prefect jointly hear them; where there is no supervisory prefect, the prince's tutor alone decides. Pingluan had 15,465 famine-stricken households; 5,000 shi of grain was issued for relief. Bandits Hu Fa and Rao Bicheng of Jixi, Huizhou, were executed. On yichou day the moon encroached upon Saturn. On bingyin day the Fengchen Treasury was abolished. Jiangxi branch ministry secretariat associate administrator Yang Wencan was transferred to left vice chancellor; Wencan did not take office for over a year, and an edict ordered Wailadai to replace him. When Wailadai arrived, Wencan resumed handling affairs; Sangge then memorialized that Wencan be promoted to right vice chancellor. Jiangxi branch secretariat said, "In Ji, Gan, Hunan, Guangdong, and Fujian, because bows and arrows are forbidden, bandits have increased; we request that following the inner prefecture precedent, patrol troops be permitted to carry bows and arrows. This was approved. On jisi day the Yunnan branch censorate was established. Cherithemur's Jurchen, Goryeo, Khitan, and Han troops were ordered, aside from paying land tax, to be exempt from all other corvée. Jiangyin suffered great flood; 10,790 shi of field rent was remitted. On gengwu day the prince's tutor for Prince Yezhilie was re-established, at rank four positive. The Guangbei and other garrison-farm colonies of the Directorate of Imperial Delicacies suffered great flood; their rent was remitted. The people of Boyao lacked food; Sadishimil was ordered to transport 1,000 shi of rice with 500 carts to relieve them. Bandits Lü Chong'er, Yang Yuanliu, and others of Yongkang and Dongyang in Wuzhou and Jinyun in Chuzhou rebelled; Zhedong pacification commissioner Shi Bi captured and executed them. Bandit Chen Qishi of Nan'an, Quanzhou, rebelled; he was suppressed. Household registration of yin-yang practitioners throughout the realm was conducted; instructors were established in each route, and one skilled practitioner was sent as tribute annually from each.

Summer, sixth month, on the renshen new moon, Runyan Salt Prefecture was promoted to Baixing Prefecture, Pule Prefecture was reduced to Runyan Salt County, and Jin Prefecture to Jin County. The Yellow River overflowed at Taikang, inundating 319,800 odd mu of commoner fields; 8,928 shi of rent was remitted. The Nalin and other relay-station households suffered famine; 90 days' grain was granted. On jiaxu day Sang Prefecture supervisor Huang Bupeng, Nazhou chief Luo Guangzhai, and Anjun Prefecture chief Bi Guangguo led more than 10,000 households of tribal people to submit. On bingzi day 341 artisan households of Baoding including Chu Tong were released as commoners. On gengchen day, following the Jiang-Huai branch secretariat's request, the Guangji Treasury was promoted to a commissionerate, at rank five negative. Following Jiang-Huai province pingzhang Shabudin's recommendation, associate administrator Wang Juji was rewarded with 500 ingots of notes for his ability in auditing revenues and grain. Copying the gold-script Buddhist canon consumed 3,244 liang of gold in all. Zengcheng in Guangzhou and Lechang in Shaozhou, having suffered She bandit disorder, had their field rents remitted. Bandits Tang Zhen and others of Hangzhou were executed. On jichou day Mars encroached upon Fang. On xinmao day an edict ordered Yingchang Prefecture to grant 1,200 shi of rice to Prince Yezhilie's retainers. On renchen day a separate seal was given to the Jiangxi branch secretariat to facilitate dispatching provincial forces against bandits. Quanzhou suffered great flood. On bingshen day 10,000 guard troops were dispatched to complete the capital walls. On dingyou day Grand Secretary Sariman and Hanlin academician ex officio Ulughadai presented the Veritable Records of Emperor Dingzong. On jihai day Yanci in Mizhou and Jiyang suffered great wind and hail, damaging crops; their rent was remitted. On gengzi day, following Jiangxi province's request, garrison troops from the various provinces were dispatched to suppress bandits. On xinchou day half of the annual silk levies of Hejian, Baoding, and Pingluan were remitted. Wuzhi County in Huaimeng Route and Xiangfu County in Bianliang Route both suffered great flood; 8,828 shi of field rent was remitted.

Autumn, seventh month: prolonged rain at the Zhongnan and other garrison-farm colonies damaged 19,600 odd mu of crops; their rent was remitted. On bingwu day brewing wine at Pingdi and Mang'an granaries was forbidden; violators were sentenced to death. On wushen day Jiangxi suffered prolonged rain; Gan, Ji, Yuan, Rui, Jianchang, and Fushui all overflowed, and Longxing city was nearly inundated. On guichou day the Burma branch ministry secretariat was abolished. Jiang-Huai province pingzhang Shabudin, regarding granary officials who stole and embezzled money and grain, requested that following Song law they be tattooed and their wrists cut off; the Emperor said, "This is the Muslim law. This was not approved. Dadu Route's annual silk levy was remitted. On wuwu day more than 30 Maoman of Guizhou caused disorder, raided Shunyuan Route, entered its city, then attacked the Aya stockade, killing and wounding officials; their numbers then grew. Huguang province ordered the Eight Banners Cai Prefecture and Jun Prefecture ten-thousand-household offices and the Eight Banners Luodian pacification commission to join forces to suppress them. Fengxiang garrison-farm colony's crops were damaged by prolonged rain; its rent was remitted. Bandit Wang Jingzhao of Jianping was executed. On xinyou day Mars encroached upon Tianjiang. On renshen day the imperial carriage halted at Mouse Mountain west. On yichou day bandits Xu Ru'an, Sun Weijun, and others of Wuhu were executed. On bingyin day 11 district chiefs of Yunnan's Chalilibaiyi district submitted. On dingmao day, following Sangge's recommendation, an edict dispatched Qingyuan Route supervisor Mao Wenbao to search out gold, silver, and other items from the populace dating from Song times; this was soon abolished. Leling in Cang Prefecture suffered drought; 30,356 shi of field rent was remitted. The Jiangxia flood overflowed, damaging 6,470 odd mu of crops; its rent was remitted. The Imperial Canal overflowed at Wei County, damaging 5,800 odd mu of crops; 175 shi of rent was remitted.

Autumn, eighth month, on the xinwei new moon, there was a solar eclipse. Zhenyang and Qiaguang two counties of the Guangdong circuit were merged as Yingde Prefecture. The Qin River overflowed, damaging commoner fields of Jishi; their rent was remitted. All persons were forbidden to obstruct commercial tax collection in Pingyang, Taiyuan, and Datong. On dingchou day Qingyuan in Guangzhou suffered great flood; its rent was remitted. On gengchen day rent and levies of transient commoners in Dadu, Pingluan, Hejian, and Baoding four routes were remitted, along with wine and vinegar taxes. On dinghai day the Sichuan Southern Circuit pacification commission was again moved to Chongqing Prefecture. Because Nan'an, Gan, Jianchang, and Feng Prefecture had all suffered Zhong Mingliang's disorder, their field rents were entirely remitted. On guisi day a great earthquake struck; Wuping was worst hit, crushing to death surveillance commission officials, route chief administrator Wang Lian and others, and 7,220 commoners; 480 granary storehouses were destroyed, and commoner dwellings were beyond counting. On jihai day the Emperor, hearing of the Wuping earthquake, fearing Nayan's faction would invade, dispatched pingzhang Temür and privy council official Taluqutai leading 500 troops to inspect.

Autumn, ninth month, on renyin day Hedong-Shanxi Circuit suffered famine; an edict ordered pacification commissioner Arigh Fire to roast grain and relieve them. On guimao day Jupiter encroached upon Ghost. The prohibition on Han persons' field hunting was strictly enforced. On yisi day princes were forbidden to dispatch monks to build temples and disturb the people. An edict ordered Hedong-Shanxi Circuit pacification commissioner Arigh Fire to issue 200,000 ingots of Datong note capital to purchase grain and relieve famine-stricken commoners. Pingzhang Chalithemur commanded troops and fought Hedan at Wafa, defeating him utterly. On dingwei day the Imperial Canal breached at Gaotang, inundating commoner fields; officials were ordered to block it. On wushen day the Wuping earthquake left bandits taking advantage to plunder; the people grew more anxious and fearful. Pingzhang Temür, exercising discretionary authority, remitted rent and levies, abolished commercial taxes, relaxed the wine prohibition, and executed those who robbed; 840 ingots of notes were issued and 10,000 shi of sea-transport grain was diverted to relieve them. Jinzhu Prefecture prefect Saolü presented horses and rain felts as tribute, and said, "Although Jinzhu Prefecture has submitted, many tribal people are still unreconciled. Recently, together with Zhao Jian, I induced the surrender of Zhugunong, Guluhua, and more than 30 stockades; I request a county be established, with district magistrates and zongba appointed, employing local people jointly. This was approved. On jiyou day Fujian Province reported that bandits were swarming within its jurisdiction and requested additional garrison troops; Jiang-Huai Province was ordered to dispatch one ten-thousand-household army unit. Five hundred tammaq troops of the Mongol Chief Ten-thousand-household Office were dispatched to garrison Ezhou. On xinhai day the Temple of the Broad Virtue King in the Eastern Sea was repaired. On bingchen day an amnesty was proclaimed throughout the realm. On dingmao day the Jiang-Huai branch secretariat was ordered to audit the tax and rent paid by Jiangnan entertainers under the Music Office, and four inspection offices were established north of Suqian. Dismissed overland transport laborers were made soldiers to escort supplies on the Hui Tong canal, and conscripting civilians to tow boats was forbidden.

Winter, tenth month, renshen day: the imperial grandson Gammala was enfeoffed as Prince of Liang, given a gold seal, and sent to command Yunnan. On guiyou day offerings were made at the Imperial Ancestral Temple. On jiaxu day the Hui Tong-Wen-Si canal-route intendant office was established at rank 4b. On dingchou day ministry secretariat officials said, "In Jiangyin, Ningguo, and other circuits great floods occurred; 458,478 households were displaced. The Emperor said, "Why wait to report this upward? Relief should be dispatched at once!" In all 582,889 shi of grain was issued. On jimao day one additional deputy prefect and one additional magistrate were added to the Shangdu garrison command. At Gansu branch secretariat's request, 1,300 civilians within its jurisdiction were drafted as soldiers to garrison the region. On xinsi day Venus transgressed Dou. The Balghasi under Zhishen's command suffered famine; Ningxia Circuit was ordered to provide 3,000 shi of rice for relief. Wine-brewing was forbidden in Datong Circuit. On yiyou day Mondar came from the branch censorate to have an audience. Liangdong Liang Gongchao, Wuqudong Wu Tangnuan, and twenty cave communities in all submitted with more than 2,000 households. On dinghai day 100,000 bolts of silk cloth were granted to the northern frontier. On jichou day new temple ascent hymns and palace suspended music were made for the Imperial Ancestral Temple. Because in the past palace falconers annually took cormorants at Chengdu and harassed the people, this was abolished.

Eleventh month, xinchou day: great flood at Hongji garrison in the Guangji office; 13,141 shi of rent was remitted. Frost in Xing and Song prefectures killed the grain crop; their rent was remitted. Famine at Longxing's Kuyanliao and other relay stations; 7,000 ingots of notes were issued for relief. On dingwei day, because many Mongols in Datong Circuit fraudulently claimed others' names to draw rations, ten chiliarch and centurion posts were established under a darughachi for oversight; those who registered wealthy households as poor had half their household property registered. On wushen day the moon transgressed Saturn. Sangge said, "Previously, by imperial edict, officials inside and outside who received appointments but did not report, and replacement officials who stayed five years without reporting for reassignment, were dismissed and not reappointed. I say that if there is no grave cause, they should not be abandoned forever. The Emperor again approved his request. Jiang-Huai branch secretariat pingzhang Bulaghandai said, "Bandits in Fujian have been pacified; only in Zhedong circuit the land is extremely rugged and border-like, a bandits' nest. Three ten-thousand-household units are being returned: one army under Qelatai to garrison coastal Ming and Tai; one under Yekele to garrison Wen and Chu; one under Jaqutai to garrison Shaoxing and Wu. In Ningguo and Hui together, native troops were first used, but later all colluded with bandits; now Han armies from Gaoyou and Tai two ten-thousand-household units are exchanged to garrison there. Yangzhou, Jiankang, and Zhenjiang—three cities straddling the great river with dense populations—each received a seven-ten-thousand-household garrison office. Where Hangzhou branch secretariat offices and treasuries are located, a four-ten-thousand-household garrison office was established. On jiazi day the Censorate said, "Bandits arose in Jiangnan; officials hunting bandits profited from plunder and also used captives as gifts; we ask that they be returned to their families. The Emperor praised and approved this. The Hebei-Henan circuit judicial surveillance commission was moved to Xuzhou. The east and west tuqtuqson relay stations in Dadu were abolished and placed under the Bureau of Transmission. On yichou day the Yi River overflowed; fields and dwellings in Xiong, Mo, Renqiu, and Xin'an were wholly washed away; officials were ordered to build dikes to block it. On bingyin day 6,000 horses in Liaoyang were requisitioned; the best were given to Chalih Temur's army. On dingmao day Xin Cheng tariff market and Pingdi tuqtuqson were established; an envoy was sent to audit Yan'an garrison-farm lands. On jimao day the Bureau of Military Affairs was ordered to requisition civilian weapons in Jiangnan and have officers and soldiers drill in martial arts, as in the edict of the wuzi year. On jiashen day Vice Minister of War Jin Rong and others were dispatched to verify military households in Anxi, Fengxiang, and Yan'an circuits; beyond 4,000 on the original register, 33,280 adult males were found; the Bureau of Military Affairs wished to enlist them, Sangge objected, and the Emperor followed this. On bingxu day bandit Zhu Sanshiwu of Xianyou, Xinghua Circuit, gathered a mob and raided Qingshan; chiliarch Li Gang suppressed them. Jingzhao Province submitted 609 ingots from garrison-farm sheep sales; an edict granted them to the poor among Jasan and Ambak's people. On xinmao day the moon transgressed Kang. On yiwei day: initially Wan Yi was divided into four treasuries with gold and silver sent to the inner palace; now the Funing Treasury intendant office was established at rank 5b to manage it. On jihai day Liyang Circuit was reduced to a county and placed under Jiankang. Huguang Province reported 90,515 liang of tribute pearls over two years. Bandits Liu Jiayi and others of Qingtian, Chuzhou, gathered more than 10,000 men and raided Wenzhou and Pingyang. This year gold, silver, notes, and silk were granted to princes, princesses, and consorts as in the annual precedent. The Imperial Preceptor and Buddhist monks were ordered in rotation to perform Buddhist rites and meditation at Wanshou Shan Houzaimen, Chaghan Na'er, Shenghou Wan'an Temple, Huanzhou Nanping Hermitage, Shuangquan, and other sites—72 sessions in all. 72 persons were sentenced to death.

On guichou day Goryeo sent envoys presenting tribute goods. On dingsi day 400 guiyou chi were dispatched on a northern campaign. On xinyou day the Jiang-Huai grain transport bureau was abolished and merged into the sea-ship ten-thousand-household office; grain transport went by sea route. Wuwei and Hezhou two circuits and Lu'an Army were reduced to prefectures; Chaozhou was reduced to a county and placed under Wuwei; all were subordinate to Luzhou Circuit. Anfeng Prefecture was promoted to a circuit; Shouchun Prefecture and Huaiyuan Army were reduced to counties; Huaiyuan was placed under Haozhou; all were subordinate to Anfeng Circuit. Branch secretariat judicial inquiry offices everywhere were promoted to rank 4. Overdue field rent of poor people in Jiang-Huai from Zhiyuan years 12 to 25—more than 2,976,000 shi—was remitted, as well as unpaid 130,000 shi of field rent, 1,150 ingots of notes, 5,400 jin of silk, and more than 1,430 jin of cotton from year 26. The gold-panning intendant office was abolished and the Jiangdong-Liang-Zhe transport commissionerate was established. On renxu day Jasan and Tutugh commanded troops at Ugu; officials were ordered to supply their needs; Datong Circuit was commanded to issue grain to relieve famine victims in Ugu. Ministry secretariat officials Sangge and others were dismissed for crimes.

This was approved. On guiyou day Longxi-Sichuan general supervisor Nianzhenshunai was made overall president of Buddhist monasteries on all circuits. Fujian branch secretariat was changed to a pacification commission subordinate to Jiangxi branch secretariat. An edict ordered, "Branch censorates are not to obey branch secretariat direction. Yunnan branch secretariat officials said, "The Shuizhou-Wumeng water route is dangerous; many boats are wrecked; it would be better to go by land from Yeshao water station via Zhongqing, then through Yanjing, Tulao, Bisa, and other barbarian territories to Qingfu in Xuzhou; this can be made a relay route with five stations in all. This was approved. Yesudai'er and Commander Wang said, "By recent regulation, corvée purchase and forced purchase did not apply to military households; now they are treated the same as commoners. An edict ordered that from now on military households need not pay. On bingzi day the revenue recovery office was abolished. Famine struck Shangdu and Taiyuan; more than 38,500 shi of land tax owed by commoners from the twelfth to the twenty-sixth year of Zhiyuan was remitted; envoys were dispatched with the surveillance commission to relieve famine victims in Datong and Taiyuan, with grain issued per person for two or three months. Because of association with Sangge's faction, Yangzhou Route darughachi Suoluowusi was dismissed. Officials were dispatched to re-verify the poor of Shuidada and Xianping and provide relief. On dingchou day Right Director of the Heir Apparent's Household Wanze was made right chancellor of the ministry secretariat, and Hanlin academician and chief director Buqumu was made grand councillor; an edict announced this throughout the realm. The pacification commissioner's headquarters of Jinchi and other places was established. 2,000 tiger guards from Shangdu were ordered to farm garrison fields; the government supplied oxen, implements, and farm tools, using 20,000 ingots of notes. Because the territory under the Qujing Pacification Commission of Yunnan was broad and popular sentiment was not yet settled, the Qujing and other places Pacification Commission and Military Ten-thousand-household Headquarters were established to garrison it; on xinsi day the Eight Tribes of Luodian in the Huguang branch secretariat was again placed under the Sichuan branch secretariat. On jiashen day Venus transgressed the Pleiades. The Jiang-Huai branch secretariat was ordered to audit the Jiangnan revenues and grain under Shabuding's supervision of the Heir Apparent's Household. On yiyou day branch privy councils were established in Jiang-Huai, Huguang, Jiangxi, Sichuan, and other places; an edict announced this throughout the realm: Jiang-Huai was to be administered from Guangde Army, Huguang from Yue Prefecture, Jiangxi from Ting Prefecture, and Sichuan from Jiading. Branch secretariat and mobile censorate officials were ordered to distribute grain and relieve famine victims in Jixi of Huizhou and Lin'an, Yuhang, Yuqian, Changhua, and Xincheng counties of Hangzhou. Mo Guolin of Nandan Prefecture came to audience; Guolin was appointed pacification commissioner and granted a three-pearl tiger tally. Famine in five routes including Hangzhou and Pingjiang; grain was distributed for relief, and prohibitions on lakes, reeds, and fish were relaxed. Five routes including Liyang, Taiping, Huizhou, Guangde, and Zhenjiang also suffered famine and were relieved as at Hangzhou. Famine in Wuping Route; the people were distressed by bandits and military levies; last year's land tax was remitted. For all prefectures and commanderies whose fields had suffered disaster, rent was entirely remitted; where no disaster had occurred, five-tenths was remitted. The Ganzhou transport commission was abolished. Powerful families of Jiang-Huai often bribed influential officials to become prefectural and county clerks and runners, sheltering their households; when levies and corvée fell due, only poor commoners bore them; an edict ordered the Jiang-Huai branch secretariat strictly to forbid this. Famine victims in Liaoyang and Wuping were relieved, and hunting prohibitions were relaxed.

On gengchen day prohibitions on birds and fish in Hangzhou's West Lake were relaxed, allowing commoners to net and catch them. On bingxu day an edict ordered that all who repaid ortogh silver should do so in notes as the standard. On yimao day Jupiter transgressed the Ghost asterism. Rice from Shabuding and others was used to relieve famine victims in Jiangnan. Zhu Qing and Zhang Xuan were summoned to court. On gengyin day the directorate-general was merged into the Xuanzheng Court. Because of the note policy, Ye Li was recalled to the capital. Associate administrator Lian Xishu was made right vice chancellor of the Huguang and other places branch secretariat and director of the Haibei and Hainan Circuit Pacification Commission; Chen Zhongda, Haibei and Hainan Circuit pacification commissioner and Qiongzhou pacification commissioner, was made director of the Haibei and Hainan Circuit Pacification Commission; Huguang branch secretariat left and right secretariat bureau director Buyansusi, Biebashili vice marshal, and Wang Xin vice marshal were all made vice directors of the Haibei and Hainan Circuit Pacification Commission; all were granted tiger tallies and led 2,200 men to campaign against the Li tribes; subordinates were all recruited and appointed by Zhongda. The pacification commissioner's headquarters of the Left and Right Rivers was established. On renyin day the moon transgressed the Lesser People. The Jiang-Huai branch privy council was moved to administer from Jiankang. On jiachen day central secretariat officials Maishuding and Cui Yu said, "While Sangge held power for four years, many officials advanced through bribes and his kin and associates all received important posts; they did nothing but deceive the throne and fleece the people; the two secretariats should be ordered strictly to investigate and all should be dismissed to commoner status. This was approved. Yaoshumu, through Sangge's wife's faction, had been Huguang branch secretariat grand councillor; now for dozens of unlawful acts he was ordered shackled and sent to Huguang province for execution. On xinhai day, because of famine in Taiyuan and Hangzhou, this year's land tax was remitted. One Hedong Circuit pacification commissioner was added. Heir Apparent Tutor Liu Yin was summoned; Yin had formerly been heir apparent tutor but left because of his stepmother's illness; now his mother had died and he was summoned as academy academician, but he did not accept. Tuotuo, Talihai, Huxin, and others were dismissed from auditing Buddhist officials' revenues and grain. The Jiangnan six tribute offices' annual submission of cotton was abolished. Gongchang had formerly had only a commander headquarters; Sangge specially promoted it to a pacification commission, with his younger brother Damaladas as commissioner; when Sangge fell, fearing execution he killed himself; now the commander headquarters was restored. The Rare Treasures and Imperial Belt treasuries were added, of rank equivalent to fifth grade, each with one intendant, commissioner, and vice-commissioner. 37 redundant officials inside and outside the court were reduced. Grape-wine rooms and women's workshops were built within the palace city. An edict ordered Sangge imprisoned and interrogated for his crimes, and his associates Yaoshumu, Bajiyou, and others executed. Troops were dispatched to block the Huanghuo'eryue river channels, repair fortresses, and order Mongol garrison troops to farm fields in the valleys to guard against raiders. On guichou day the ministry secretariat was abolished and all its affairs merged into the central secretariat; Right Chancellor and Right Director of the Heir Apparent's Household Wanze was changed to right chancellor of the central secretariat; Grand Councillors Maishuding and Buqumu were both made grand councillors of the central secretariat; Right Vice Chancellor He Rongzu was made right vice chancellor of the central secretariat; Left Vice Chancellor Ma Shao was made left vice chancellor of the central secretariat; Associate Administrators He Sheng and Gao Zhu were both made associate administrators of the central secretariat; Left Chancellor of the Eastern Campaign ministry secretariat and imperial son-in-law, Goryeo King Wang Chun, was made left chancellor of the Eastern Campaign central secretariat. The Dadu note-burning depot was abolished and the former system restored: worn notes in each route were to be burned under branch secretariat supervision. The ministry of revenue accounts bureau and ministry of works projects bureau were added, of rank upper seventh grade. On jiayin day the moon transgressed the Ox. Famine victims at post stations in Shangdu, Huanzhou, Yulin, Changping, Wuping, Kuanhe, Xuande, Xizhan, Jurchen, and other stations were relieved. On yimao day all government affairs were entrusted to the central secretariat, and envoys were again dispatched to announce this throughout the realm. An edict forbade those who had lost revenues and grain to use pretexts to go to the capital. On dingsi day two white pagodas were built, each 11 chi high, to house the incantation masters Duosixingji and seven others. He Rongzu compiled ten matters — public regulations, governing the people, suppressing bandits, managing finances, and the like — into one book titled Regulations of the Zhiyuan Era; an order directed that it be carved on blocks and issued, for all offices to observe. Sangge had once taken Liu Bingzhong's fields because he had no son; his wife Lady Dou said Bingzhong had once raised his nephew Lanzang as heir; an edict ordered 100 qing of land returned. On jiwei day Mendachen was again made censor-in-chief and directed mobile censorate affairs. Goryeo King Wang Chun requested that his son Seon be made heir; an edict established Seon as Goryeo heir apparent, granted him specially advanced pillar of state rank, and bestowed a silver seal.

Sixth month, dingmao new moon: Mongols returning to Muslim lands as merchants were forbidden. Huguang suffered famine; an edict ordered relief with 70,000 shi of Lalihaiya's rice. On xinsi day Huangping Prefecture was established in Zhenyuan among the cave barbarians. On yiyou day Wunan, associate administrator of the Yunnan branch secretariat, was made tutor to the Prince of Liang. The Xian Kingdom's cave chief and the king's younger brother Shibeishi both came to court. 20,000 troops were added to the Jiang-Huai branch privy council army to attack bandits in Chenzhou, Guiyang, Baqing, and Wugang routes. Male and female fugitives from Bianliang were matched into households and given farm tools for cultivation. On bingxu day an edict said, "Garrison-farm officials serve three-year terms and are transferred among the various colonies." It was announced to the Jiang-Huai people that those who relied on chief controller Lianzhenjia's power to withhold rent should pay according to regulation. On xinmao day the moon transgressed Bi. On gengzi day the Jiangxi branch privy council was moved to govern from Ganzhou. On yisi day Dadu suffered famine; 254,800 shi of rice were issued for relief. On wushen day Li Gan, rectifier of Yangzhou Route, memorialized, "All know Sangge's crime of employing petty men, but do not know that right vice chancellor Ye Li falsely impeached Sangge; Ye Li should be executed to appease the realm." An order summoned Gan by post relay to the capital; Gan arrived but Li had already died; Gan was appointed professor at Jiangyin Route to honor forthright speech. The wife and children of mobile censorate supervising censor Zhou Zuo were restored. Zuo had once impeached branch ministry secretariat officials; Sangge framed him with another crime and exiled him to Handasun; his wife, children, and household property were confiscated, and now they were restored. Slaughter of horses and cattle was forbidden. An edict said, "For serious criminals in Jiangnan, execution after memorial according to the former system." The silver purchase intendant offices of the Jiangnan provinces were abolished. Officials were dispatched to recruit 83,600 Song-era hand-tattoo troops fit for service, with Mongols, Han, and Song men jointly made myriarchs, chiliarchs, and centarchs to command them. Liaoyang routes suffered consecutive years of famine, compounded by military campaigns; the people suffered hunger; 20,000 shi of rice were issued for relief. On jiyou day Chen Yiji, the Annam king's younger brother, right vice minister Chen Yan, and Zheng Ding's son Na Huai were all summoned to the capital. On guichou day seals were granted to the Shibi Cave pacification commission, Shibi garrison office, and Shiluo myriarch office; the pacification commission at rank 3c, the rest at rank 5. On dingsi day Sangge was executed. Commoners were recruited to farm vacant Jiangnan land, no more than five qing per household; officials granted certificates making it permanent property; rent was levied after three years. Hansan was dispatched to command troops to suppress and pacify Jiangnan bandits. On jiwei day Jiangyin Route was reduced to a prefecture, Yixing Prefecture to a county, both subordinate to Changzhou Route. Yangzi County's seat was moved to New City; Shanghai was split from Huating as a county; Songjiang Prefecture was placed under the branch secretariat. Five intendant offices including gold-panning and Jiang-Huai artisans were abolished; their affairs merged into regular departments. Rain damaged the capital; 20,000 troops were dispatched to repair it. One additional registrar was added to each guard, to be filled by Han men. Fuzhou Route suffered famine; 4,500 shi of uncollected field rent from the previous year was remitted. The state of Ma'bar dispatched envoys presenting two piebald cattle and one each of water buffalo and native leopard. On bingzi day the moon transgressed Niulang. Qinghe, Nanle, and other counties of Daming suffered crop damage from torrential rains; 16,669 shi of field rent were remitted. On jimao day an edict instructed Yang Duyao, cave official of Sizhou, to induce surrender of rebel barbarians; those repenting and returning would be exempted from their original offenses. On yisi day Jingzhou, Hejian, and other counties suffered crop damage from torrential rains; 56,595 shi of field rent were remitted. On bingwu day a mobile Xuanzheng Bureau was established at Hangzhou. On jiyou day garrison-farm grand commissions were established for the Anxi, Yan'an, and Fengxiang routes. On gengxu day Venus transgressed Right Law. In Nanzhang County, Xiangyang, Li's wife surnamed Huang gave birth to three sons at one delivery. On xinhai day King Chen Rixuan of Annam dispatched envoys to submit a memorial and present local products, also apologizing for failure to attend court. Bandits in Jixi County, Huizhou, were not yet pacified; the twenty-seventh-year field rent was remitted. Field hunting in Xuande Prefecture was forbidden. On renzi day wine and vinegar tax was no longer jointly subordinate to the tea and salt transport commission but returned to the various prefectures and counties. Six relay stations were established from Kirghiz to Walai and other places. Sea-ship deputy myriarch Yang Xiang, Hemi, and Zhang Wenhu were all made commander-in-chief and ordered to lead troops against Liuqiu. Left and right myriarch offices were established; subordinate officials were all selected and recruited by Xiang. Then, following Fujian's Wu Zhidou, who said "Xiang cannot be trusted and inducement should come first," Xiang was made pacification commissioner with a tiger tally, Ruan Jian bureau director in the Ministry of War, and Zhidou bureau director in the Ministry of Rites, both with silver tallies, and sent bearing an edict to Liuqiu. The next year Yang Xiang and Ruan Jian indeed could not reach Liuqiu and returned; Zhidou died en route, and people suspected Xiang had killed him; an edict ordered the Fujian branch secretariat to investigate; an amnesty intervened and no punishment followed. On yimao day, because of famine, more than 36,000 shi of twenty-seventh-year garrison-farm field rent at Pingluan were remitted. On bingchen day Mars transgressed Left Law. On wuwu day Venus transgressed Mars. The Sichuan branch privy council was moved to govern from Chengdu. The Mongol troops of the four wings Bahuadar, Tulugan, Sobulan, and Tuo'erchi were again placed under the Mongol commander-in-chief of myriarchs. On gengshen day Tieli was made minister of rites with a tiger tally; Alawadin and Bula were made vice ministers and dispatched as envoys to Julan. On xinyou day Jupiter transgressed Shaomin. This year's field rent in Dadu was remitted. Baoding, Hejian, and Pingluan routes suffered great flooding; full remission where crops were destroyed, half where there was harvest. In winter, the tenth month, on the yichou new moon, three months' grain was granted to the poor of nine relay stations including Xiechiwendu'er. On jisi day damaged ancestral temples at Zhending were repaired. On renshen day former Burma branch ministry secretariat grand councillor Xuexuedijin was made Central Secretariat grand councillor. On guiyou day sacrifice was offered at the Imperial Ancestral Temple. Envoys were dispatched to open granaries and relieve hunger among Datong garrison-farm troops and soldiers under Jiaohuade's command. The Jiang-Huai branch secretariat said, "Salt revenues are insufficient because private sale is widespread; we request 5,000 troops for patrol and capture." This was approved. Talahai, Zhang Huxin, and Vice Commissioner Cui were all sentenced to death for accepting bribes while auditing revenues and grain. On xinsi day King Wang Chun of Goryeo and Princess Qutluq Jalaimishi were summoned to court. On guiwei day the king of Luohu dispatched envoys to submit a memorial in golden script, also presenting gold, ivory, red-crowned cranes, multicolored parrots, kingfisher feathers, rhinoceros horn, dutuo cloth, borneol camphor, and other goods. Goryeo suffered famine; 100,000 hu of rice were granted. Mobile branch privy councils everywhere were abolished; affairs merged into branch secretariats. The Eight Fan cave barbarians were transferred from Sichuan to Huguang branch secretariat jurisdiction. On bingxu day the moon transgressed the great star of Xuanyuan and also Imperial Woman. On dinghai day among the Lantu cave barbarians Dingyun Prefecture was established; Chenmeng Cave was changed to Chenmeng Prefecture, and Hejiang to Hejiang Prefecture. The wine ban north of the Yan Mountains was strictly enforced. Central Secretariat officials said, "The cave barbarians request to submit annually 50 horses, 50 rain felts, 50 grips of knives, cinnabar, realgar, and other goods, generally once every two years." An edict approved as they requested. On jichou day the moon transgressed the Taiwei Eastern Rampart Senior Minister. An edict ordered confiscation of the wives of Lianzhenjia, Shabuding, and Umar, and their dispatch to the capital. Branch secretariat transport commission officials were summoned to the capital to assemble and deliberate on methods for governing levies. On xinmao day famine struck the dependent households of Prince Chubo; rice was issued for relief. On guisi day Wuping Route suffered famine; this year's field rent was remitted. Wuping Route director-general Zhang Lidao was appointed minister of rites and sent as envoy to Jiaozhi. Corvée for Weihui households planting curculigo was remitted. At Liaoyang branch secretariat's request, because Nayan and Hede had rebelled in succession, an edict granted cattle, livestock, and farm implements to 30,000 attached Mongols and persons of Kaiyuan, Nanjing, and Shuidada. An edict strictly enforced hunting prohibitions in Yidu, Panyang, Tai'an, Ninghai, Dongping, and Jining; violators had half their household property confiscated.

Tachar and Tadai suffered famine; grain was issued for relief. Four months' grain was granted to Anda'er commoner households; the Sea Route Grain Transport Pacification Office was abolished. On bingwu day Mars transgressed Kang. On dingwei day the moon transgressed Bi. Tamna dispatched envoys presenting 100 bolts of eastern ramie as tribute. Sacrificial rites were performed atop the Astronomical Observatory's Spirit Platform for three days and nights. On jiayin day the moon transgressed Jupiter. Chenzhou Route darughachi Qulie was judged guilty and sentenced to execution. The Interpreters Hostel was reestablished; obstruction and harassment of gold panning in Yidu were forbidden. On yimao day Xintian Ge Man pacification commissioner Song led cave officials Afen and Qinggui to present local products as tribute. Surveillance censors said, "Shabuding, Nasir al-Din Amir, Ulai'er, Wang Juji, Lianzhenjia, Shadi, and Jiaohuade were all Sangge's partisans; accepting bribes and acting tyrannically, they made the people of Jiang and Huai full of grief and resentment; now some are imprisoned and some released — this your subjects cannot comprehend. The Emperor said, "Sangge has already been executed; Nasir al-Din Amir is in prison; only Shabuding do I for now release." Wuping, Pingluan, and other prefectures suffered famine; hunting prohibitions were relaxed; when beasts were pregnant they were not to be hunted. The central secretariat was instructed to deliberate on increasing salaries of inner and outer officials. On wuwu day Jinchi dispatched Asai to audience at court. On gengshen day Mars transgressed Di. On xinyou day Xuande's Longmen town was promoted to Wangyun County, severed and placed under Yun Prefecture; the Wangyun silver smeltery was established.

Twelfth month, on yichou day, the directorate of waterways was restored at rank 3b. Officials were dispatched to meet envoys sent from Yunnan's Yachi. The Jurchen tribespeople of Liaoyang's Hongkuan suffered famine; Goryeo grain was borrowed to relieve them. Adult males from 60,000 tammaq households under Bahudai'er and others were registered as soldiers. On dingmao day, among Goryeo's 19 relay stations west of the Yalu River, because of Nayan's rebellion their horses and livestock had been plundered, 40 head of cattle each were granted. Dadu suffered famine; 200,000 shi of rice was sold at reduced price for relief. On jisi day an edict abolished officials dispatched to gather Uyghurs. The Chen, Yuan, and Jing prefectures transport commission was changed to the Hubei-Hunan Circuit transport commission; the Ge Man military-civilian pacification commission was established. Xuanzheng Court officials said, "Former Song Empress Dowager Quan and the Lord of Ying, mother and son, having become monk and nun, hold land of 360 qing; we request exemption from rent as in precedent. This was approved. On xinwei day Tiemie was made minister of war with a tiger tally; Mingsi Xedashi was made vice minister of war with a gold tally, and they were sent as envoys to Luobo'er. Censorate officials said, "Auditing revenues and grain from the beginning of the Zhongtong era until now spans more than 30 years; under Ahmad and Sangge the methods reached their limit, and their remaining partisans openly take bribes — the people cannot bear it; it would be better to abolish it. An order said, "Deliberate and memorialize." On renshen day the Henan-Jiangbei Branch Secretariat was established, administered from Bianliang. Sariman and Laoshou were both made grand steward and placed in charge of the Office of Imperial Sacrifices. Central secretariat officials said, "Jiangnan under the Song had more than 70 categories of corvee and levy; after submission none were collected; now apportioned to princely fiefs and cities, annual grants depend on the capital, and salaries of inner and outer officials are low — it seems appropriate to add somewhat; Jiangnan may be ordered to pay all levies according to Song categories in full. He Rongzu said, "Officials in each province charged with revenues and grain should be summoned to the capital to assemble and deliberate on methods of collection and memorialize." This was approved. On jiaxu day an edict ordered, "Auditing revenues and grain is abolished; documents on overdue revenues and grain from former years shall be gathered and placed in one room; viewing them without imperial command is a crime. Envoys were still dispatched to proclaim this throughout inner and outer realms. On gengchen day the moon transgressed the Imperial Woman. Prefectures and commanderies north of the Jiang were severed and placed under the Henan-Jiangbei Branch Secretariat; the Jiang-Huai Branch Secretariat was changed to the Jiang-Zhe Branch Secretariat, administered from Hangzhou. Rice was issued to relieve famine among Kuokuochu's people. Jarudai said, "Nayan's remnant partisans have fled into Jurchen lands; I and Yuerlu have deliberated; we request an additional 1,500 troops to pacify them." This was approved. On guiwei day the moon transgressed the Eastern Rampart Senior Minister. Flooding at the Guangji Agency's Dachang and other garrison farms; 19,500 shi of field rent was remitted. Pingluan Route and the Fengshan and Jimin agencies suffered famine; 15,000 shi of rice was issued for relief. Baidu'erding had previously refused office because of Sangge's despotism; he was ordered to resume as left vice chancellor of the central secretariat. On bingxu day Eight Fan cave official Wu Jinshu and others submitted with more than 20,000 people in 250 stockades under their command, came to court, and presented local products. On wuzi day an edict released prisoners throughout the realm who were not convicted of homicide. On jichou day Mars transgressed Fang. On gengyin day Mars transgressed Gouquan. The garrison farm intendant commission was promoted to the Guiyun Intendant Office at rank 4a. On xinmao day the grain-transport dam river was dredged and dikes built. Chihlas bakshi was appointed imperial preceptor, placed in charge of Buddhist clergy and nuns of all countries. Princes, princesses, and imperial sons-in-law were granted gold, silver, notes, and silks as in the annual precedent. Monks Luozang and others were ordered to conduct Buddhist rites in seated meditation in rotation at Shengshou Wan'an, Zhuozhou Temple, and other sites — 50 sessions in all. Daoist master Zhang Zhixian was dispatched bearing incense to pray at the Eastern Sea peak and stream, and the Ji River. The ministry of revenue reported household counts for the realm: inner commanderies 1,999,444; Jiang-Huai and Sichuan 11,430,878; population 59,848,964; itinerant dependents 429,118. The ministry of agriculture reported schools established on all routes numbered slightly more than 21,300; reclaimed land slightly more than 1,983 qing; mulberry, jujube, and other trees planted 22,527,700-plus; charity grain 99,960 shi. The Xuanzheng Court reported temples throughout the realm numbered 42,318; monks and nuns 213,148 persons. 55 persons were sentenced to death.
