In the twenty-ninth year, in the first month of spring, on the jiawu new moon, court audience was waived because of a solar eclipse. During the eclipse, solar paraselenae appeared to left and right, with a corona above. On bingshen day the Yunnan branch secretariat said, "After Luodian submitted, it was changed to Puding Prefecture and for more than thirty years was subordinate to Yunnan Province. Now the Luodian pacification and assuagement commission has newly been created and subordinated to Hunan Province; this is inconvenient; we request it be abolished and its territory again be subordinated to Yunnan Province. An edict said, "Approved." On wuxu day Qing Prefecture suffered famine; 47,800 shi of grain was issued from Ling Prefecture to relieve it. On jihai day Director of the Astronomy Bureau Guo Shoujing was ordered concurrently to superintend the directorate of waterways; eight posts were still established — vice director, assistant director, recorder, and clerk. The Eight Crafts Office had formerly had six officials by regulation; now it was divided into left and right offices, with two posts added. On gengzi day Jiangxi branch secretariat left vice chancellor Gao Xing said, "In Jiangxi and in Ting and Zhang of Fujian, bandits have risen year after year; the common people have entered the mountains to escape; we request an imperial order to summon and instruct them to return to their occupations. Fujian salt revenues have both a transport commission and four salt commissioner's offices; if now a supervisory office is established to oversee salt revenues exclusively, and wine tax revenues are all returned to the regular offices, that would be convenient. Fujian silver and iron likewise each had supervisory offices established — this too is redundant; we request they be abolished. An edict approved all of this. Merchants were forbidden privately to take gold and silver to sea. On renyin day, because of the Wuping earthquake, last year's tax of 4,536 ingots was remitted in full; this year a measured levy was collected — only 2,569 ingots were levied. On guimao day yuhanchi Arigh was ordered to establish a relay station at Yong Prefecture for the convenience of grain supplies, while light troops were returned to garrison Siming Prefecture. The Han Celestial Master Zhang Zongyan's son Yudi was made to succeed to his office. The director of the Liyong Directorate was promoted to rank 3a. On jiachen day an edict said, "For school lands of prefectures and counties in Jiangnan, their annual income may be self-administered; aside from the spring and autumn sacrificial offerings, it shall support teachers and students and scholars without means. As for lands of examination-candidate estates, the yield shall be verified and submitted to the government. On yisi day Prince Shidu'er was granted 1,000 taels of gold. On bingwu day Henan and Fujian branch secretariat officials requested an edict using Chinese; an order directed that Mongolian language instruct Henan and Chinese instruct Fujian. The Henan pacification commission was abolished; Bianliang, Xiangyang, Henan, Nanyang, and Guide were all subordinated to Henan branch secretariat. De'an, Hanyang, and Xinyang of Huguang Province were again cut away and subordinated to Jinghu North Circuit; Qi and Huang to Huai West Circuit; and all three pacification commissions of Huai East Circuit were subordinated to Henan Province. Its Jinghu North Circuit pacification commission had formerly governed Chen, Yuan, Li, Jing, Gui, and Changde; these were directly subordinated to Huguang Province. Following the request of Gemman military-civil assuagement commissioner Song Zixian, an edict instructed the various cave Cat Miao of Pingfa, Dayongyan, Zijiang, Piling, Tanxi, Jiubao, and other unsubmitting places. On wushen day the moon transgressed Jupiter and the left horn of Xuanyuan. On jiyou day Xing'an and Yixing, two counties of Xing Prefecture, suffered famine; 5,000 shi of rice was issued in relief. The record-keeping offices of Nanxiong, Shaozhou, and Huizhou circuits were abolished. On renzi day relay-station households from Huan Prefecture to Chicheng reported famine; notes were issued per person to relieve them. On guichou day the Four Guest Storehouses were abolished and the Hall of Joint Audience restored; five supervisory offices for weaving section-cloth were initially established. Eight Banners commander-in-chief Liu Delu said, "Fifteen stockades of newly submitted cave Miao — we request government offices be established to govern them. An edict established the Chenmeng-Lantu military-civil assuagement commission. Jiangxi branch secretariat officials Bayan and Alawadin said, "Mengshan yields 25,000 taels of silver annually in levies. By the original regulation, for each tael of silver refined, five dou of corvée labor and land rent was remitted; now the people's strength grows daily exhausted; for each tael it is proposed to remit one shi. The Emperor said, "You heavily burden my people — how are the people to live! This was approved. On bingchen day the cave Miao of Bozhou, suspecting harm from household registration, fled and hid; an edict was issued summoning and gathering them. Acting Bozhou military-civil assuagement commissioner Yang Hanying was made pacification commissioner of the frontier regions including Shaoqing, Zhen, and Nanping, acting Bozhou military-civil pacification commissioner, and commander of ten thousand households governing troops at Bozhou and other places; he was still granted a tiger tally. On renxu day the succeeding Han Celestial Master Zhang Yudi was summoned to court.

Second month, on the jiazi new moon, the Jinzhu chieftain Saolü presented 27 horses and 27 felts each; following his request to reduce tribute horses from his jurisdiction, an edict was issued summoning and instructing him. Newly submitted Black Miao were granted jackets and sent back; they were ordered to present the finest cinnabar and realgar their land produced — if none, then stop. Envoys were dispatched to sacrifice at the Sacred Peaks and Streams, Earth Altar, and Four Seas in the Emperor's stead. On yichou day one month's grain was granted to famine victims of Longshan in Huizhou and Zhonghe and other counties in Li Prefecture. On dingmao day the Emperor hunted in the near suburbs. Palace guards receiving monthly rations and Mongol troops receiving grain because of food hardship were ordered still to be overseen by the Court of Imperial Entertainments. On jisi day the moon transgressed Net. Grain from Tong Prefecture and Hexiwu was issued to relieve famine victims of Dong'an, Gu'an, Ji Prefecture, and Baodi County. The lash to the back was forbidden. On gengwu day Woluosi received the submission of 31 cave chieftains including Shengmao of Sang Prefecture and Guzhou of Luodi, comprising 129,326 households under their jurisdiction; they came to court bearing tribute. On renshen day an order directed envoys dispatched separately to the various circuits to release prisoners below capital crimes. Ze Prefecture presented auspicious grain. On yihai day the ten-thousand-household office commanding Goryeo, Jurchen, and Han troops was established; a silver seal was issued; it commanded 6,000 troops in all. Quanfu grand minister Yiheimishi, former Deng Prefecture commander of ten thousand households Shi Bi, and Fujian branch secretariat right vice chancellor Gao Xing were all made grand councillors of the Fujian branch secretariat, commanding troops on campaign against Java, using 500 large and small seagoing vessels and 20,000 soldiers. On wuyin day the left and right campaign armies commander-in-chief headquarters were established — four commanders-in-chief and two vice commanders-in-chief. Four darughachi of ten-thousand-household offices, four commanders of ten thousand households each, eight vice commanders of ten thousand households, and four pacification commissioners — each bore a tiger tally. An edict added Grand Guardian rank to Goryeo King Wang Chun and still bestowed the title of meritorious minister. An edict directed that among those who followed Prince Atu in rebellion, Duoluodai was given to Kuolijisi, Tiediechu to Arigh, Chaorechi to Yuedimishi, and Hema to Yiheimishi, to serve in the army and redeem themselves. An edict also directed that among those who followed Prince Heda in rebellion: Nadaer to Prince Zhennan's household, Nieqilai to Helahesundarah's household, Atu to the Prince of Yunnan's household, Duaertu to Arigh's household, Balidai to Yuedimishi's household, and Woluoluo and Hulidai to the Eastern Sea. Grain from charity and government granaries was issued to relieve famine victims of De Prefecture, Qihe, Qingping, and Tai'an Prefecture. On gengchen day Yuerlu and others said, "Nasir al-Din Amir, Xindu, and Wang Juji were partisans of Sangge and acted lawlessly without restraint; paper currency, appointments, salt revenues, and wine taxes — nothing was left unchanged and unsettled. Those charged with auditing accounts in Jiangnan were all pressed with urgent payment deadlines; the people came to selling wives and daughters, and harm reached kin and neighbors. At Weiyang and Qiantang the suffering was most severe; more than 500 lives were lost without cause. At first officials and commoners still doubted whether these matters came from the state; now they know the Emperor lovingly cherishes the people — yet that the people were driven to such extremes was truly the doing of Sangge and his vicious faction; none do not wish to eat their flesh. We deliberated: these three men have already suffered punishment; we request they be sentenced according to statute to answer to the realm. This was approved. Yayimishi received 1,436 unregistered households and requested they be placed under the Eastern Palace; an edict ordered them to till fields. On xinsi day, following the request of privy council officials including Anba, at Xiangyang 637 Qarluq households of Quxiantalin were given farm implements and seed grain to farm and live by their labor. On dinghai day Wang Weihe was made convenient general commander of the 24 places including Gongchang, concurrently prefect of Gongchang, and still bore a tiger tally. The censorate — Yuerlu, Cui Yu, and others — said, "Feng Zizhen and Liu Daoyuan pointed out the crimes of Sangge's colleagues; an edict ordered secretariat and censorate officials together with Dong Wenyong, Liu Mengyan, and others to deliberate. One matter: among Hanlin officials who compiled the 《Stele of Sangge's Auxiliary Governance》, surveillance commissioner Yan Fu has recently been dismissed from office; as for the rest, we request the sage decision. The Emperor said, "Let the dead be unmentioned; as for those who live, punishment cannot be forgiven. Taibuhua and others were requested as envoys to Burma; an edict ordered them remotely conferred as left vice chancellors. At court it was deliberated that a minister of revenue should handle affairs, with his deputy serving as a bureau director. An edict said, "Approved." On wuzi day falconry at Hangzhou was forbidden. On jichou day Jupiter transgressed Xuanyuan's major star. On gengyin day Xuanzheng Court officials said that Nianzhenshuna, supreme Buddhist president of the various routes, should be conferred Grand Master of Palace Attendance and commander-in-chief pacification commissioner of the Tibetan regions and other places. An order directed 347 scattered Badur households to tenant idle fields at Yidu; cattle, seed, and farm implements were granted, and the government built dwellings for them. On renchen day the Shandong surveillance commission reported, "Within De Prefecture, spring brought drought and frost; summer again brought torrential flooding; famine victims ate goosefoot and tree leaves; we request relief. An order followed the Dongping precedent, issuing from nearby government granaries according to persons.

Third month, jiawu day: an edict ordered Tuohusi and Nongduchixiliemen dispatched to the Hedunnusun frontier, to consult with imperial son-in-law Kuolijisi on implementing garrison farming. On jihai day privy council officials said, "For campaigning against Jurchen Nalige, it was deliberated to select 1,000 from 3,000 newly submitted troops at Hesi Han. An edict first mobilized 500 men; the branch secretariat was to provide boats and grain; the Eastern Campaign Pacification Commission was still established. On renyin day censor-in-chief Yuerlu and others memorialized, "Recently surveillance censor Shang Hu recommended men who formerly served in the imperial editorial and censorial bureaus and were trusted by public esteem but are now outside — such as Hu Zhiyuan, Yao Sui, Wang Yun, Lei Ying, Chen Tianxiang, Yang Gongyi, Gao Dao, Cheng Wenhai, Chen Yi, and Zhao Juxin, ten men — who should be summoned and placed in the Hanlin Academy as advisers. The Emperor said, "I do not yet know them well; wait until they are summoned and then report. On bingwu day central secretariat officials said, "The capital region suffers consecutive famine; this year's land rent should be remitted. Shangdu, Longxing, Pingluan, Hejian, and Baoding — five circuits whose provisioning burdens exceed other circuits — should have this year's public levies remitted. River ponds in the Han regions under the Court of Imperial Entertainments — aside from those supplying the Imperial Kitchen — should have their prohibitions relaxed so the people may take food conveniently. All was approved. On dingwei day Nasir al-Din Amir, for embezzling more than 130,000 ingots of official and private notes, and Xindu, for compelling collection of unpaid debts until 520 persons were killed — all suffered execution. Wang Juji, though without illicit gains, the Emperor because he shared Xindu's wickedness had him executed as well. The central secretariat and censorate jointly fixed 13 grades of corruption offenses — five involving perversion of law, eight not involving perversion of law; offenses meriting death were reported upward. An edict said, "Approved." On wushen day, because the people of Weining, Chang, and other prefectures suffered famine, 2,000 ingots of notes were issued in relief. On jiyou day grand agriculture commissioner and Court of Imperial Entertainments deputy commissioner concurrently superintending the Imperial Kitchen Directorate Tiege, and Hanlin Academician Grand Preceptor and Bureau of Transmission commissioner concurrently managing the Imperial Stud Directorate Lazhen, were both made grand councillors of the central secretariat, concurrently retaining their former posts. Central secretariat officials said, "Right vice chancellor He Rongzu is ill; grand councillor Maishuding has long held his post; we request they be excused from signing documents, receiving only salary, yet deliberating on central secretariat affairs. This was approved. Arigh was made right vice chancellor of the central secretariat, and Liang Andula associate administrator. Central secretariat officials said, "Yixibus and Bafan-Luodian have each had a pacification commission established, yet a commander-in-chief headquarters was also re-established; the territory is very narrow while offices are many; the two commissions and commander headquarters should be merged into one. An edict approved this, and also ordered Yixibus and Si and Bozhou likewise subordinated to Huguang Province; Luodian restored to Yunnan; Woluosi and others, pacification commissioners of Bafan-Luodian, were all made commanders-in-chief and pacification commissioners of Bafan-Shunyuan and other places, bearing tiger tallies. King Chen Yiji of Annam was remotely appointed grand councillor of the Huguang circuit branch secretariat, granted a tiger tally, and resided at Ezhou. On gengxu day the imperial carriage proceeded to Shangdu. Fifty-six tribal chiefs of Sukha, Orus, Sayinbuqa, and others were granted 79 bolts of gold-patterned silk each, as well as bows and arrows, saddles, and bridles. On renzi day Privy Council officials memorialized, "The three circuits of Yan'an, Fengxiang, and Jingzhao had 3,000 registered troops; Sangge had them all dismissed to become commoners; now restore their military registration and garrison-farm at Liupan." This was approved. An edict ordered the Directorate of Waterways to inspect Yellow River dikes and embankments separately, and abolished the River Crossing Office. On gengshen day field rent of 13,793 hu was remitted for Shaoyang County in Baoqing Circuit. On renxu day land, fields, and population that had been attached to monastic quarters under Yang Lianzhenjia were restored. Initially Lianzhenjia gave heavy bribes to Sangge and on his own authority opened the Song imperial tombs, taking their jade and precious objects; in all 101 tombs were opened, 4 lives were taken, and stolen and plundered goods amounted to 116,200 ingots of notes, 23,000 mu of fields, and corresponding amounts of gold, silver, pearls, jade, and precious vessels. Secretariat and censorate officials all requested proper punishment to show the realm; the Emperor still spared his life, but restored his population and land. Longxing Prefecture Circuit suffered famine; 2,000 ingots of notes were granted, and grain was again issued for relief.

Summer, fourth month, on bingzi day the moon encroached upon Di. On jimao day the Directorate of Imperial Regalia was restored to rank three. The Gansu wine prohibition was relaxed, and a monopoly was placed on its sale. On xinsi day the Taiyuan wine prohibition was relaxed, and wine sales were still monopolized. On xinmao day schools were established in the various routes of Yunnan; their instructors were filled from Shu scholars.

Fifth month, on jiawu day Liaoyang's Jurchen and Goryeo suffered famine; an edict ordered Hubuduhua to hasten sea transport to supply them. On bingwu day an edict ordered, "When Yunnan frontier tribesmen come to court, those not newly submitted may not use relay stations; fodder is not supplied for horses they present." On dingwei day ministry secretariat officials said, "The reckless man Feng Zizhen once wrote poetry praising Sangge, and moreover made extravagant claims; when Sangge fell, he immediately denounced the literary officials for inappropriate wording on a stele; National History Academy compiler Chen Fu exposed his treacherous conduct — we request he be exempted from punishment and sent home." The Emperor said, "What crime have the literary officials committed! If praising Sangge is to be a crime, then which court official did not praise him! I too once praised him." An edict ordered that Yang Jukuan and Guo You had died without deserving it; their household property was restored. The Sizhou Pacification Commission was changed to a Military-Civilian Pacification Commission, subordinate to Huguang Province; an edict instructed its people who had fled in alarm during household inspection to each return to secure livelihood. Since Shaanxi Salt Transport Commission wine tax and other levies had already entered prefecture and county administration, the various sub-salt offices were abolished, and the Dongping Circuit River Route Intendant Office was also abolished and its affairs transferred to the Directorate of Waterways. On jiwei day floods struck Nanchang, Xinjian, and Jinxian three counties in Longxing Circuit; field rent of 4,468 shi was remitted. That month, in Zhending's Zhongshan, Xinle, Pingshan, Huolu, Yuanshi, and Lingshou; Hejian's Cangzhou and Wudi; Jing's Fucheng and Dongguang; and Yidu Circuit's Weizhou Beihai County, insects ate mulberry leaves completely and there were no silkworms.

Sixth month, on jiazi day floods struck Pingjiang, Huzhou, Changzhou, Zhenjiang, Jiaxing, Songjiang, Shaoxing, and other circuits; Zhiyuan 28th year field rent of 184,928 shi was remitted. On wuchen day an edict allowed monks to consume salt without paying tax. On jisi day Japan came for mutual trade; wind destroyed 3 boats, and only 1 boat reached Qingyuan Circuit. On renshen day Jiangxi Province officials said, "Zhaoqing and Deqing two circuits and Feng and Lian two prefectures were subordinate to Guangdong in Song times but now to Guangxi — this is inconvenient; we request they be restored to Guangdong." This was approved. Cerechijerili of Tieqicheng's rear guard led more than 3,000 households of his clansmen and retainers to submit. On jiaxu day the Registry Treasury was established at rank five negative, subordinate to the Directorate of Imperial Treasuries, storing registered incoming goods. On bingzi day Huizhou in Daining Circuit had successive years of drought and flood, compounded by heavy corvée; 500 people died of famine; an edict granted 2,000 ingots of notes and 1 month's grain for relief, and additionally dispatched envoys to reprimand Liaoyang provincial official Asan. On renwu day an edict ordered that among the newly submitted Hainan four prefectures, 519 cave settlements and more than 20,000 households, Huitong and Ding'an two counties were established, subordinate to Qiongzhou, and their field rent remitted for 2 years. On guiwei day, because of the Java campaign, merchants from Two Zhe, Guangdong, and Fujian sailing the seas were temporarily forbidden; after the fleet had sailed they were permitted to proceed as convenient. On dinghai day great floods struck Huzhou, Pingjiang, Jiaxing, Zhenjiang, Yangzhou, Ningguo, and Taiping seven circuits; field rent of 1,257,883 shi was remitted. On jichou day Venus encroached upon Jupiter. The people under Temurtar, Xietu, Negudai, and Kuoku suffered famine; an edict granted 4,000 shi of rice to Temurtar and Xietu, and 1,000 shi to Negudai and Kuoku, enabling them to relieve the people.

Intercalary sixth month, on the xinmao new moon, Shangdu's Military Horse Office was promoted to rank four, as in Dadu. On dingyou day hail damaged crops in Liaoyang, Shenzhou, Guangning, Kaiyuan, and other circuits; field rent of 77,988 shi was remitted. Floods at Huarong County in Yuezhou; field rent of 40,962 shi was remitted. Locusts at Dongchang Circuit. On renyin day Dong'an and Haining were transferred to Huai'an Circuit. An edict stated that Dadu's affairs were numerous; tax levies were transferred to the Transport Commission; when Tongzhou shipbuilding was completed, the intendant office was abolished. Fujian's annual manufacture of ivory belt plaques was abolished. On wushen day Mars encroached upon Dog Country. On gengxu day the Muslim Hubumusi offered to sell a large pearl; the Emperor, finding it useless, declined. On xinhai day floods at Hexiwu; rice was issued to relieve the famine-stricken people. Since Henan Province north of the Yangzi had been established, an edict ordered all cities north of the Yangzi subordinate to that province. An edict ordered Hanyang subordinate to Huguang Province. Left River route chief controller Huang Jian said, "Within my jurisdiction Huang Shengxu gathered 20,000 men and occupied Zhongzhou; I request 10,000 troops and 3,000 native soldiers be mobilized, with Liu Guojie ordered to suppress them. I am willing to mobilize 10,000 troops and civilians to follow." An edict approved this. Taiping, Ningguo, Pingjiang, Raozhou, Changzhou, and Huzhou six circuits — the people lacked food; grain was issued for relief. Goryeo suffered famine; its king sent envoys to request grain; an edict granted 100,000 shi of rice. Ministry secretariat officials said, "This year Jiangnan sea-transport grain reaching the capital totaled 1,050,000 shi, and that reaching Liaoyang 130,000 shi — compared with past years there was no loss, shortage, or deficit." On jiayin day Youjiang's Cen Congyi surrendered; Congyi was aged and ill; an edict ordered his son Yourong to inherit, granted a tiger tally, and made him Military-Civilian Chief Controller of Zhen'an Circuit. Guangnan West Circuit pacification vice commissioner Saipuding and others slandered court policy; Shabuding again funded them; on more than 30 matters heard as rumor they falsely denounced provincial officials; the Emperor, finding this harmful to governance, arrested the evil clique and handed them to officials for punishment according to law. On yimao day locusts at Jinan and Panyang. That month an edict instructed the surveillance commissions to tour and encourage farming and sericulture. Minister of Rites Zhang Lidao and langzhong Waitou, returning as envoys from Annam, brought their envoys Ruan Daifa and He Weiyan to court. Chen Ridian submitted a memorial and tablet, restoring the annual tribute.

Seventh month of autumn, on the gengshen new moon, an edict ordered Shi Bi to replace Yehheimishi and Gao Xing, leading 10,000 men to campaign against Java, and summoned all three to court. Envoys were dispatched to investigate those who falsely registered in the Falconry Office to receive grain rations. On xinyou day the Hebei-Henan Circuit Surveillance Commission returned its administration to Bianliang. On guihai day the Dadu city wall was completed. Yeliweili and Shasha had once registered monks, Daoists, Confucians, Nestorian Christians, and Dasman as soldiers; an edict ordered this stopped and that only military registration apply. On jiazi day a decree was issued strictly enforcing the prohibition against cattle and horses trampling crops. On yichou day Ali wished to repair ships himself and join Zhang Cun with the Java expeditionary army to recruit Champa and Camboja; an edict granted Ali a three-pearl tiger tally and Zhang Cun a one-pearl tiger tally, and additionally remitted 3,000 ingots of ortoq notes owed by Ali's father Bober. On bingyin day the Huizhou Circuit Records Office was abolished. Garrison-farm rent of 12,811 shi was remitted. On xinwei day the moon encroached upon Ox. On renshen day altars to soil and grain were built within the Heyi Gate; each altar was 5 zhang square and 5 chi high, with white stone as the spirit tablet, decorated with five-direction colored earth; 1 pine was planted south of the altar, and north of the wall were buried pits and surrounding walls — all following antique models; separate fast halls and 33 bays of gate galleries were also built. On wuyin day Li corps hundred-household chief Deng Zhiyuan plotted rebellion and was executed. On gengchen day an edict ordered Yunnan Province to propose prefecture and county officials under its jurisdiction following the Fujian and Two Guang precedents; secretariat and censorate officials would conduct selection by name and report, with appointment edicts immediately granted.

Eighth month, on the jichou new moon, Saipuding was executed; his remaining followers were caned and banished, and their household property was registered. On renchen day an edict ordered that ritual-music households should still pay levies equally with military relay-station and civilian households. On dingyou day Mercury encroached upon Right Executioner. On jihai day Venus encroached upon Fang. On xinchou day Ningxia Prefecture garrison-farming succeeded; its official Torechi was promoted. On renyin day Tangut tuqen and their households, and escapees from Hexi who had entered tribal territories, were registered and seized. On jiachen day the imperial carriage returned from Shangdu. To suppress Zhedong bandit chief Meng Zongba and others, an edict ordered troops stationed in Fujian to obey grand councillor Jelai's command. On yisi day Jupiter encroached upon Right Executioner. On bingwu day, following Guo Shoujing's proposal, 14 canal sections from Tongzhou to Dadu were dredged, employing 20,000 soldiers and artisans; 6 canals were also dug to irrigate Changping's waters. The surveillance commission of Shandong East and West Circuit impeached, "Pacification commissioner Le Shi embezzled 120 ingots from the treasury, purchased 950 taels of treasury silver, had the official workshop privately manufacture saddles, bridles, and other items, and accepted 180 ingots from garrison-farm lands; Le Shi ought to be dismissed from office." This was approved. On guichou day Wanze and others said, "Whenever gifts to various persons amount to 200,000 ingots, the number being so large, those first granted receive everything, and when later grants come there may be nothing left to give—the inequality is extreme. Now calculate kesig, kelyan, shibochi, and halaqi—altogether the close attendants: the upper grade at a rate of 200 households, the middle half that, the lower again half; among the lower grade choose the poorest for added annual grants, and the imbalance will be removed. Revenue for the year totals 2,978,305 ingots; this year only 1,893,993 ingots have been collected; of these some have not yet reached the capital and are en route, and some have already been issued to armies, textile workshops, post stations, and salaries—from spring until now 3,638,543 ingots have been spent; expenditure already exceeds revenue by 660,238 ingots. Jinchi lay directly on the route of Mangwu Tu'ermishi's expeditionary troops and horses; to supply their fodder and grain it was made Mulai Prefecture. An edict ordered Yingchang Prefecture to grant Qidadai 500 shi of grain to relieve famine victims. On guisi day central secretariat officials said, "Six hundred households in Ningguo Route mine silver from the hills; the annual quota is 2,400 taels—all bought on the market to pay the government, never actually mined from the hills; we ask that it be abolished." On jiyou day Abu, son of Asan, former darughachi of the chief civilian-military superintendent of Luichuan Route, together with Zhao Sheng and others, brought in Huluma of Jinchi in Muhulu, whose son Aru came to court and presented local products. Aru said that on their southeastern border about 200,000 people not yet submitted admired civilization and wished to submit; he requested an edict ordering Abu and Zhao Sheng to instruct them; this was approved. On renzi day the central secretariat was ordered to follow U-Tsang post-station precedent in granting Heli and Hubi stations horses, cattle, and sheep, 9,500 taels of silver in all. On dingsi day the Directorate of Waterways was ordered to repair the Shatang River dikes and weirs in Baoding Prefecture. That year 466,713 ingots of notes were granted to imperial sons, grandsons, princes, kinsmen, palace guards, and frontier soldiers. 5,523 shi of scattered-rations grain were issued to soldiers; 368,428 ingots of notes relieved those in need. On jiaxu day Bayan, Pingzhang of the Henan-Jiangbei branch secretariat, said, "The garrison farms established by Mangwu Tai in Yangzhou cover more than 40,000 qing; beyond what the government sows, the people should be allowed to cultivate; the Yangzhou salt transport office has a triple layer of agencies—the salt office should be cut and only the supervisor retained. Xiangyang formerly consumed Jingzhao salt; weighing land and water transport difficulties, it would be better to switch to Yangzhou salt. Caizhou is far from Bianliang; it should be promoted from a scattered prefecture, with Ying, Xi, Xinyang, and Guangzhou placed under it. An edict approved all his proposals. On jiachen day central secretariat officials said, "Among attendants who transmitted imperial orders granting appointments, 70 persons in all — we now wish to further sort and select them; those who are unsuitable we dare not appoint by edict. The Emperor said, "For the most part these were not my words — whenever someone came to memorialize, I only told you to consider whether they were usable or not; you yourselves should decide." They also said, "This year provisions for Shangdu, Dadu, Ganzhou, and Xijing involve vast expenses; from now on all rewards and grants should for the time being be suspended. This was approved. On yisi day Mars transgressed Heavenly Street. On dingwei day the imperial carriage proceeded to Shangdu. The newly submitted cave Miao Wu Donga was made military-civil official of Tanxi and other places, bearing a gold tally. 300 newly submitted troops were granted 10 ingots of notes each and garrison-farmed at Zhending. On xinhai day an edict ordered 3,000 troops under Marshal Wang Weihe dispatched to campaign against the Tubo; 10,000 troops from Shaanxi and Sichuan were also dispatched, under branch privy council officer Ming'andai'er, to campaign against the Xifan. An order directed that because Shao and Gan were far apart, one branch privy council official from Ganzhou was assigned to garrison Shaozhou. The Yunnan branch censorate was re-established. An edict ordered water relay stations established along the coast — 11 in all from Tamna to the mouth of the Yalu River — under the supervision of Hong Junxiang. The Jiangxi branch privy council official Yuedimishi said, "In Jiangnan many powerful families shelter bandits; the ringleaders should be executed, the rest relocated to inner counties. This was approved. The prohibition on weapons in Jiangnan was strictly enforced.

This was approved. The Wenzhou maritime bureau was also merged into Qingyuan, and the Hangzhou maritime bureau into the tax office. The Jiangnan branch grand agriculture commission moved from Pingjiang to Yangzhou, concurrently overseeing agricultural affairs in the two Huai regions. The Guangdong rectification and anti-corruption surveillance commission again administered Guangzhou. On jiayin day an edict ordered envoys dispatched to summon and instruct Siam. Woluosi requested that the Bafan enrolled households of Hesi and Bo be placed under his joint administration, that the pacification commission headquarters be moved to govern Chen, Yuan, and Jing prefectures, and that beyond regular levies 3,000 ingots of notes be paid annually; this was not approved. 12 persons including Guang Prefecture barbarian Guang Long, 28 including Bangya Wang Wenxian, 16 including Jinzhu Prefecture Ma Lin, 54 including Dalong tribe Tuluhu, 90 including Yongshun Route Peng Shiqiang, 13 including Anhua Prefecture Wu Zairong, and 4 including Shibi Sanmao cave Goudashi Wang — each was granted a barbarian official post, bestowed an imperial edict, and sent home. A comet entered the Purple Forbidden Enclosure, reaching the Dipper Head; its light was about a foot long, and after one month it vanished. On bingshen day Mars transgressed Kang. On jihai day the moon transgressed Tianguan. On xinchou day the moon transgressed Well. An edict ordered rice prices reduced; rice was sold to famine victims in the capital, and widowed, orphaned, solitary, and destitute persons unable to support themselves were given provisions. On jiachen day an amnesty was proclaimed throughout the realm. On wushen day monk officials from president and below who had wives were dismissed. Duan Zhen was promoted to grand councillor for supervising the river-opening and granary-repair projects. On gengxu day elephant hoof shoes and palm armor were made. On xinhai day it was forbidden in Jiangnan prefectures and commanderies to beg and raise good-family children and resell them in succession, or forcibly to seize and sell commoners. Pingluan suffered flooding; 11,977 shi of field rent were remitted. The Guangji Agency suffered flooding; 165 qing of garrison farms were damaged, and 6,213 shi of field rent were remitted.

In the eleventh month, on the renzi new moon, De'an Prefecture was placed under Huangzhou Route. On dingsi day Sun Minxian had once attached himself to Sangge, helped Yaoshumu do evil, and as associate administrator of the Shangdu garrison headquarters had also taken bribes and reduced the grain rations of attendant officials; an edict ordered registration of his household property, wife, and slaves; Also because Tanzhou's Lü Ze impeached him for cruelty, Minxian was sent in fetters to Huguang and fully investigated according to Ze's charges. The Haibei-Hainan Circuit rectification and anti-corruption surveillance commission was established, seated at Leizhou. On gengshen day an edict instructed the central secretariat that for all troops on campaign, their families were not to be troubled with government hire and government purchase. On yichou day the moon transgressed Bi. On yimao day the moon transgressed Well. On wuchen day, because the registered households of Jinchi Muduo had increased, a lower-route chief prefecture was established, and its leading chieftain was granted a double-pearl tiger tally. Hesan, darughachi of Zhending Route, said, "Surveillance commission officials audit civilian officials too harshly; we request that civilian officials be allowed to audit surveillance commission records in return." This was approved. On gengwu day the moon transgressed Ghost. The military artisans of Jiangnan's Capital Construction Directorate were exempted from campaign service. On bingzi day Mars transgressed Hooked Clasp. On wuyin day Jupiter transgressed Kang. On jimao day Bayan, grand councillor of the Henan-Jiangbei branch secretariat, entered office as grand councillor of the central secretariat, ranking above Tiege, Cizhen, and Buqumu.

In the twelfth month, on dinghai day, Han troops on rotation were forbidden to sell military equipment. Tahai, darughachi of Wuping Route, said, "The Jurchen lands remain unsettled to this day; when a single bandit enters, the people scatter; your subject wishes to go pacify and gather them." An edict made Tahai Liaodong Circuit pacification commissioner. On renchen day left associate administrator of the central secretariat Ma Shao fell ill; judicial steward Zhang Jiusi replaced him. On yiwei day the moon transgressed Well. Envoys were dispatched to supervise Si and Bo prefectures and Zhenyuan and Huangping, mobilizing 8,000 men of the old Song army to follow the campaign against Annam. On gengzi day grand councillors Yisihanshi, Shi Bi, and Gao Xing and others returned without achievement; each was flogged and publicly shamed, and one-third of their household property was confiscated. On guimao day an edict ordered that 391 qing and 80-odd mu of official fields confiscated from Sangge be granted to the artisan households under Ahe'uwlan's supervision. On bingwu day Tiechi, Tuotuomu'er, Yaozhu, and Baiyan — four men — were all made tutors to the Prince of Anxi. That year, throughout the realm there were 2,038 routes, prefectures, subprefectures, and counties in all: 169 routes, 43 prefectures, 398 subprefectures, 1,165 counties, 15 pacification commissions, 1 pacification commissionerate, 11 stockades, 1 garrison-and-pacification office, 1 fort, 73 native officials administering both military and civilian affairs in the various dian districts, 51 native chieftain offices, 103 record-keeping offices, and 3 patrol stations. Government offices large and small numbered 2,733; those attending court, 221; and posts, 16,425; those attending court, 1,684. Households numbered 14,002,760. The empress, imperial princes, and princesses were granted gifts as in the annual precedent. Sheep and horse prices were granted to various ministers — 434,500 ingots of notes and 55,410 ingots of silks. To relieve the poor, 37,520 ingots of notes were granted. 51 Buddhist rites for blessing were performed. 29 places including Zhending and Ningjin suffered disasters of flood, drought, locusts, or hail. 40 persons were sentenced to death.

In the thirty-first year, on the renzi new moon of the first month of spring, the Emperor was unwell and court congratulations were waived. On guihai day Bayan, overseer of the privy council, arrived from the army. On gengwu day the Emperor grew gravely ill. On guiyou day the Emperor died in the Zitan Hall. He had reigned 35 years and lived to 80. Princes and major ministers dispatched envoys to announce mourning to the imperial grandson. On yihai day the imperial bier set out; he was buried at Qilian Valley, following the imperial tombs.

In the fourth month of summer, the imperial grandson arrived at Shangdu. On jiawu day he ascended the imperial throne. On bingwu day Right Chancellor of the central secretariat Wanze and the civil and military officials deliberated on conferring a posthumous honorific title. On renyin day an altar was first established seven li south of the capital. On jiachen day Grand Preceptor Udutai, Grand Councillor Buqumu, and Left Associate Administrator Zhang Jiusi were dispatched to lead all officials in requesting a posthumous title at the Southern Suburb.

In the fifth month, on wuwu day Acting Grand Preceptor Udutai was dispatched to present the register and confer the honorific title Emperor Sacred in Virtue, Divine in Achievement, Martial and Civil; the temple name was Shizu, and in the national language he was styled Emperor Setsen. That day Wanze and others likewise deliberated and conferred on the late empress of the Onggirat clan the honorific title Empress Zhaorui Shunsheng.

Shizu was magnanimous in spirit, knew men and employed them well, trusted Confucian learning, and thereby transformed the barbarians through Chinese ways; the institutions he established for his age were grand and far-reaching.
