Emperor Chengzong Qinming Guangxiao, taboo name Temür, was a grandson of Shizu and the third son of Yuzong Zhenjin. His mother was Empress Huiren Yusheng of the Onggirat clan. He was born on gengzi day of the ninth month in the second year of Zhiyuan.

In the twenty-fourth year Prince Nayan rebelled; Shizu personally led troops to suppress and pacify him. Afterwards Hedan rebelled again; the Emperor ordered Temür to campaign against him, and Hedan was defeated and destroyed. On yisi day of the sixth month of the thirtieth year he received the heir apparent's seal and commanded armies on the northern frontier. In the thirty-first year, in the first month of spring, Shizu died; princes of the imperial clan and major ministers dispatched envoys to announce mourning to the army.

In the fourth month of summer, on renwu day, the Emperor arrived at Shangdu; all princes of the left and right wings assembled. Earlier, surveillance commissioner Cui Yu had obtained a jade seal in the house of a former official; its inscription read "Received mandate from Heaven; long life and eternal prosperity"; he presented it to Empress Huiren Yusheng. At this time she personally transferred it to the Emperor. On jiawu day the Emperor ascended the throne, received the court audience of princes, imperial clan members, and civil and military officials at the Great Peace Pavilion, and issued an edict saying,

"We consider that Taizu the Sacredly Martial Emperor received Heaven's bright mandate, first established the realm of China, sage succeeding sage, illuminating the former line. Down to our late emperor, who embodied the fundamental and held to the center, only then were institutions and culture fully complete. Ruling for 35 years, within the four seas and beyond, none failed to submit; his grand design and far-reaching plans, his deep kindness and profound benevolence, were sufficient to extend the Yuan's myriad-age boundless fortune.

Our honored father early established his heir's position; his virtue was great and his achievements lofty, but Heaven granted him no long years, and the four seas lacked what they hoped for. Looking upon our slight person, we have received our late emperor's exceptional favor; in the summer of last year he personally bestowed the heir apparent's seal and entrusted us with command of the armies. Now in spring the imperial carriage has gone afar and suddenly abandoned the people; then worthy princes of the imperial domain and imperial brothers, old kin and officials, declared ancestral teaching could not be violated nor the imperial regalia left vacant; embodying our late emperor's long-entrusted intent, they jointly and repeatedly urged us to ascend, their sincerity earnest and their resolve firm. We reluctantly yielded to their request; on the fourteenth day of the fourth month we ascended the imperial throne; a great amnesty throughout the realm is granted.

We still bear in mind the various policies of the former court, all having established rules; we shall only carefully uphold them and dare not neglect or lose them. We further rely on imperial-clan kin and meritorious relatives, the loyal and good at our sides, each to exhaust their sincerity in assisting our imperial virtue. Let this be proclaimed near and far, that all may hear and know.

The edict remitted corvée tax in Dadu and Shangdu routes for one year, and elsewhere reduced adult land tax and grain by three-tenths. All arrears owed to government offices were entirely remitted. For civilian households that had fled, all corvée taxes were remitted. Our late father was posthumously honored as emperor; the grand empress dowager, former consort, was honored as empress dowager. On gengzi day Acting Grand Preceptor Udutai and others were dispatched to request a posthumous title at the Southern Suburb. Vice minister of rites Li Kan and bureau director of the ministry of war Xiao Taideng were dispatched bearing an edict as envoys to Annam. Central secretariat officials said, "Your Majesty has newly ascended the great throne; gifts to princes and imperial sons-in-law should follow the precedent of the annual great assembly: where one ingot of gold was granted, add four to make five; where one ingot of silver was granted, add two to make three. Also the land tax allotment in Jiangnan was at first verified only by household registers, with each household paying 500 cash in notes; this too should now be increased, yet it is not fitting to increase levies on the people; we request that the 500 cash be raised to two ingots, supplied by the government from this year forward. This was approved. On yisi day imperial son-in-law Mangzi was granted 76,500 taels of silver with tally, Kuolejisi 14,450 taels, and King Wang Ju of Koryo 30,000 taels. On dingwei day bandits and robbers broke out in the jurisdictions of the Huguang branch secretariat; Liu Guojie was again ordered to suppress them. On wushen day Venus appeared in daylight and also transgressed Ghost. An edict ordered relief for the armies campaigning against the Li Miao and Java. On jiyou day the Yunnan branch secretariat submitted its established routes, prefectures, and counties: two upper routes, 11 lower routes, 49 lower prefectures, one middle county, and 50 lower counties. Aru, a submitted official of Jinchi, was made superintendent of Mengding Route and granted a tiger tally. That month Jimo County was struck by hail.

In the fifth month, on the gengxu new moon, Venus transgressed Charriot Ghost. On renzi day ritual offerings were first opened at Longevity and Tranquility Palace; the sun, Grand Year, fire, earth, and other stars were sacrificed to at the Bureau of Astronomy. On wuwu day Acting Grand Preceptor Udutai was dispatched bearing jade tablets and a jade seal to confer on the late emperor the honorific title Emperor Sacred in Virtue, Divine in Achievement, Martial and Civil; the temple name was Shizu; the empress was granted the honorific title Empress Zhaorui Shunsheng; our late father was granted the honorific title Emperor Wenhui Mingxiao; the temple name was Yuzong. King Hetong was granted 250 taels of gold, Oljei Temür 150 taels, and Bayan and Ochicharu 50 taels each; silver, notes, and brocade were granted in varying amounts. On gengshen day the Purple Forbidden star was sacrificed to at Cloud Immortal Terrace. Headmen Shixi of southern Yunnan, cave lord Tan Shun of Sichuan Sanmao, and others came bearing tribute goods; their cave was promoted to a prefecture. On dingmao day Woluosi, pacification commissioner of the Eight Banners, broke the law, was sued by others, and in fear of punishment fled back to the capital. Prince Anxi Ananda was granted 10,000 ingots of notes. On jisi day the former heir apparent's residence where the empress dowager dwelled was changed to Longfu Palace; the household directorate was changed to the empress's administration directorate; deliberators were styled middle deliberators, household administrators palace administrators, stewards inner stewards, medical officers palace physicians, treasurers palace attendants, equipment officers palace ritualists, and provision officers palace provisioners; controlled cranes were still increased to 300 men. An edict directed that transport commissioners in every place who concealed fraud and were sued by others should be immediately investigated by the surveillance commission; their case documents were still to be inspected at year's end according to the old rule. The Fujian salt intendant's office was promoted to a salt transport commission, and rewards for capturing illicit salt traffickers were increased. On gengwu day Prince Yilibuhua came to court; emaciated horses were delivered to the government, and the government paid their value in 10,500 ingots of notes. 50,000 shi of grain were granted to the officers and soldiers of the armies of Yesudai'er and Wang Weizheng to supply the northern campaign army. On renshen day censorate officials said, "Government offices within and without are being added more and more; those receiving salaries in the capital number 10,000 men, and outside the capital they are especially numerous; it is fitting to reduce and consolidate them. An order directed deliberation with the central secretariat. At Cui Yu's recommendation, surveillance commission case documents were not to be inspected and impeached by the chief prefecture. An edict ordered deliberation on increasing officials' salaries. Because the officers and soldiers under Yesudai'er were impoverished, 10,000 ingots of notes were granted. On yihai day Zhasan was made vice director of the privy council. On wuyin day the imperial aunt, consort of King Wang Ju of Koryo Qutluq Jalaimishi, was enfeoffed as Princess of Anping. Yidughu was granted 550 taels of gold and 7,500 taels of silver; Qaimiridjin Tälin was granted 50 taels of gold and 450 taels of silver. Prince Xiping Aoluchi said, "In Marshal Wang's army many rich and substantial men are shielded while the poor and weak are made to perform corvée. An order directed that this be changed. Oljei Temür was made grand preceptor, Bayan grand tutor, and Ochicharu grand guardian. All offices were forbidden forcibly to seize salt boats and transport relay goods, and monks, Daoists, and powerful households were forbidden privately to conceal and illicitly sell salt. That month Mizhou Route's various cities and counties, Dadu Route's Wuqing County, and Xizhou Route suffered hail; Xizhou Route suffered great flooding.

In the sixth month, on the gengchen new moon, there was a solar eclipse. On xinsi day censorate officials said, "In the weight of name and status nothing exceeds grand councillor; only those whose achievements are outstanding may hold it; it must not be lightly granted. Surveillance commission officials each year in the fifth month divide and inspect their jurisdictions, returning to office in the first month of the following year. When officeholders commit bribery, those appointed by edict are heard by the chief office for deliberation; those appointed by commission are reported upward. Those in their own office whose conduct and reputation are poor are replaced; those accepting bribes are punished more heavily than others according to the old rule. The Emperor said, "Let this be deliberated together with the central secretariat. On yiyou day three trained elephants were presented from Jinchi Route in Yunnan. On bingxu day, because Yunnan's annual tribute of 2,500 horses for the Prince of Liang was too many, an order directed that the number be reduced according to measure. On gengyin day envoys were sent from Bichaburi city Ganmudin bearing tribute. An edict abolished redundant posts in the Merit Office and the Treasury Office. On renchen day the Prince of Jin's secretariat office was established, and the court of imperial entertainments was again subordinated to the imperial household directorate. Central secretariat officials said, "Aside from gifts at court assemblies, remaining notes total only 270,000 ingots. For all who request money and grain, we beg they be granted according to measure. Standards for great-assembly rewards were fixed for Prince Xiping Aoluchi, Prince Ningyuan Kököchü, Prince Zhennan Tuohuan, and Yesü Temür: 500 taels of gold each, 5,000 taels of silver each, 2,000 ingots of notes each, and 200 bolts of silk each; Princes Temür Budaq, Yezhilibuhua, and others: 400 taels of gold each, 4,000 taels of silver each, 1,600 ingots of notes each, and 160 bolts of silk each. Temür was again made grand councillor. Yusufu of Prince Ajiji's division rebelled repeatedly and was executed. Because rice prices in Gansu and other places soared, an edict forbade brewing wine. Ochicharu was ordered to superintend herd-management affairs. On yiwei day the posthumous titles of Shizu, the empress, and Yuzong were proclaimed throughout the realm. Package silver and salary notes for the current year were remitted everywhere, and land tax in the interior circuits and half the summer tax south of the Yangtze were remitted. On yihai day, because of wet-nurse service, Wanyan Bayan was enfeoffed as Duke of Ji and his wife Lady He as Duchess of Ji. Wanze lent money to the people and took excessive interest; an order directed that Shizu's fixed regulations be followed. On xinchou day Hongjilie Dai Alughui, surveillance commissioner of the Zhexi Circuit, accepted bribes; though pardoned by amnesty, he was again made surveillance commissioner of the Hexi-Longbei Circuit. Censorate officials said, "In the former court's adjudication of cases, according to the severity of the offense different beatings and cudgelings were applied; now only the cudgel is used; we request the old system be restored. This was not approved. Song envoy Jia Xuanweng, settled at Hejian, was over 80 years old; clothing was granted and he was sent back to his home. On guimao day imperial son-in-law Kuolejisi was enfeoffed as Prince of Tang and granted a gold seal. On jiachen day an edict ordered the Hanlin Academy and National History Office to compile the 《Veritable Records of Shizu》, with Wanze supervising the national history. On yisi day each thousand-household unit of the campaigning army under Künchütu was granted 1,000 ingots of notes. On bingwu day the moon transgressed Well. Because the campaigning armies under Sibaqa had supplied 1,190-odd horses of their own, an order directed that their value be repaid. On wushen day an edict directed that officials and others within and without the imperial domain all obey the restraint of Chancellor Wanze. Khalaj Baghshi was made imperial preceptor and granted a jade seal. Princess Xuexuexijin was granted 1,000 ingots of notes; 3,000 ingots were granted to impoverished members of the divisions of Princes Badakhan and Mojaghar; Boyaqan, Chiri, Yuruboyarabarma, Kokekölün, and Mangkejen were each granted 50 taels of gold; silver, notes, and silk were granted in varying amounts. That month, Dong'an Prefecture suffered locusts.

Autumn, seventh month, on renzi day an edict ordered censor-in-chief Yuerlu to restore censorate discipline and forbid inner and outer offices from reducing officials' salaries for banquet expenses. The Longfu Palace guard-waiting office was established. On guichou day an edict ordered military and civilian populations each to belong to their respective jurisdictions, without mutual encroachment. On yimao day, because more than 400 households under Prince Chubo's command lacked food, their families were relocated to inner circuits for provisions, and they were still granted 3,000 ingots of notes as annual ordu army allotments. Notes of 2,600 ingots were granted as cattle prices to people from Guazhou and Shazhou who had moved to garrison-farm at Ganzhou. Yedimishi was appointed darughachi of Dongchang Route; central secretariat officials said he had once served in that circuit and committed more than 500 offenses and was unsuitable for reappointment; the Emperor said, "Try him for now." On jiwei day Pu County of Pingyang Route, Boye County of Baoding Route, Xintai County of Tai'an Prefecture, and other counties were re-established. Prince Chubo's ordu army and Yesudai'er's Red Jacket army were granted 60,000 bolts of silks each. On gengshen day the Palace Guard Command was changed to the Longfu Palace Left and Right Directorates of Palace Guard Command; Confiscated bribe-fine monies of the Shaanxi circuit surveillance commission that had formerly been given to the King of Anxi were ordered deposited separately by the branch secretariat. On renxu day an edict ordered Confucius to be honored throughout inner and outer domains. On guihai day the Zhaozhou pacification commission was abolished and merged into Liaodong Circuit. On wuchen day 216 officials established in Bafan and other places were reduced. Bafan claimed 900,000 newly submitted households and had 424 officials established; when officials were sent to verify, there were only 165,000-odd households; hence the reduction. Yuedimishi and Cheng Pengfei of the mobile privy council were each promoted to grand councillor; central secretariat officials said, "Privy council officials should not be heavily given concurrent chief minister ranks." The Emperor ordered that those of exalted military rank receive it. On xinwei day central secretariat officials said, "Previously the censorate impeached Vice Chancellor Arigh for having shared evil with Ahmad, an offense warranting death; fortunately he was pardoned — he should not hold executive power. We consider that after Arigh's offense he was able to warn and reform himself; we request he continue in office as before. This was approved. Annual income from abandoned military-household farmland and notes from redeeming crimes by military-administration officers were again submitted to the Privy Council. On guiyou day Shaanxi branch secretariat grand councillor Buqumu was made central secretariat grand councillor. On jiaxu day a general directorate for route-level artisan households, hunters, falconry households, cotton tribute households, and the like was established, at rank 3 positive. An edict summoned and instructed the king of Siam, Kamardin, to come to court; if he had cause not to come, then his sons and younger brothers and accompanying ministers should enter as hostages. A darughachi said, "When persons under princes commit crimes, without reporting to court they execute and dispatch judgment on their own authority." An edict forbade and regulated this. An edict ordered Yuerlu to guard the northern frontier; his army was granted 10,000 bolts of silks each, and western campaign soldiers were granted 30,000 bolts of silks and 36,600 ingots of notes. Princess Buluqzhen and Prince Ajigi's younger sister Botu were granted silver and notes in graded amounts. That month, Yangxin County of Di Prefecture suffered hail; great winds uprooted trees and tore off roofs; Nan Palace and Xinhe counties of Zhending Route and Lai Shui County of Yi Prefecture suffered hail.

Eighth month, on gengchen day Venus was visible by day. On guiwei day flood in Qian'an and other counties of Pingluan Route; their field rents were remitted. On wuzi day the altars of Soil and Grain were first sacrificed to, using hall music; this was made annual. On jichou day Dadu intendant Duan Zhen and grand councillor Fan Wenhu were ordered to supervise dredging the Tonghui Canal, and were granted rank-2 silver seals. Soldiers were again ordered to dredge Lake Tai in western Zhejiang, the Dianshan Lake channels, and a new river grain-transport thousand-household office was established. An edict ordered the stored silver of circuit stabilization and note-treasury offices throughout the routes — 936,950 taels — aside from retaining 192,450 taels as note reserve, the rest was all transported to the capital. Ruicheng, Lingchuan, and other counties of Pingyang were re-established. On xinmao day, because Mangghusar's wife and children had been captured by the enemy, 8,000 ingots of notes were granted. On wuxu day the moon encroached upon Bi, and Venus encroached upon Xuanyuan. That month, An'de County of De Prefecture suffered great wind, rain, and hail. Ninth month, on renzi day, on the Birthday Festival the Emperor halted at the Three Tribal Camps and received congratulations from princes and officials. On guichou day an edict ordered officials to preserve and succor the families of soldiers who died on the Java campaign. On jiayin day the Emperor orally appointed Prince Tutor Aq Buqa as chancellor. On dingsi day Venus crossed the sky. On gengshen day more than 700 men of Qolula and Nayan's faction were placed under Associate Privy Council Director Bulingqadai to train in naval warfare. On bingyin day the moon masked Saturn. On xinwei day the moon encroached upon Xuanyuan. On yihai day Venus encroached upon Right Executioner, and the moon encroached upon Pingdao. Toghtemür and others were dispatched as envoys to Gelang. That month, Ningjin and other counties of Zhao Prefecture suffered flood.

Winter, tenth month, on wuyin day the imperial carriage returned to Dadu. On xinsi day Jiang-Zhe branch secretariat officials said, "At the beginning of Your Majesty's accession, an edict remitted one-third of this year's field rents. Yet Jiangnan differs from Jiangbei — the poor tenant rich men's fields and pay rent yearly; what is remitted reaches only the landowner, while tenants still pay rent as before — so the grace reaches wealthy households but not impoverished commoners. It is fitting that tenants paying landowners should likewise receive the remitted portion. This was approved. Nine places under Liaoyang branch secretariat suffered great flood; the people were famished, and some rose as bandits; an order was given to relieve and succor them. Jiangxi branch secretariat officials said, "Silver mines annually produce 11,000 taels by quota, yet the quota is never reached and the people cannot bear it." An order directed that from now on actual yields be collected, without fixed quota. On renwu day Venus encroached upon Left Executioner. There were rites at the Imperial Ancestral Temple. On guisi day the moon masked Saturn. On yiwei day the moon encroached upon Well. The newly submitted Meng'ai chieftain of Jinzhi sent his son to court; a military-civilian general commission was established in that territory. Zhu Qing and Zhang Xuan annually transported 1,000,000 shi of grain by sea route; because metropolitan stores were ample, an edict stopped transport at 300,000 shi. On xinchou day the Emperor instructed Vice Chancellor Arigh and Associate Administrator Liang Degui, "Central secretariat duties — you all harbor indolent hearts. When I was at Shangdu I ordered Yedimisha's confiscated property returned and Minglibuqar appointed — none of this has been carried out to this day. You also do not restrain the clerical bureaus, causing candidates for office to linger. Though Sangge was wicked, his subordinates feared his authority and administrative matters were all promptly decided. You must restrain your bureau subordinates; those who do not attend to business — beat them. Also convey my meaning to Right Chancellor Wanze. On renyin day Burma sent envoys presenting 10 tame elephants as tribute. On yisi day envoys of Nanwuli, Sumadara, Jimilamou, and Tanyang were each sent back to their countries, granted two-pearl tiger tallies and gold and silver tallies, and gold, silks, and clothing in graded amounts. Initially, when Yeqimishi campaigned against Java, he had summoned the coastal countries; accordingly Nanwuli and others sent men to submit; because merchants going to sea were prohibited and remained at the capital, now the merchant prohibition was relaxed, and so all were dispatched back.

Eleventh month, on dingwei new moon day the Emperor paid court to the Empress Dowager at Longfu Palace, presenting jade registers and a jade seal. On gengxu day Privy Council official Liu Guojie was ordered to suppress Chen Prefecture bandits; state commoners with crossbows were selected to assist his army; this was not made a precedent for other cases. 300 persons in the capital guilty of bribery — the Emperor ordered that where the facts were not doubtful, judgment should follow the 13 grades of punishment fixed by Kublai. On jiyou day the moon encroached upon Kang. On gengxu day in Guangxi salt was first issued on credit to the people and then the price was collected; private salt grew daily rampant; when the government sold salt itself, the people again would not buy. An edict directed that salt first be given to the people and then collected afterward. On xinhai day central secretariat officials said, "State revenue has fixed annual quotas; the late Emperor once said, 'For all grants, though there be my decree, the Central Secretariat shall weigh them. Hence annual spending was kept frugal and there were usually surpluses. Now princely and imperial-kin expenses are heavy and complex; remaining notes total only 116,200-odd ingots. Grain-purchase notes for Shangdu, Longxing, Xijing, Yingchang, Gansu, and other places are calculated to use more than 200,000 ingots; five-household silk manufacture and pigment notes for princes are calculated to use more than 100,000 ingots — and the princes coming to audience are still many; we fear there will be nothing to give. We request awaiting their return to their fiefs before we weigh and fix measures and report.' This was approved. On renzi day an edict, because military and civilian administrations were not unified, abolished the Huguang and Jiangxi mobile privy councils and merged them into branch secretariats. On yimao day Hexi monks were ordered to perform corvée labor as before. On dingsi day Bayanchar was made deliberator of central secretariat affairs; his elder brother Bayan said, "I hold grand councillor rank; brothers should avoid mutual suspicion. The Emperor said, "Do not speak of this again. An elder brother as grand councillor above and a younger brother as deliberator below — what is there to suspect?" The Guichi garrison-farm general commission was abolished; The Xizang Sutra printing blocks of the Xuanzheng Commission were abolished. On gengshen day the moon encroached upon Bi. On jiazi day an edict forbade those who commit offenses by deception. He Wei, pacification commissioner of Hunan Circuit, was made associate administrator of the central secretariat. The Haibei and Hainan maritime trade commissionerate was abolished. On renshen day a Verification Office was established. A general commission for registering various household categories was established in Jining Route, at rank 4. On guiyou day Venus encroached upon Fang. An edict changed the next year to Yuanzhen reign year 1.

Twelfth month, on xinsi day Prince Yesima was granted 50 taels of gold. On guiwei day Jupiter transgressed Fang. On bingxu day the chief and deputy darughachis of the artisan offices at Liao River and other places were abolished. On dinghai day Jupiter transgressed Hooked Clasp. On jiawu day, because Princes Huangwu'er, imperial son-in-law Ashi, and others were all in the army, they were additionally granted gold, silver, saddles and bridles, bows and arrows, and clothing in varying amounts. On yiwei day, because the thousand households that Boyao had taken over from Hulachu were suffering famine, 10,000 ingots of paper money were granted. On renchen day the Moon transgressed Ghost. On wuxu day those who harassed farming and sericulture were forbidden. On gengzi day the Moon transgressed Fang and also transgressed Jupiter. Elite troops of a thousand men were selected from each guard; Borohadai and others were ordered to command them and garrison Karakorum, under the command of Grand Preceptor Yue'erlu, with rotation every three years. At the imperial preceptor's memorial, thirty persons sentenced to capital punishment in the capital were released, and one hundred sentenced to beating or below; 200 ingots of paper money were granted to all widows, orphans, and poor people. Native officials of Qujing, Chengjiang, Pu'an, and other routes each brought tribute goods. Because cattle-relay households at Dongsheng and other places were impoverished, more than 3,000 ingots of paper money were granted. Bu'ali, envoy to Mehrbal, returned to the capital. Because Asimin had been captured by Qaidu, 39,900 ingots of paper money were granted. This month, Changde, Yue, E, and Hanyang prefectures suffered flooding; their field rents were remitted. This year, 31 persons were executed by decapitation.

Yuanzhen reign year 1, spring, first month, wushen day: Prince Ashihan came to court; he was granted 50 taels of gold and 450 taels of silver. On guichou day Zhihe Lang, minister of the Imperial Stud, was made censor-in-chief. On jiayin day, for the merit of accompanying Kublai Khan on the Hang-Hai hunt, Prince Hulachu was granted 50 taels of gold and a string of pearls. On yimao day the Moon transgressed Saturn and also transgressed Net. On renxu day, because of the national mourning anniversary, 70,000 monks were fed at the Great Sage Longevity Ten-Thousand Peace Monastery. On guihai day Prince Anxi Ananda and Prince Ningyuan Kuokuochu both said their domains were impoverished; Prince Anxi was granted 200,000 ingots of paper money and Prince Ningyuan 60,000 ingots. Also because falling frost killed the grain crops, the people behind the mountains in Prince Anxi's domain were again given relief of 10,000 shi of rice. On dinghai day Ye Xianbuhua, pacification commissioner of the Yunnan branch secretariat, said, "In Ganmalu two tribes have not yet submitted; Jinzhi also rebels and submits irregularly; we request 6,000 troops be dispatched to pacify Jinzhi and relay stations established to enter Burma. On bingchen day 10,000 shi of fried millet were issued to Yue'erlu and Tutu armies. Jinzhi Yi cave tribesmen came to audience; clothing was granted and they were sent away. On wuwu day the Fujian Silver Mine Intendant Office was abolished; its annual silver quota was placed under regular officials. Central secretariat officials said, "The Bureau of Military Affairs and the Censorate by precedent should submit nominations for their staff; other offices should not submit such requests — yet now all do so, which is inconvenient. On guisi day Yanamu, associate commissioner of the Wusa-Wumeng and other places pacification commissioner's office, was given the provisional title minister of war, wore a tiger tally, and was sent as envoy to Mad'ar's Yin. On wuxu day 120,000 ingots of paper money were issued to tammaq troops accompanying the Emperor to purchase horses. On gengzi day the Directorate of Audiences was established to manage the Empress Dowager's seal at rank 4b; eunuchs held the posts. Impovershed households of the keshik guard were granted more than 41,500 ingots of paper money. On guimao day 1,000 tammaq troops and 1,000 Red Jacket troops under Prince Chuban were subordinated to Prince of Xiping Oljei. On jiashen day an edict ordered that all overdue taxes and grain owed before the fifth month of the first year of Yuanzhen be remitted from collection. On dinghai day the moon transgressed Southern Dipper. On jiawu day, because Prince Ajiji's division was impoverished, 200,000 ingots of notes were granted. Jiangsu-Zhejiang branch secretariat minister Temur did not heed the edict; an official was dispatched to reprimand him. Princess Puyan Qielimishi and others, all reporting their divisions impoverished, were granted notes totaling more than 490,000 ingots. Censorate officials said, "Bandits breaking out within the interior are numerous, all because of state amnesties; we request the central secretariat establish regulations and supervise subordinates to eliminate them by the deadline. The decree said, "Approved." On yimao day an edict reiterated instructions throughout the realm: "Those competent in both Confucian learning and administration shall be recommended by each route; each surveillance commission circuit shall annually present two persons; provincial and censorate officials shall be delegated to establish law and conduct examinations — those meeting the standard shall be employed; if presentations are unfair, the presenters shall be punished. Officials convicted of corruption on first offense would on re-offense receive two degrees heavier punishment. Treasury officials stealing guarded money and grain: below one string, flogging; up to ten strings, beating; at 20 strings ten additional degrees; at 120 strings penal servitude one year; each 30 strings adds half a year; at 240 strings penal servitude three years; at 300 strings, death. Stolen value was calculated by Zhoyuan notes as standard. One hundred guard troops were granted to the Jiangnan branch censorate. Half the Hainan garrison-farm troops were reduced and returned to their original wings. An edict ordered increased payment for medicines furnished to the various armies. On renyin day an edict ordered Tianqing Temples on Jiangnan routes renamed Xuanmiao Temples and the spirit tablets of Song Taizu they enshrined destroyed. In the ninth month, on jiaxu day the Emperor arrived from Shangdu. The branch censorate ordered investigating censor Yang Ren to conduct the inquiry; Jiangsu-Zhejiang branch secretariat grand councillor Temur had Xiaosi brought to the secretariat for questioning and also ordered his subordinates to join Ren in questioning Qi; Ren refused; the branch censorate reported upward. An edict ordered secretariat and censorate officials dispatched to investigate; after confessing, all were beaten. The households of Prince Xiaoxie were disturbing the people; officials were dispatched to investigate; the more serious offenders were beaten; the rest were left to Xiaoxie to punish. On jiayin day central secretariat and censorate officials said, "Jiang-Zhe branch secretariat grand councillor Minglibuhua reported irregularities in the surveillance system; we have discussed it and request that from now on, when surveillance censors and provincial surveillance commission officials investigate cases, county-prefecture officials shall be tried together with their route, route officials together with the pacification commission, and pacification commission officials together with the branch secretariat. On dinghai day the moon transgressed Ghost. On wuzi day a tiger tally was granted to the Arlu chieftain. On guisi day armor, spear-shafts, bows and arrows, quivers, and other items totaling 158,200-odd were granted to the Prince of Anxi. On wuxu day Ningdu and Huichang counties of Ganzhou Route were promoted to prefectures; Shicheng County was attached to Ningdu, and Ruijin County to Huichang. An edict directed the Jiang-Zhe branch secretariat to register concealed and omitted official fields and investigate powerful households evading corvée.

On jiwei day an edict to Dadu Route directed that for all government hire, government purchase, and every corvée service, households of various categories and common people should share the burden equally. Gold of 500 taels each, silver of 5,000 taels each, 2,000 ingots of notes each, and 200 bolts of silk each were granted to princes Buyan Tiemu'er and Aba Ye Bugan; the junior princes received one-fifth less. Because each route's surveillance commission had eight officials with one seal each, an order directed that three be collected. On jiazi day the moon transgressed Celestial River. A double-dragon-knob jade seal was granted to the Imperial Preceptor. Because Yesudai'er's army had left Shandong on account of Li Tan's rebellion, the places where they had originally been garrisoned had been cultivated by others; over the years they had become established holdings, and lawsuits never ceased; An order directed that other wasteland within the territory be granted them — five qing to regular soldiers, two qing to surplus males; those who already had their allotment were not granted more. Sea-transport porterage was reduced by one ingot of notes, making six ingots five hundred cash per shi; this was established as regulation. The Qiliqisi people dwelling at Jinshan and others were relocated to Shandong; fields, cattle, and seed were granted them. On dingmao day princes were forbidden to summon government officials at will. On jisi day an edict exempted armorers and artisans from household corvée. That year, 30 persons were sentenced to death.
