Second year, spring, first month, on bingzi day, an edict remitted corvée purchase and market purchase for relay households of the two capitals. On jimao day, an edict ordered that Jiangnan must not capture swans. Because garrison-farming laborers under Hulachu's ten-thousand-household office were impoverished, the rent they owed was remitted. Huang Shengxu, rebel bandit of Shangsi Prefecture, attacked and plundered the Siguang stockade at Shuikou; the Huguang branch secretariat mobilized troops, broke them, and captured his followers Huang Fa'an and others; the bandits fled into Shangya Liuluo. On renwu day the moon encroached upon Yuhui. An edict ordered that for all households subordinate to keshik, no one was to contend over them. On jiashen day Prince of Xiping Aoluchi was ordered to reside at Shangdu this summer. On bingxu day Venus appeared in daylight. Prince Anxi's tutor Tiechi, Tuotuomu'er, and others again requested establishment of a princely chancellor's office; the Emperor said, "Last year Ananda already stated this in person; We instructed him with Shizu's established regulations; now you again memorialize — do you wish to make all of Sichuan and Jingzhao entirely yours? Tax levies and military relay stations are all under court administration; for now We shall accede to your request and establish a princely chancellor's office, but it may handle only princely-tutor affairs." On dinghai day the moon encroached upon Pingdao. On jichou day censorate officials said, "Han Chinese who serve as colleagues have often had their crimes gathered up by wicked men, and therefore dare not speak fully. We request selecting men from among close attendants Sibaozhi and Sugurji." The Emperor said, "What use are such men? Select Han Chinese who understand affairs and are competent to serve." Tuochi was made censor-in-chief. On gengyin day the moon encroached upon Gouqin. On xinmao day Ochicharu, Bolad, and guards under Helazhi's command were ordered to transport army grain themselves; their travel expenses were supplied. On jiawu day Zhang Yucai, thirty-eighth-generation successor Han Celestial Master, was granted the title Perfect Man of Supreme Purity, Numinous Concentration, and Expansive Way and put in charge of Daoism on all Jiangnan circuits. On yiwei day, an edict ordered that princes, princesses, and imperial sons-in-law must not punish officials without receiving an imperial order; Prince Heban's consort was granted 1,200 ingots of notes and 1,000 bolts of miscellaneous silks and cloths; imperial son-in-law Tahai Temür was granted 3,000 ingots of notes. Uighur Bolad Khan presented lions, leopards, and medicinal substances; he was granted more than 1,300 ingots of notes.

Second month, yihai new moon: central secretariat officials said, "Since Your Majesty ascended the throne, what has been granted to princes, princesses, imperial sons-in-law, and meritorious ministers has been no small amount; what was formerly stored has nearly all been dispersed. Those who continue to request are still many; we beg to grant only to the destitute and those going to the frontier; the rest should all be stopped." Approved. 10,000 troops from the Jiang-Zhe branch secretariat were divided to garrison Huguang. Chenghai garrison-farming troops were supplied with agricultural implements. An edict ordered that where envoys or military officers died and their sons had not yet inherited office, the gold and silver tallies they wore were to be returned to the government; violators were punished. On xinchou day the Central Imperial Guard Office was established; Tughbuqa and Tangwu were both made directors of the central guard. On bingwu day military commanders were forbidden privately to swap guard troops and Mongol troops; those who used household slaves to substitute for service were punished, and the slaves were separately entered into military registers and half their master's assets given them; commanders who dared condone it were dismissed. Reaching adult age among Mongol households was registered to fill the ranks. On dingwei day the moon encroached upon Jing. On gengxu day, an edict ordered that soldiers who privately exchanged assignments or fled and returned were put to death. Tutuhe's division was supplied with garrison-farm agricultural implements. On bingchen day, an edict ordered that Jiangnan Daoist priests who traded or held land must pay land and commercial taxes. On gengshen day households under Jarligh Qutuqhu's command residing at Fengsheng and Yunzhou were to share corvée equally with commoners. From Liupan Mountain to the Yellow River garrison-farm fields were established; 10,000 troops were stationed. On bingyin day Duan Zhen, Dadu intendant, was made vice grand councillor of the central secretariat. Envoys were dispatched to perform sacrificial substitutes at the peaks and rivers. 3,000 shi of rice was granted to Prince Anxi to relieve famine victims.

Third month, on renshen day Buhua, vice grand councillor of the central secretariat, was made Hanlin academician-expositor of the Zhaowen Hall and vice councillor for military and state affairs. Brewing and presenting grape wine at Taiyuan and Pingyang routes was abolished; commoners who relied on grape gardens as their livelihood were all restored to them. More than 3,000 weak tammaq troops under Prince Chuban's command requested replacement with strong men; approved; also ordered that Chuban must not privately mobilize troops without an imperial order. Because people at Qerlur summer residence suffered famine, each household was given six months' grain. Prince Qingtong was ill; his son Yelibuhua was made to replace him. Princes Basar, Huo'erhudasun, and Tula were each granted 1,000 ingots of notes. Investigating censor Wanseng accepted bribes; the censorate and Xuanzheng Bureau commissioner Dashman were jointly ordered to try the case. On guiyou day summer-stationed troops were increased to 40,000 men. Xindu said Prince of Jin Gammala and Do'erdai said Yue'erlu each harbored secret designs; an edict ordered the privy council to interrogate them; nothing was verified. The Emperor ordered death for the one who accused the Prince of Jin, and the one who accused Yue'erlu was banished to military service to redeem himself. An edict ordered the Yunnan regional censorate to examine and impeach the case documents of the Yiqibusi pacification commission. On jiaxu day Princes Yisizhili, Babusha, Yilinzhen, Yeliqian, and Wengjiladai were all dispatched to summer-station at Prince of Jin Qerlur's territory. On bingzi day the imperial carriage visited Shangdu. On dingchou day Wanyan Bangyi, Nasuding, and Liu Ji'an were sentenced for presumptuously discussing court affairs: beaten, sentenced to two years' exile, and half their household property confiscated. On jiashen day the Emperor halted at Dakou. On yiyou day the moon encroached upon Gouqin. On xinmao day 30,000 shi of grain was granted to the Liaoyang branch secretariat. On renchen day, an edict ordered Imperial Son-in-law Yidu Hu to register dispersed Uighur households. On guisi day the Huguang branch secretariat sent to the capital Lu Wanchou and Wang Xian, followers of the rebel bandit Huang Shengxu. Prince Temür was granted 250 taels of gold, 2,500 taels of silver, and 5,000 ingots of notes to honor his battle merit. Because the people under Hebo and Tatara suffered famine, 1,000 shi of relief rice was granted to each.

Summer, fourth month, jihai new moon: Sadishmiss was ordered to gather the dispersed people under his ancestor Mangudai's command. Prince Babusha was granted 40,000 ingots of notes; Yezhen's division 60,000 ingots. Jiangzhou of Pingyang, Huangyan Prefecture of Taizhou Route suffered famine; Hangzhou suffered fire; all were given relief.

Fifth month, wuchen new moon: corvée of the two capitals was remitted. On xinwei day Prince Anxi sent envoys reporting destitution; the Emperor told them, "Shizu, because of the difficulty of divided grants, once gave a sacred instruction, which Ananda also knows. If you speak of destitution, are you alone in that? Last year 20,000 ingots of notes were granted, and grain was also supplied; if We grant now, the princes will think it uneven; If We do not grant, you say many people are starving to death. Grant 10,000 shi of grain and distribute it to relieve the destitute." On jiaxu day, an edict ordered: among private horses, cattle, and sheep of the people, one in a hundred was taken; where sheep numbered fewer than a hundred they were still taken; only semuren and nursing lambs were exempt. On dingchou day the moon encroached upon Pingdao. On gengchen day Tubo rebelled, killing and plundering troops and civilians of Jie Prefecture; Toghto was dispatched to join Prince Temür Budaq, Jilie, and others in combined forces to suppress them. On jiashen day Yezhen and Seshan were ordered to summer-station at Heyier territory. Princes, princesses, and imperial sons-in-law were forbidden to recruit households. On jichou day, an edict ordered that all those sentenced to penal corvée be released within one year and not flogged. On gengyin day tribute of single-stalk scallions from Mahu in Sichuan was abolished. An edict ordered households of princes, imperial sons-in-law, and meritorious ministers with allotted domains. Those residing at Shangdu, Dadu, and Longxing were to share provision and corvée equally with commoners. On dingyou day branch secretariats were ordered not to mobilize troops without receiving an imperial order. The kingdom of Annam sent men to entice the rebel bandit Huang Shengxu. Yeheimi presented red sandalwood; he was granted 4,000 ingots of notes. That month, wild silkworms formed cocoons. Yishi County in Hezhong Prefecture suffered hail; Pingjin in Taiyuan, Jiaohe and Leshou in Xian Prefecture, Mo Pavilion and Renqiu in Mo Prefecture, and Liling Prefecture in Hunan all suffered flooding; Jizhou in Jining suffered locusts. Sixth month, on jihai day 7,200-odd horses were granted to Prince Chuban's troops. An edict ordered that clothing and grain for the Prince of Jin's following: grain was granted annually, clothing every three years. Relay households at Guazhou and Shazhou were supplied with oxen and farm implements. Censorate officials said, "Where officials accepted bribes, at first they confessed, but upon subsequent review officials who showed favor caused them to change their testimony; we request increased punishment by one grade." Approved. On yisi day Venus encroached upon Tianguan. Because mobilizing troops had harmed farming, field rent in Rong Prefecture and other places in Guangxi was remitted for one year. On bingwu day the rebel bandit Huang Shengxu fled into Jiaozhi. On jiayin day regulations on bribery by officials were promulgated, 13 grades in all. On dingsi day Venus encroached upon Saturn. On guihai day the moon encroached upon Jing. On bingyin day, an edict ordered branch secretariats and regional censorates not to stop whatever Zhu Qing submitted. Prince of Xiping Aoluchi was granted 250 taels of silver and 6,000 ingots of notes; his following 60,000 ingots; Prince Yilinzhen's following 200,000 ingots; Ulus winter-stationed troops 30,000 ingots. That month, locusts in Dadu, Baoding, Bianliang, Jiangling, Mianyang, Huai'an, Taiping, Changzhou, Zhenjiang, Shaoxing, Jiankang, Lizhou, Yuezhou, Luzhou, Runing, Longyang Prefecture, Hanyang, Jining, Dongping, Daming, Huazhou, and Dezhou; hail in Datong, Longxing, Shunde, and Taiyuan. The people of Hainan suffered famine; grain was issued to relieve them.

Autumn, seventh month, on gengwu day Zhao Prefecture ten-thousand-household office established garrison-farm fields; agricultural tools, seed, and food were supplied. On xinwei day notes of 118,000 ingots were granted to various Tibetan relay stations. Relay households in Gan and Su prefectures suffered famine; grain was granted in varying amounts. Prince Wanze was granted a seal. On guiyou day an edict ordered officials of the tea and salt transport commission, note-treasury commission, and grain-transport waterway commission to continue serving three-year terms as before; Officials in Yunnan and Fujian who completed their terms were given relay transport to return home. On renwu day Saturn encroached upon Jing, and Venus encroached upon Yuhui. Land held by Bayan, Ashu, Alihaiya, and others in Jiangnan and concealed by powerful families was registered and ordered to pay field rent. River-and-lake tax officials with annual income of 500 ingots were appointed by imperial decree. One associate administrator each was added to Jiangxi and Henan provinces; Zhu Qing and Zhang Xuan were appointed. The heir apparent of Goryeo, Wang Yan, was appointed special advance and pillar of state, director with triple court honor, and chief of the Council of State Affairs. On yiyou day fugitive soldiers from Yunnan Province were sent to garrison Yiqibusi; Huguang and Jiangxi provinces were ordered to choose pasture lands for summer-stationed troops. On bingxu day Yueleye Nu and others were dispatched as envoys to Ma'bar. On jichou day regional censorate surveillance censors were ordered to audit case documents at circuit-level inquiry offices; 300 tiger-guard soldiers were sent to garrison Yingchang. Officials in charge of tax collection — wherever their departments had arrears — were not to receive promotion in rank. Bandits Chen Fei, Lei Tong, Lan Qing, and Xie Fa in Guangxi raided Zhao, Wu, Teng, Rong, and other prefectures; Huguang left vice chancellor Batu Maxin attacked and pacified them. On xinsi day garrison troops of the Guvch guard were granted more than 39,000 ingots of notes. That month, locusts in Pingyang, Daming, Guide, and Zhending; floods in Zhangde, Zhending, Cao, and Bin prefectures; drought in Huaimeng, Daming, and Hejian; hail in Taiyuan and Huaimeng. Fujian and Guangxi's two Jiang circuits suffered famine; relief grain was granted in varying amounts.

Eighth month, dingyou new moon: merchants on seagoing vessels were forbidden to take gold and silver overseas; all envoys to foreign countries were forbidden from engaging in trade. On gengzi day the moon encroached upon Kang, and Venus encroached upon Xuanyuan. On renyin day the Jiangzhe branch secretariat was ordered to use 50 vessels and 1,300 water workers to patrol the coast and suppress private salt. On guimao day the moon encroached upon Tianjiang. On yisi day an edict ordered rewards for reporting and capturing bandits: 50 strings of notes for one robber, half for a thief, half again for the capturing officer — all levied on the criminal; where none could be levied, the government paid. On yimao day the moon encroached upon Tianjie, and Venus encroached upon Shangjiang. Prince Yilinzhen's troops were granted three months' rations. That month, locusts in Dezhou, Zhangde, and Taiyuan; frost killed crops in Xianning County, Jin and Fu prefectures, and Longxing Route; great rain in Ninghai Prefecture; flood in Daming Route. Ninth month, wuchen day: Venus encroached upon Zuozhifa. On xinwei day, the Birthday Festival: the Emperor halted at Antong Po and received congratulations from princes and officials. On renshen day the moon masked Nandou. On jiaxu day salt prices were raised to 65 strings of notes per yin; salt-house production money to 10 strings — Guangxi alone unchanged. Summer tax was levied in eastern Zhejiang, Fujian, and Huguang. Private salt and iron furnaces and kilns were abolished. Qolula troops in Xiangyang Prefecture who had not yet received land grants were given two months' grain. Patrol, prohibition, and hunting personnel throughout Huai West were abolished. On dingchou day the moon encroached upon Leibizhen. On wuyin day bandit Shezi of Yuanjiang killed and plundered the frontier; the Prince of Liang ordered Qixiedan and others to campaign and receive his surrender. On jiashen day Yunnan provincial official Yesan Buqa campaigned against Qilan, captured Wanon and Kaiyang fortresses; his follower Dala led various tribal peoples to surrender; Qilan was entirely pacified and the territory made Yunyuan Route Military-Civilian General Commission. On jichou day the moon encroached upon Xuanyuan. On xinmao day troops under Prince Chubo, Grand Commander Wang, and others were impoverished; because they had long garrisoned, the Emperor ordered 5,000 to remain for winter garrison and the rest sent home, to rejoin the army in fourth month of the next year. On jiawu day Guanghai and the Left and Right Two Rivers garrison troops were ordered to rotate garrison duty every two or three years; Prince Ulus Buqa's division granted 10,000 shi of grain to Prince Chubo's troops. That month, flood in Yuanjiang County of Changde; its field rent was remitted. Drought in Mo and Xian prefectures of Hejian. The Yellow River breached its banks in Qi, Fengqiu, Xiangfu, Ningling, and Xiangyi counties of Henan.

Winter, tenth month, dingyou day: sacrifices were performed at the Imperial Ancestral Temple. On renyin day 100,000 shi of grain was issued for relief sale in the capital; palace guard horses were pastured at Xuande, Fengsheng, Huailai, Jinshan, and other places. On jiachen day Dadu city walls were repaired. On renzi day the imperial procession returned from Shangdu. Officials guilty of embezzlement who, after judgment, reoffended had three grades added to the original punishment. Bandit Liu Liushi of Ganzhou raided Ji Prefecture; Jiangxi branch secretariat left vice chancellor Dong Shixuan campaigned and pacified him. That month, flood in Guangbei garrison-farm and Wendeng of Ninghai.

Eleventh month, dingmao day: because Mang Cave chieftain Peng Anguo and his son had merit suppressing Prefect Tian, Anguo was granted a gold tally and his son made a tribal official. Damarla Iben Wang sent his son presenting 16 elephants. On wuchen day all Guangxi garrison troops were placed under the Two Rivers pacification commission commander-in-chief's headquarters. On jisi day Ududai and others presented the translated 《Veritable Records of Taizong》, 《Xianzong》, and 《Shizu》; the Emperor said, "Hudurumishi was not born of Empress Zhaorui Shunsheng — why is she also called princess? When Empress Shunsheng died, Yuzong had already returned from the army — the recorded dates of months and days were out of order. Also, artilleryman Ismayin of Bielimasi Tan and the Quanfu Office — these are all minor matters; why record them? On xinwei day 10,000 Badu troops of the Jiangzhe branch secretariat were transferred to garrison Tan Prefecture; troops south of Tan Prefecture were moved to garrison Chen Prefecture. 10,000 garrison-farm troops from Hongze and Shaobo were used to repair Dadu city walls. Privy Council officials were dispatched to reorganize garrison troops at various Jiangnan posts; commanders' diligence and sloth were to be listed in full and reported. Next year's sea-transport grain quota was increased to 600,000 shi. On dingchou day the moon encroached upon Yue, and again encroached upon Tianjie. On gengchen day the moon encroached upon Jing. On dinghai day the moon encroached upon Shangxiang. On yiyou day privy council officials said, "In Jiangnan's frontier prefectures and counties, strategic points should be chosen to combine scattered garrisons into one encampment — if emergency arises, troops can be mobilized easily. An edict ordered the branch secretariat to map terrain and verify troop strength and report. On wuzi day the moon encroached upon Pingdao. Dadu patrol and defense Han troops were increased. On renchen day the moon encroached upon Tianjiang. The king of Burma sent his sons Sanghaba and Shusi Bangba to present tribute goods. Boxing Prefecture of Yunnan was abolished and merged into Dechang Route; Court of Imperial Sacrifices ritual-music households were granted more than 5,000 ingots of notes. That month, flood at Xiangshi garrison-farm; its field rent was remitted.

Twelfth month, wuxu day: the Cheli Military-Civilian General Commission was established. Yunnan branch secretariat officials said, "Great Cheli territory interlocks with Babai Xifu; now Great Cheli Hunian has submitted, but Lesser Cheli again seizes strategic terrain and there is much mutual killing and plunder. Hunian sent his younger brother Hulun requesting a separate commission be established, with someone versed in tribal conditions appointed commander, to summon submission and use it as a base for advance. An edict ordered restoration of the Mengyang Gang and other district military-civilian officials. On guimao day stipulations were set for gifts at princes' court audiences: line of Taizu — 1,000 liang gold, 75,000 liang silver; line of Shizu — 500 liang gold each, 25,000 liang silver each; others in graded amounts. On dingwei day the moon encroached upon Jing. An edict ordered all branch secretariats to levy and replace deserters. Astronomical Bureau stargazer households were restored. On yimao day the moon encroached upon Jinxian. On guihai day 100 prisoners in the capital were released; two supervising censor posts were added; clothing was granted to tribute-bearers from Jinchi and Luohu. That year, floods in Dadu, Baoding, Bianliang, Jiangling, Mianyang, and Huai'an; wind damaged crops in Jin and Fu prefectures; drought in Taiyuan, Kaiyuan, Henan, and Shaobo — field rents remitted. That year, 24 persons were sentenced to capital punishment.

Second month, jiawu new moon: Prince of Jin Gammala was granted 70,000 ingots of notes, Prince of Anxi Ananda 30,000 ingots. On bingshen day the chieftain of Mengyang district submitted allegiance, sent his younger brother Abula and others to present tribute and request annual tribute of 1,000 liang silver and establishment of relay posts; an edict immediately established Tongxi Military-Civilian Prefecture there at rank 4 positive. On wuxu day Quan Prefecture was promoted to Quanning Prefecture. On gengzi day an edict ordered Mongol garrison troops on eastern princes' allotments: dead replaced, those unable to bear corvée exchanged. On guimao day Deng Xin's troops of Yangzhou ten-thousand-household office were relocated to garrison at Qi and Huang; newly submitted Goryeo, Jurchen, and Han troops under Chalitai were settled at Shen Prefecture. On jiashen day in cases where military and civilian populations sued each other, military and civilian officials were ordered to hear them jointly. On dingwei day the hunting-and-falconry office was abolished and merged into Dongjing Route. On wuwu day the chieftain of Luoluo Si came to court. On jiwei day Fujian Province was changed to Fujian Pinghai and other places branch secretariat, with administration moved to Quanzhou. Grand councillor Gao Xing said Quanzhou is near Liuqiu — with inducement or seizure, intelligence is easily obtained; hence the move. Fujian tribute-weaving commission annual plain silk was reduced by 3,000 bolts; what was woven was given added brocade embroidery; annual tribute padded garments increased by 200; a separate tribute commission was established to manage chequ-band craftsmanship. Theri Lu Pya Aditya was enfeoffed as king of Burma, and an edict addressed him, saying, "Since our state was first established by our ancestors, the myriad realms and all people have none who failed to revere our might and embrace our virtue. During the days when the former court held sway, your state's envoys reported and entered audience on command; an edict approved their request. Yet you then suddenly broke your earlier promises, wherefore our border-generals and regional commanders sent troops against you. Recently you sent your son Senkapati to present a memorial and come to court; it is fitting to show forbearance and specially increase favors; We now enfeoff Theri Lu Pya Aditya as king of Burma and grant him a silver seal; Senkapati is made heir apparent of Burma and granted a tiger tally. We also admonish the frontier generals at Yunnan and elsewhere not to raise arms without authorization. The officials and people of your state should each settle in their proper occupations. Also granted to the Burmese king's brother Sapangba a one-pearl tiger tally, to the chieftain Asan a three-pearl tiger tally, and to his followers gold tallies and gold currency, and they were dismissed. 3,000 newly submitted troops were put to garrison farming at Zhangzhou. On gengshen day Ningdu and Huichang counties were promoted to prefectures, both subordinate to Ganzhou Route; Ningyang market-town was made a county subordinate to Jining Route; the Yuzhou inspection post was made Hequ County, subordinate to Baode Prefecture. An Anfeng Route registrar's office was established. Wang Qingduan, vice commissioner of the mobile bureau of palace affairs, was made right vice chancellor of the central secretariat. An edict changed the reign title and granted amnesty throughout the realm. Corvée taxes at Shangdu, Dadu, and Longxing were remitted for three years, and grain for three months was granted to the 6,000 households under Gezhiye.

Third month, wuchen day: Mars transgressed Well. On jisi day Wanze and others memorialized fixing the regulations for selection and transfer. On gengwu day Yeshi Temür, branch secretariat grand councillor of Shaanxi, was made central secretariat grand councillor, and Liang Andula, left vice chancellor of the central secretariat, was made right vice chancellor of the central secretariat. On guiyou day the Moon eclipsed the great star of Xuan Yuan. A hunt was held at Willow Grove. Corvée levies on newly submitted troops at Wudang Mountain were remitted. On jiaxu day Western Tibetans raided Jie Prefecture; Shaanxi branch secretariat grand councillor Tuoliebo advanced with troops to suppress them, all their bands were pacified, and 500 troops were left to garrison. An edict ordered each province to consolidate garrison troops: those stationed in Fujian were consolidated into 53 posts, and those in Jiang-Zhe into 227 posts. On bingzi day the imperial carriage proceeded to Shangdu. On dingchou day Prince Tiemur Buqa was enfeoffed as Prince Pacifier of the West, Martial and Tranquil, and granted a camel-button seal. Badmashin, left vice chancellor of the Jiangxi branch secretariat, was made left vice chancellor of the central secretariat. On gengchen day Jalughuchi Tersu accepted bribes; when his slave reported him, he poisoned the slave to death and was sentenced to execution in the marketplace. On yiyou day Ali was dispatched with 80,000 ingots of paper currency to purchase grain at Karakorum. On dinghai day hunting was forbidden from the first through seventh months, likewise within 800 li of Dadu. On gengyin day the Jiang-Huai and other regions revenue supervisorate and intendant commissions were established. Princes Yuemuhuer and Ulus Buqa were each granted 100 taels of gold; Ulus Buqa's mother Abucha and others 500 taels of gold; silver and paper currency in varying amounts. The censorate shall not establish a separate selection list; its personnel shall be chosen from regularly transferred officials, save that surveillance commissioners as chief officers shall be selected by the censorate itself. Each circuit surveillance commission must select a Mongol as commissioner; if none is available, then a semuren hereditary-official descendant; below that, semuren and Han may be mixed in. Further, for Kheshig and Asud each to nominate surveillance commissioners is inconvenient; they too should be limited to selection from regular transfers. Documents of each province shall be audited by officials dispatched from the branch censorate. For palace guards and personal attendants whom special edict directs the censorate and surveillance agencies to promote, explicit memorial must first be submitted before appointment. Branch censorate commissioners who complete their terms with effective performance may be transferred to the inner censorate or recommended to the central secretariat for reassignment; surveillance commissions likewise; those unfit for office shall be replaced by persons chosen by the secretariat or censorate. those who have not served in executive offices shall be given posts governing the people; those jointly selected by secretariat and censorate may be assigned at the censorate's discretion. When the central secretariat wishes to use censorial personnel, it should likewise deliberate with the censorate; officials of each agency and surveillance commission must not enter and inspect on their own authority. We now propose that except for transport-salt commissions, all other agencies follow entirely the old precedents. The decision said, "Approved." On renyin day Ulus Buqa was granted a round tally. An edict directed that frontier officials who had been preferentially promoted in rank but pleaded other affairs not to take up office should have their promotions stripped. The Pingzhu, Liudong, and Ten-Department Cave barbarians all came to surrender; they were ordered granted barbarian official posts. Grain was granted to palace guards pasturing horses in outer prefectures, with orders not to rely on the people for food. Goods recovered as stolen property by Jalarghuchi were delivered to the central secretariat. In Wuwei Prefecture of Luzhou Route the river tide overflowed, washing away dwellings. One pacification commissioner for Wusa, Wumeng, and other places was added; Boluohuan was appointed. Prince Ulusi Buqa was granted 1,000 liang of gold, 15,000 liang of silver, and 10,000 ingots of notes. The Datong Route military grain depot was moved to Hongcheng. Because Henan branch secretariat's operating expenses were insufficient, Jiang-Zhe branch secretariat was ordered to transport 200,000 shi of rice to supply it. Commander-in-chief Wang Weihe was ordered to garrison-farm at Shazhou and Guazhou with his troops; more than 23,200 ingots of Zhongtong notes were granted for seed, cattle, and farm implements. Dadu Route chief administrator Shadi, guilty of corruption and due for dismissal, the Emperor because he was a former subject specially reduced his punishment and allowed him to remain in office. Cui Yu said he should not be reappointed; the Emperor said, "You and the central secretariat officials shall warn him; if afterwards he again does so, you will be put to death. On wuxu day central secretariat officials together with Henan pingzhang Boluohuan and others said, "When Shizu pacified Jiangnan, garrison troops of 31 wings were established up and down the river; now scarcely one or two remain, and we fear unforeseen events. For garrison soldiers in outer prefectures, stored pay allotments — military officers delay and do not draw them on time, but lend their own money and charge double interest. Deserters — garrison officials everywhere and ten-thousand-household offices all dispatch men to pursue and capture — none of this is appropriate. Furthermore wealthy households evade corvée taxes by posing as monks and Taoists; moreover monks and Taoists trade as merchants and have wives and children no different from registered commoners — we request they be eliminated and made commoners. In Song times those becoming monks or Taoists had first to pay money to the county authorities before receiving ordination certificates; now there is no fixed regulation, and opportunists will surely be many. For Wuwei alum tax, initial annual revenue was only 106 ingots of notes, but it was continually increased to 2,400 ingots; generally it is made up by levying wealthy households, cutting officials' salaries, and stopping furnace-household production costs — this too should be reduced. The Emperor said, "Send men to verify the alum tax; as for the regulation for eliminating monks and Taoists, you shall deliberate and memorialize. Military affairs shall be deliberated with the privy council. Prince Yezhili's subject Huladai at Shanghe County, Jinan, harassed residents and trampled crops; the Emperor ordered him questioned; he fled back to his tribe. The Emperor said, "He is a kinsman — is there such a principle? Let Yezhili be made to punish him. On yimao day government hire and government purchase were remitted for relay households from Shangdu to Dadu and at Xuande and 12 other stations. Prince Hulachu was granted 1,000 ingots of notes, and his department 44,500-odd ingots; Princes Asu and Suge Temur's departments 28,900-odd ingots. Intercalary twelfth month, on renxu day the moon transgressed Encampment. Yesudai'er and others were ordered on campaign; An edict directed that when military households sold fields, the office they belonged to issue documentary certificates. On jiazi day Fujian pingzhang Gao Xing said, "Daliang Mountain in Zhangpu County, Zhangzhou, produces crystal; we request 100 commoner households be assigned to mine it. On jiashen day Two Huai garrison-farm troops were increased to 20,000 men. Prince Ayachi was granted 1,000 ingots of notes, his department 11,000-odd ingots; Yaolehuan's department 70,000 ingots; Andulahuo's department 40,000-odd ingots. Anyang Route suffered famine and epidemic; two months' grain was issued. That year Jinan and Jin and Fu prefectures suffered flood and drought; Tanshou and Shunzhou in Dadu; Liaoyang, Shenyang, and Guangning suffered flooding; Shunde, Hejian, Daming, and Pingyang suffered drought. In Hejian's Leshou and Jiaohe an epidemic killed more than 6,500 persons. 175 persons were sentenced to death.

On bingshen day envoys were dispatched to inspect troops in every province. On dingyou day Tingzhou garrison farming was established. On xinchou day censorate officials said, "For transport commission case documents, by regulation year-end inspection and verification is required. Financial and grain affairs are numerous; verification and audit cannot cover everything, and fraud cannot be detected. Those not yet completed should be allowed to be reviewed by the surveillance commission in the following year. Approved. On yisi day 100,000 shi of grain were granted to relieve impoverished commoners internally attached on the northern frontier. On jiyou day flooding afflicted Jiankang, Longxing, Linjiang, Ningguo, Taiping, Guangde, Raochi, and other places; 30,000 shi of grain from Linjiang Route were issued for relief, and the prohibition on fishing at weirs and dams was lifted, allowing the people to fish and gather. Hanlin academicians Wang Yun, Yan Fu, Wang Gou, Zhao Yupiao, Wang Zhigang, Yang Wenyu, and Wang Deyuan; and academicians of the Academy of Scholarly Worthies Wang Yong, Song Bo, Lu Zhi, Yelü Youshang, Li Tai, Hao Cai, and Yang Lin — all were aged and virtuous former ministers who maintained their posts in poverty — were specially granted more than 2,100 ingots of notes. Three months' grain was granted to the people under Prince of Xiping Oljei; 500 shi of millet to the Prince of Jin, 120,000 ingots of notes to his subjects, and 30,000 ingots to the Koryo, Jurchen, and Han armies garrisoned at Karakorum.

Right Chancellor Wanze said, "The annual revenue amounts to 19,000 taels of gold, 60,000 taels of silver, and 3,600,000 ingots of notes, yet this still falls short; 200,000 ingots were also borrowed from the Zhiyuan note reserve. An edict directed surveillance commissions to cultivate talent in preparation for selection and appointment. Princes' attendants were forbidden to borrow crane-control credentials and belts to harass the people. An edict directed that in every commandery where commoners were lazy in sowing or local offices failed in exhortation and supervision, each route's surveillance commission should punish them. The number of branch secretariat grand councillors was reduced to two. On bingzi day Liang Degui was made central secretariat grand councillor, and Yang Yanlong central secretariat right vice chancellor. 300,000 ingots of notes were granted to Zhahu'er's subjects; 30,000 ingots to close attendants Bayan Temür and others; 34,400-odd ingots for Yexian Temür and others to purchase horses; and 60,000 ingots to Prince of Zhennan Toghan. Flooding and drought afflicted Jiaxing and Jiangyin in Zhexi, Liyang in Jiankang in Jiangdong, and Chizhou; all were granted relief. Flooding afflicted Hanyang and Hanchuan in Huguang Province; their field rent was remitted. On gengyin day it was ordered that when ten-thousand-household commanders went on campaign, their seals should be held by deputies and not entrusted to sons and younger relatives to conduct affairs in violation of law. Idle farmland in the Two Huai was granted to Mongol troops. On renzi day censorate officials said, "Daozhou Route darughachi Alin Buqa and prefect Zhou Kejing falsely reported wheat ripening and did not relieve famine victims; although amnesty covered them, their rank should be reduced by one grade. Approved. On renzi day an edict ennobled Eastern Mount Yishan as Prince Yuande Dong'an, Southern Mount Kuaiji as Prince Zhaode Shunying, Western Mount Wushan as Prince Chengde Yongjing, and Northern Mount Yiwulü as Prince Zhende Guangning; they were to be sacrificed to annually together with the sacred peaks and rivers, and this was established as regulation.

On jiyou day Princess Nianbulie's consort Zhahuzhen fraudulently added impoverished households under her jurisdiction and drew more than 10,600 ingots of notes; a jarquchi was dispatched together with princely household officials to recover them. Drought afflicted Weihui and Shunde; strong winds damaged wheat; their field rent was remitted for one year. An edict directed that in the 24 cities under Commander-in-Chief Wang Weizheng's jurisdiction, wherever the Prince of Anxi, other princes, and Duosima came to reside, they should share tax and corvée burdens equally with registered households. Tamna presented local products as tribute. A star fell as a meteorite at Chongren in Fuzhou. The School of Practical Application was restored. The Karakorum pacification commission commander-in-chief headquarters was established; Hulachu, Yelü Xizhou, and Nalin Hela were all made pacification commissioners and commanders-in-chief, bearing tiger tallies. 30,000 ingots of notes each were granted to the qariq guards of both capitals. In the sixth month, on gengshen day, censorate officials said, "Under the Song, Jiangnan practiced the dual-tax system; since Arigh Aqa changed it to a door-levy, tax revenues rose to 50,000 ingots. Now pacification commissioner Zhang Guoji requests restoring the summer tax to levy it together with the door-levy to seek promotion; Hunan and Hubei suffer again. The Emperor ordered the central secretariat to abolish it promptly. Powerful families and ortoq were forbidden to seize grain-transport boats and vessels on the Dadu canal. Surveillance commissioner Tuohuan of the western censorate was dismissed for accepting bribes and acting unlawfully. Princes were forbidden to issue orders without authorization; those who opened and read them in violation of precedent, together with the envoys they dispatched, were to be detained and reported. On renxu day the moon transgressed Horn. An edict directed that miscellaneous-category households in Shaanxi share corvée burdens equally with commoners, and strictly forbade private salt under the Shaanxi transport commission. The Palace Inner Storehouse was established. Prince Yuemuhuer was granted 1,250 taels of gold; Ulus Buqa and his mother 1,000 taels each; silver and notes were granted in varying amounts. Locusts afflicted 50 places in Shandong, Henan, Yannan, and Shanbei; locusts also afflicted Jinyuan County, Daning Route, Liaodong Circuit in Shanbei.

In the seventh month of autumn, on guisi day, the moon transgressed the Heart constellation. Heavy rain afflicted Bianliang and other places; the river burst and destroyed dikes, flooding grain crops and dwellings in several counties of Guide; their field rent was remitted for one year. Minister of Works Na Huai, Censor Liu Geng, and others were dispatched to block it; starting from Pukou, 96 embankments were built in all. On renyin day an edict directed that from now on, if princes, imperial sons-in-law, and close attendants memorialized without going through the central secretariat and presumptuously transmitted orders to the outside, they were to be punished. King Wang Seon of Koryo killed persons on his own authority; an edict dispatched central secretariat right vice chancellor Yang Yanlong and privy council associate administrator Hong Junxiang to summon him to attend court, while his father Ju continued to administer state affairs. Gold, silver, and notes were granted in varying amounts to princes Yilianzhen and others. Flooding afflicted Jiangxi and Jiang-Zhe; 24,900-odd famine victims were granted relief.

Champa, Java, and Jinzhi each presented local products as tribute. Cattle and carts were granted to the rotational garrison troops at Karakorum. On bingshen day the imperial carriage returned to Dadu. On xinchou day the moon transgressed the southern star of the Five Chariots. Guanghai and the Left and Right Two Rivers garrison troops were ordered to rotate garrison duty every two or three years according to the former regulation. On guimao day the moon transgressed the Five Feudal Lords. Privy council vice commissioner Talaghudai was guilty of embezzlement; the censorate was ordered to try him. On jiyou day the moon transgressed the Left Enforcer. On gengxu day garrison farming was established at Ji and Gan; redundant staff within and without the court was reduced.

The Mongol chief ten-thousand-household office was established at Fengxiang; two offices of native chiefs for the Pingzhu and Liudong Man barbarians were established, with 44 local officials appointed. On wuyin day the moon transgressed the distance star of Horn. The censorate was ordered to inspect and impeach privy council case records. 50,000 shi of grain were granted to the households under Princes Yuemuhu'er and Ulus Hubuhua; 700 crane controllers were granted 500 ingots of notes.

The Yunnan branch censorate was abolished and a rectification and anti-corruption surveillance commission was established. On jihai day the moon transgressed Ghost. On xinchou day Mercury transgressed Ox. The remittance of interest money submitted by the Xu and Pi smelting offices was abolished. On renyin day the moon transgressed the Right Enforcer. Wang Qingduan, right vice chancellor of the central secretariat, was made grand councillor. 6,000 bolts of cloth were granted to Karakorum military officers, with clothing, hats, and other goods in varying amounts.

In the twelfth month, on wuwu day, Venus crossed the sky. On jiwei day Saturn transgressed Ghost. On yichou day Venus transgressed Jupiter, and the moon transgressed Mars. Horses on all routes were registered and requisitioned; except pregnant mares with foals at side, all three years of age and above were confiscated. 850,000 ingots of notes were granted to the household under Duo Erduo Hai. On gengwu day Saturn entered Ghost, and the moon transgressed Upper General. On xinwei day additional reviewing officials were established on each route, exclusively in charge of criminal cases; two on upper routes, one on lower routes. An edict directed that fugitive soldiers who returned to their occupations were exempt from corvée for three years. Darqan, branch secretariat grand councillor of Jiang-Zhe, was promoted to left chancellor. On jiaxu day a comet appeared below the Children and Grandchildren Star. On jimao day the moon transgressed Southern Dipper. On xinsi day rectification and anti-corruption surveillance commissions were ordered each year to recommend two upright and capable men from their jurisdictions. An edict directed that government-market purchase pay fair market price promptly to the owners; violators were punished. Commercial taxes were fixed at one in thirty; the annual quota was not to be increased. Yangzhou and Huai'an routes suffered drought and locusts; 100,000 shi of grain were granted for relief. Wives and children of soldiers killed in battle were supplied with clothing and grain. Taxes of the inner commanderies were remitted. More than 300 households under Prince Xiao Xue were scattered at Fengxiang; 2,800 qing of fields in Lu Prefecture were granted to them. 219 prisoners in the capital were released.
