Third year, spring, first month, guiwei new moon: Siam, Melaiyou, Luohu, and other states each presented local products in tribute; the Siam crown prince was granted a tiger tally. On bingxu day the moon encroached upon Venus. On jichou day central secretariat officials said, "Heavenly portents have repeatedly appeared; great ministers ought according to precedent to acknowledge blame and yield their posts. The Emperor said, "This is what Han people say — how can We heed it one by one? You need only appoint those who are suitable. On gengyin day an edict dispatched envoys to inquire into the people's hardships. The corvée purchase of wrapped silver and salary notes within the capital region for this year was abolished; three-tenths of Jiangnan summer tax was remitted; salary rice for junior clerks was increased. Benefit-the-People Bureaus were established on each route, with skilled physicians selected to preside over them. Yaomuhu'er was enfeoffed as Prince of Dingyuan and granted a gold seal. The central secretariat was ordered: from now on what consorts, imperial princesses, and princes require must not be supplied without receiving an imperial order; those who on their own authority established offices and confused the selection regulations were admonished. On xinmao day an edict ordered each branch secretariat carefully to inspect sick soldiers in each wing. Wang Yu, surveillance commissioner of Western Zhejiang, committed corruption; relying on a favorite he sought exemption; the censorate was ordered to try him. On renchen day Koryo attendant ministers Zhao Rengui was resettled in Anxi and Cui Chongshao in Gongchang; both were flogged and dismissed, to rectify their crime of following King Chon in killing persons on his own authority; Wang Ju was restored as king of Koryo; minister of works Yesi Temür and Hanlin awaiting edict drafter Jia Ruzhou were dispatched bearing an edict to instruct him. The campaign seals of Bietemuer and Tuotuhe'erlu were recalled. Central secretariat officials said, "In recent years what the public treasury has expended often runs to tens of thousands; the annual revenue suffices for less than half a year — the remainder is all borrowed and paid from note reserves. Your subject fears that if finances are mismanaged, the note system will also be ruined. The Emperor praised and accepted this. They were also ordered to instruct Ochicharu and others that from now on all grants and gifts must not be memorialized. On guisi day, because Jiangnan army rolls had many gaps and officials took advantage to commit fraud, an edict forbade and rectified this. Darqan Harqasun was made left chancellor of the central secretariat. On dingyou day the moon encroached upon the Western Rampart Upper General. On wuxu day the moon encroached upon the Right Enforcer. On xinchou day horses on all routes were registered; those enrolled in Mongol army rolls were exempted. On yisi day Venus crossed the sky.

On dingsi day Wanze and others memorialized on fixing provincial and ministry offices; they were introduced in order and the Emperor approved all; he also instructed the Six Ministries officials, saying, "Your affairs are often delayed and mistaken; We formerly did not know who the persons were. Now that We have reviewed them and know their names, cleanse your hearts and wash away your thoughts — each respect your office. If you again repeat former faults, punishment will not spare you. The Sichuan and Fujian branch secretariats were abolished; the Shaanxi branch censorate was abolished; the Jiangdong, Jingnan, and Huaixi pacification commissions were abolished. The Sichuan and Fujian pacification commission commander-in-chief headquarters and the Shaanxi Hanzhong Circuit Surveillance Commission were established. Karakorum and Ganzhou city were expanded. An edict ordered that Jishan County householders shielded by powerful families all be restored to county registration. On renxu day an edict instructed the civil and military populations of Jiang-Zhe and Henan North provinces. On yisi day Mars encroached upon the Five Dukes. On renshen day the Salt Pond Spirit Lord Huikang of Jie Prefecture was further titled Guangji; the Precious Treasure Lord Yongze; the Sea Spirit of Quanzhou Protect-the-Realm and Shelter-the-People Brightly Manifest Heavenly Consort; the Sea Spirit of Yan Guan Prefecture in Western Zhejiang Spirit-perceiving Broadly Auspicious Lord; Wu Yuan, grandee of Wu, Loyalty, Filial Piety, Authority, Kindness, and Manifest Sagely King. Gold Teeth sent envoys presenting local products. On gengchen day the imperial carriage proceeded to Shangdu.

Third month, on guisi day Burma crown prince Xinhebade presented a memorial thanking the court for granted robes and was dismissed to return. Master Miaoci Hongji, Jiang-Zhe Buddhist chief prelate, Putuo Ning Yishan, was ordered to bear an edict as envoy to Japan; the edict said, "The relevant offices memorialized: formerly Emperor Shizu dispatched Putuo Chan monk Ruzhi and Wang Jiweng and others twice to bear seal letters and open friendly relations with Japan — all met obstruction midway and returned. Since We began to rule, We have pacified and embraced all states; within and beyond the distant seas none has been left behind — friendly relations with Japan ought to be reopened. Now Ruzhi is old; the Putuo monk Yishan has long been of lofty conduct — he may be sent to instruct them, traveling attached to merchant vessels, so that he may certainly arrive. We specially accede to their request, intending only to fulfill the former emperor's remaining wish. As for matters of sincere friendship and giving the people rest, the king should carefully plan them. On jiawu day He Rongzu and others were ordered to revise the statutes and ordinances. An edict ordered: military officers guilty of corruption — the serious cases dismissed from office, lighter cases reduced in titular rank, or punished and allowed to remain in office without salary, for one year permitted to redeem themselves. On wuxu day Mars encroached upon Ghost. The Censorate Palace Bureau was promoted to fifth rank. On yisi day the branch censorate impeached pingzhang Jiaohua for accepting 30,000-odd ingots; Jiaohua further reported that when pingzhang Dirbuhua was in charge of revenues he embezzled 300,000 ingots, and branch censorate vice commissioner Zhang Lü accepted 100 ingots from Li Yuanshan; an edict ordered all not to be inquired into. On wushen day one surveillance commissioner for Jiangnan routes was reduced; Karakorum army was granted 100,000 ingots of notes.

Summer, fourth month, xinhai new moon: because imperial son-in-law Manzitai's following was destitute, 130,000 shi of grain was distributed in relief. On jiwei day the moon encroached upon Upper General. On bingyin day Saturn encroached upon Ghost, and the moon encroached upon Heart. On gengwu day the ban on private salt in Jiang-Zhe and the Two Huai was strictly enforced; patrolling officers were promoted and rewarded according to seizures. On xinwei day Karakorum garrison troops were forbidden to insert false names into other registers. From Tong Prefecture to the Two Huai grain-transport river, 19 patrol offices for river defense and bandit capture were established in all. On jimao day minister of rites Yuegu Buhua was made left vice director of the central secretariat. Karakorum army was granted 500,000 ingots of notes, 400,000 bolts of silks, and 20,000 shi of grain; the Karakorum pacification commission was still ordered to purchase 5,000 horses and supply them. Mongols, Jurchens, and others in Kaiyuan and Xianping in Liaodong lacked food; 20,500 shi of grain and 3,900 bolts of cloth were distributed in relief.

Fifth month, on renwu day Jiangnan Buddhist chief prelate offices on all routes were abolished. On bingshen day the moon encroached upon Southern Dipper. Various tribes of Hainan including Sugutai, Sulongtan, and Benxili presented tigers, elephants, and sago-palm wood boats in tribute. On jihai day Venus encroached upon Net. On gengzi day half the annual grain levy from Yesudai'er's pasture lands in Shandong was remitted; the Aral tribe was forbidden to pasture horses at Guangping. On gengzi day the Eastern Expedition branch secretariat was restored; pingzhang of Fujian Pinghai Province Kuolijisi was made pingzhang. That month E, Yue, Hanyang, Xingguo, Chang, Li, Tan, Heng, Chen, Yuan, Baqing, Changning, Guiyang, and Chaling suffered drought — their liquor tax and summer tax were remitted; Jiangling Circuit suffered drought and locusts — the ban on lakes was relaxed; grain was still distributed in relief for all. Sixth month, on xinhai day Uludun Qingtong killed fleeing soldiers under his command on his own authority; the Privy Council was ordered to admonish him. On guichou day the rent on old Yellow River channel fields presented by Daming Route was abolished. On wuwu day the ban on sea merchants transporting men, horses, arms, and armor to various foreign states to trade was strictly enforced. Because officials of Fujian prefectures and counties were mostly Semuren and Southerners, an order directed that from now on Han people be appointed jointly. Fujian commoners were forbidden to pose as tenants of powerful families to evade gate-service levies. On gengshen day the moon eclipsed Fang. On dingmao day Mars encroached upon the Right Enforcer. On renshen day Jupiter was visible in daytime. Karakorum garrison troops were granted 1,400,000 ingots of notes; falconers were granted 501,000-odd ingots.

Autumn, seventh month, on jimao new moon Venus encroached upon Well. On gengchen day central secretariat officials said, "More than 500,000 tenant households of monasteries in Jiangnan — all were originally registered commoners; since Yang Zongzhe improperly entered them into monastic registers, rectification should be applied. Approved. On bingchen day locusts struck Yangzhou and Huai'an subordinate counties; those on the ground were eaten by cormorants, and those flying were struck dead with wings; an edict forbade capturing cormorants. On dingwei day the moon encroached upon Ghost.

On jisi day the moon encroached upon the Five Chariots. Prince of Dingyuan Yaomuhu'er's following was granted 15,000 ingots of notes. That month Bianliang, Dadu, and Hejian suffered flooding; Longxing, Pingluan, Datong, and Xuande and other routes suffered hail. Ninth month, on guimao day, the Birthday Festival: the court halted at Gu Zha and received congratulations from princes and officials of all ranks. On gengyin day the Hedong-Shanxi iron smelting intendancy was established. On renchen day a meteor of red color, its tail more than one zhang in length, its light illuminating the ground, rose from River Drum and set west of Ox; there was a sound like thunder. On guisi day the registration of Song hand-number troops was abolished. On yiwei day the moon encroached upon the angular star of Mao. On dingyou day Venus encroached upon the Left Enforcer. On jihai day the imperial carriage returned to Dadu. Yangzhou and Huai'an suffered drought; their field rents were remitted.

Winter, tenth month, on wushen new moon there were ceremonies at the Imperial Ancestral Temple. On renzi day the Baiyuewu clan was enfeoffed as empress. On jiayin day the Haibei-Hainan Circuit Surveillance Commission was re-established. Shandong transport commissioner Alisha and others increased tax notes by 41,800 ingots; each was granted one brocade robe. On bingzi day the moon encroached upon Fang. Households under Tughlugh Buqa and others were granted more than 37,000 ingots of notes; camel-herding households were granted more than 102,000 ingots. Because Huai'an, Jiangling, Mianyang, Yang, Lu, Sui, and Huang suffered drought, Kaifeng and Guide suffered floods, and Long and Shaan suffered locusts, their field rents were all remitted.

Eleventh month, on gengchen day, 78 sluice dams for lakes and channels in western Zhejiang were established. Distilling wine at Karakorum was forbidden. On yiyou day Venus encroached upon Fang. On wuzi day 20 prisoners were released. On dingyou day Taihu Lake and Dianshan Lake were dredged. On jihai day notes of 102,000 ingots were granted to the Longfu Palace camel herdsmen; Prince Hede's following was granted 100,000 ingots; the King of Yunnan Yesi Temür and his following were granted 38,000 ingots; Karakorum garrison troops were granted more than 1,400,000 ingots and 29,000 bolts of silks and cloths. Hangzhou suffered fire; Jiangling Circuit suffered locusts; grain was issued in relief for both.

Twelfth month, on jiyou day, the Zhenchao ten-thousand-household office was relocated to garrison Yuan and Jing; the Piyang ten-thousand-household office was relocated to garrison Chen Prefecture; the Junzhou ten-thousand-household office was relocated to garrison Changde and Li Prefectures. Prince Yuehunan was granted a silver seal. On bingyin day an edict ordered that garrison troops in each province be released in rotation after two years of service. The Palace Provision Commission was promoted to senior second rank. On guiyou day an edict ordered that for property receipts and disbursements in the central secretariat, nothing lacking a voucher or record was to be granted from now on. Arughun Saghri, retaining the posts of steward of state, director of the Academy of Scholarly Worthies, and head of the Astronomical Bureau, was made grand councillor. Princes Liushi, Tuotuo, and others were granted more than 13,000 ingots of notes; the four keshik guard soldiers were granted more than 52,000 ingots; households under wanhu Sare'ughuru were granted 40,000 ingots. Huai'an and Yangzhou suffered famine; Yijinai garrison-farm in Gansu also suffered drought; all were relieved with grain.

Fourth year, spring, first month, on bingshen day, the ban on lawless rowdies in the capital was strictly enforced; offenders were tattooed and flogged 70 strokes, then detained. On xinchou day an edict ordered that Mongol grand marshal Esen Taghai must not on his own decide capital punishment without an imperial order. It was ordered that Karakorum garrison troops who had borrowed ortoq money need repay only the principal. On guimao day the Huaidong grain-transport canal was restored. Prince Tash Temür was granted a gold seal. Hanlin academician Sengjia was granted 500 ingots of notes to support his mother. Prince Muhunan's following was granted more than 12,000 ingots; the Baluchisi and other followings were granted 60,000 ingots.

On bingchen day the empress dowager died; the next day she was enshrined and buried at the preceding imperial tombs. On wuwu day the moon encroached upon Xuanyuan. On renxu day the Emperor instructed He Rongzu, saying, "Statutes and ordinances are excellent laws; they ought to be fixed early. Rongzu replied, "Your subject has selected 380 articles; one article may cover three or four matters. The Emperor said, "Past and present differ in what is fitting; there is no need slavishly to follow precedent — only take what fits the present. On jiaxu day 100,000 shi of grain was issued to relieve famine victims in Hubei; the prohibitions on mountains and marshes were also relaxed. Chenghai garrison-farm was abolished and re-established at Haza; agricultural implements and seed were supplied. On yihai day the imperial carriage proceeded to Shangdu. Garrison-farm was established at Taihe Ridge of the Western Capital. Prefectures and counties of Wusa, Wumeng, and other places were established; Huili and Sixichuan prefectures were each split in two, and Weimo Prefecture was established. On bingzi day Li Ting was ordered to drill the soldiers of each guard. The Prince of Jin's following was granted 40,000 ingots of notes.

Summer, fourth month, bingwu new moon: an edict ordered the Yunnan branch secretariat to rectify accumulated abuses. On renzi day Zhu, wife of Sun Yi of Baoying County, Gaoyou Prefecture, gave birth to three sons at one delivery; three years of taxes and corvée were remitted. On bingchen day Wutiao River garrison-farm was established. On dingsi day this year's silk and silver levies at Shangdu and Longxing and the supplemental taxes and field rents at Dadu were remitted. Prince Yemiegan was granted a gold seal with gilding. Burma dispatched envoys presenting a white elephant. On wuwu day associate administrator Zhang Yisun and his younger brother Gui and others were executed at Longxing market. Yisun had originally been the adopted son of the wealthy Hu Zhiji of Xingan; later Zhiji had a son of his own and died; Yisun coveted his property and conspired with Gui to murder him, bribing prefecture and county officials to escape punishment. His servant Hu Zhong appealed his master's injustice to the authorities; thereupon they were put to death, and the property was all returned to the Hu clan. Central secretariat judicial officer Bulanxi was made grand councillor. Imperial nephew Khayishan's princely garrison troops were granted more than 22,900 horses.

Fifth month, on guiwei day, left chancellor Dala Khan sent envoys saying, "Extravagant spending is unrestrained, and the treasury is gradually empty. An edict ordered that from now on, for princely households, matters concerning money and grain must not casually be brought to imperial attention. The Emperor instructed academy grand academician Arughun Saghri and others, "The Academy of Scholarly Worthies and Hanlin Academy are places to retire the aged; from now on elevate those elders who complete their terms — do not let them leave at will; if any do leave, punishment will reach you. Have the central secretariat informed of this. Fifteen relay stations from Yunnan to Burma were added; each station was supplied with four round tallies and 12 relay vouchers. On jiawu day the moon encroached upon Leibizhen. On xinchou day Venus encroached upon Yuguai, and the moon encroached upon Mao. The Yanqing Directorate was restored. Prince Yezhili's following was granted 20,000 ingots of notes; households under Balin Telisi were granted more than 65,000 ingots. That month, Tong Prefecture, Pingluan, and Longxing suffered hail; Yangzhou, Nanyang, Shunde, Dongchang, Guide, Jining, Xu, Hao, and Shaobo suffered drought and locusts; Zhending, Baoding, Dadu, Tong and Ji prefectures suffered floods. Sixth month, on jiyou day an edict enfeoffed Burma's prince Kumalagazhaba as king of Burma and granted him a silver seal, gold and silver vessels, clothing, and other goods. On bingchen day grand tutor Ochicharu was made grand preceptor, Wanze was made grand tutor; both were granted seals. On dingsi day Venus encroached upon Saturn. Censor-in-chief Buqumu died; being poor he had no means for burial; 500 ingots of notes were granted. On jiazi day the Tamna general commission was established. An edict ordered that from now on each province must not on its own requisition troops without an imperial order. The Karakorum grand marshal's office was additionally charged with performing pacification commission duties. 22 persons from Diaoji'er, Java, Siam, Zhanba, and other states came to court; they were granted clothing and sent away.

Autumn, seventh month, jiaxu new moon: right chancellor Wanze requested posthumous title seals and honorific documents for Empress Huirenyusheng. On yiyou day Asangeye's younger brother Zhesu of Burma and 91 others each presented local products at court; an edict ordered the others to remain at Anqing while Zhesu was sent to Shangdu. On xinmao day Mars encroached upon Jing. Wet nurse Lady Han of Ji State was promoted to Lady Shunyu of Yan-Ji State; the Shimot clan was made Lady of Ji State. Poor people in Hangzhou Route lacked food; 10,000 shi of grain was sold at reduced price.

Eighth month, guimao new moon: hereditary privilege regulations were revised — sons of officials of senior first rank received senior fifth rank, sons of officials of junior fifth rank received junior ninth rank, with intermediate ranks graded accordingly; Mongols and semu received one rank higher. The Guangdong Salt Tax Intendant Office was established. On guichou day the moon encroached upon Jing. On gengshen day Asanjiya of Burma and his brothers came to court, confessing the crime of killing their lord; The army campaigning against Burma was disbanded. On jiazi day Mercury encroached upon the upper star of Lingtai. Baima County of Daming suffered drought.

Ninth month, on wuwu day Venus encroached upon Dou. On renxu day the moon encroached upon Yuguai. Tamachi troops of Caozhou disputed 120 qing of land with civilians; an edict ordered that an equal amount of nearby official fields be granted separately. Guangdong Yingde Prefecture darughachi Tughanchar induced more than 2,000 households of bandits to submit; Yingde Prefecture was promoted to a route, three counties were established, and Tughanchar was made darughachi and wanhu combined to pacify it. On jiazi day Venus encroached upon Dou. The Central Imperial Household Directorate was changed to the Central Governorship Directorate. Prince Chubo's following was granted more than 15,400 ingots of notes. Famine victims in Jiankang, Changzhou, and Jiangling numbered more than 849,060 persons; 229,390-odd shi of grain was supplied.

Eleventh month, renyin new moon: an edict promulgated leniency measures — silk and silver levies and grain taxes of Dade year 5 at Shangdu, Dadu, and Longxing were remitted; nearby prefectures that pastured horses and camels had grain taxes remitted by three-tenths; elsewhere one-tenth was remitted; Exile sentences were each reduced by half; punishments of beating and below were released; For wasteland north of the Yangzi permitted for cultivation, tax collection had originally been planned for the third year; now the deadline was extended by one year altogether, established as a fixed regulation. The dog-relay stations and ox-relay stations under Liaoyang Province were merged into one, and paper money was still granted to relieve their shortage. The province and the censorate were ordered to dispatch officials together with Sibaqa to try those responsible for the delay in transport of grain to Karakorum that had not yet arrived. Pingji County in Zhending Route suffered drought.

Twelfth month, guiyou day: censorate officials said, "The officials impeached and the relevant offices try the case together, whereby matters are obstructed and hard to carry out; we ask to follow the former regulations. Whenever the central secretariat has any reform, investigating censors are invariably sent along; this is not appropriate; from now on they should not be sent unless by imperial order. All were approved. On gengyin day Mars transgressed Xuan Yuan. On guisi day the Moon transgressed the angular star of Fang. The Jin Prefecture darughachi Negu Bor feigned his mother's death and returned to fetch his wife. When the matter was reported, an edict said that because he had debased and injured the moral order, he was dismissed from office and not reappointed. Liu Shen, Heladai, and Zheng You were sent to command 20,000 troops to campaign against Babai Xifu; the Yunnan provincial government was also ordered to grant five horses per ten soldiers, and when insufficient, cattle were supplied to make up the difference. Prince Xindu's households were granted 50,000 ingots of paper money, the four households of Ulus Buqa and others 219,000-odd ingots, and the Western Capital garrison troops 28,000-odd ingots. 229,300-odd shi of grain was distributed in relief to famine victims at Jiankang, Pingjiang, Eastern Zhejiang, and other places.

On renzi day the Moon transgressed Ghost Accumulated Corpse Qi. The imperial portrait of Empress Zhaorui Shunsheng was installed at Huguo Renwang Monastery. The gold-mining and iron-smelting intendancies of Tan and Jing prefectures were abolished, and their affairs were placed under the capital intendancy. Censorate officials said, "Officials who commit corruption or steal government funds, and upon exposure flee to escape punishment, should be treated the same as if the case were concluded. Even if pardoned, demotion and dismissal should still be added, so that deceit and fraud may be reformed. Approved. On bingyin day, because the salt laws of the Two Huai were stagnating, two transport commission officials were ordered to divide duties on the upper river to rectify them; seals and courier passes were also issued. On xinyou day the Moon transgressed Heart.

Liu Shen and Heladai were both made right vice chancellor of the central secretariat, and Zheng You was made vice director of the secretariat; all wore tiger tallies. Branch central secretariat affairs of the various routes in Yunnan were divided; two judicial inquest officials were established, one director, one vice director, and one registrar each, and four round tallies and 20 courier passes were granted. The Fujian weaving and embroidery intendancy was abolished. Hejian Transport Commission salt was increased to 280,000 yin; its subordinate salt offices at Qing, Cang, and Shen were abolished. On dinghai day two ten-thousand-household offices for the campaign against Babai Xifu were established, with four commanders of ten thousand households; convicts from Sichuan and Yunnan were sent to join the army. On yiwei day an edict said that surveillance commission officials, except for mourning a parent, moving a grave, or taking sick leave, must not leave their posts; those who received appointment but did not take up their posts because the place was far or the office was low-ranking should not be employed again by the censorate. On bingshen day 10,000 horses were granted to Toghto's households and others. On dingyou day the imperial carriage arrived at Shangdu. An edict ordered the Yunnan branch central secretariat to reduce officials of internal and external offices by 1,514, and to increase garrison troops in Jiangsu and Zhejiang. On wuxu day Zhao'ying Palace and Xingjiao Monastery were each granted 100 qing of land; Xingjiao was additionally granted 15,000 ingots of paper money; Shangdu Qianyuan Monastery was granted 90 qing of land, with paper money in the same amount as Xingjiao; Wan'an Monastery 600 qing of land and 10,000 ingots; Nan Monastery 120 qing of land, with paper money equal to Wan'an's amount. On jiaxu day Xue Chaowu'er and others were dispatched to lead troops against the Gold Teeth and other states; at that time the Burma expedition army was returning and was intercepted by the Gold Teeth — many soldiers died in battle. All prisoners detained for years whose cases cannot be decided should have the surveillance commission report the doubtful circumstances and submit them to the secretariat and censorate for detailed adjudication, and this shall be made a standing regulation. In every route severely afflicted by disaster, corvée taxes are remitted for one year; impoverished households receive relief counted by mouth; those especially severe receive preferential grants. Petty clerks guilty of embezzlement are all dismissed without further appointment. Burma campaign wanhu Yelie Fushan and others presented six trained elephants. Huguang branch secretariat officials said, "The Hainan and Haibei circuit pacification commissioner's headquarters of military commissioners does not participate in military affairs; when theft occurs, only documents are sent — by the time replies return, the affair is already beyond remedy; we now request that two of its chiefs be placed in charge of military affairs. Moreover for garrison commanders who are negligent in merit, there is already a fixed regulation for punishment; for those who merit reward for achievement, we request that either supernumerary rank be added or gold or silver tallies be granted. All were approved. Garrison-farm fields in Nanyang Prefecture were allocated to newly registered Uighur households so they could farm for self-support; grain for three months was still issued. On dinghai day an edict directed, "Military officers who after receiving appointment do not arrive on time, who on account of illness or death do not go, or who after assigned duties are finished do not promptly return — following the regulation for civilian officials, after six months in violation a replacement is selected; the replaced officer resumes rank after one year. Envoys were dispatched to adjust officials in Yunnan, Sichuan, Fujian, Guangdong, and Guangxi, instructing all offices that matters pertaining to the central secretariat must not be memorialized presumptuously. On dingwei day Liu Guojie and Yesian Hudul were dispatched to lead 10,000 troops; Bala and Ataqchi to lead 5,000 troops — to campaign against Song Longji. Grain was sold at reduced price to relieve the poor of the capital; 36 shops were established; those elderly, young, solitary, or weak who could not support themselves received granary provisions for five months. Han army bodyguard troops of the Six Guards were selected for military training; also forbidden that subordinates below wanhu be privately replaced — offenders sentenced according to gradations. Yao tribesman Lan Lai led the 36 caves of Danyang in submission; Lan Lai and others were made registrars and marshals of Huaiyuan County in Rong Prefecture. Two sets of garments were granted. Prince of Jin Gammala died; the princely seal and inner secretariat seal were ordered sealed. On bingwu day 21 relay stations in the metropolitan region lacked provisions; more than 12,700 ingots of notes were granted. Shaanxi suffered drought; commoners were forbidden to brew wine. Because Yunnan relay households were impoverished, horses and notes were increased for preferential relief. Central secretariat officials, because Zhu Qing and Zhang Xuan repeatedly drew public comment, requested their dismissal from office and transfer of their sons holding office in Jiangnan to the capital. On dingwei day Zhejiang pingzhang Ali was ordered to take exclusive charge of that province's revenues. On gengxu day an edict directed that officials guilty of crimes already amnestied are still to be investigated and questioned. Sea-route transport grain ships were ordered to have tammaq troops and Jiangnan sailors jointly trained to guard against sea bandits. Jiangnan monk Shi Zujin reported ten illegal acts of Zhu Qing and Zhang Xuan; the censorate was ordered to interrogate them. The Emperor said to censorate officials, "We have heard that rich households in Jiangnan encroach on commoners' fields, causing the poor to drift away and migrate — have you heard of this? Censorate officials said, "Rich households frequently request protective imperial letters and rely on them to defraud poor commoners; government offices cannot investigate and punish — it would be convenient to recover them all. Ordered to implement immediately, not to exceed three days. An edict directed that from now on when Buddhist officials and monks commit crimes, the censorate and the internal and external Xuanzheng commission jointly try them; where Xuanzheng commission officials show favoritism and injustice, the censorate is permitted to punish them. Prince Tachi Temur's annual grant was increased by 250 taels of silver and 100 bolts of miscellaneous silks. On yimao day the Hun River dike was built 80 li long; powerful households were forbidden from encroaching on the old river channel; garrison-farm troops and commoners were ordered to plant fields. Liu Guojie's army was augmented; still ordered to garrison strategic passes until autumn when the army would advance. Zhahu'erdai, Ali, and others were ordered to rectify those in Jiangnan who covertly occupied tax-paying commoners' land. Central secretariat officials said, "The censorate and surveillance commissions — field inspection and on-site verification — have differed before and after. When the censorate was first established, only field inspection was used; later when the surveillance commission was established, matters great and small were all subject to on-site verification. Consequently censorate affairs accumulated without being carried out. We request that from now on, aside from flood, drought, and disaster damage using on-site verification, the remainder follow the old regulation of field inspection as appropriate. This was approved. Because Dadu, Pingluan, and other routes were afflicted by water last year, troops due to go to Shangdu for summer residence were exempted from mobilization for one year. An edict directed that military officers, aside from distant frontier campaigns, when encountering mourning for grandparents or parents follow civilian official regulations with fixed limits for departure. Raising hawks, dogs, horses, camels, and the like to disturb the people was forbidden. On yiwei day, because Prince Zhentong falsely accused the Prince of Jinan, he was demoted and placed in Liu Guojie's army to redeem himself. On renxu day Saturn transgressed the Upper General of the Supreme Palace Enclosure.

Right vice chancellor Liu Shen and others of the Eight Hundred Wives campaign were dismissed; their tallies, seals, and relay vouchers were confiscated. Because the capital's people lacked food, the secretariat and censorate were ordered to dispatch officials to count mouths and verify; more than 117,100 ingots of notes were issued for relief. On guisi day the Emperor fell ill; 38 serious prisoners in the capital were released.

On yiwei day Mercury transgressed Room. On guimao day the moon transgressed Hairy Head. On jiyou day the moon transgressed Chariot. On gengxu day brewing liquor was forbidden to Karakorum troops; only Prince of Anxi Ananda, princes Hulachu, Totoq, Babusha, Yezhili, imperial son-in-law Manzitai, Hongjiliedai, and Yanligan were permitted to brew. On xinhai day associate manager of the privy council Hede was made manager of the privy council. An edict directed that for all temples and monasteries in Jiangnan, additional civilian fields registered and land donated by commoners were all to pay rent and perform corvée service. On wuwu day the skilled archers' army of Hexi and Ningxia was registered under Prince Amuge, and the Ganzhou army under Prince Chubor. On jiwei day an edict declared that postal couriers who took circuitous routes were to be punished.

In the twelfth month, on the gengshen new moon, Mars transgressed Saturn. On xinyou day censorate officials said, "Since the first year of Dade there have repeatedly been celestial anomalies and wind-and-water disasters, and the people lack food. Your Majesty's reverence for Heaven and love for the people have been without limit; it is right that disasters should be turned into blessings; yet this year spring frost destroyed the wheat, autumn rains damaged the crops, and in the fifth month the Imperial Ancestral Temple suffered fire — especially grave matters in all ages. We reflect that perhaps those bearing Your Majesty's heavy responsibilities have been unable to carry out the sacred will, leading to this. If there is no renewal, later it will be hard to set right. We request that the central secretariat and aged ministers versed in principles of governance jointly plan remedies. They further requested prohibition of brewing in the various routes, remission and reduction of corvée levies and taxes, and relief for hungry commoners. The Emperor commended and accepted all this, and ordered central secretariat officials to deliberate on implementing it. Yunnan suffered an earthquake. On wuchen day it shook again. On jiazi day Yuan Shunyi of Heng Prefecture and others incited and gathered more than 2,000 men to raid Chen Prefecture; the Hunan pacification commission mobilized troops to suppress them, captured Shunyi and the rest of the band, and ordered execution of the three chief conspirators; the remainder were assigned to colony fields at Hongze and Shaobo; those coerced were summoned and urged to return to their occupations. On yichou day Jupiter transgressed Ghost. On yihai day the moon transgressed Ghost. On bingzi day Liu Guojie and Yesian Hududu came to present news of victory over She Jie, Luogui, and others. On gengchen day Mars transgressed the eastern rampart upper chancellor of Supreme Palace Enclosure. The central secretariat was ordered to revise the criminal statutes on selling free persons by fraud. On guiwei day the moon transgressed Room. Baoding and other routes suffered famine; 10,000 ingots of notes were granted for relief. That year, three persons were sentenced to death.
