Seventh year, spring, first month, on wuxu day the moon encroached upon Mao. On jiachen day the moon encroached upon Xuanyuan. On bingwu day regulations were fixed for counterfeiting and re-issuing paper money offenses: ringleaders were to receive 107 blows of the staff, followers two grades lighter; On a second offense, followers received the same staff penalty as ringleaders, and ringleaders were banished. On jiyou day, because the harvest failed, wine-brewing was forbidden in prefectures of Hebei, Gansu, Shaanxi, and elsewhere. On pasture land in Yidu and other places that commoners had reclaimed, the rent of one dou per mu was deemed too heavy and reduced to four sheng. Prohibitions on mountains, marshes, rivers, and lakes in famine-stricken areas were lifted for one year; 8,000 shi of grain were distributed in relief to impoverished households of Nai. On renzi day the field survey at Guide Prefecture was abolished. On yimao day an edict declared: for all anonymous letters, those whose language was grave were to be executed, lighter ones banished and assigned; the first informant was granted notes in graded amounts, and their wives and children were all registered and confiscated to make up the reward. The censorate and the imperial clan court were ordered to appoint officials to dispatch Zhu Qing's and Zhang Xuan's wives and children to the capital; their family property was still to be sealed and registered, and their weapons, sea vessels, and the like seized. On dingsi day the privy council was ordered to select 10 soldiers skilled in agriculture to instruct frontline garrison-farming troops. Yeti Hu'erde was granted 50 taels of gold, 1,000 taels of silver, 1,000 ingots of notes, and 100 bolts of silks and cloths.

Second month, on renxu day an edict ordered the central secretariat to cut redundant staff in all agencies, and also instructed the privy council that except for generals on campaign, those administering council affairs were to have their numbers fixed and reported. On xinwei day Mubarak Shah, grand councillor and acting Shangdu resident, and Alawadin, grand councillor of the Shaanxi branch secretariat, were both made grand councillors of the central secretariat; Shang Wen, censor-in-chief of the Jiangnan regional censorate, was made left vice chancellor of the central secretariat; and Dong Shizhen, associate administrator of the Jiang-Zhe branch secretariat, was made associate administrator of the central secretariat. On renshen day an edict declared, "The privy council, imperial clan court, and the like — from now on on every matter they are to deliberate jointly with the central secretariat before memorializing the throne; No agency may on its own memorialize on transfers and appointments; even where officials have been appointed by special imperial order, if precedent is not satisfied, a renewed memorial is likewise permitted." On jiaxu day redundant staff of the Hangzhou tax superintendency were reduced. On bingzi day an edict declared that Karakorum troops were to rotate garrison every six years, and notes were still to be issued to supply their want. Troops of the Western Capital under Yesidiyer and troops raised at Dadu were all ordered to reach Shangdu in fourth month and proceed north in fifth month. On dingchou day princes were ordered that Prince Chubo, when not on urgent business, was not to travel by relay. An edict fixed the central secretariat establishment from the left and right chancellors downward: two grand councillors, one left and one right vice chancellor each, two associate administrators — fixed at eight chief officials. On wuyin day the moon encroached upon Heart. On jimao day all corvée levies in inner circuits where famine had struck were entirely remitted; Henan Province was still ordered to relieve and succor displaced persons, and 380,000 ingots of notes were granted to northern army troops. Because Chen Yiji of Annam had long resided at Ezhou, 1,000 ingots of notes were granted. Surveillance censor Duotai was made associate administrator of the central secretariat. Censorate officials said, "Ali, grand councillor of the Jiang-Zhe branch secretariat, left vice chancellor Gao Zhu and An You, and provincial commissioner Zhang You and others bought 15,000 salt certificates under false names and resold them at increased price — we ask that provincial and censorate officials be dispatched to investigate." Approved. Taiyuan, Datong, and Pingluan Route suffered famine; grain was sold at reduced price in relief. On gengchen day the Shaanxi and Gansu branch secretariats were ordered to relieve impoverished households in Fengxiang, Qin, Gong, Ganzhou, and Hemili. Surveillance censors Du Kengou and others reported that Grand Preceptor and Right Chancellor Wanze had accepted bribes from Zhu Qing and Zhang Xuan; no response. On renwu day the Emperor addressed central secretariat officials, saying, "Recently there have been those who, because yearly tax revenues increased as surplus, hoped to seek enfeoffment and rewards — if this is not exacting from the people, whence does it come? From now on apart from the original quotas, do not treat surplus increases as regular figures." The Jiangnan Finance Chief Commission and its superintendencies were abolished. Officials of the inner and outer central secretariat and the Ministry of Revenue transport commissions were forbidden to buy salt certificates privately. The Application Court was abolished. All persons were forbidden to take gold, silver, silk thread, and the like abroad. The Jiangnan Chief Water and Corvée Fields Office and the Mobile Bureau of Transmission were abolished. The Dadu Salt Transport Commission was merged into the Hejian Transport Commission; the capital wine tax revenues it administered were placed under the Ministry of Revenue. All persons were forbidden to present precious goods as tribute without receiving an imperial order. Redundant persons of all categories who falsely claimed keshik status and princes', imperial sons-in-law's, and consorts' household dependents who improperly requested money and grain were cut. Zhending Route suffered famine; 50,000 ingots of notes were distributed in relief. Princes Xiao Xie and falconers and the like were still instructed not to hunt near Zhending and harass the people. On bingxu day an edict declared that apart from frontier campaign soldiers and relay households of the two capitals, all other households were equally to bear corvée service. On dinghai day an edict declared that from now on, apart from the privy council, censorate, and Xuanzheng Bureau continuing to memorialize on selection as before, no agency might memorialize on its own; all persons recommended for appointment were to pass through the central secretariat.

Third month, on jichou new moon day Baoding Route suffered famine; 40,000 ingots of notes were distributed in relief. On gengyin day an edict dispatched pacification envoys to tour the circuits: Hao Tianbing and Tacu to Jiangnan and Jiangbei, Shi Gui to Yannan and Shandong, Yelü Xiyi and Liu Geng to Hedong and Shaanxi, Tielituohuan and Rong Yi to Liang-Zhe and Jiangdong, Zhao Rongrong and Yue Shumo to Jiangnan and Huguang, Mubarak and Chen Ying to Jiangxi and Fujian, Tachihaiya and Liu Minzhong to Shanbei and Liaodong — all were granted rank-2 silver seals, and edicts of admonition were also issued to them. Toghto, grand councillor of the Jiang-Zhe branch secretariat, dispatched Zhu Qing's and Zhang Xuan's families; their households bribed him heavily with gold and pearls; Toghto reported this. The Emperor instructed him, saying, "We entrusted Jiangnan to you — you have indeed done thus; this is truly a man's deed. Be all the more conscientious in your duties." He was granted 50 taels of gold. Fire broke out in the capital; the central secretariat and privy council were ordered to deliberate on increasing patrol troops. The Gansu branch secretariat's supply of army funds and grain had many abuses; an edict moved the surveillance commission to Ganzhou. On renchen day penalties for adultery, theft, and the like in the Dadu north and south horse-and-troop offices were fixed: those age 67 and below were turned over to their route, those age 77 and above to the yeke jarquchi. Hejian Route's grain crop failed; construction labor on Buddhist temples was ordered stopped. On yiwei day Zhending Route suffered famine; more than 660 ingots of notes were distributed in relief. Grand councillors Bayan, Liang Degui, Duan Zhen, and Ali Hun Sali, right vice chancellor Badmashin, left vice chancellor Yuegu Buhua, and associate administrators Merhuozhe and Zhang Silin and others had accepted bribes from Zhu Qing and Zhang Xuan; punishment was graded accordingly — an edict dismissed them all. Hong Junxiang was made right vice chancellor of the central secretariat; a surveillance censor said he had formerly served in the privy council and had been dismissed for bribery, and requested another able man be selected instead — no response. On jiachen day an edict fixed bribery offenses in 12 chapters. Capital officials, apart from monthly salary, were additionally granted salary rice; Local officials without public fields were also granted rice in measured amounts. On yisi day, because the campaign against the Eight Hundred Wives ended in defeat, Liu Shen was executed, Heladai and Zheng You were flogged, and the Yunnan Burma campaign provincial government was abolished. On wushen day Xiaolanxi, Yue Xuan, and others presented the 《Unified Gazetteer of Great Unity》; rewards were granted in graded amounts. On jiyou day imperial letters reducing or exempting corvée purchase and market purchase were recalled. Because Tuohuan falsely accused Prince Toghto, he was demoted and placed with the Huguang branch secretariat army to redeem himself. Gansu branch secretariat mobilization of militia and investigation counts of relay households' dependents and livestock were abolished. On gengxu day Ayiqaha households collected by Tiegecha'er were restored to Prince Toghto's jurisdiction. On guichou day privy council officials and a surveillance censor said, "Censor-in-chief Dong Shixuan borrowed notes from Zhu Qing and Zhang Xuan — improper." The Emperor said, "Need not inquire into censorate members' lending; if the speakers do not cease, later they shall be beaten." On jiayin day the imperial carriage visited Shangdu. On bingchen day Prince Xiao Xie's households and others were granted 60,000 ingots of notes; relay households of Liling Terrace and four other stations were relieved with more than 1,400 ingots. Liaoyang and other routes suffered famine; 10,000 ingots of notes were distributed in relief.

In the fourth month of summer, on guihai day the moon encroached upon Eastern Well. An edict to the branch secretariat, censorate, privy council, and Bureau of Transmission declared: whenever summoning Dadu chief administrator's office officials, sealed summons must be used; other agencies may not summon them at will. Chen Tianxiang, Zhang Konsun, and Guo Jun — frontier subjects summoned to court — Chen Tianxiang and Zhang Konsun were made grand academicians of the Jixian Hall, and Guo Jun was made grand academician of the Zhaowen Hall; all deliberated central secretariat affairs jointly. On bingyin day the moon encroached upon Xuanyuan. On gengwu day, because central secretariat documents were excessively numerous, for rank-2 agencies that should submit to the secretariat, they were ordered to deal only with the Six Ministries. Left Chancellor Darqan said, "When monks complete Buddhist rites, they invariably release serious criminals. Murderers and wives or concubines who killed their husbands — all are released by name. The living escape punishment while the dead bear injustice — what merit is there in this?" The Emperor praised and accepted this. On xinwei day Zhu Qing's and Zhang Xuan's descendants were banished to distant regions; travel expenses were still provided. On yihai day Jupiter encroached upon Ghost, and the moon encroached upon Southern Dipper. On gengchen day Shejie submitted; Haiersun was ordered to command 5,000 troops to garrison the place; the remaining forces were all sent back to their garrisons. 1,000 Sichuan soldiers from Diaomen were transferred to garrison Luoluo Si; local troops engaged in road repair were all released and sent home. On jiashen day Mars encroached upon the Right Enforcer of the Supreme Palace Enclosure. On dinghai day Jupiter encroached upon Ghost. Shejie was executed. Weihui Route and Chen Prefecture suffered armyworm; Jinan Route — falling frost killed wheat.

Fifth month, on jichou day Karakorum troops were granted 380,000 ingots of notes. The wine prohibition at Shangdu and Dadu was lifted; counties and prefectures under the two capitals and Shanhou, Hedong, Shanxi, and Henan — those that had reported famine — still had the prohibition fully maintained. An edict ordered the Yunnan branch secretariat to rectify finances and grain. On renchen day Mercury encroached upon Eastern Well. For battle merit in the fifth year of Dade, northern army troops were rewarded with 200,000 taels of silver, 200,000 ingots of notes, and 59,000 bolts each of silks and cloths. Imperial nephew Khayishan and Prince of Anxi Ananda, princes Toghto and Babusha, and imperial son-in-law Manzitai were each granted 50 taels of gold and graded amounts of silver, pearls, brocade, silks, and the like. On bingshen day 14,000 returned troops from the Burma campaign were sent back to their garrisons. On guimao day an edict declared: for Karakorum army grain, apart from the annual disbursement of 120,000 shi, the remainder might not be drawn without imperial order. On dingwei day Chagha'er came to court; for battle merit he was granted 50 taels of gold and 400 taels of silver, and more than 690,000 ingots were still granted to impoverished soldiers under his ten-thousand-household command. On xinhai day pacification envoys Yelü Xiyi and Liu Geng said, "The Pingyang monk Chaoliwei has committed more than one offense; officials fear his power and dare not investigate; hearing of our arrival, he fled secretly to the capital. Central secretariat officials said, "He should be captured and sent back to his locality; let the branch secretariat, censorate, and Xuanzheng Bureau dispatch officials for joint trial." Approved. On jiayin day the Luan River at Shangdu was dredged. On yimao day Prince Changtong's five-shipul silk was distributed to Prince Tash Temür. Ganzhou relay households hidden by Buddhist monks, tlughtu, and others were ordered returned to corvée according to regulation. An edict declared: officials within and without who lacked public fields were granted salary rice in measured amounts; at Shangdu, Gansu, Karakorum, and other places that were not rice-producing regions, only the price was given. Prince Babusha's following was forbidden to hunt at Panyang and other places, disturbing the people. An edict declared: among imperial guard soldiers, apart from sons of officials who had previously received memorial approval to remain, all the rest were dismissed. Princes and imperial sons-in-law were forbidden to beat prefecture and county officials on their own authority; violators' princely establishment officials were punished. The Karakorum pacification commission commander-in-chief headquarters was established; Hulachu, by remote appointment left vice chancellor of the central secretariat, was made pacification commissioner and commander-in-chief. Prince Nahu'li was granted 1,000 ingots of notes and 30 bolts of silks. Jining, Dongchang, Jinan, Panyang, and Yidu suffered insects eating the wheat; Taiyuan, Longxing, Nankang, Yuan, Rui, and Fu routes and Gaotang and Nanfeng prefectures suffered famine; 55,000 shi of grain were sold at reduced price in relief; Dongping, Yidu, and Jinan routes suffered locusts; Panyang Route suffered frost.

Intercalary fifth month, wuwu new moon: there was a solar eclipse. Because Yanuo Temür, Kuokuochu, and Huangwumu died in the army, their families were granted notes in varying amounts. On renxu day an edict forbade offenses against the forest and temple at Qufu. On dingmao day 15 routes including Pingjiang suffered famine among the people; 354,000 shi of grain were sold at reduced price in relief. On wuchen day the moon encroached upon Heart. On jisi day, because princes Boluo and Zhentong had merit in suppressing bandits, they were summoned to the capital. Wanze died. On gengchen day Yesudai'er, grand councillor of the Yunnan branch secretariat, came to court and presented 500 taels of gold taken from the army as tribute. The Emperor said, "This gold was obtained by your risking death in battle. He was granted 1,000 ingots of notes. On dingchou day princes, imperial sons-in-law, and others were forbidden to send slaves as substitutes among northern campaign armies — offenders were punished. On xinsi day an edict declared that Buddhist monks and commoners alike should share corvée duties. On guiwei day pacification envoys from each circuit said, "Households afflicted by disaster last year who have not yet received relief should have their corvée remitted. Approved. Dong Shixuan, right vice chancellor of the Jiang-Zhe branch secretariat, was ordered to dispatch confiscated property of Zhu Qing and Zhang Xuan to the capital; overseas merchant vessels not yet returned, when they arrived, were to be confiscated according to regulation. Hesan, grand councillor of the Gansu branch secretariat, and others embezzled more than 163,000 ingots of official funds and more than 5,000 salt certificates; provincial and censorate officials were ordered to recover them. An edict declared that Shangdu Route, Yingchang Prefecture, Yiqiliesi, Karakorum, and other places should observe the inner-circuit wine prohibition. On bingxu day the garrison-farm intendant office was abolished. Insects ate the wheat in Kaifeng County, Bianliang.

Sixth month, jichou day: censorate officials said, "Gua and Sha, two prefectures, have from old been important frontier garrison places; now the great army is stationed at Ganzhou, making officials and commoners live outside the border — this is not fitting. We ask that 10,000 Mongol troops be divided to garrison strategic passes and garrison farms established to supply the army — this would be convenient. Approved. The Sichuan pacification commission was abolished and the Sichuan branch secretariat established; Toghto, grand councillor of the Yunnan branch secretariat, and Cheng Pengfei, deliberating grand councillor of the Huguang branch secretariat, were both made grand councillors. On renchen day Wugang Route suffered famine; 10,000 shi of grain were sold at reduced price in relief. Qincha thousand-households and other impoverished persons were granted more than 37,800 ingots of notes. On guisi day the rebel Xiong Cuo came to submit. On yiwei day, because Yiqibuxie had been pacified, 2,000 tammaq troops were left to suppress the Ayong rebel barbarians; the remainder were all sent home. On gengzi day Fahur al-Din, pacification commissioner of the Western Capital Circuit, sold more than 2,500 jin of seser to the government for more than 11,900 ingots of notes. An order declared: apart from what was used for the imperial couch, all that remained unused should be fully returned. Abo and Ahutai were ordered to put in order military affairs west of the river. On guimao day an edict declared: whenever sons of military officials reached 20 years of age, like sons of civilian officials they should serve rotation watch duty for one year before being permitted to inherit office — myriarchs at the privy council, chiliarchs at the branch secretariat, and centurions at their own myriarch's office. On yisi day branch secretariat provincial commissioners were abolished. Western Zhejiang suffered prolonged rain; 140,000 people suffered famine and were given one month's relief grain; this year's summer tax and each household's wine and vinegar levies were also remitted. The Gansu branch secretariat was ordered to repair the Ahe Tan and Quyou Hao canals to open grain transport. Daning Route suffered locusts.

Autumn, seventh month, xinyou day: Changde Route suffered famine; 10,000 shi of grain were sold at reduced price in relief. On renxu day censorate officials said, "Former Hejian Route darughachi Husaiyin and transport commissioner Shujia Deshou were both dismissed for corruption. Now Husaiyin, for presenting hawks and hunting dogs, has again been appointed darughachi of Daning Route; Shujia Deshou, because Diemishi falsely memorialized that he had been slandered, has again been appointed prefect of Funing; both should be corrected and not reappointed, to restrain the corrupt and greedy. Approved. Buddhist monks were forbidden to use construction of temples as a pretext, carrying princes' orders and abusing relay transport to disturb the people. Imperial guard soldiers were culled. On bingyin day Dalaqan Halaqsun was made right chancellor of the central secretariat and director of privy council affairs. On wuyin day Jupiter encroached upon Xuanyuan. On bingzi day 12 relay tickets were granted to the Sichuan branch secretariat. An edict declared that senior venerable ministers of the Academy of Scholarly Worthies and Hanlin were to participate in deliberating court affairs; all others below rank three who were 70 years of age should each be promoted one grade in honorary rank and retire. The Karakorum military and horse office was established; the Liaodong pacification commission was abolished. On dingchou day central secretariat officials said, "Datong tax revenues, which by imperial order were granted to wet nurse Yang, have been over-exacted by her household beyond the proper amount, greatly disturbing the people. An order granted 500 ingots of notes; the tax revenues were to be paid to the government according to regulation. Censorate officials said, "In Hunan, those delivering 100 shi of grain furnished one relay horse; in the Guang-Hai region the land is narrow and deliveries fell short of 100 shi, yet the same requirement applied — so the government assisted their shortfall with salt certificates. For each horse, north of Guizhou 17 salt certificates were given, south of it 20. Recently the salt monopoly intendant office was established and official prices were raised by three-fifths; where 20 certificates were formerly given, 17 ingots of notes should now be given, and where 17 were given, 15 ingots. Approved. The Jiangnan White Cloud Sect metropolitan registry was abolished; its fields were ordered to pay rent according to regulation. Duwa, Chapar, Meyit Temür, and others dispatched envoys requesting a ceasefire; the Emperor ordered the Prince of Anxi to restrain his soldiers, arrange relay stations, and await their arrival. On wuyin day princes Nulun, Bayan, and Yebogan and others were granted 90,000 ingots of notes; the general-manager offices established by princes were abolished. The rebel Man'i submitted, presenting 500 taels of gold, 200 boys and girls, and horses, cattle, and sheep; all were declined. On jimao day the moon encroached upon Well. On yiyou day Mars encroached upon Room. The followings of princes Qu'erlu and others were granted notes and silks in varying amounts.

Eighth month, jichou day: the Jiangnan garrison-farm intendant office originally under the Protect the State and Benevolent King Temple was abolished; 20,000 shi of grain were granted to impoverished commoners under the Prince of Anxi. On xinmao day an earthquake struck at night; Pingyang and Taiyuan suffered especially severely — villages and forts shifted, the ground split into channels, and people crushed to death were beyond counting; envoys were dispatched by separate routes to give relief amounting to more than 96,500 ingots of notes; this year's corvée and taxes in Taiyuan and Pingyang were also remitted, and mountains, marshes, rivers, and lakes were opened for the people to gather and hunt. On guisi day Venus encroached upon Establishing Star. Yueli Buhua was leading Onggir troops to Yunnan but died on the road; his son Puerye replaced him. On jiawu day Mars encroached upon Eastern Winnowing, and the moon encroached upon Niulang. On gengzi day central secretariat officials said, "Fahur al-Din transported grain for the Karakorum army; his arrears amount to more than 250,000 shi; recently surveillance censors also reported his embezzling more than 130,000 ingots of official funds. We deliberated: dispatch officials to recover it; if insufficient, confiscate his property. Approved. On yisi day Jupiter encroached upon Xuanyuan. On gengxu day the king of Burma dispatched envoys presenting four trained elephants. On xinhai day Mars encroached upon Heavenly River. The followings of Prince Toqtemur's son Yesian Boqie and others were granted more than 6,900 ingots of notes. Ninth month, wuwu day: the imperial carriage returned to Dadu. On bingyin day Venus appeared in daylight. Because of the earthquakes at Taiyuan and Pingyang, princes Ajiji and Xiaoxue and their followings were forbidden to disturb the people; half of Taiyuan's annual horse fodder levy was also remitted. Minister of punishments Taqar and Hanlin awaiting-edict drafter Wang Yue were dispatched as envoys to Koryo, because that state's chancellor Wu Qi monopolized power, to summon him to court for judgment. On xinwei day Mars encroached upon Southern Dipper. An edict directed all offices to give relief to Pingyang and Taiyuan. On jiaxu day the moon encroached upon Eastern Well. On yihai day Venus encroached upon Southern Dipper. On bingzi day Buddhist officials who had wives were dismissed. On renwu day Mercury encroached upon Establishing Star. Mubarak Shah was restored as grand councillor.

Winter, tenth month, dinghai day: Venus passed through heaven. Censorate officials impeached and reported that Ali, grand councillor of the Jiang-Zhe branch secretariat, acted unlawfully; the Emperor said, "Ali is one whom We trust; for censorate officials to speak of him repeatedly is not the way to encourage great ministers. If anyone speaks of this hereafter, We shall not forgive it. On wuzi day the wine prohibition in Taiyuan and Pingyang was relaxed. Because Jiang-Zhe's annual harvest failed, sea transport grain was reduced by 400,000 shi. On jichou day an edict ordered that military medical workers need only restore their wives and children, with households as before. On xinmao day the Shaanxi Branch Censorate was re-established. On gesi day censorate officials and touring commissioners from each circuit said, "Provincial officials serving long terms intermarry with registered commoners under their jurisdiction, harming governance. An edict ordered mutual transfer among them. Zhihhehu was appointed to manage privy council affairs, and five temple-sweeping households for the Great Capital Confucius Temple were granted. On yiwei day remnant followers of Yunnan rebels who had not reformed were sent to the capital; Shejie's adopted son Aque was left in the territory to pacify the people. Pingluan was changed to Yongping Route, and Ganzhou was promoted to upper route. One prison clerk in the Ministry of Punishments was established to manage prisoners. The Anxi Transport Commission added 57,400 ingots beyond the regular levy; each person was granted one set of robes to encourage their achievement. An edict ordered that whatever money and grain of various offices has not been deliberated by the central secretariat must not be memorialized. On gengzi day Puding Prefecture was changed to a route, subordinate to Qujing Pacification Commission; the former prefect Rongju's wife Shigu was made route administrator with tiger tally. Xuzhou Pacification Commission was made Xunan and Other Regions Various Tribes Barbarian Pacification Commission. On xinchou day the Moon transgressed Eastern Well. On gengxu day the Hanlin Academy and National History Office submitted the Veritable Records of five reigns: Taizu, Taizong, Dingzong, Ruizong, and Xianzong. An edict ordered pacification and instruction of Shunyuan offices; unpaid taxes of the people from Dade year 7 were remitted. Memorialized grants of official fields in Jiangnan and Western Zhe made by special imperial order were permitted to be reported back by the central secretariat. The Emperor's paternal aunt, Grand Princess of Lu State, was granted 15,000 ingots of paper money and 300 bolts each of silks and cloth. Zhenwu was further enfeoffed as Primordial Sage, Benevolent and Awesome, Dark Heaven Emperor. On dingwei day the Moon transgressed Celestial River. For the labors of transporting military provisions, Si and Bo prefectures and Tan, Heng, Chen, Yuan, and other routes had tax grain remitted for one year; Chang and Li one-third; gold-panning households and relay station households without seed or tenants were exempt from miscellaneous corvée for one year. The pacification commissioners of the seven touring circuits dismissed corrupt officials totaling 18,473 persons; illicit gains amounted to 45,865 ingots; 5,176 cases of wrongful imprisonment were reviewed. On bingyin day censor-in-chief and Court of Imperial Studs commissioner Tasibuhua was made right vice chancellor of the central secretariat; Jiangnan Branch Censorate censor-in-chief Zhao Rong was made associate administrator; the Music Bureau was raised to third rank. On gengwu day Nianzhenjianzang was made Imperial Preceptor. On xinsi day an edict ordered, "Princes, consorts and princesses, and those on each route who have horses — one in ten is taken; princes and prince consorts going to Liaodong to capture eastern sea gerfalcons shall not be given relay horses. From Rongze to Suizhou, 18 river dikes were built; workers were granted 10 strings of paper money each. Prince consort Yeliegan's followers were famine-stricken; 2,000 shi of grain was distributed in relief. That month Pingyang earthquakes did not cease; restored civilian dwellings were damaged again.

On yichou day, last year twelfth month gengxu day, a comet appeared, about a foot in width, at 11 degrees of Room, entering the Purple Forbidden Enclosure; by this time it vanished — 74 days in all. On wuchen day left vice chancellor Shang Wen requested leave for illness; not granted. An edict ordered, "In counties and prefectures allotted to princes and prince consorts, darughachi shall employ only Mongols, rotated every three years per regulation; Han, Jurchen, and Khitan persons falsely called Mongols shall all be dismissed. Order: escaped slaves of military and civilian households who are captured shall immediately be delivered to their master; if the master is elsewhere, he shall go to the local office to receive them; reward money for captured fugitive slaves shall serve as reward for the captor. Those who flee or entice and conceal shall be punished with varying severity. An edict on each route ordered: for sheep herding, from 100 down to 30, the government takes one; below that number do not take. Central secretariat officials said, "Those appointed by inner edict — if truly close attendants on palace guard with long service, follow already-appointed ranking. Those who served palace guard but lack office rank shall be ranked as miscellaneous officials; after one evaluation cycle, qualify as initial grade. Those promoted without qualification — demoted two grades; higher officials demoted by measure. Second appointments under princes follow their jurisdiction's usage; after three appointments and above, permitted to enter regular selection. Mongols are not subject to this limit. Approved. Yunnan Lizhou bandits robbed Yesudai'er's family property; the Xuanzheng Court was ordered to supervise local officials to capture them. Horses totaling 13,500 were supplied to Prince Chubo's followers. Fenning County was promoted to Ning Prefecture; Luzhou Route Tea Monopoly Intendancy was abolished. Luan City, Jiyang, and other counties — frost killed mulberry trees.

Monks and Daoists who engage in commerce were ordered to pay taxes. Whenever princes and imperial sons-in-law made requisitions, officials who dispensed without imperial command were to be punished and dismissed. An edict directed that on all routes, when Uighurs and Khamil people sued one another, cases went to the protectorate office; when they sued commoners, local officials were authorized to decide exclusively. On jiawu day an edict directed, "The court, princes, and imperial sons-in-law each have designated households for presenting captured hawks and falcons; from now on those who are not falconers yet use relay transport to push forward in person shall be punished. On gengzi day because Yongping, Qing, Cang, and Liulin garrison-farm fields suffered flooding, overdue rents and grain lent to the people were all not collected. On dingwei day Imperial Academy students were assigned to teach separately at Shangdu. Prince of Xiping Aoluchi, Hetai, and their subjects were granted 10,000 ingots of notes; Duoyersi and other relay households 2,200 ingots of notes and more than 390 taels of silver. Yidu Linqu and Dezhou Qihe suffered locusts.

On jisi day for merit in pacifying the Song and Longji, princes Totoq and Yijilidai, pingzhang Chuangwu'er, and others were granted silver, notes, gold, brocade, and jade belts; officials of Dali Gold Teeth, Qujing, Wusa, and Wumeng pacification commissions received silver and notes in graded amounts. On renshen day the Fujian branch salt transport commission was abolished and its annual levies merged into the pacification commission; central secretariat officials said, "The Wu and Song rivers are actually the ancient river mouth; tidal silting has long blocked them, burying more than 100 li of fertile fields; moreover sea transport also issues from there; tenants should perform corvée for 15,000 men to dredge, with 15 shi of rent remitted per year; a mobile directorate of waterways should also be established to oversee the schedule. This was approved. Relay vouchers of all princes were recalled. On guiyou day the official ranks of 17 granaries including Guantao were fixed: those storing 100,000 shi or more of grain were rank 7b; 50,000 shi or more rank 8a. Less than 50,000 was rank 8b; on gengchen day because last year Pingyang and Taiyuan suffered earthquakes and more than 1,400 monastery and temple buildings were destroyed and more than 1,000 Daoists killed or injured, an order directed relief. That month Lingxian in Weizhou, Yangqu in Taiyuan, Tiancheng and Huai'an in Longxing, and Baideng in Datong suffered heavy wind, rain, and hail that damaged crops; people died. Jun and Hua in Daming, Qihe in Dezhou suffered continuous rain; Xiangfu and Taikang in Bianliang, Huojia in Weihui, and Yangwu in Taiyuan — rivers overflowed. Sixth month, guiwei day: the wine prohibition in Karakorum was lifted and a wine-tax intendancy was established. On dingyou day the sorcerer Li Caolu of Runing and others falsely claimed to have received heavenly books and deceived the masses; when the affair was exposed they were executed. Yijin suffered locusts; Xiangfu, Kaifeng, and Chenzhou in Bianliang suffered continuous rain — field rents were remitted. Fufeng, Qishan, and Baoji counties suffered drought; Wusa, Wumeng, Yizhou, Mangbu, Dongchuan, and other routes suffered famine and epidemic — all were given relief.

On guiyou day princes Chabaer, Duowa, and others dispatched envoys to come and submit; 600 bolts of silk were granted them. An edict directed that whenever princes drew on treasury funds, they must not advance loans without imperial command. 400 bolts of silk were granted to Prince Chuban's subjects. Garrison troops of Sichuan and Yunnan whose families resided in Taiyuan and Pingyang and suffered disaster were granted notes in graded amounts. A hurricane arose in Chaozhou, the sea overflowed, drifting away commoners' houses; many drowned — affected households were granted two months' grain. Because Ji, Meng, Hui, and Yunnei prefectures suffered continuous rain last year, 22,100 shi of field rent was remitted.

On gengyin day the imperial nephew Khayishan was enfeoffed as Prince of Huaining; a gold seal was granted; still 65,000 households of Ruizhou were carved off and placed under him; each year five-household silk tribute of 2,600 ingots of notes and 1,000 bolts each of brocade were granted. On wuxu day officials of the secretariat, censorate, and privy council were ordered to try Koryo chancellor Wu Qi and qianhu Shi Tianfu — because Qi alienated the king father and son, and Tianfu plotted to return to Japan — both were flogged and exiled to Anxi.

On renshen day an edict directed that whenever monks commit adultery, theft, or murder, local officials were to decide exclusively. Prince of Ningyuan Kuokuochu supplied more than 10,500 horses to the army; an order directed 25,250-odd ingots of notes be granted as payment. Sea-transport grain was increased to 1,700,000 shi.

On dingyou day Prince Gammala was enfeoffed as Prince of Wei'an; Prince of Dingyuan Yemuhu'er as Prince of Weiding — both were granted gold seals. The Hanlin dynastic history academy was promoted to rank 2a; the Duowa envoy was granted 500 bolts of brocade. On gengzi day the central secretariat was ordered to deliberate on performing suburban sacrifice rites. On xinchou day an edict granted amnesty throughout the realm. The censorate, Hanlin, Academy of Scholarly Worthies, and Six Ministries — each within rank 5 and above — were to recommend three persons of integrity, ability, and governance; branch secretariats, branch censorates, pacification commissions, and surveillance commissions five each. Corvée taxes in Dadu, Shangdu, and Longxing and package-silver salary notes in inner circuits were remitted for one year. Rent levies south of the Yangtze and Huai and those tenant-farming official fields were uniformly remitted two-tenths. Retired officials with only one son eligible for inherited privilege had corvée missions remitted as well; those with impoverished households received half salary for life. On bingwu day qielian retainers of the palace guard were granted 1,000,000 ingots of notes. Because Guide suffered repeated flooding and the people were famished, two months' grain was granted. The ground split in two places in Huairen County; water gushed out entirely black, floating up decayed pine and cypress wood; envoys were dispatched with 4,000 ingots of notes and more than 25,000 shi of rice for relief. That year's rent, levies, taxes, and corvée were all remitted. On wuzi day the envoys dispatched by Chabaer and Duowa were granted 1,400 taels of silver and more than 7,800 ingots of notes. On jichou day the Dongchuan Route barbarian official A Kui presented 250 horses, 250 taels of gold, and local products as tribute. On renchen day Venus transgressed Well. Central secretariat officials said, "In former ages suburban sacrifices had the ancestors jointly receive offerings. Your subjects deliberated: as this is the first performance of suburban rites, it is fitting to sacrifice to the Supreme Ruler of August Heaven alone. An edict ordered implementation according to their deliberation. Because Kaifeng, Guide, and Anfeng suffered disaster last year, and Tanzhou, Chenzhou, Guiyang, and Dongping routes suffered famine — all were given relief.

On wuwu day the rectification and anti-corruption surveillance commissions of each circuit were changed to detailed punishment and observation commissions; the secretariat and censorate were permitted to recruit persons for appointment. The Derivation of Blessings Office was established at rank 2a. On guihai day Jupiter masked the Left Enforcer. Because of an earthquake, Pingyang was renamed Jinning and Taiyuan was renamed Jining. Hongze and Shaobo garrison farms were re-established; Henan branch secretariat grand councillor Asan was ordered to oversee the matter. Yulin County was merged into Guizhou. On gengchen day Prince Deshou was installed as crown prince; an edict announced this throughout the realm. Silk was granted to the aged — one bolt to those 80 years old, two bolts to those 90. Filial sons and obedient grandsons fit for government service were appointed according to their talents. Those whose parents were 70 with no other attendant were transferred to nearby posts; officials outside the capital of fifth rank and below all had one rank of seniority reduced. Prisoners detained five years or more everywhere, aside from those guilty of treason and murder and those whose cases could not be decided despite doubt, were released. Persons exiled to distant regions were transferred inward as appropriate. On jiawu day torrential rain in Tongchuan caused the river to overflow, inundating commoners' dwellings; many drowned; an edict ordered the relevant office to grant one month's grain and remit field rent. Because Qiongzhou had repeatedly suffered rebel raids, and Longxing, Fuzhou, Linjiang, and other routes suffered flooding, and Kaifeng suffered rain disaster — one month's grain was granted to each. Huanzhou and Xuande suffered hail; Fengxiang and Fufeng suffered drought; Tong, Tai, Jinghai, and Wuqing suffered locusts.

The Yusha River in Mianyang overflowed, the Xihua River in Chen Prefecture overflowed, and Yizhou suffered flooding; 4,000 shi of grain were issued for relief. That month Zhuozhou, Dong'an Prefecture, Hejian, and Jiaxing suffered locusts; Xiang Prefecture, Rong Prefecture, and Liuzhou suffered drought; Guide and Chen Prefecture suffered river overflow; Daming suffered great flooding; Yangzhou suffered famine. On yiwei day the Emperor instructed central secretariat, privy council, and censorate officials, saying, "Secretariat affairs are to be overseen in total by right chancellor Halaqsun Dalaqan; from now on anyone appointed without joint deliberation with Dalaqan is to be dismissed. On wuxu day an edict directed that garrison farms at Shaobo, Hongze, and elsewhere seized by powerful families should all pay field rent. On xinchou day the detailed punishment and observation commissions were again changed to rectification and anti-corruption surveillance commissions. Changzhou monk registrar Lin Qiyou falsely registered 280 qing of official fields as his own property and donated them to Hexi Monastery; an edict ordered the people recruited to cultivate them and pay rent to the government. Censorate officials requested increased salaries for officials; they were ordered to deliberate jointly with the central secretariat and report. Land in the Two Huai regions seized by powerful families was registered; they were ordered to pay rent and levies. King Chen Yiji of Annam was granted 500 qing of land in Huguang. Princes Hu'alachu and Sirigis came to congratulate the installation of the crown prince; notes, clothing, bows, and arrows were granted in varying amounts.

Huang Shengxu sent his followers to present local products and requested restoration of his son's office; the Emperor did not approve, saying, "Shengxu is unreliable and not to be trusted; if he repents and comes in person, then office may be obtained. An edict granted clothing and sent them away. Because Jining suffered an earthquake last year and relay-station households were impoverished, an edict forbade princes and imperial sons-in-law from sending envoys on their own authority to use the relay system. Yunnan garrison farming was re-established; Bayanchar was ordered to supervise the matter. Five ingots of notes were granted to each household in Datong whose members garrisoning in Sichuan had been crushed to death in the earthquake at their homes. On gengxu day Jupiter, Venus, and Saturn gathered at Rooftop. On guichou day Jupiter transgressed Rooftop. On bingyin day Jupiter was visible by day. Imperial son-in-law Prince of Jining Manzidai, because his following's expenses were insufficient, requested advance payment of the year's five-household silk allotment; this was approved. Impoverished Han soldiers of the Six Guards were sent home to rest for one year. On bingchen day Boluo was enfeoffed as Prince of Zhenning and granted a gold seal. Duowa sent envoys to court; robes and silks were granted and they were dismissed. On wuwu day the moon transgressed Root. On jiwei day Tabudai, pacification commissioner of the Jiangxi-Fujian Circuit, was guilty of corruption but met amnesty; his crime was pardoned and he was never to be reappointed. Prince of Anxi Ananda, Prince of Xiping Oljei, and Buliyi were granted 30,000 ingots of notes; Nageban 10,000 ingots; followers 32,000 ingots. People under Prince Shuosiban, Martial and Tranquil Prince Pacifier of the West, were starving; Gansu grain was issued for relief. That month Datong Route suffered violent wind and heavy snow, destroying commoners' houses; the next day rain and sand darkened the sky; many horses and cattle died, and some people also died.

In the fourth month of summer, on the gengzi new moon, an edict proclaimed that all who concealed hawks or dogs forfeited half their household property and received 30 blows; those who came forward to surrender them received rewards. On jiachen day privy council officials said, "At Taihe Ridge garrison-farm fields, a garrison-grain storage commission was formerly established solely to oversee their schedule. Each person was given 50 mu of land and required to deliver 30 shi of grain annually; if other corvée kept them from farming, the full levy was still exacted — people were severely distressed. We request that military officers govern them, with pacification commissioner Yulongshibuhua supervising the whole, rewarding or punishing according to how much civilians and soldiers harvest. This was approved. On dingwei day Prince Chubo, Martial and Majestic Prince of Xining, was ordered to take charge of military and courier affairs in Gansu and other areas. On xinyou day Saturn transgressed Kang. On renxu day Abang Longshao, garrison commander of Luoxiong Prefecture in Yunnan, joined with Dowen Kuanglu and the various barbarians of Puding Route in banditry; right vice director Wang Weineng advanced to punish them; the bandits retreated and held Yue Prefecture; when persuaded they did not submit; pingzhang Yesudai'er was dispatched leading 10,000 troops to capture them. When the army reached Qujing it joined Wang Weineng; advancing with princes Xibaochi and Yijilidai and others to press the bandit territory, Abang Longshao was captured and beheaded; the rest all dispersed. Yesudai'er was ordered to leave 2,000 troops to garrison the area; those who followed the army with merit were all additionally rewarded. On guihai day the Kunshan, Jiading, and other places Naval Myriarchy Office was established. On jiazi day Japanese merchants Youqing and others arrived at Qingyuan to trade, presenting gold armor as tribute; Jiangsu-Zhejiang branch secretariat pingzhang Alaowading and others were ordered to prepare it. Prince of Liang Songshan was granted 1,000 ingots of notes. That month, because people in various prefectures of Guangdong, Jizhou, Longxing, Daozhou, Liuzhou, Hanyang, and Huai'an were starving, and Gan County suffered heavy rain and flooding, grain relief was granted in varying amounts. Zhengzhou suffered violent wind, rain, and hail as large as chicken eggs; wheat, mulberry, and jujube were all damaged; this year's field rent was remitted. On guiwei day an edict forbade Tibetan monks traveling to and from the capital to use courier posts; boats and carts were to be provided instead. Officials of the censorate, pacification commissions, and surveillance commissions were forbidden to buy salt certificates. On yiyou day associate privy council director Taluqutai and Talahai were both made privy council directors. King of Koryo Wang Ju was sent back to his country; a branch secretariat was still placed to pacify it; officials such as the state's Privy Council and Secretariat Directorate were all granted sealed edicts. Imperial son-in-law Tuotemur was enfeoffed as Prince of Puyang and granted a gold seal; Princess Manggotai was made Grand Princess of Yun. On dinghai day an edict ordered right chancellor Harqasun Darqan, left chancellor Ahuqatai, and others to rectify all affairs; for appointment selection and revenue and grain matters, the central secretariat alone was to decide; the diligence or neglect of all offices was to be reported by name. Prince Chubo, Martial and Majestic Prince of Xining, was granted 30,000 ingots of notes. People in Liaoyang and Yidu were starving; relief loans were granted in varying amounts. Locusts afflicted Dadu, Zhending, and Hejian; water damaged crops in Pingjiang and Jiaxing and other prefectures. In the sixth month, on guimao day, censorate officials said, "Jiangnan branch censorate surveillance censor Jiaohua impeached envoy Li Yuan of the Jiangsu-Zhejiang branch secretariat for misconduct; the branch secretariat also sent persons to gather accusations; Jiaohua would not allow them to inspect the case files. Central secretariat officials again said Jiaohua and others did not follow the law, on their own authority dispatching soldiers to guard their gates, beating Li Yuan, and falsely accusing branch secretariat officials — in reality to warm provincial affairs. An edict ordered the secretariat, censorate, and yeke jarquchi to try the case jointly. On guichou day the moon transgressed the upper star of Luo Rampart. On jiwei day Jupiter transgressed Kang. On renxu day Zongguan Cen Xiong of Laian Route rebelled; Huguang branch secretariat dispatched pacification vice commissioner Hudul Temur to summon and persuade him; Xiong had his son Shijian come to surrender; clothing was granted and he was dismissed. The Huai-xi Circuit Surveillance Commission was restored. Daming and Yidu suffered great flooding; Jing Prefecture suffered continuous rain; locusts afflicted Longxing, Nankang, and other prefectures.

On dingsi day the Temple of the Duke of Culture and Propagation in the capital was completed; the libation ceremony was performed; the supreme victim was used, the Ascending Song for music, and three sets of ceremonial robes were prescribed. The Hanlin Academy was ordered to fix the music names and chapters. Chengdu and other counties suffered famine; more than 7,000 shi of grain were sold at reduced prices for relief. In the ninth month, on jisi day, Mars transgressed the Right Enforcer of Supreme Palace Enclosure. On renshen day, because of the Birthday Festival, Duowa dispatched Kuanche and others to come offering congratulations. On renwu day Mars transgressed the Left Enforcer of Supreme Palace Enclosure.

The households under Prince He'er Bandaa scattered and fled; an edict warned that wherever anyone dared conceal them would be punished. On wuwu day the moon transgressed Root. On guihai day Wang Wenhe, chief of Napeng Cave in Lin'gao County, Qiongzhou, and others rose in rebellion and were executed upon capture. Tian Yuntong of Cizhou, who had murdered his mother, was dismembered and displayed in the marketplace. That year, 44 persons were sentenced to death.

In the eleventh year, on the bingyin new moon of the first month of spring, the Emperor was critically ill; court congratulations were waived. On guiyou day he died in the Yude Hall; he had reigned 13 years and lived to 42. On yihai day the imperial bier set out; he was buried at Qilian Valley, following the imperial tombs. That year, in the ninth month, on yichou day the posthumous title was Qinming Guangxiao Emperor; the temple name was Chengzong; in the national language he was styled Emperor Wanze Du.

Chengzong, inheriting after the empire had been unified under Heaven, ruled with hands folded in the sleeves — one may say he was skilled at preserving what had been achieved. Yet in his final years illness afflicted him year after year; all state affairs — within the palace they were decided by the empress's curtain, without they were entrusted to the chief ministers; Yet that the dynasty did not fall to ruin was because Shizu had not long departed and the established statutes remained fully in force.
