Emperor Renzong, posthumous name Shengwen Qinxiao, taboo name Ayurbarwada, was the second son of Shunzong and the younger brother of Wuzong. His mother was Empress Dowager Xingsheng of the Hongjira clan. He was born in the third month of the twenty-second year of Zhiyuan, on bingzi day.

In the tenth month of winter of the ninth year of Dade, Emperor Temür fell ill; the inner palace took charge of government; an edict ordered the Emperor and the empress dowager to leave and reside at Huaizhou. In the twelfth month of winter of the tenth year, they reached Huaizhou; at every commandery and county passed through, lavish provisions had been set out — all were ordered removed; the entourage was strictly admonished not to disturb the people; and Commissioner of Affairs for Various Duties Wang Yi was instructed to investigate and report; the people were all moved and pleased.

Spring, first month of the eleventh year — Emperor Temür died; at that time Khayishan was Prince of Huaining, commanding troops on the northern frontier; on wuzi day the Emperor and the empress dowager, hearing the death announcement, rushed to attend. On gengyin day they reached Weihui; passing the tomb of Bi Gan, the Emperor turned to those beside him and said, "Zhou was debauched within with women and poisoned the four seas; Bi Gan remonstrated, and Zhou cut out his heart — and so lost the realm." He ordered Bi Gan sacrificed to at his tomb, as encouragement for later ages. Reaching the Zhang River, they met a great wind and snow; an old field-hand offered bowl-porridge; close attendants refused it. The Emperor said, "Formerly Emperor Guangwu of Han was once pressed by bandit soldiers and ate bean porridge. A great man who has not fully tasted hardship often does not know the difficulty of tillage and harvest, and so becomes arrogant and indolent." He ordered it fetched and eaten. One bolt of damask was granted the old man, and he was comforted and sent away. Passing Handan, the Emperor instructed the county officials, "I fear the guards may behave unlawfully and clerks levy exactions, greatly burdening the people." He then ordered the princely tutors to tour and investigate. Second month, xinhai day — they reached Dadu; the Emperor and the empress dowager entered the inner palace and wept to the full measure of grief; then went out again to reside at the old residence, daily entering morning and evening to weep and offer sacrifice. Left chancellor Ahutai and others secretly plotted to install Empress Boheljen as regent, with Prince of Anxi Ananda to assist her. At that time left chancellor Halaqsun Dalaqan feigned illness, keeping watch at the side gate for three months in all, secretly holding the levers of power; outwardly he agreed with them, but at night sent men to inform the Emperor, "The Prince of Huaining is far off and cannot arrive suddenly; I fear change may arise without warning — we should strike first." Third month, bingyin day — the Emperor led the guards into the inner palace, summoned Ahutai and others, and charged them with disturbing the ancestral house laws; he ordered them seized; under interrogation they confessed; on wuchen day they were executed. Princes Kuokuochu, Yahudu, and others said, "Now the criminals are obtained; the crown prince is in truth a grandson of Shizu — the celestial throne should early be righted. The Emperor said, "Princes, why speak such words! Those villains secretly joined with the inner palace and plotted disorder in Our house — therefore they were executed; would We wield authority to covet the sacred vessel? The Prince of Huaining is Our elder brother — his taking the throne is fitting." Envoys were dispatched to welcome Khayishan from the northern frontier. Fifth month, yichou day — the Emperor and the empress dowager met Khayishan at Shangdu. On jiashen day Khayishan ascended the throne. Sixth month, guisi day — an edict installed the Emperor as crown prince; he received the gold seal and treasure. Envoys were dispatched in all directions to seek out classics and records far and wide; they were marked with jade-carved seals, and close attendants were ordered to keep charge of them. At that time someone presented the 《Great Learning Extended Meaning》; the Emperor ordered Supervisor of the Heir Apparent's Household Wang Yue and others to abridge and translate it. The Emperor said, "To govern the realm, this one book suffices." He therefore ordered it published together with the 《Illustrated Classic of Filial Piety》 and the 《Biographies of Eminent Women》, and granted copies to officials below. Eleventh month, wuyin day — he received the jade book and took charge of the central secretariat and privy council.

Seventh month of the first year of Zhida — the Emperor instructed Supervisor Qu Chu, "You long served Us — deliberate with your colleagues and see that you follow the laws; for whatever Shizu never did and what has no precedent in established practice, take care not to do it." Eighth month of the second year — the Ministry of Revenue was established; an edict made the crown prince concurrently minister of revenue; all officials and offices were admonished to revive discipline and law, value titles and appointments, and labor day and night toward achievement in service. Members of the heir apparent's household reported that Jin Prefecture offered a turquoise cave and requested envoys be sent to gather it; the Emperor said, "What is treasured is worthies alone — of what use is turquoise? For such things hereafter, let Us hear no more." Earlier, a close attendant said a merchant was selling fine pearls; the Emperor said, "Our clothing and use have never favored adornment with pearls and gems; the lifeblood of the people must not be lightly squandered. You should broadly advance worthy talent, admonishing one another with reverence, thrift, and love of the people — not guiding one another toward extravagance that devours the treasury." The speaker withdrew in shame. Huaidong pacification commissioner Sadu presented a jade Guanyin, seven-treasures cap finial, treasure belt, and treasure saddle — all were declined, with admonition as before. Supervisor Wang Yue reported on affairs; two eunuchs stood attendant; the Emperor asked, "Since ancient times eunuchs have ruined households and states — is this so? Wang Yue replied, "Among eunuchs there are both good and bad — one only fears improper disposition." The Emperor assented. September — Hejian and other routes presented auspicious grain; there were cases of different fields sharing one ear and one stalk bearing several ears; Academician of the Hall of Gathered Worthies Zhao Mengfu was ordered to paint illustrations, which were stored in the secretariat archives.

Fourth year, spring, first month, gengchen day — Khayishan died. On renwu day the Ministry of Revenue was abolished. Because grand chancellors Toghto and Sanbaonu, grand councillor Leshi, right vice chancellor Baoba, left vice chancellor Mangqutemür, and associate administrator Wang Bi had altered and thrown into disorder the old regulations and spread poison among the people, central secretariat right chancellor Tasibuhua, director of privy council affairs Temür Buhua, and others were ordered to join in interrogating them. On bingxu day Toghto, Sanbaonu, Leshi, Baoba, and Wang Bi were executed; Mangqutemür was beaten and banished to Hainan. On renzi day the sun was red as ochre. Central Capital was abolished. Former ministers of Shizu's reign versed in government affairs and long of established reputation were summoned — grand councillor Cheng Pengfei, Dong Shixuan, junior tutor of the heir apparent Li Qian, junior guardian Zhang Lü, right vice chancellors Chen Tianxiang, Shang Wen, and Liu Zheng, left vice chancellor Hao Tianting, censor-in-chief Dong Shizhen, guest of the heir apparent Xiao Yi, associate administrators Liu Minzhong, Wang Siliang, and Han Congyi, attendant censor Zhao Junxin, surveillance commissioner Cheng Jufu, and Hangzhou Route darughachi Ahema — relay transport was granted for them to proceed to court and jointly deliberate common affairs. On jiawu day the guilt of left and right secretariat directors and six ministry officials who had attached themselves to Toghto and others was pardoned. On yiwei day officials were forbidden to impress soldiers for construction or to guard private residences. On dingyou day Yunnan branch secretariat left chancellor Temüder was made central secretariat right chancellor; supervisor of the heir apparent's household Wanze and Hanlin Academician Exemplar Li Meng were both made grand councillors. On wuxu day Tasibuhua and Bureau of Imperial Manufactures commissioner Shasha were both made censor-in-chief. On jihai day branch ministries of revenue were changed to branch secretariats. On gengzi day capital granary rice was sold at reduced price — 1,000 shi daily — to relieve the poor. Construction at all locations was halted. Guangwu Kangli Guard was abolished; seals, relay certificates, and imperial letters were recovered, together with the commissions of its commanders of ten thousand households and other officials. On xinchou day Tash Temür was made director of privy council affairs. On renyin day falconry offices were forbidden to rush relay transport and disturb the people. The central secretariat was ordered: for all transmitted orders not personally delivered, do not carry them out. Because the princes attended court, a general grant was made of 39,650 taels of gold, 1,849,050 taels of silver, 223,279 ingots of notes, and 472,488 bolts of silks and cloths.

Second month — the Jade Hall Music Bureau was restored as the Ceremonial Phoenix Office; the Yanqing Office was changed to the Directorate of Merit Commissioners. On yisi day Karakorum and Jiang-Zhe branch secretariats were ordered to establish left chancellors as before; the remaining provinces were to have only two grand councillors each; remotely conferred appointments were not to participate. On wushen day transport of Buddhist scriptures printed in Jiangnan was halted. On xinhai day princes, imperial sons-in-law, and powerful families were forbidden to seize mountain preserves without authority; the people were permitted to gather firewood. Alawadin's trade in Zhe salt was abolished; sheep for the Central Domestic Affairs Court were supplied. Monks who violated regulations of the Bureau of Buddhist Affairs were forbidden. On jiayin day envoys were dispatched to inspect and verify wasteland in Henan presented by Xiao Yunshi Buqa. Minister of Works Xiao Zhen, for claiming merit at Central Capital while harming the people, was ordered stripped of his seals; all offices were to confine him; civilian fields occupied at Central Capital were returned. The Jiangnan Branch Bureau of Transmission and Branch Bureau of Buddhist Affairs were abolished. On jiazi day the moon encroached upon Zhen. The Palace Domestic Service Bureau was promoted to the Palace Domestic Service Court, rank lower third grade. Central secretariat grand councillor Li Meng was ordered to head the Directorate of the Imperial Academy; they were instructed, "Schools are where talent comes from — you should frequently visit the academy to examine and test the students, encouraging their virtue and achievement." An order: "For households of princes and imperial sons-in-law in Jishan, Huailai, and Yongxing counties, corvée and tax obligations are the same as for commoners. For those who memorialize appointments on their own authority, commissions shall not be issued. Censorate officials said, "Under the general administration of the White Cloud sect in Jiangnan, monks who keep their hair do not support their parents and evade corvée to the people's harm; we request recovery of the conferred imperial letters and silver seals and compulsion to return them to civilian registers." Approved. The Fujian Embroidery Artisans and Henan Fish Tax chief commissions were abolished; associate deliberators and adjudication officials of the Bureau of Imperial Manufactures were reduced. On bingyin day a surveillance censor said, "Recently Ministry of Revenue officials devoured the state and threw government into disorder — they have already received proper punishment; their remaining partisan followers spread through all offices — they too must be sifted out in order. Now the central secretariat memorializes appointing Boluo Temür as Shaanxi grand councillor, Umar as Jiang-Zhe grand councillor, Kölügüs as Gansu grand councillor, Tash Temür as Henan associate administrator, and Wan Seng as Jiang-Zhe associate administrator — in their former posts each accepted heavy bribes or used power to harm the people; all request dismissal. An order: "Approved." On dingmao day Tibetan monks without conferred imperial letters and relay certificates or documents from the Tibetan Pacification Commission were forbidden to come to the capital at will; Yellow River ferry clerks were also admonished to inspect and prohibit them. The General Directorate and all local monk registries, chief monk offices, and head monk offices were abolished; all litigation among monks was returned to the regular offices. The Renchen Court was abolished; the Falconry Chief Commission was restored. On gengwu day civil and military officials of Jingjiang and Rong Prefecture in Guangxi were ordered: those who kept the frontier secure for three years without incident — civil officials were reduced one grade of rank, military officials promoted one step; this was established as regulation. Pacification recruitment officer Tang Quan of the Sizhou Military-Civilian Pacification Commission brought five cave barbarians including Yang Zhengsi to court; gold and silks were granted in graded amounts. A shrine to Bayan, Loyal King of Huai'an, was established at Hangzhou; fields were still granted to supply sacrificial affairs. That month the Emperor said to attendants, "Among commandery and county officials there are good and bad; order censorate officials to select upright men as surveillance commissioners and investigate them; if there are truly those who are incorrupt, capable, and love the people, promote them out of turn — then petty men will know to exert themselves." The filial conduct of Wang Chuying, a commoner of Changtai County in Zhang Prefecture, was publicly honored.

Third month, gengchen day — former privy council vice director Wu Yuangui, left vice chancellor Baijiang, and Ububadur were summoned to the capital to deliberate affairs jointly with the other elder ministers. On bingxu day the moon encroached upon the Upper Chancellor of Supreme Palace Enclosure. The Wutai Branch Works Ministry was abolished. On jichou day an order was given not to pardon the ten abominations, great treason, and similar crimes. The Directorate of Auspicious Regalia was restored as the Office of Auspicious Regalia. On gengyin day the Emperor ascended the throne in the Hall of Great Brightness and received homage from princes and all officials; an edict stated:

Of old the former emperor served the empress dowager and nurtured Our tender person — filial affection and brotherly love reached Heaven's utmost. By this We received the legacy of Our deceased father by succession; further, as the legitimate son of Our mother and younger brother, and with the added merit of pacifying internal crisis — within a month of his accession he conferred the crown prince's treasure upon Us, making Us central secretariat chancellor and privy council commissioner; all weighty affairs of government were left to Our final judgment — for five years until now. The former emperor suddenly abandoned the realm; meritorious kin and elder ministers all said that succession to the great treasure, there being already a fixed command, is not comparable to when former sages ascended to Heaven and only then the clansmen were gathered to deliberate whom to install — we should follow the precedents of Zhou, Han, Jin, and Tang and take the correct place upon the imperial throne. We, because state mourning had just begun, truly could not bear to do so, and therefore let time pass. Now, above following the Empress Dowager's command urging Us forward, below yielding to the princes' diligent counsel to raise Us up, on the eighteenth day of the third month We ascended the imperial throne at the Great Bright Hall in Dadu. All ministers of the Ministry of Revenue who had harmed the state had already been executed; fellow evildoers had also been banished or put to death; the myriad affairs of all offices were entirely returned to the central secretariat; chancellor Temüder, grand councillor Li Daofu, and others were ordered to restore governance anew. A general amnesty throughout the realm is permitted; whoever dares to inform on matters before the amnesty shall be punished according to his crime. Officials of all offices and close attendants must not bypass the central secretariat in submitting memorials. Those who submit memorials offering counsel shall be rewarded and promoted according to merit. Those who presumptuously offered land, mountain forests, kilns and smelters, and middle-value treasures — all are forbidden. When princes and imperial sons-in-law pass through prefectures and districts, they must not make unreasonable demands; where requisitioned purchase or official purchase applies, payment must be given at once — do not trouble Our people.

On xinmao day, the private manufacture of gold leaf, refining gold, and weaving gold was forbidden; surveillance censor Li Shiying was made left vice chancellor of the central secretariat. On renchen day, grain from the capital granaries was released and sold at reduced prices to relieve the poor. On dingyou day, Yuechicha'er was ordered to remain grand preceptor as before; palace domestic service commissioner Tiege was made grand tutor; Hanlin Academician Exemplar Chüqu was made grand protector. An edict ordered that all offices whose ranks had been altered and promoted should all revert to the Zhiyuan former system. On jihai day, one commander each for the Left Wing and Right Wing was added. Ningxia Circuit suffered an earthquake. This month, the Emperor instructed the secretariat ministers, saying, "You should gather the statutes from Zhongtong and Zhiyuan onward, select senior ministers who understand the law, weigh light and heavy, reconcile and unify them, promulgate them throughout the realm, and cause the officials to follow them — then those liable to punishment will broadly be free of wrongful suppression." He also instructed the grand storehouse directorate ministers, saying, "When revenue is sufficient one can nourish the myriad people and supply the armies; from now on, even the smallest bolt of silk, unless reported to Us, must not be given to anyone." Shaanxi branch secretariat left vice director Ububadur was made central secretariat right vice director; Academician of Exemplary Writings Chaqan was made associate administrator; Central secretariat grand councillor and privy council commissioner Chuangwu'er; Qipchaq imperial guard commander of ten thousand Toghochi Badu'er; central secretariat right chancellor and privy council commissioner Temür Buqa; recorder of weighty military and state affairs and privy council commissioner Yesu; privy council commissioner and concurrently Shandong-Hebei Mongol Army commander of ten thousand Yesi Temuer; by remote appointment left chancellor and falconry bureau commissioner Yierjini; supervisor of the heir apparent's household Yueru Temür — all were made privy council commissioners. The capital circuit granted two bolts of cloth each to 2,331 persons aged ninety; to 8,331 persons aged eighty, one bolt each.

Fourth month, renyin day — an edict directed purging the palace guards; Han Chinese, Koryo, and southern personnel who had entered by false pretense were returned to their original registers. On guimao day a comet was observed at the Muslim astronomical observatory. On account of the accession, the grand preceptor, grand tutor, and grand protector were each graciously granted 50 taels of gold, 350 taels of silver, and four suits of clothing. Branch secretariat officials who attended the assembly were rewarded with silver in varying amounts. On dingwei day, junior guardian of the heir apparent Zhang Lu was made Jiang-Zhe grand councillor; they admonished him, saying, "Because you are an old retainer of the former reign, We therefore appoint you to go. The people are the foundation of the state — without people, how can there be a state? You should above embody Our mind and below love these people. On wushen day the accession was announced to Heaven and Earth at the southern suburb altar. On gengxu day, tiger tallies and silver plaques were confiscated from foreign garrison officers not commanding troops. On guichou day an edict stated, "Route, prefecture, district, and county officials serve three-year terms. The Directorate of Medical Service was abolished. On jiayin day the moon encroached upon Kang; Mars encroached upon the Wall Formation. On bingchen day an edict instructed palace domestic service commissioner Yiliechi that impoverished Mongol commoners should receive granary relief. On dingsi day the Bureau of Central Domestic Affairs was abolished. On wuwu day the accession was announced at the Imperial Ancestral Temple. On xinyou day an edict stated, "For National University tutor posts, those with talent and virtue, regardless of rank — even commoners may be selected. On guihai day an edict stated, "For envoys not on urgent military business, do not issue gold-character round plaques. The annual grant of notes to the four palace guards was fixed at 240,205 ingots. The Central Capital garrison commission was abolished; Longxing Route chief administrator was re-established; all newly created offices were abolished. On yichou day privy council commissioner Temür Buqa was enfeoffed Prince of Xuanning; a silver seal was granted. On dingmao day an edict stated, "Our ancestor Emperor Shizu, weighing ancient and modern, established the Zhongtong and Zhiyuan note system; circulated throughout the realm, public and private alike benefited — for 50 years until now. Recently the Ministry of Revenue did not examine benefits and harms but rashly changed it; having created Zhidai silver notes and cast Dayuan and Zhidai copper cash, with notes the denominations were too many and light and heavy lost proper balance; with cash, minting could not keep up and old and new were used at will; scarcely two years had passed before the harm greatly increased. We consulted the court's deliberations; all agreed with public opinion — all wished for change to restore the former system. The Capital Resources Bureau and all local currency supervisorate offices are abolished; buying and selling bronze vessels — let the people do as they please. The Zhidai note principal and Zhidai copper cash already issued by the Ministry of Revenue to various places shall be sealed as of the deadline; those circulating among the populace shall be exchanged at operating treasuries. Relief from corvée taxes in Dadu, Shangdu, and Longxing for three years was still granted. The central secretariat was ordered to relieve the Guochuan Army in Gansu; the offices of Buddhist monks, Daoists, Nestorian Christians, Muslims, dhuta ascetics, and White Cloud sect were abolished. Imperial Prince Dieligebuhua was re-enfeoffed Prince of Xiangning; a gold seal was granted; income of 65,000 households of Xiangxiang Prefecture and Ningxiang County. Tiger tallies worn by Gansu, Shaanxi, and Liaoyang branch secretariat ministers were confiscated; the falconry bureau was forbidden to harass the people; the Bureau of Communication was abolished and its affairs returned to the Ministry of War. One additional secretary section vice director was added at the secretariat; Huihui subordinates of the Bureau of Communication were abolished. The Emperor held court in the side hall; Li Meng advanced and said, "Your Majesty having ascended the throne, prices suddenly fell — now We know how swiftly the sage's transforming power works; We venture to offer congratulations." The Emperor, frowning, said, "If you can fully exert yourselves in support so the myriad people are governed in peace, perhaps Heaven's mind will be well pleased — as for the autumn harvest, We still dare not be certain. Now We have been on the throne barely a month — how could there be any reason for prices to fall suddenly? We entrust you very heavily — this remark is not what We rely upon. Meng apologized in shame. The Emperor instructed Hanlin academician Qutlugh Turmish, saying, "Earlier ten elder ministers were summoned; translate in detail what they said about governing the realm and submit it; also instruct the central secretariat to earnestly implement it. Wind and hail struck Nanyang and other places.

Fifth month, renshen day — the eunuch Tieshili was made director of the Directorate of Utilization. On guiyou day the Eight Hundred Wives barbarians and the Greater and Lesser Chelì barbarians raided the frontier; the Prince of Yunnan and right vice director Ahutai were ordered to lead troops to suppress them. Yang Derong, husband of the wet nurse and Duke of Shou State, was re-enfeoffed Duke of Yun State. On bingzi day the Hanlin Institute of History was ordered to compile the veritable records of the former emperor and biographies of empresses and meritorious ministers of successive reigns; all offices were to submit their deeds. On dingchou day it was forbidden to brew wine with poison. On gengchen day the central secretariat was ordered to cut redundant offices; a tutor for the Prince of Gaochang was established; the Revenue Bureau was restored as a directorate; the Treasury Bureau, Office of the Heir Apparent's Household, and Directorate of Sacrifice were abolished. On xinsi day the elder princess Sanggeji was granted 10,000 ingots of notes. On renwu day Hanlin Institute of History posts were fixed: five chancellors, two each of academician, reader-in-waiting, expositor-in-waiting, and senior academician. Travel certificates of princes, imperial sons-in-law, and officials were confiscated; from now on all dispatched envoys shall receive them from the central secretariat. The Bureau of Harmonious Bliss was established to manage actors. The Gold Teeth states presented tame elephants. On guiwei day the moon encroached upon Di. The imperial preceptor Baidadai was granted 10,000 ingots of notes to build a monastery in the Old City. On wuzi day the Luogui barbarians came presenting local products. On jiawu day the Directorate of Grand Ceremony was restored as the Office of Grand Ceremony. That month, the people were forbidden to hunt imperial geese.

Sixth month, guimao day — an edict to the Xuanzheng Court, "For all Western Tibetan military affairs, you must send documents jointly deliberated with the privy council and report. Tibetans attacked Yongfu Garrison; the Xuanzheng Court and privy council were ordered to dispatch troops to suppress them. On yisi day attendant officials were ordered to consult within and without for those whose talent could assist the state — report all names. Princes were still admonished to respectfully perform their duties. On bingwu day inner attendant Yang Guangzu was made secretariat director; Tan Zhenzong was made armament director; Guan Juren was made palace equestrian director — all were granted Academician of Exemplary Writings. A tutor was established for Prince of Xiangning Dieligebuhua. On dingwei day the moon encroached upon the Upper Chancellor of the Eastern Rampart of Supreme Palace Enclosure. On jiyou day an edict directed care and relief for soldiers. On gengxu day the moon encroached upon Di. On renzi day Gansu Province was ordered to supply the Guochuan Army with oxen, seed, and farm implements for colony farming. On guichou day the Grand Storehouse Bureau was restored as the Grand Storehouse Directorate; the Shangdu army horse command was reduced to five posts. On jiayin day Isdan was enfeoffed Prince of Huairen Commandery; a silver seal was granted. On dingsi day the Hanlin Institute of History was ordered to perform spring and autumn sacrifices to the imperial portraits of Taizu, Taizong, and Ruizong annually as fixed custom. Karakorum branch secretariat right vice director Boli and Masuhu were ordered to manage Chenghai colony farms. In Xuanning County of Datong Circuit a commoner family's calf died at birth, quite resembling a qilin; it was loaded on a cart and presented; attendants said, "This is what antiquity called an auspicious creature." The Emperor said, "When the five grains are abundant and the hundred surnames are secure in their occupations — that is auspiciousness. On jiwei day the Office of the Heir Apparent's Household was re-established. Privy council commissioner Boluo was enfeoffed Duke of Ze State. On gengshen day an edict directed that from now on when any office reports business, a palace attendant censor must wait at the side. On guihai day Prince of Jin Yesun Temür was granted 5,000 ingots of notes, 2,000 bolts each of silks and cloths; Grand marshal Buhua 100 taels of gold. For the assembly, Prince Tuman was graciously granted 150 taels of gold, 5,250 taels of silver, and 3,000 bolts of silks and cloths. The Privy Council memorialized, saying, "Juyong Pass has 43 old routes; military officials guard only 13 of them; formerly thousand-household offices were established, but rank was low while responsibility was heavy — we request establishing the Longzhen Ten-Thousand-Household Office to enforce strict defense. The decree said, "Approved." Star rites for the five planets were performed at the Directorate of Astronomy. The former Prince of Lu Diaogebala's legitimate son Arigajasaili inherited his enfeoffment title and fief. On jiyou day Tibetans raided Lidian and Wenzhou; Commander Yeliqan and others were ordered to subdue them. On xinhai day the Western monk Zangbubanba was made State Preceptor and granted a jade seal. On wuwu day the Directorate of Sacrificial Rites was restored. On jiwei day an edict told provincial officials, saying, "The National University — Emperor Shizu deeply attended to it; men like Grand Councillor Buqa were Mongols, yet were educated to become accomplished. I have now personally fixed the National University student quota at 300 persons; 20 additional hall-attendant students are added; those who master one classic are to be appointed as study companions in order — established as a fixed regulation." An edict directed, "Military officers retire at seventy before sons and younger brothers may inherit posts. Those who while not yet old feign illness to claim advanced age and allow young sons and brothers to inherit posts — expunge their names and permit no further appointment; those who use scheming to seek transfer — prosecuted as violation of regulations." On renxu day relief was ordered for displaced persons north of the passes. At Shangdu a Communications Office was established to administer Mongol relay stations, at second rank. On jiazi day Ningxia suffered earthquake. On yichou day Grand Princess of Lu State Sangqijie was advanced in title to Elder Imperial Sister Grand Princess. Envoys were dispatched to win over and announce to the Black Water, White Water, and other tribes — more than 120,000 households came to submit. On bingyin day the moon encroached upon Xuanyuan. Princes Abuhua and others were granted 200 taels of gold, 750 taels of silver, 13,630 ingots of notes, and silks and cloths in varying amounts. On dingmao day Wanze, Li Meng, and others said, "At present Confucians are being advanced to office, yet mature men daily fade away; accomplished Confucian scholars from all quarters — we request selecting them for posts such as National University, Hanlin, Secretariat, Grand Ceremony, or Confucianism intendant, so scholars have incentive. The Emperor said, "Your words are correct. From now on do not limit by qualification grade; if truly talented and worthy, even men without office may be employed." An edict directed direct-reporting secretariat attendants to serve half in the palace hall and half at the central secretariat's disposal. Physicians who had not passed selection examinations and were not registered were forbidden to practice medicine. Xuanning County of Datong suffered hail; it piled five cun deep and seedlings and crops were entirely destroyed.

On jiaxu day the Elder Imperial Sister Grand Princess was granted 10,000 ingots of notes. On bingxu day Chen Rikuo, heir of Annan, presented a memorial and local products in tribute. An edict directed that Western Tibet military affairs be subordinate to the Commission for Buddhist and Tibetan Affairs. Ninth month, on jihai new moon: remotely appointed left chancellor Buqa was promoted to Grand Marshal. On bingwu day remotely appointed Huguang grand councillor and King of Annan Chen Yiji had an audience, saying, "Since I came to allegiance in Emperor Shizu's reign, my wife and children were all killed by my countrymen; the court granted me a royal title and also gave 500 qing of fields at Hanyang, enabling self-support to end my years. Now I am nearly seventy, yet officials constrain the fields granted me — I have nowhere to obtain food." The Emperor told provincial officials, saying, "The King of Annan came to allegiance out of righteous admiration — his grants should be generous, to win distant peoples; his advanced merit rank and receipt of fields remain as before. On wushen day the people were forbidden to shoot flying birds and to kill horses, cattle, or sheep that were nursing. Guards were forbidden to privately wear banquet service robes or pawn them to others. On gengxu day the Privy Council was ordered to review military horses of each province. On renzi day the era was changed to Huangqing; an edict said, "We rely on the spirits of Heaven and Earth and the ancestral spirits, succeeding the holy lineage, ever reflecting on the greatness of ancient governance, all living things flourishing, the state at peace. We rise early and sleep late, not daring neglect; appointing the worthy and employing the capable, reviving the stagnant and filling gaps — We hope thereby to attain the five blessings of this age and broadly bestow them upon the multitude — this is Our aspiration. Changing the era name after a full year has its constant precedent; let the fifth year of Zhida become the first year of Huangqing." Director of Waterworks Mubalasah relayed an order to take relay posts and fetch the dragon boat built at Hangzhou; provincial officials remonstrated, saying, "Your Majesty has ascended the throne and proclaimed to all under Heaven that all items not expressly requisitioned must not be presumptuously presented. Truly to take this boat would contradict the earlier edict." An edict halted it. The Empress's Establishment Qielian Household Various Artisans Hunting and Hawking Overall Directorate was restored, at third rank. On yimao day the moon encroached upon Bi. On dingsi day, by the empress dowager's order, Yongping Route's annual revenue, aside from operating expenses, was entirely granted to the Grand Princess of Lu State. Prince of Yunnan Lao's following was granted 12,000 ingots of notes for horse prices. On bingyin day provincial and ministry officials were directed not to use palace guard duty as pretext to neglect office. The Western Tibet tea intendant office was abolished. That month Jiangling Route's flood washed away people's dwellings; 18 drowned.

On renchen day an edict ordered collection of Zhida silver notes. An edict directed Han troops of all guards to drill in military matters. The Directorate of Herds was established at third rank to administer livestock under the Xingsheng Palace establishment. On guisi day an edict established land-tax intendant offices at Bianliang, Pingjiang, and elsewhere to administer the assets of Great Chenghua-Pujing Monastery. Guaixi Prefecture was established, with native official Ama administering its affairs, wearing a gold tally. Li Meng memorialized, saying, "Revenue and grain are the state's foundation; in Emperor Shizu's reign expenditures matched income and economy was always pursued, hence storehouses were full. Now each year more than 6 million ingots are disbursed; moreover more than 100 construction projects consume several million ingots; inner-court directive grants use another 3 million-plus ingots; northern frontier military needs again 6 or 7 million ingots; yet the treasury currently stores only a little over 110,000 ingots — how can this suffice? From now on all non-urgent superfluous expenditures should be entirely halted." The Emperor accepted his words; all construction and repair projects were halted. On xinhai day princes including Buliyadun falsely accused Babusha of illegal acts; an edict banished Buliyadun and Tugan to Henan, Yinuhuan to Yangzhou, Nali to Huguang, Tainai to Jiangxi, and Banchu'wnai to Yunnan. On renzi day 5,753 shi of grain were granted in relief to the Qipchaq Guard. On jiayin day the moon transgressed Ghost. On wuwu day Han Chinese and Muslim diviners were forbidden to enter and leave the households of princes, imperial sons-in-law, and grand ministers. Western Zhejiang suffered flooding; one-quarter of Jiang-Zhe grain transport tribute was remitted, and retained grain was used for relief; Jiangxi and Huguang were ordered to make up transport and deliver to the capital. Champa dispatched envoys presenting a memorial and tribute goods. On gengyin day the prohibition on Han Chinese carrying bows, arrows, weapons, and hunting was reiterated. A partial amnesty was granted in the Central Capital for one prisoner facing capital punishment, and for crimes below exile. On xinmao day Imperial Clan Court posts were reduced to 28; officials were dispatched to supervise burning Zhida notes. On renchen day Venus crossed the sky. An edict stated, "For newly established frontier officials, credentials shall be issued only upon arrival at post." On yiwei day Li Meng was ordered to put the Directorate of Education in order. Central secretariat officials said, "Shizu established promotion and demotion in the selection law to show encouragement and admonition. Now officials have not yet reached evaluation, or are replaced without cause, or advance by skipping grades, usurping titles such as state duke and chancellor — offices already cut are re-established. This spring alone, more than 1,000 persons were appointed by inner-palace edict; among them, how can all fraud be known? Nothing damages and disrupts the selection law more than this. The Emperor said, "All inner-palace edicts — let none be carried out. A seal was granted to Prince of Ji Dilegenei; Yanqing Temple was built with Karakorum tax revenues. An edict addressed Crown Prince Chen Rikui of Annan, saying, "Our ancestors received Heaven's bright mandate, holding all within the four seas; where authority and virtue reach, the distant are softened and the near are brought close. Recently the Late Emperor ascended as a guest upon the dragon chariot; because kings, nobles, officials, and people could not set aside their grief, on the 18th day of the third month of the fourth year of Zhida We ascended the throne, following the institution of changing the era name after a full year — making the fifth year of Zhida the first year of Huangqing. We now dispatch Minister of Rites Namaimatai and others bearing the edict to instruct you, and also issue one copy of the Huangqing first-year calendar. See that you reverently grant the seasons to the people, further cultivate your ministerial duties, do not fall short of your ancestors' sincerity in serving the Great, and fulfill Our intent never to forget soothing the distant."

On wuwu day regulations fixed that princes establish 6 prince tutors with silver seals, and 4 subordinate officials below them. Prince of Ji Dilegenei was re-enfeoffed as Prince of Wu; Prince of Wei Amuge was granted 65,000 registered households of Dinghai County, Qingyuan Route; director of Chongfu Yeliya was promoted to Duke of Qin State. On jiwei day Chongxiang Superintendency was raised to Chongxiang Court, rank upper second grade. On renxu day Hanlin and National History Academy rank was raised to secondary first grade. The Emperor instructed provincial officials, saying, "Hanlin and Academicians Exemplar Confucian officials — We select them Ourselves; you shall not presumptuously propose appointments. People say the Censorate bears heavy responsibility, but We say the National History Academy is especially weighty; the Censorate is public opinion for a time; the National History Academy is truly public opinion for ten thousand generations."

On jihai day the Emperor's birthday was established as the Heavenly Longevity Festival. On gengzi day censor-in-chief Huonichi was granted ceremonial equal to the Three Excellencies. An edict directed that in Guide, Bozhou, the 1,073 qing of land granted by Emperor Xianzong to Bulianjidai be returned to his descendants. Asu Guard commander Nahua and others falsely added 600 guard soldiers, embezzling 7,200 shi of grain, 1,200 bolts of silks and cloths, and 280 ingots of notes; the central secretariat and privy council were ordered to investigate and punish. Privy council administrator Muhua was enfeoffed Prince of Guangping. On guiwei day Mars transgressed Accumulated Corpse Qi. On gengyin day Venus crossed the meridian. The Great Chong'en Fuyuan Temple was completed; the Longxi Court was established. Longxing's Xinjian County suffered crop damage from prolonged rain; Zhangde's Anyang County suffered locusts.

On gengshen day Princes Kuanche and Hudashimi were granted 150 taels of gold, 1,500 taels of silver, 3,000 ingots of notes, and varying amounts of silks and cloths. Champa presented rhinoceros horns and elephants; the king of Burma sent his son-in-law and the chief of Yunnan's Bunong, Cen Fu, to court.

On jiashen day Mars, Saturn, and Mercury gathered at Dipper. Buhuajilie of the Hawk Office requested to go to Henan and Huguang to collect peacocks and rare birds; an edict refused on grounds of disturbing the people. On dinghai day officials were dispatched to pray for snow at the altars of soil and grain, mountains and rivers, and seas and streams. Branch secretariat officials said, "The central secretariat's duty is to hold overall command of the governing framework; recently, when branch secretariats, the six ministries, and various offices should decide but do not, they often submit doubtful consultation memorials, causing documents to proliferate and affairs to grow cumbersome. An edict directed adherence to Shizu's original intent in establishing the central secretariat; procedures were to be fixed and submitted, to be followed in practice. Huihui imam Hede was ordered as before to pray for blessings; all litigation was to revert to the regular offices; previously issued imperial letters were still to be recovered. On wuzi day the moon transgressed Mars. On jichou day Princess Bandan was given relay vouchers to collect Jiangnan field rent; an order directed the relay vouchers confiscated. Zhang Gui was ordered to take overall charge of the National University. On gengchen day Jining Route suffered famine; the brewing of liquor was forbidden. On xinsi day an edict directed that revenue and grain, construction, litigation, and other matters all revert to the relevant offices, to clear the central secretariat's affairs. On renwu day northwestern princes Yexianbuhua presented horses, camels, and uncut jade. On dinghai day an edict directed, "Officials serving outside the capital who should have official fields but do not — all are to be given Zhiyuan notes. Guaixi Prefecture was placed under the Bozhou Pacification Commission. Merit Commissioner Yilianzhen and others memorialized through Buddhist rites to release serious criminals; this was not approved. The Emperor addressed those beside him, saying, "Muslims sell gems and jade to the court; We consider — what about these things makes them treasures? Only good men may be called treasures. When good men are employed the common people are secure — this is what the state ought to treasure. Third month, on bingshen day censorate vice director Tuohuan Darqan was made censor-in-chief. On gengzi day Mars transgressed Rampart Wall Formation. Because Jinning, Datong, Daning, Sichuan, Gongchang, and Gansu suffered famine, the drinking of liquor was forbidden. On bingwu day the empress of the Hongjira clan was installed; an edict was issued to the realm. On dingwei day a comet emerged at Well. On renzi day Tuhulu said, "Your subjects' office is devoted to harmonizing governance; from last autumn until spring there has been severe drought, the people lack food, and moreover there has been frost, rain, and falling sand — the heavens show change — all because We cannot proclaim the sovereign's grace, causing these calamities; we beg to be dismissed to answer Heaven's mind. The Emperor said, "How could the matter concern you? Do not speak of it again. Censorate vice director Hao Tianting submitted a memorial discussing current affairs; the Emperor commended and accepted it. The Western monk Shusijiganjie'er was granted 10,000 ingots of notes. On bingchen day, because the empress received seal and regalia, officials were dispatched to offer grateful thanks at the Imperial Ancestral Temple. Because the severe drought had already lasted long, the Emperor burned incense in the palace and prayed silently; officials were dispatched separately to pray at various shrines — sweet rain poured down abundantly. An edict earnestly urged encouragement of agriculture and sericulture.

On xinsi day censor-in-chief Berhu was further granted Grand Preceptor with the same ceremonial standing as the Three Excellencies and grand tutor. On renwu day the Central Auspicious Bureau was established, rank 4a. On jiashen day an edict directed selecting worthy men to compile the national history. On yiyou day censorate officials said, "Wealthy men currying favor through special edicts indiscriminately receive ranks and titles. The Huizheng and Xuanhui courts employ people, mostly streams of those dismissed for crimes. Close attendants feigning poverty mutually memorialized for grace and rewards. Western monks, because of performing Buddhist rites, repeatedly released serious criminals. Officials serving outside the capital, having themselves violated criminal law, hastily sought inner edicts to escape punishment. Princes, imperial sons-in-law, temples and monasteries, and officials' landed estates — annual rent collection also greatly disturbed the people. We request all these abuses be thoroughly reformed. An imperial rescript stated, "Approved. An edict halted non-urgent labor service. Zhending, Baoding, Hejian, and Daning routes suffered famine; one-third of this year's field tax was exempted for all, and the brewing of liquor was still forbidden. Annam sent envoys presenting tribute goods.

On guihai day Tuhulu and others, citing disasters and portents, begged to be dismissed; this was not approved. On bingyin day the capital suffered an earthquake. Xu Sijing, associate administrator, was placed in overall charge of the National University. On yihai day an edict addressed monks and laymen in litigation: relevant offices and the chief monk are jointly to hear cases; newly established landed estates are to pay tax as customarily required. On bingzi day Prince Anhui was granted 50 taels of gold, 750 taels of silver, one gold girdle set, and 40 bolts each of silks and cloths. On jimao day Hedong surveillance commissioner Zhao Jian said, "We request selecting upright and broadly learned men to serve as Hanlin Academician Reader and Hanlin Academician Explicator, expounding good governance to broaden the sovereign's hearing. This was approved. Censorate officials said, "In recent years surveillance commissions have often not devoted themselves to their duties; surveillance censors should be ordered to verify names against reality and demote or promote accordingly. Guanghai and Yunnan and Gansu are far away; those transferred on reassignment fear going and refuse — we beg that hereafter one grade of rank be added. An imperial rescript stated, "Approved. On renwu day surveillance censors were ordered to inspect and supervise education officials, assessing their best and worst. On guiwei day officials were commissioned to select and reduce the palace guards. On jiashen day the Chongwen Pavilion was built at the National University directorate. 10,000 horses were supplied to impoverished soldiers under Prince Bin Nanhuli and others. The Song Confucians Zhou Dunyi, Cheng Hao, Cheng Hao's brother Yi, Zhang Zai, Shao Yong, Sima Guang, Zhu Xi, Zhang Shi, Lü Zuqian, and the former central secretariat left vice chancellor Xu Heng were granted secondary worship in the Confucian temple court. The people of Shangdu suffered famine; 5,000 shi of grain were released and sold at reduced price for relief. The Yellow River burst its banks at Chen, Bo, Suizhou, Kaifeng, and Chenliu counties, inundating common people's fields and dwellings.

On gengzi day the Changqiu Temple was established, in charge of Emperor Wuzong's empress's palace administration, rank 3a. An edict directed that apart from Prince Wei Amuge's annual grant, 10,000 ingots of notes be given. Imperial son-in-law Tuotiemur was granted 150 taels of gold, 750 taels of silver, 2,000 ingots of notes, and 50 bolts of silks and cloths. On xinchou day the Sichuan and other places Confucian schools intendant office was re-established. On renyin day the capital suffered an earthquake. Daning Route's salt levy for this year was exempted. On dingwei day Princes Huoluosimi, Tuohuan, Nanhuli, and imperial son-in-law Mangudai were granted 200 taels of gold, 1,200 taels of silver, 1,600 ingots of notes, and varying amounts of silks and cloths. On jiyou day the Huaidong-Huaixi Circuit Pacification Commission was changed to the Huaidong Pacification Commission; the three Huaixi circuits were placed under Henan Province. An edict directed prefects and magistrates to encourage agriculture and sericulture; the diligent are to be promoted, the negligent demoted — established as regulation. On bingchen day Venus was visible in daylight. On dingsi day Venus crossed the sky. Mongol troops of Yunzhou lacked food; one shi of rice per household was granted. An edict directed building Yinsi Mountain Monastery at Zhenjiang Route; burial mounds beside the monastery were not to be relocated. The capital suffered great drought; the Emperor asked the way to quell the disaster; Hanlin academician Cheng Jufu cited the affair of Tang's prayer at the Mulberry Grove; the Emperor praised and admonished him.

On yiyou day the chaste widow Zhao, wife of the commoner Xiao Yi of Gaozhou, was honored; her household's corvée and levies were remitted.

Eleventh month, on renyin day, an edict directed that Han persons, Southern persons, and Koryo persons on palace guard duty, assigned to serve at Shangdu, were not to be issued bows and arrows. On jiachen day the civil service examinations were instituted. An edict directed the realm: in the eighth month of Huangqing third year, throughout the empire's prefectures and counties the worthy and capable were to be promoted; they were to be presented as tribute candidates to the relevant offices; in the second month of the following year a metropolitan examination was to be held at the capital; those selected were to be examined in person at court and granted jinshi degrees of varying rank. The Emperor said to his attending ministers, "What We desire is to settle the common people so as to pursue perfect governance; yet without employing Confucian scholars, how could this be achieved. Establishing the examination to select scholars, perhaps true Confucians may be employed, and the way of governance can flourish."

Twelfth month, on xinyou day, Jamal al-Din submitted the Perpetual Calendar he had compiled. 5,000 shi of grain was distributed to relieve the destitute of Prince Ajiji's following. Subordinate households of Qaidu and Duwa submitted; an edict directed the localities to supply clothing and provisions. On bingzi day qualifications for officials' retirement were fixed. On jiashen day an edict directed rectification of the Sea Route Grain Transport Wanhu Office. Because the capital had long suffered drought, the people suffered much epidemic disease; the Emperor said, "All this is Our responsibility — what crime have the innocent borne!" The next day, heavy snow fell. Because the people of Jiading Prefecture and Dehua County suffered disaster, grain was distributed in relief.
