On jiaxu day attendant censor Zhao Shiyan was made associate administrator of the central secretariat. An edict exempted land tax in Mongol territory for two years; merchants were not exempted. On jimao day 6,300 ingots of notes were issued to relieve the relay stations of Liangxiang and others. On renwu day Hesan was made right chancellor of the central secretariat and compiler of the national history. On guiwei day central secretariat associate administrator Gao Fang was made Academician of the Hall of Gathered Worthies.

On wuxu day the people of Zhending, Baoding, and Hejian suffered famine; grain for two months was issued. On jihai day a white halo spanned heaven, linked rings piercing the sun. On guimao day the king of Siam dispatched his minister Aitan to enter tribute. Nanjian Route was renamed Yanping; Jianpu County was renamed Nanping. On yisi day, because monks performed Buddhist rites to select prisoners for release, the central secretariat was ordered to examine the matter. On bingwu day Arghun was enfeoffed as Prince of Zhao. On wushen day the imperial carriage visited the Upper Capital. On jiyou day an edict directed, "Wicked commoners who castrate their sons as palace eunuchs to evade corvée shall be punished." On xinhai day associate administrator Zhao Shiyan was ordered to take overall charge of the National University. On guichou day central secretariat grand councillor Chaghan retired from office. The people of Jinning, Hou Xier and his five brothers, were all by law liable to death; the Emperor sighed and said, "That household was unfortunate to have this matter; let one of lighter culpability be chosen and beaten with the rod, so he may support his parents and their sacrificial line not be cut off."

Intercalary third month, on jiayin new moon an edict reduced redundant posts among privy council vice directors. On xinyou day the moon transgressed Ghost. Monthly stipends to incantation monks were abolished. Men were dispatched to inspect the halting encampment grounds from Dadu to the Upper Capital; where civilian fields had been encroached upon, compensation per mu was calculated and paid. On bingyin day the moon transgressed the Eastern Rampart of Supreme Palace Enclosure. On dingchou day the capital region and garrison-farm troops of the various guards suffered famine; 7,500 ingots of notes were issued for relief. Bianliang, Jining, Dongchang and other routes; Long Prefecture and Kai Prefecture; Qingcheng, Qidong, Weiyuan, Dongming, Changyuan and other counties — frost killed mulberry trees, fruit trees, and seedlings; Guizhou reported famine; grain was issued and sold at reduced price for relief. The king of Ma'bar, Siramaldin, dispatched his minister Aisiding to present local products.

Fifth month, on jiayin new moon Prince of Ying Yesian Temür was granted 10,000 ingots of notes. On wuwu day Mercury transgressed Ghost. On dingmao day Li Meng was granted 28 qing of land in Xiaogan County. Princes' collateral branches were forbidden to directly seize apportioned-fief rent and levies to harass the people. An edict directed the Lingbei branch secretariat to bury battlefield remains. On yihai day 3,000 shi of grain were issued to relieve the destitute of Qielolian. On dingchou day Cangzhou's seat of government was moved to Changlu Fort. On wuyin day, for the former Confucian minister Xu Heng, the Lu Studio Academy was established at Jingzhao; an imperial letter was sent down to honor him. On gengchen day Luyang and Mayang counties, because of bandit raids, had their land taxes and levies remitted. The impoverished collateral following of Prince of Ying Yesian Temür was relieved with grain for two months. Wuling County suffered heavy rain and water overflow; residents drowned, and dwellings and crops were washed away; the people of Tanzhou, Hanyang, and Sizhou suffered famine — in all cases granaries were opened and grain sold at reduced price for relief. Fushi County suffered wind and hail, damaging crops and injuring people and livestock. Sixth month, on wuzi day an edict directed, "Henceforth inner attendants shall be granted only eunuch posts and not civil ranks." The Yunnan Branch Secretariat Confucianism Intendant Office was established. Henan Province chancellor Bolinjidai was enfeoffed as Prince of Henan. On renchen day one additional subprefect and registrar each were added for inner-circuit prefectures and counties. Prince Chaba'er's dependent households were destitute; grain for one year was issued, and they were still ordered to garrison-farm for self-support. Troops were dispatched to expand garrison farming at Henan Shao Marsh and other places. On yiwei day Mars transgressed Right Enforcer. On wushen day one additional vice director was added to the Liang-Zhe Salt Transport Commission. On jiachen day the imperial letters exempting Hexi monks from rent and levies were confiscated. An edict directed, "Princes and imperial affines coming to court shall graze their herds to the Upper Capital in summer and not rashly enter the capital; if there is business, they shall dispatch envoys to memorialize and report." Hengzhou, Chenzhou, Xingguo, Yongzhou Route, and Leiyang Prefecture suffered famine; granaries were opened and grain sold at reduced price for relief. Xuanping, Renshou, and Baideng counties suffered hail damage to crops, injuring people and livestock.

Seventh month, autumn, on yimao day Dajinai's following was destitute; two shi of grain per household were issued. On gengwu day the central secretariat was ordered to deliberate on restoring posthumous enfeoffment; Prince of Jin Yesun Temür's following was granted 100,000 ingots of notes. An edict opened the prohibition on off-season maritime trade. Prince Wei Amuge and others were granted 7,000 ingots of notes. On yihai day Huifu Court exceeded its authority in memorializing imperial decisions to appoint officials; an edict directed that from now on all nominees be submitted to the central secretariat for approval and report. Private salt prohibitions were strictly enforced. Yuanling and Luxi counties suffered flooding; the Hun River dike burst at Wuqing County, inundating civilian fields; granaries were opened for relief.

Eighth month, on wuzi day the imperial carriage reached Dadu. On guimao day the Court of Imperial Sacrifices was raised to the Grand Ceremony Court, rank 2a. On dingwei day Jining, Bianliang, and Wu'an and She counties suffered earthquakes, destroying official and civilian dwellings; at Wu'an 14 persons died, at She County 326 persons. Taizhou, Yuezhou, Wugang, Changde, Daozhou and other routes suffered flooding; granaries were opened and grain sold at reduced price for relief. Ninth month, on renxu day the intendant of the Teaching Workshop was changed to envoy. On jisi day Temüder was again made right chancellor; Hesan was made left chancellor. The Shaanxi Branch Censorate was abolished; the Ceremonial Phoenix Commissioner was reduced to Ceremonial Phoenix envoy. Zhaoqing, Wuchang, Jiande, Jiankang, Nankang, Jiangzhou, Yuanzhou, Jianchang, Ganzhou, Hangzhou, Fuzhou, Anfeng and other routes suffered flooding; granaries were opened and grain sold at reduced price for relief.

Tenth month, winter, on guisi day Yingzhou Wanhu Office was raised to Central Wanhu Office. On yiwei day an edict directed, "When clerks and functionaries transfer to office, they shall stop at seventh rank; those awaiting selection shall be registered at reduced grade." Prohibitions against inner attendants and other offices bypassing the central secretariat in memorializing and requesting were strictly enforced. An edict directed, "Off-season merchant traders must obtain passes from the Jiang-Zhe province before departing; on return taxes shall be levied according to regulation; those who go privately shall have their goods confiscated." Officials were dispatched to register idle fields farmed by Huai region commoners on which no tax was paid. On bingshen day Gansu garrison farming was restored; the Shagu and other places garrison-store overall wanhu office was established, rank 3a. On yisi day two tutors were established for Prince of Enping Tasibuhua. On gengxu day Mercury transgressed Eastern Glory. A surveillance censor said, "We request that the privy council establish methods to drill soldiers; military officers inheriting posts should be tested in martial affairs before assuming duty." An order said, "Approved." Zhang Lü was dispatched to administer Jiangnan field tax and grain.

Eleventh month, on renzi day the Directorate of Astronomy was raised to the Observatory of Astronomy, rank 3a; a silver seal was granted. On yimao day the Datong Guard Personal Army Overall Command was changed to the Central Capital Weiguard Office. The Bao'an Army was established at Mayang County to guard against Yao bandits. On wuchen day Communications Court commissioner Xiao Baizhu was made central secretariat right vice chancellor. On xinwei day Hanlin Academician Exemplar Dashman was made privy council administrator. On guiyou day an edict directed, "Clerks and functionaries guilty of theft shall have their faces tattooed." Daning Route suffered an earthquake, with a sound like thunder. On wuyin day Temüder said, "Recently subordinates and ministers of the six ministries have all arrived late and left early; government affairs have been neglected. From now on, where this occurs, they shall be beaten according to the gravity of the offense. If we your ministers ourselves are indolent, others may also memorialize about it." The Emperor said, "If they still do not reform, they shall be dismissed without reinstatement." The former central secretariat right chancellor Tuhulu was made privy council administrator. Jing'an Route suffered famine; grain was issued for relief. An edict ordered verification of field taxes in Zhe West, Jiang East, and Jiangxi.

Twelfth month, on renwu day Bianliang, Nanyang, Guide, Runing, and Huai'an suffered flooding; an edict forbade brewing wine and added relief measures as appropriate. On guiwei day Prince Temurbuqa's following was relieved with 5,000 shi of grain; Prince Tuman's following with 2,000 shi. On xinmao day princes, imperial sons-in-law, and persons of power were forbidden to sell salt at inflated prices. On renchen day an edict fixed regulations for officials', gentry's, and commoners' clothing, carts, and palanquins. On jiawu day the moon transgressed Ghost. On jihai day an edict directed the central secretariat to deliberate which of Confucius's fifty-third-generation descendants should inherit Duke Yansheng and report by name. On gengzi day officials were dispatched to dredge the canals at Yangzhou, Huai'an, and other places; Hanlin Academician Exemplar Li Meng was again made central secretariat grand councillor. On guimao day the moon transgressed Fang. On jiachen day the moon transgressed Celestial River. An edict ordered boundary demarcation of garrison colony fields of all guards. Mianyang, Guide, Runing, Anfeng, and other places suffered famine; grain was issued to relieve them.

Second year, spring, first month, on yimao day Jupiter transgressed Ghost. On wuwu day Huaimeng, Weihui, and other places suffered famine; grain was issued to relieve them. On jiwei day Venus appeared in the daytime. On guihai day the moon transgressed Xuanyuan. On bingyin day prolonged rain destroyed Hun River dikes and weirs, inundating civilian fields; troops were dispatched to repair them. Private iron smelting by the people was forbidden. Troops were dispatched to dredge the Huozhou canal transport river. On dingmao day the moon transgressed Jinxian. On wuchen day the people of Jinning and other places suffered famine; notes were granted to relieve them. On jisi day the Great Sage Longevity Wan'an Temple Directorate-General was established, rank primary third grade. On gengwu day a circulating treasury was established at Jiangyin Prefecture. An edict ordered that penalty-fine notes from the Jiangnan branch secretariat be used to relieve and succor famine-stricken people. On yihai day an edict dispatched pacification commissioners to twelve circuits to inquire into the people's sufferings, demote and promote officials, and grant silver seals to each. Central secretariat ministers were ordered to divide supervision of routine affairs. Southerners were forbidden to pawn wives and children and sell them as bonded servants. Censorate officials memorialized, saying, "In recent years earthquakes, floods, and droughts have caused the people to flee and banditry to rise — all because surveillance oversight has been constrained by fears and failed in investigation, chancellors' harmonizing governance has fallen short, close attendants have obscured matters, rewards and punishments have been improper, prisons have held wrongful and excessive cases, and taxes and corvée have been heavy — leading to disharmony. It is fitting to deliberate with mature and seasoned men on the causes." An edict directed that the specific measures that should be carried out be clearly stated and reported. Prince Teliq Temür's department lacked food; 7,500 ingots of notes were granted to them. The people of Yidu, Banyang, and Jinning suffered famine; notes and grain were granted to relieve them.

On jiawu day an edict forbade the people from reselling adopted sons. On bingshen day Prince Nahu Dar was granted 50 taels of gold, 250 taels of silver, and 500 ingots of notes. On gengzi day an edict appointed Gonggarogros Jancang Pakba as Imperial Preceptor, granted a jade seal, and still proclaimed it throughout the realm. On renyin day Prince Laodi of Yunnan came to court. Chen and Yuan cave barbarian Wu Qiandao acted as bandit; an edict ordered troops mobilized to capture him. On yisi day Prince Yölü Temür was granted 10,000 ingots of notes. On bingwu day Venus crossed the meridian. That month Jinning, Xuande, and other places suffered famine; grain and notes were granted to relieve them. Zhenzhou Yangzi County suffered fire; grain was issued and sold at reduced prices for relief.

Third month, on yimao day the palace examination for jinshi candidates was held; Hudu Dar, Zhang Qiyan, and 56 others in all were granted jinshi degrees and secondary ranks in varying degrees. On bingchen day the moon's color was like ochre. On gengwu day the Emperor led princes and officials in presenting jade registers and a jade seal, adding an honorific title to the empress dowager; an edict proclaimed remission of overdue taxes and levies throughout the realm. On dingchou day central secretariat associate administrator Zhang Lü was made Jiang-Zhe branch secretariat grand councillor.

Summer, fourth month, on wuyin new moon, there was a solar eclipse. On xinsi day the honorary banquet for jinshi graduates was granted at the Hanlin Academy. On guisi day an edict directed that among expeditionary troops of Isdan and other departments, those who were late or who fled and returned were all to be beheaded as a warning. On jiawu day Prince of Jin Yesun Temür was instructed to return the Huizhou silver mine cave granted in the former reign to the relevant office. On gengzi day the moon transgressed Encampment. On xinchou day metropolitan examination candidates who failed the examination and were aged 70 or above were granted retirement as seventh-rank flowing officials; those 60 or above were made prefectural and district instructors; the remainder were all appointed mountain wardens and academy rectifiers — later cases shall not cite this as precedent. An edict directed that in princely appanages regular officials should still serve as darughachi, and those appointed by each fief should serve as vice darughachi. Li Meng and others were ordered to compile and classify successive reigns' statutes and regulations; when the book was complete, they were to report and promulgate it. The Regulations Transport Inspection Office was established, rank fifth grade, with four officials; the Broad Storage Treasury, rank seventh grade, with three officials; both subordinate to the Longevity and Blessings Court. On yisi day the imperial carriage proceeded to the Upper Capital. The palace domestic service, to supply imperial meals, dispatched men to hunt at Guide; an edict, because they disturbed the people, specially abolished it. Specially appointed superior prelate and grand master of the Mysterious Teaching Zhang Liusun was additionally granted grand master with the same ceremonial standing as the Three Excellencies. On bingwu day Prince Chaba'er was enfeoffed Prince of Runing. Tanzhou, Jiangzhou, Jianchang, and Yuanzhou suffered famine; granary grain was issued and sold at reduced prices for relief.

Fifth month, on wushen new moon, silver seals for surveillance commissions of each circuit were changed and reissued; the Shaanxi branch censorate was re-established. Guichi Zhang Xiaosi and others had recruited 6,000 households; they were compelled to return to civilian registers. Censor-in-chief Wang Yi requested leave to return home and care for his parents; it was not permitted. On gengshen day Princess Yan Haiya was granted 1,000 ingots of notes. On xinyou day the moon transgressed Celestial River. On yichou day in Chengji County, Qinzhou, a mountain moved. That night fierce wind, lightning, and hail struck; a northern mountain moved southward to the river by evening; the next day it moved again; on level ground earthen mounds protruded, some two or three zhang high, burying and inundating people's dwellings. An edict dispatched officials to verify and provide relief. On gengwu day Venus appeared in the daytime. The Western Sea and Liaodong Falconry Ten-Thousand Households Office was established, subordinate to the Central Administration Court. On renshen day Prince Saduseri died. On jiaxu day the sun's color was like ochre. Eunuch central palace director Xu Yuanhui was additionally granted academician of the Broad Literature Hall. On yihai day the sun's color was like ochre. That month 300 shi of grain were issued to relieve the poor among Prince Ante Temür and other departments. Fengyuan, Longxing, Ji'an, Nankang, Linjiang, Yuanzhou, Fuzhou, Jiangzhou, Jianchang, Ganzhou, Nan'an, Meizhou, Chenzhou, Xingguo, Tanzhou, Yuezhou, Changde, Wuchang, and other routes, Nanfeng Prefecture, Li Prefecture, and other places suffered famine; granary grain was issued and sold at reduced prices for relief in all cases. Sixth month, on xinsi day the relay stations at Chaghan Na'ur lacked food; grain was granted to relieve them. On jiashen day Venus appeared in the daytime; that night the moon transgressed Pingdao. On yiwei day the Shaanxi surveillance commission was moved to Fengxiang. On wuxu day Prince Bin Nanhuli and other departments were destitute; notes were granted so they could buy horses and sheep to sustain themselves. The Yellow River breached its banks at Zhengzhou. On jihai day tutorship posts for Prince of Runing Chaba'er were established. On xinchou day because Jining and Yidu suffered severe drought, palace guard fodder and grain were reduced. On guimao day Venus transgressed Well. On bingwu day Mercury transgressed Ghost. The king of Burma sent his son Tekathai and others to present tribute goods.

On wushen day Prince Xuanning Temurbuqa and his two younger brothers were granted 10,000 ingots of notes, together with jade fittings, saddles and bridles, and silks and cloths. On renzi day palace provision office posts were increased from six to eight; the Cloud Supply directorate-general added two associate directors. On guichou day the Huizhou silver and iron cave was again granted to Prince of Jin Yesun Temür. On jiayin day four tutorship posts for Prince Olawtumsun were established; Chenzhou Shangshui Town was restored as Nandun County; four officials of the Two Huai garrison colony directorate-general were cut; the transport office was merged into the intendant commission; the Zhiga Baraqson directorate-general was changed to the imperial provision office. On yimao day Ganzhou native bandit Cai Wujiu gathered a crowd and raised disorder; an edict ordered troops dispatched to capture him. An edict directed that impoverished Asud Guard households be given oxen, seed, and farming implements and garrison-colonized at Qanchari. On jiazi day Jiangnan-Huguang Circuit envoy Wendihan memorialized, saying, "Surveillance commission public fields take too much from the people's rent — the former system should be restored. It was approved. On yichou day the rank of the Chongfu Court was raised to primary second grade. On guiyou day Prince Wei Amuge was granted 10,000 ingots of notes. Temüder was ordered to take overall charge of Buddhist Administration Court affairs; an edict instructed the court and the realm. That month within the capital region there was heavy rain; Huozhou, Changping, Xianghe, Baodi, and other counties suffered flooding that inundated civilian fields and dwellings; Tanzhou, Quanzhou, Yongzhou Route, Chaling Prefecture suffered prolonged rain; the rivers rose and inundated the crops; grain was issued and sold at reduced prices for relief.

Eighth month, on bingxu day Ganzhou bandit Cai Wujiu took Tingzhou Ninghua County and presumptuously declared himself king; an edict dispatched Jiang-Zhe branch secretariat grand councillor Zhang Lü and others to lead troops to suppress him. On jichou day the imperial carriage returned from the Upper Capital. On yiwei day censorate officials memorialized, saying, "Cai Wujiu's rebellion was entirely caused by Nizam al-Din's administration of field and grain surveys, together with prefectures and counties imposing extreme cruelty — driving the people to this extremity. In Xinping County alone, 1,900 households' dwellings were demolished, graves were leveled and bones exposed, acreage was falsely inflated, and poison spread among the residents; we request abolition of the field survey and cancellation of falsely expanded land rents." An imperial rescript stated, "Approved." On gengzi day Taizhou of Liaoyang Province was redesignated Taibining Prefecture. On renyin day 100 National University students were added, with four companion-readers presented annually as tribute. An edict directed the Jiang-Zhe branch secretariat to print 10,000 copies of Essentials of Agriculture and Sericulture, distribute them to administering officials for observance and agricultural encouragement. The wife of Guizhou darughachi Xiang Yuansun, Tuotuozhen, was commended posthumously for martyrdom in virtue, and a stele was ordered erected at his post. Ninth month, on dingwei day Zhang Lü, through land survey, drove nine persons to death; minister of personnel Wang Juren and others were ordered to investigate. On jiyou day the moon encroached upon Fang. On jiayin day the sun's color was like ochre. On xinyou day Venus encroached upon the Left Law Enforcer. On renxu day Cai Wujiu's followers dispersed and were executed upon capture; the remaining partisans were all pacified; an edict rewarded soldiers' merit in pursuit and capture, and enfeoffed the descendants of those who died in service. On jisi day the Dianyou Granary was moved to Chijin territory. Prince Betieemuer was granted land-tax revenue of Yongchang Route and Xiliang Prefecture.

Winter, tenth month, bingzi new moon: a guest star appeared in the Supreme Palace Enclosure. On dingchou day Tuohuochi was enfeoffed Prince of Weining Commandery and granted a gold seal; Hu'erchi Temür Buhua was made Duke of Zhao State. On gengchen day Huai-Xi surveillance commissioner Guo Guan was made central secretariat associate administrator. On renwu day sacrifice was performed at the Grand Ancestral Temple. Public fields were granted to the Yunnan surveillance commission. On yiwei day associate privy council administrator Temür Toqa was promoted to privy council administrator. White Cloud sect patriarch Shen Mingren was appointed Grand Master for Glorious Blessings and minister of works. On dingyou day Temüder was additionally appointed grand preceptor. On guimao day Babai Xifuman dispatched envoys presenting two tame elephants; silks and cloths were granted in return.

Eleventh month, on bingwu day a guest star transformed into a comet, transgressing the Purple Forbidden Enclosure and passing through 15 lodges from Zhen to Bi; it disappeared only on gengyin day of the second month of the following year. On xinwei day, on account of the stellar anomaly, a general amnesty was proclaimed throughout the realm, with graded remission of corvée levies and taxes on each route. On jiaxu day Hosishu was enfeoffed Prince of Zhou and granted a gold seal. Left chancellor Hesan and others said, "The comet's anomaly is caused by our lack of talent; we wish to yield the path to the worthy. The Emperor said, "This is Our fault — how could it be caused by you? Return to your posts; if governance has errors, do not fear reform. Whatever can settle the people should all be spoken; then above and below may jointly cultivate, and celestial anomalies may be stilled." Twelfth month, on wuyin day Yunnan branch secretariat associate administrator Wang Chang'an was granted a tiger tally to share in military affairs. On gengyin day the Pingjiang Route circulating treasury was additionally established. On guisi day notes were issued to purchase sheep and horses to relieve the northern frontier armies. Provincial officials were ordered to draft general regulations for posthumous enfeoffment and conferrals, so that rank may suit circumstance and be reported. Lai Lusun of Ninghua County, Tingzhou, was commended for filial conduct.

Sibaochi Balqasun's darughachi Tuohuan was specially appointed Grand Master of the Gold Seal and Purple Radiance and grand marshal, and a seal was granted as before. On bingwu day former central secretariat left chancellor Quludai'er was enfeoffed Duke of Shou State; four judicial officials for the Prince of Jin's department, two directors of waterways, and one department director were additionally established. Because Zhending and Baoding repeatedly suffered famine, hunting was forbidden. Zhigu was redesignated Haijin Town. On xinyou day associate privy council administrator Mailu was promoted to privy council administrator. On renxu day 200 qing of Jiang-Zhe fields were granted to Shangdu's Kaiyuan Temple, 100 qing to Huayan Temple; Prince of Zhao Aruqtu's following was granted 20,000 ingots of notes.

Second month, on dingchou day 1,000 Han garrison troops of Haikou Storage were mobilized, placed under the Linqing grain-transport commander of ten thousand, to supply relay transport; 2,000 ingots of notes were granted. On wuyin day the Huguang branch secretariat was ordered to instruct Annam to restore the King of Zhanla. Tutors were established for Prince of Anyuan Chouhan. Hejian, Jinan, Bin-Di, and other places suffered famine; grain was granted for two months.

On dinghai day Prince Shidebala was installed as crown prince, concurrently central secretariat chancellor and privy council commissioner; he received the gold seal and treasure, and announcement was made to Heaven, Earth, and the ancestral temples. Associate privy council director Chuangwu'er was promoted to privy council director. Prince Anhui's division lacked food; 3,186 shi of grain were granted in relief.
