Fourth year, spring, first month, on gengzi day the Emperor said to those beside him, "The central secretariat has lately reported that the common people lack food; relief should be increased. We have pondered this in silence: the people hunger so — could there be errors in government that have brought this about? We earlier decreed that all offices should earnestly follow Shizu's established institutions; they should strive to carry them out and assist Us where We fall short. Yet We have often reflected that only by reducing punishments and lightening taxes can the common people each pursue their livelihood." On yimao day Prince Toghto was stationed in Yunnan, harassing troops and commoners; Anhui was appointed to replace him. On bingchen day Vanchu, privy council administrator, was made Yunnan branch secretariat grand councillor. On jiwei day 10,000 ingots of notes were issued as grain stipends for the Imperial Preceptor's temple. On renxu day Jining Route suffered an earthquake. On wuchen day 3 months' grain was granted to the followings of Princes Yisubughan and Mingandaa.

Intercalary month, on gengchen day Prince Boluo was enfeoffed as Prince of Ji. On bingxu day, because the crown prince was established, an edict was proclaimed to the realm; notes were granted to widowers, widows, orphans, and the solitary; land tax and levies on the various routes were remitted in varying degrees. Princes, imperial kin, and those who attended court were granted 300 taels of gold, 2,500 taels of silver, and 43,900 ingots of notes. On xinmao day Betemür was enfeoffed as Prince of Fenyang. On renchen day Prince Bin Nanhuli's following was granted 120,000 ingots of notes to buy horses. The people of Bianliang, Yangzhou, Henan, Huai'an, Chongqing, Shunqing, and Xiangyang all suffered famine; granaries were opened and grain issued for relief.

Second month, on gengzi day Prince Mailu's following was granted 30,000 ingots of notes. On jiachen day an edict directed every community in each commandery and county to re-establish charity granaries. On wushen day attendant Wanbu Hua was specially appointed Hanlin Academician Reader, drafter of edicts, and associate compiler of the national history. On guihai day Taining Prefecture was raised to Taining Route, and Taining County was still established. On yichou day the rank of the Mongol Directorate of Education was raised to primary third grade, and a silver seal was granted. On bingyin day, because princes' followings had suffered the turmoil of the rebel Tuhochi and the common people were impoverished, 166,000 ingots of notes and 10,000 shi of grain were granted for relief. Caozhou suffered flooding; this year's land tax was remitted. Third month, on dingmao new moon, Jing Prefecture was raised to Jing Route. On gengwu day 4,000 shi of grain were granted to Prince of Zhao Arghun's following. On yiyou day the moon transgressed Winnowing Basket. On xinmao day the imperial carriage visited the Upper Capital.

Summer, fourth month, on wuxu day 3 months' military grain was granted to Prince of An Udsibuyah's following. On jihai day Dean Prefecture suffered drought; garrison-farm land tax was remitted. On renyin day commissioner of the Grand Ceremonies Bureau Xiao Baizhu was additionally appointed grand tutor; Prince of Zhao Arghun was granted 50 taels of gold, 500 taels of silver, and 1,000 ingots of notes; Huailai County was detached and placed under Longqing Prefecture. On jiachen day Taining Route was placed under Liaoyang Province. On wushen day Dengzhong raided the frontier; Prince Wu Duoliena and others defeated him at Hehuai; gold and jade belts, gold, and silks and cloths were granted in varying amounts. On jiwei day Prince Niulian died. On yichou day wine was forbidden in Lingbei. Once when the Emperor was sitting at night, he said to attending ministers, "Rain and drought are untimely — what is to be done?" Xiao Baizhu replied, "This is the fault of the chancellor." The Emperor said, "Are you not in the central secretariat?" Xiao Baizhu was ashamed and remorseful. Shortly afterward, the Emperor exposed incense and prayed in silence. Soon heavy rain fell; attendants brought rain garments forward; the Emperor said, "We pray for rain for the people — why avoid it!" Hanlin Academician Exemplar Qutlughdushmish and Liu Geng and others translated the 《Great Learning Extended Meaning》 and presented it; the Emperor read it and said to the assembled ministers, "The discussions in the 《Great Learning Extended Meaning》 are very fine; order Hanlin Academician Alintemür to translate it into the national language." Fifth month, on xinwei day Shangdu resident commissioner Kuokuo was granted commissioner with the ceremonial standing equal to the Three Excellencies and grand tutor. On renshen day princes on campaign including Chouhan were granted graded amounts of gold, silver, and notes. On yihai day Grand Eldest Princess Manggotai was further enfeoffed as Imperial Aunt Grand Eldest Princess, and a gold seal was granted. On wuyin day the Guard Rate Office was changed to the Zhongyi Office. On renwu day at Huangzhou, Gaoyou, Zhenzhou, Jianning, and other places, refugees gathered in groups, bearing arms and plundering; an edict directed the local offices that those who injured people and thieves should be punished, while the remainder should all be given grain and sent home. Hanlin Academician Exemplar Chigin Temür was made central secretariat grand councillor; central secretariat grand councillor Wuberdula was made grand academician of the Academy of Scholarly Worthies. On jichou day central secretariat left vice chancellor Abuhaiya was promoted to grand councillor; associate administrator Qita was made right vice chancellor, Gao Fang left vice chancellor; deliberators on central secretariat affairs Huanzhu and Zhang Siming were both made associate administrators.

Sixth month, on yisi day the moon transgressed Heart. More than 40 surveillance censors inside and outside the court impeached Temüder for wickedness, corruption, and unlawful conduct. On wushen day Temüder was dismissed; left chancellor Hesan was made right chancellor of the central secretariat. On jiyou day Wuberdula was again made central secretariat grand councillor. On renzi day minister of works Wang Gui was made central secretariat associate administrator. Princes of Anyuan Chouhan and Zhao Arghun had been plundered by the rebel Tuhochi; each was granted gold, silver, and silks and cloths. On bingchen day an edict directed, "For apportioned fiefs of princes, imperial sons-in-law, and meritorious subjects, the former system of appointing darughachi at their own discretion still applies." On disi day the Kingdom of Annam dispatched envoys to enter tribute. On wuwu day 2 princely tutors were established for Prince of Ji Boluo; 1 each of commander-in-chief and marshal; the Overall Directorate rank primary third grade. On jiwei day 900,000 ingots of notes and 50,000 bolts of miscellaneous silks were granted for the Lingbei branch secretariat operating expenses. On guihai day it was forbidden for the White Cloud sect patriarch Shen Mingren, wearing the Grand Guardian seal, to issue documents to government offices.

Autumn, seventh month, on yihai day Li Meng was dismissed; Jiang-Zhe branch secretariat left vice chancellor Wang Yi was made central secretariat grand councillor. On gengchen day Imperial Aunt Grand Eldest Princess Manggotai was granted 100 taels of gold, 1,000 taels of silver, 2,000 ingots of notes, and 100 bolts each of silks and cloths. Jurong Commandery Prince Chuangwu'er and others who had merit in suppressing the rebel prince were granted graded amounts of gold, silver, silks and cloths, and notes. On renwu day an edict directed Chigin Temür to distribute rewards to princes and imperial sons-in-law, and to relieve impoverishment in their followings. Central Guard personal army commander Bolanxi was specially appointed grand marshal. On jichou day Chenji County suffered a mountain collapse; earth and stones slid away, destroying fields and dwellings, crushing residents to death. On xinmao day Jining Route suffered an earthquake. The Emperor instructed secretariat officials, "We have lately heard that Mongol followings are distressed and often sell sons and daughters to commoner households as slaves and servants; order the offices to redeem them and return them to their respective followings." When the Emperor went out, he saw a guard in worn clothing; he reined in his horse and asked him; the man replied, "I have garrisoned a frontier fortress for more than 15 years — that is why I am poor." The Emperor said, "These men have long labored afar; the officials left behind have never reported it to Us — had We not seen it in person, how could We have known! From now on, whenever there are cases like this, you must report them to Us." Thereupon he ordered them granted money and silks. Eighth month, on bingshen day the imperial carriage arrived from the Upper Capital. Mars transgressed Ghost. On renzi day the moon transgressed Hairy Head. On gengshen day after Hesan had finished presenting affairs, the Emperor asked, "What affairs do you daily carry out?" Hesan replied, "We your ministers simply carry out edicts — nothing more." The Emperor said, "Have you ever carried out Our instructions? Even the ancestral teachings and court laws and regulations — none are observed. Laws are what distinguish high from low and settle the people's minds; from antiquity to the present, there has never been a time when the realm was well governed without laws established. If the ruler makes laws and the chancellor can preserve them without loss, then the people below will know what to fear and avoid, the bonds of discipline can be set right, and customs can be enriched. If laws slacken and the people grow insolent, complaints arise together — to seek peace and order, would it not be difficult?" Ninth month, on bingyin day Hesan said, "By precedent, a chancellor must be a meritorious Mongol minister; Hesan is a Muslim and does not satisfy public expectation." He then earnestly declined; by imperial rescript Communications Court commissioner Baidashah was made right chancellor of the central secretariat, and Hesan was made left chancellor. On jisi day in the southern city of Dadu auspicious grain appeared, 1 stalk with 11 ears. On gengwu day the moon transgressed Dipper. On renchen day an edict admonished and regulated sea transport grain, instructing the various offices not to obstruct it. Lingbei suffered earthquakes for 3 days.

Winter, tenth month, on jiawu new moon, sacrifice was performed at the Grand Ancestral Temple. On wuxu day 5,000 shi of grain were granted to the followings of Prince Huanghuo Temür and others. On renyin day an edict directed the minister of punishments to nominate Lin Bai to oversee the Dadu Metropolitan Horse Command in suppressing bandits, and to strictly regulate military officers and control their entry and exit. Censor-in-chief Boghu and associate administrator Wang Gui were dispatched to sacrifice at Shaanxi's famous mountains and river shrines, and to relieve the people of Qin Prefecture who had suffered disaster. On jiyou day surveillance censor officials said, "When officials leave mourning and resume office, public sentiment is alarmed and unsettled; We request that this be forbidden to cut off opportunism. Only when the court's elder veterans are specially ordered by edict to resume office should this be outside the prohibition." The imperial rescript said, "Approved." Salary fields were granted to the Liang-Huai Garrison-Farm Overall Directorate. On renzi day 50,000 ingots of notes and 50,000 shi of grain were granted to relieve Chaghan Na'ur. On wuwu day the people of Boluo Gong in the overseas lands went to trade among the maritime barbarians; encountering wind and waves, the 14 survivors drifted to Wenzhou's Yongjia County; an edict directed the Jiang-Zhe branch secretariat to supply funds and send them home. Meizhou under Chaozhou Route was changed to be subordinate to the Guangdong Circuit Pacification Commission.

Eleventh month, on jimao day the Yangzhou Grand Canal was dredged anew. On jichou day Qianyuan County was merged into Long Prefecture. On renchen day an edict directed, "Palace guards entering duty should each remain at their post; without an edict they may not ascend the hall; those who force entry into the forbidden inner palace shall be punished. Ministers may be accompanied by 2 persons, other officials by 1; gatekeepers shall inspect their coming and going." On dingyou day of the twelfth month, the Guangzhou Gold-Silver-Pearl Directorate-General was restored, rank primary fourth grade, 3 officials. On yisi day the Crown Prince Household Court was established, rank secondary first grade; 4 crown prince grand preceptors; deputy grand preceptor and grand preceptor assistant, 2 each; the Household Intendant Office and Yanqing Bureau, 4 officials each; the Treasury Bureau, 8 officials. Officials were dispatched to Xinghe Route and Jing Route to open granaries and grant relief to northern refugees. On jiyou day patrol offices were established at Lugou Bridge, Zebian Station, and Liuli River. On renzi day a princely tutor was established for Prince of An. On disi day princes Tumtemür and others and imperial son-in-law Hulawudai's followings were granted 1,200 taels of gold, 7,700 taels of silver, 17,700 ingots of notes, and 2,000 bolts of silks and cloths. Palace domestic service commissioner concurrently superintending Yanfu Bureau affairs Tumder was made privy council administrator; Prince of Jin's inner secretary Atanchu was specially granted Grand Master of the Golden Seal and Purple Ribbon and Duke of Lu State. On xinyou day the Qielian Household Craftsmen Directorate-General was changed to the Maintenance Supplies Bureau.

Fifth year, spring, first month, on xinwei day princes Tumtemür and others' followings were granted 40,000 ingots of notes. On jiaxu day Yizhou suffered an earthquake. On bingzi day the Kingdom of Annam dispatched its minister Yin Shicai and others to enter tribute with local products. On yiyou day an edict directed that commoners under princes' households in Dadu bear corvée equally with the populace. On dinghai day the metropolitan examination for jinshi candidates was held. Huguang branch secretariat pingzhang Maizhu was further made Duke of Lu State and Minister of Agriculture. The impoverished among Prince of Jin Yesun Temür's following were relieved.

Second month, on guisi new moon, there was a solar eclipse. Hening Route suffered an earthquake. On dingyou day an edict directed, "For troops of the Guangning, Kaiyuan, and other wanhu offices entering palace guard service — where there are 5 brothers, sons, or nephews, 3 shall remain; where 4 or 3, 2 shall remain; this shall be entered in the registers." Qin Prefecture's Qin'an County suffered a landslide. Princes Huanghuo Temür and Tumtemür were enfeoffed as Prince of Jia and Prince of Wuping respectively, and granted seals. On dingwei day an edict directed that Yunnan and Sichuan return civilian lands they had encroached upon from the Shunyuan Pacification Commission. On wushen day the rank of the Inner Secretariat Office was raised to primary second grade. The Deer-Pinnacle Hall was built behind the Hall of Literary Virtue. On xinhai day an edict directed Hangzhou officials to sacrifice at spring and autumn to the shrine of Bayan, Loyal King of Huai'an. Imperial grandson Prince Dashiman's following lacked food; an edict directed the Gansu branch secretariat to grant grain for relief. Prince Chajir was granted 10,000 ingots of notes. On jiayin day Ningchang Prefecture was established. On yimao day the central secretariat was ordered to eliminate non-urgent corvée, and 1 deputy commissioner was added to the Hedong Pacification Commission. An edict directed that temples, powerful families, and merchant traffickers at the Upper Capital all pay tax levies. On wuwu day the Jeliqiyar Myriarch Office was made the Right Guard Commandant's Office. 3,000 taels of gold were granted for writing the Vimalakirti Sutra in Western script. On gengshen day posthumous enfeoffment was abolished. For meritorious service in suppressing the rebel prince Tuhochi, princes Chagahan and others were granted graded amounts of gold, silver, silks, and notes.

Third month, on wuchen day the palace examination for jinshi candidates was held; Hudu Dar, Huo Xixian, and 50 others below them were granted jinshi degrees and secondary ranks in varying degrees. On jisi day Prince of Ninghai Badur was granted a gold seal. On gengwu day the Qielian Household Directorate-General for hunting-falcon ateliers and various craftsmen under Prince Orosun's following was established, rank secondary fourth grade. Jing'an Route was renamed De'ning Route, and Jing'an County was renamed De'ning County. On guiyou day Prince of Jin Yesun Temür's following was impoverished; 4,150 shi of grain were granted for relief, and 20,000 ingots of notes were still granted to buy cattle and sheep for breeding. On yihai day 1 additional seal was granted to the Liang-Huai Transport Commission branch office. Prince of Anyuan Chouhan was specially granted Commissioner with the Ceremonial Standing Equal to the Three Excellencies, recorder of state affairs of military importance, and privy council administrator. On wuyin day Huzhou Route was made the fief of Prince of An Udsibuyah; the number of households was to match Prince Wei Amuge. On guiwei day brewing liquor was forbidden in Hening and Jing routes. 10,000 ingots of notes were granted, and Prince of Jin Yesun Temür was ordered to relieve the impoverished commoners of Liaodong. Prince of Jin's inner secretary Shide Lu was further made Grand Master of Splendid Happiness and Duke of Huan State. 900 taels of gold and 150 taels of silver were granted for writing the gold-letter Scripture Canon. On jiashen day differential taxes and salt levies were remitted for those in Gongchang and other places who had received relief. On yiyou day censorate officials said, "When various offices and close attendants bypass the central secretariat in reporting to the throne, please punish them according to the former system." The imperial rescript said, "Approved." On jichou day an edict directed that Hongcheng garrison-farm grain be used to relieve refugees at Jing Route, Pingdi, and other places. 4 princely tutors were established for Prince of Fenyang Betemür, and Choulu Daraqan was granted 100 qing of land in Pingjiang Route.

Summer, fourth month, on renchen day Prince of Anji Qitai Puji died. On dingyou day Prince Yongjiladai's following lacked food; 3,000 shi of grain were granted for relief. On jihai day Tamna hunting households Cheng Jin and others acted as bandits; an edict directed the Eastern Campaign branch secretariat to supervise troops in capturing them. On gengzi day Prince Chajir's following was granted 10,000 ingots of notes, with silks and cloths in matching amount. 10,000 ingots of notes were granted for the Zhongyi Office's Yantai Shunzhou garrison-farm, to set up oxen, seed, and farm implements. On gengxu day an edict directed, "Of Prince of Anyuan Chouhan's fief, the 7 counties subordinated to Jining and the 3 counties subordinated to Tingzhou — their darughachi may be appointed at his discretion." The Scripture Printing Intendant Office was raised to the Yanfu Directorate, rank primary third grade. Officials were dispatched to sort through refugees in each following separately and grant grain for relief. The Shaanxi salt levy paid by residents of Huaimeng, Henan, and Nanyang was remitted. At this time the salt ponds of Jie Prefecture were damaged by water; Huaimeng and other places were ordered to consume Shaanxi red salt; Later, because the distance was great, consumption was changed to Cang salt, yet the levy was still paid to Shaanxi; the people could not bear it — therefore it was remitted. The Mulin and Tieligan relay stations were destitute; they were supplied with 5,000 horses. Liaoyang suffered famine; 100,000 shi of sea-transport grain were stored at Yi and Jin prefectures to relieve the impoverished commoners. On jiayin day privy council officials said, "When each province mobilizes and dispatches troops and horses, only 2 chief officials should oversee the matter. Now in Sichuan Province all officials participate — this is inconvenient; please follow the former system." This was approved. Qiannu and Shi Bi were both made associate administrators of the central secretariat; attendant censor Jingyan was made associate administrator of the central secretariat. On wuwu day the imperial carriage visited the Upper Capital.

Fifth month, on xinyou new moon, Shunyuan military-civilian pacification commissioner Azhe presented local products on behalf of the cave barbarian chief Heichongzi Zichang and came to audience. On dingmao day Prince of An Udsibuyah was granted 500 taels of gold and 5,000 taels of silver. Censorate vice commissioner Yiliechi was made right chancellor of the central secretariat. On wuchen day associate administrator Wang Yi was dispatched to offer sacrifice to the stars at the Bureau of Astronomy for 3 days and nights. Princes Atan Temür and Buyan Temür's followings lacked food; 2 months' grain was granted for relief. On renshen day surveillance censor officials said, "In recent years titles and ranks have been recklessly bestowed; Grand Preceptor, Grand Tutor, and State Duke follow one upon another at court. Formerly, when an edict ordered their reduction and abolition, within and without the court none were not pleased. Recently it has been heard that the Ministry of Rites, following an edict, cast 26 seals for Grand Preceptor, Grand Tutor, Grand Guardian, and the like — these men have no merit to the state, yet are recorded in the histories, inviting ridicule hereafter. Please from now on retain only 1 or 2 of those whose clans are noble and whose achievements are illustrious, and abolish the rest." The imperial rescript said, "Approved." On guiyou day officials were dispatched by separate routes to reduce and decide crimes below beating with the rod. On jimao day Deqing Route suffered an earthquake. Gongchang Longxi County suffered heavy rain; the southern earthen mountain collapsed, crushing residents to death; grain was granted for relief. Sixth month, on xinmao day censorate officials said, "Formerly Zhang Lü and others were dispatched to administer field tax and grain in Jiang-Zhe, Jiangxi, and Henan; they falsely inflated grain quotas, poisoning the common people; an edict had already directed that collection wait 3 years. Now the term has arrived; Jiang-Zhe and Jiangxi should pay according to precedent, but for Henan please collect at half the local rate." The imperial rescript said, "Approved." On gisi day Directorate of Imperial Regalia commissioner Wochi was made grand academician of the Academy of Scholarly Worthies, concurrently director of the Directorate of Imperial Regalia, and Grand Tutor. On jihai day northern frontier garrison troops lacked food; grain was granted for relief. On gengzi day Ani Badur and Jirhai were dispatched to sort through refugees separately in the northern frontier of Jing Route; those belonging to the 4 palace guards and to princes and imperial sons-in-law were given provisions and sent back to their respective followings. On guimao day Prince Sanggeban was granted 1 gold belt, 100 taels of silver, and 500 ingots of notes. On yisi day the diviners Zhao Ziyu and 7 others were executed. At that time Prince Wei Amuge had been demoted to Goryeo for a crime; Ziyu said to the princely household chief clerk Cao Tuobutai and others, "Amuge's name corresponds to a prophecy in the charts." Thereupon they secretly plotted to prepare weapons, armor, and banners and drums, sail by sea to Goryeo to bring Amuge to Dadu, and wait for the moment to act; when underway at Lijin County the matter was discovered and they were executed. Western barbarian native bandits caused disorder; an edict directed the Gansu branch secretariat to mobilize troops to capture them. On disi day Prince of An Udsibuyah and others were granted gold belts, 200 taels of gold, 1,050 taels of silver, 2,200 ingots of notes, and 280 bolts of silks and cloths.

Autumn, seventh month, on jiwei new moon, Li Bangning was further made Commissioner with the Ceremonial Standing Equal to the Three Excellencies. On guihai day princes Balidai and others were granted 200 taels of gold, 850 taels of silver, 2,000 ingots of notes, and 200 bolts of silks and cloths. On jiazi day 145,992 ingots of notes were granted for horse and sheep prices of the Qipchaq Guard. On bingyin day 5,000 troops were mobilized to garrison-farm at Wumeng and other places; a chief wanhu office was established, rank primary third grade, and granted a silver seal. On dingmao day 200,000 ingots of notes and 10,000 shi of grain were granted, and Prince of Jin was ordered to distribute them among the palace guards of his following. On renshen day censorate vice commissioner Zhao Jianyan said, "The Crown Prince is in the prime of youth; it is fitting to select venerable Confucians to expound the Way and its principles. Now Li Quan serves as lecturer in the Eastern Palace, yet is not versed in the classics and histories; please separately seek eminent scholars to lecture and read in rotation — this would truly be boundless fortune for the altars of state." The imperial rescript said, "Approved." Concerning Prince Buliyadun's rebellion, princes Yeshe and Shilijhi and guard officers Duodai and Baidu were convicted of straddling both sides and not assisting the official armies in the punitive campaign; an edict banished Yeshe to Jiangxi, Shilijhi to Huguang, Duodai to Hengzhou, and Baidu to Tanzhou. On guiyou day Prince Wei Amuge's princely tutor's seal was confiscated. The Fodder and Granary Bureau was established, rank primary eighth grade, subordinate to the Shangdu Guard Commission. A patrol office was established at Shiquan post station, Feng Prefecture. Princes Bieship Temür and others were granted gold and silver, and their followings were also relieved with 10,000 shi of grain and 10,000 ingots of notes. On jimao day princes Yongjiladai and Quchun Temür came to court and were granted 200 taels of gold, 1,000 taels of silver, 5,000 ingots of notes, and 100 bolts of silks and cloths; notes and grain were additionally granted to be distributed among their followings. On xinsi day the Receipt-and-Issue Storehouse was established, rank ninth grade, subordinate to the Works Ministry. On renwu day land seized from common people by Henan left associate administrator Chen Ying and others was abolished; tax was to be paid only according to the old precedent. On wuzi day mountains collapsed in Ningyuan County, Gongchang Route. Qu Yuan, Grand Master of the Three Wards of Chu, was additionally enfeoffed Duke of Loyal Integrity and Pure Valor.

Eighth month, on wuzi day the imperial carriage arrived from Shangdu. On yimao day Wengyuan County was merged into Qujiang County. Ninth month, on guihai day Minister of Agriculture Maizhu and others presented Illustrations and Explanations of Mulberry Planting by vice director of the Ministry of Agriculture Miao Haoqian; the Emperor said, "Agriculture and sericulture are the root of clothing and food; this illustrated work is very good." The imperial rescript said, "Approved." On wuyin day the moon encroached upon Heart. On jimao day sacrifice to the stars was performed at the Bureau of Astronomy. Yao bandits Long Langgeng and others of Nan'en and Xin Prefectures in Guangdong raided; the Jiangxi branch secretariat was ordered to dispatch troops to capture them. The Emperor, holding court at the Jiaxi Hall, told the jail commissioner Maimaiyun, "The jail commissioner's office bears on human lives; examine case records in detail; whether matters are great or small, always consult fellow officials; where doubt cannot be resolved, assemble with secretariat and censorate officials to deliberate and report." He also turned to tell attendant officials, "Do you all consider that I am secure in holding the imperial throne? I reflect that the Founding Emperor's enterprise was hard-won, and the Shizu Emperor unified the realm; diligently keeping what was achieved, I ever fear I cannot accord with Heaven's heart and follow the ancestral pattern, so that the people of ten thousand directions may each find their place — my cares are here, which you all surely do not know."

Yunnan County was established, subordinate to Yunnei Prefecture. Former Baoshan County of Chang Prefecture was made Baochang Prefecture, subordinate to Xinghe Route. On gengzi day the Shunde and Guangping iron smelting intendant offices were merged into the Shunde-Guangping-Zhangde and other places Iron Smelting Intendant Office. On guimao day censorate officials said, "Recently offices have been sought through favor, and crimes escaped through bribes; we request that for all inner and outer officials who are not meritorious elders with established reputation, sudden promotion not be permitted. Those who have confessed corruption crimes and those who ought to be tried but escaped through favor shall all be handed to the original investigating officials to complete their punishment; those who received punishment for corruption, had offices revoked and were barred from reappointment, yet curried favor with intimate attendants, entering and leaving the inner court seeking noble titles, should be driven out." On bingyin day the moon transgressed Xuanyuan. On jisi day the former system for clerk-origin officials was restored; those guilty of corruption were limited to rank 7b. Corvée levies of YanYou seventh year were remitted in Dadu, Shangdu, and Xinghe. Grand councillor Wang Yi resigned on grounds of his parents' age; it was granted, and silks and cloths were still bestowed on his father. On guiyou day, that night wind and snow were very cold; the Emperor said to attending ministers, "We and you dwell in warm rooms, while imperial kin and brothers guard the distant frontier — how can they bear such hardship! The annual grants of money and silks — can they not reach everywhere? An edict directed that at Shangdu and Dadu, food stations be set up along the roads in winter and summer to feed the hungry.

On renwu day censorate officials said, "Recently Burkhan Ding's mountain preserve and Wanzhezhe's sea-vessel tax were granted; calculating their notes, each amounts to several hundred thousand ingots — for impoverished princes, troops, and commoners, grants have never been on this scale; if we do not practice economy, the treasury will gradually be emptied and the people will grow yet more distressed. Central secretariat officials advanced and said, "What the censorate officials say is quite correct; if we do not rectify court discipline, law and regulation will grow worse still. We beg to be dismissed and replaced with selection of worthy men. The Emperor said, "You need not speak thus; each of you should jointly attend to your duties. On guiwei day the Emperor took Great Brightness Hall and received the court congratulations of princes and all officials. On xinmao day Jiang-Zhe branch secretariat chancellor Heilü said, "The White Cloud monk Shen Mingren on his own authority ordained more than 4,800 monks, obtaining more than 40,000 ingots; having already confessed, he now sends his disciple Shen Chongsheng secretly to the capital to bribe and seek rescue; We request he be arrested and sent to Jiang-Zhe and punished together with his offense. It was approved. On yiwei day the moon transgressed the upper star of Mingtang. On dinghai day the Emperor fell ill. On xinchou day the Emperor died at Guangtian Palace; he was 36 years old and had reigned 10 years. On guimao day he was buried at Qinian Valley, following the imperial tombs. Fifth month, yiwei day: the assembled officials presented the posthumous title Shengwen Qinxiao Emperor; temple name Renzong; in the national language Buyan Du Emperor.

Renzong was by nature filial and benevolent, intelligent, respectful, and frugal; he mastered Confucian learning and deeply comprehended Buddhist scriptures; he once said, "To clarify the mind and see one's nature, Buddhism goes deeper; to cultivate the person and govern the state, the Confucian Way is more urgent. He also said, "Confucian scholars deserve esteem, for they can uphold the Way of the Three Bonds and Five Constant Virtues. In daily life his dress and equipage were plain; he was detached and without desire; he did not engage in hunting excursions, did not delight in military campaigns, and did not exalt profit and goods. In serving the empress dowager, he never went against her countenance throughout his life; in treating imperial kin and meritorious elders, he always observed rites from beginning to end. When ministers had aged parents, he would timely add marks of favor; when the Imperial Kitchen presented meals, he always divided and bestowed them on the honored and those near at hand. When officials reported capital punishment cases, he would always grow deeply sorrowful for a long while. Thus in his tireless governance, he wholly followed Shizu's established institutions.
