Recently I have seen that when great ministers within and without the court were convicted and executed, their wives and concubines were immediately handed over to others — this seems incompatible with the dynasty's purpose in honoring chaste wives and contrary to the edict requiring lifelong mourning upon a husband's death. Moreover, to match a woman who has lost chastity with a man who has merit differs again from the meaning in the ancients' saying, 'to take a woman who has lost chastity as one's mate is itself loss of chastity.' From now on, whenever treasonous ministers have slaves and property confiscated, their wives and children need not be punished. Those who warrant capital punishment shall be executed together with their families, and need not be transferred to others, so that women may generally preserve chastity. Please establish this as a statute." On renzi day sea transport grain reached the capital, totaling 1,409,130 shi. That month, Shaanxi had rain. Relay stations in Shunyuan, Si, and Bozhou, because of warfare, had many horses weak and dead and relay households impoverished; relevant offices were ordered to purchase horses to replace them. In Yidu, Ju and Mi prefectures there was spring flooding; in summer drought and locusts; 31,400 famine households received 1 month's relief grain. The various farm colonies in Yan'an, Shaanxi, because of drought, were exempted from 1,970 shi of previously overdue grain. Envoys were dispatched with upper libation vessels, preserved mutton, and 10 ingots of notes to the National University at Dadu to assist the mid-autumn upper ding libation sacrifice. Because Haining Prefecture, Yancheng, and Shanyang counties in Huai'an had flood last year, this year's field rent was remitted. Prince Hulachu was banished to Hainan. On dingyou day Arong and Zhao Shi'an were ordered to direct Transmission Court affairs; all relay-dispatch matters must be reported and approved before dispatch. On wuxu day Nangjiatai of Sichuan, for reviling the imperial carriage, was condemned for great disrespect and executed in the marketplace. Greatly do We reflect that formerly Heaven opened Our Founding Emperor to begin the imperial enterprise, and successive sages have carried it on. Emperor Shizu, having unified the realm, established a crown prince; but Our Illustrious Father Heaven did not grant years; Chengzong entered in succession for barely more than 10 years. Our imperial father Wuzong returned to receive the Great Foundation, fully obtaining Heaven's heart; his intent was without selfishness — he had the Benevolent Temple reside in the Eastern Palace and thereupon succeeded to the imperial throne. Hardly had Yingzong ascended when disaster cut down Our house. The Jin residence broke covenant and raised rebellion, seized the imperial regalia; Heaven showed reproof and he finally perished. Thereupon imperial kinsmen and old ministers joined in counsel to raise righteous action, set right names to punish crime — measured against the succession line, it fell to Our slight person. We recalled Our elder brother wandering in the northern desert — by virtue and by seniority the mandate ought to return to him; We firmly resisted the multitude's pleas, even to a fourth time. They said that in times of hardship, if the Heavenly throne long remained vacant the multitude's resolve would not be firm and the great enterprise might be ruined. Though We acceded to the request and assumed rule, holding to Our original resolve without change — hence the edict of firm yielding was first issued, yet envoys to welcome him had already been dispatched. Soon Alaqtenashiri and Yan Temür were ordered to bear the imperial seal and tally, to welcome him from afar on the road. On the day he received the seal and acceded, he immediately dispatched envoys to confer on Us the crown prince's seal. We fortunately shed heavy burdens and truly obtained Our long-held heart; thereupon We led ministers and people north to welcome the imperial carriage. But the late emperor traversed mountains and rivers, exposed to frost and dew; the road was vast and remote — from spring to autumn, bearing hardship over years, gazing toward the capital with growing grief; carelessly attending to his health, he repeatedly violated proper regimen. Messengers came and went, one visible to the other on the roads; each side longed to meet, urgency pressing in the breast. On the 1st day of the eighth month the imperial carriage halted at Wanghuchadu; We rejoiced that meeting was near and advanced alone by forced marches; at the moment of meeting, grief and joy mingled. How, within several days, the palace carriage should cease — the state in many troubles, suddenly come to this! Thinking of it pierces the heart — day succeeds night in sorrow. Princes and ministers held that the loftiness of the ancestral foundation and the weight of the late emperor's entrustment — where Heaven's mandate lies — truly could not be violated; they requested We immediately take correct position to settle the nine domains. We, the late emperor having just abandoned Us, how could We bear crushing grief; bearing grief We declined, yet their earnest pleas grew only firmer; holding to propriety We prostrated at the gate for 3 days — all for the altars of state's great design — and on the 15th day of the eighth month took the imperial throne at Shangdu; a general amnesty throughout the realm may be proclaimed; before dawn on the 15th day of the eighth month of the second year of Tianli, crimes whether light or heavy are alike remitted and abolished. Alas! After pacification, nothing is more urgent than giving the people rest; in the way of great transformation, nothing is greater than making the people know righteousness. Also you great and small ministers within and without — each exhaust your hearts to accord with Our intent.
