On jiaxu day princes Yangqietemür, Boluotai, Zhengjisi, Cha'aowuhan and others were granted gold, silver, and notes in graded amounts. On bingzi day an imperial command directed central secretariat and censorate to dispatch officials to Jiangzhe, Jiangxi, Huguang, Sichuan, and Yunnan branch secretariats to transfer and appoint officials below rank 3b. Sichuan Branch Secretariat was ordered that within next year's tea and salt certificates 80,000 ingots of notes be given to increase military supplies for campaigning against Yunnan. 9 relay stations from Mulin, Zhali to Kuyanbo and others — each station 500 ingots of notes — were relieved. Grain disbursement to garrison troops at Juyong Pass was increased. Sea tide overflowed, washing away 267,000-odd yin of Hejian transport commission salt. On dingchou day 5 relay-seal edicts and 2 silver-character round tallies were additionally granted to Shaanxi Mongol Commander-in-Chief's Office for campaigning against Yunnan. Former Chancellor Temuder's son director of imperial construction Suozhu together with his younger brother Guanyinnu and brother-in-law imperial physician Yeliya — on charges of resentment, forging talisman records, sacrificing to the Northern Dipper, and cursing — when the matter came to light, an edict commanded the central secretariat to try them. The matter implicated former Ministry of Justice minister Umaer, former censor-in-chief Boluo, Shangdu defender Maer, and Yeliya's elder sister Anaximus and others — all were executed. In Yunnan Tuojian, Bohu, and others grew increasingly fierce; Wusa Luzhu also took advantage to link with Wumeng, Dongchuan, Mangbu, and other barbarians, intending to have Bohu's younger brother Baiyan and others lead troops to attack Shunyuan. Privy council officials reported it; an edict immediately dispatched envoys to supervise Prince of Yu Alaqtenashiri and the mobile privy council, Sichuan and Yunnan branch secretariats urgently to assemble all armies and advance by separate routes to attack — because Wumeng, Wusa, and Luoluo territories border western Tibetans and adjoin Dangmen Pacification Office as lip and teeth, the Xuanzheng Court was ordered to supervise subordinate troops and people to strictly strengthen defenses; also Gongchang Commander-in-Chief's Office was ordered to transfer 1,000 troops to garrison Sichuan. Kaiyuan, Datong, Zhending, Jining, Guangping routes and loyal assistant guard left and right colony fields — from summer to this month there was no rain. Fengyuan, Jinning, Xingguo, Yangzhou, Huai'an, Huaiqing, Weihui, Yidu, Panyang, Jinan, Jining, Henan, Hezhong, Baoding, Hejian, and other routes, and Wuwwei, Zongren Guard, and Left Guard Rate Office garrison fields had locusts. Pang Zun of Yongping for filial conduct, Wang Jian of Fuzhou for reclusion, Lady Qi wife of Li Wenshi of Datong, Lady Yang wife of Yan Sui of Henan, Lady Chen wife of Pan Jujing of Dadu, and Lady Gao wife of Wang Cheng for moral integrity, Hu Yannu wife of Ma Ben of Shunde, a commoner's wife Lady Zhou of Zhending, and Wei Yihong wife of a commoner of Jining for hanging themselves on their husbands' deaths for joint burial — all had their gates honored.

Surveillance censor Ge Mingcheng said: "Central Secretariat Associate Chancellor Zhao Shiyan, over 70 years old, his wisdom and counsel exhausted and decayed, clinging to office with mere tolerance, of no benefit to affairs — please dismiss him to return to his village." Censorate officials reported; an edict ordered the Central Secretariat to deliberate. Yi people Awo and Ali of 9 villages in Mangbu Route, Yunnan, presented themselves at Sichuan Branch Secretariat saying: "This route was formerly subordinate to Sichuan; now native official Sajabo has joined Yunnan in rebellion; we wish to prepare 400 shi of grain and 1,000 civilian levies to assist the great army in the campaign." The censor's words — they did not know there was a prior edict." The Emperor said: "As the censor says, Shiyan indeed can hardly hold the Central Secretariat; let him still hold Hanlin and Kui Zhang posts." Sichuan Branch Secretariat Associate Chancellor Wang Shouchang said: "Yunnan's Bo Hu rebelled; raising troops to attack — mobilizing and supplying provisions all fell to Shouchang. Recently for purchasing horses, making weapons, officers' salaries, and soldiers' marching grain — already 150,000 ingots of notes have been given. Now Bo Hu is not yet destroyed, yet Wusa and Wumeng successively rebelled; the great army penetrates deep, farther from court; repeatedly requesting military supplies — we early beg issuance and grant; let this province weigh urgency and expediently act, lest there be delay." On gengzi day more than 30,000 persons under Lu Prince Alaqeshili reported famine; they were relieved with 10,000 ingots of notes and 20,000 shi of grain. Central Secretariat officials said: "Inner and outer Buddhist temples number 367; they use gold, silver, notes, and silks beyond measure; now state expenditures are insufficient — reduction should follow." Secretariat personnel and Xuanzheng Court officials were ordered to reduce expenditures. Shangdu's annual Buddhist rites at 165 sites were fixed at 104; relevant offices were ordered to make this the perpetual annual precedent. On dingsi day Prince Yuejibie of the northern border dispatched an envoy to the capital. Yan Temür, hunting by the western route, had not yet arrived; an edict said state affairs were of the utmost weight and envoys were dispatched to urge his summons. On jiwei day the grand carriage reached the capital; laborers sent out were rewarded and sent back to their camps. Someone reported that Guangling County in Weizhou produced silver; an edict ordered the Central Secretariat and Grand Blessings Court to dispatch persons to oversee the matter; silver obtained each year was to go to Great Chengtian Huguo Temple. On xinyou day, because Emperor Shizu was born in this month, the capital was ordered to lead 170 monks in 7 days of Buddhist rites. Censorate officials requested establishing the Yan Prince as crown prince; the Emperor said: "My son is still young — not comparable to when Yuzong was Yan Prince; wait until Yan Temür arrives and deliberate jointly." On jiazi day Zhongzhou native official Huang Zuxian dispatched his son Zongzhong to court to present local products. On yichou day envoys were dispatched to Yuhua Palace in Zhending to perform sacrifice at the spirit halls of Ruizong and Empress Xianyi Zhuangsheng. On wuchen day Venus invaded the Di mansion. On renshen day an edict ordered establishment of Mongol script schools. Central Secretariat, Privy Council, and Censorate officials said: "We have compared to the received edict to reduce guards; now the great inner four night-guard guards are fixed so each guard does not exceed 400 persons; successive-dynasty night-guard guards each do not exceed 200 persons. The eagle factory has 14,024 persons — 4,000 should be reduced. The inner kitchen has 990 persons; the 4 kheshig should each retain 100. Successive dynasties' old residence palace-division kitchen staff number 3,324 — 1,120 should be retained. Attendant ministers and qer'in households together number 10,000 — 6,000 should be retained. Those eliminated are to be dismissed to their original registries to perform corvée. After the reduction, each guard again had persons who concealed Han, Nan, and Koryo persons and slaves usurping posts — kheshig officials and their chiefs are to receive 57 strokes; violators and those who secretly granted and dismissed are to receive 77 strokes; half of household property is confiscated, and half of what is registered from confiscation is given as reward to informers. Surveillance censors are still ordered to investigate." Approved. Ninth month, on gengchen day, Jiang-Zhe Branch Secretariat said: "This year summer and autumn had heavy rain and great floods; much civilian farmland was submerged; tax grain did not reach the old quota; next year this province's sea transport can supply only 2,000,000 shi — the remainder should conveniently be supplemented by transport from other provinces." Approved; the grain-for-office advancement precedent was abolished. 230,000 shi of beans were purchased in Hejian, Baoding, and other routes and Guan, En, and Gaotang and other prefectures; 80,000 horses were issued for various routes to pasture in division. Liaoyang princes Laodi and Manzi and various divisions disturbed the people; the Privy Council, Clan Registrar's Office, and branch secretariat were ordered each year to dispatch officials jointly to tour and inquire, to handle their lawsuits. Surveillance censor Ge Mingcheng impeached: "Liaoyang Branch Secretariat Associate Chancellor Qara Temür was once punished by flogging for corruption; now he is again appointed to a chief executive post controlling the eastern frontier — this alone shows how promiscuously state titles and ranks are given; dismissal is fitting." Approved. On bingxu day Qiongzhou native official Ma Bo, who had guided the campaigning army against Yunnan with merit, was made Campaign Pacification Commissioner and ordered to administer his prefecture's affairs. Mongol troops of Jiangxi and Huguang advancing against Yunnan were each given 5 ingots of notes. Guangyuan bandit Fudao Bifu closed and raided Longzhou's Luohui Cave; Longzhou Wanhu Office sent a document questioning Annan, and that state replied: "Our state, since submitting to the Heavenly Court, has diligently performed subject duties; their border and ours are wholly unified. How could Luohui, which was formerly subordinate to our state, give rise to dispute? This is surely frontier officials creating trouble, using Bifu as a pretext; your office should itself rigorously investigate and punish." Huguang Branch Secretariat prepared their words and reported; Longzhou Wanhu Office was ordered strictly to enforce the frontier defense. On jichou day Mars invaded the Gui mansion. On xinmao day, 30 men of the Shaanxi Mongol army campaigning in Yunnan were each granted 6 ingots of notes. Supervising censors Dorolatai and Wang Wenruo said: "The Northern Pacification Branch Secretariat is where Taizu first established the foundation. Under Wuzong, Grand Preceptor Yuechicha'er was right chancellor and Grand Mentor Darqan was left chancellor; they secured the borderlands, and the court then had no worry of looking northward. Now that the Son of Heaven holds sway, yet Habartu has been appointed grand councillor — the man has no reputation for uprightness, bears a name for vulgarity, and is utterly ignorant of money, grain, armor, and troops; how can he proclaim and spread the imperial plan and assist in state affairs? Moreover, with men such as Yuechicha'er placed before and this man succeeding after, worthy and unworthy surely need no debate to be clear; by right he should be dismissed. An edict said: "Approved." On guisi day a white rainbow pierced the sun. The Lu-chuan Route Military-Civil Metropolitan Commission was established; the metropolitan commission at Qara Khoja was also re-established. On jiawu day Mars violated the Ghost Lodging accumulated corpse pneuma. Alu, son of Prince of Wei Amuqa, was enfeoffed Western Pacification Prince. On yiwei day, because of Start of Winter, the Five Blessings Ten Spirits and Supreme One Perfect Lord were sacrificed to. Censorate officials impeached: "Former central secretariat grand councillor Susu, presumptuously occupying the highest post, exclusively indulged in greed and licentiousness; twice he was caned 107 strokes; exile was just being deliberated when fortunately he received imperial grace and was merely transferred to Huguang by measure. He does not again fear the law and keep himself in order, but instead takes a wife and marries a concubine, wantonly defiling in countless ways. Moreover Huguang is a place where troops are heavily garrisoned — how is it fitting that he dwell there? We beg to banish him to a remote borderland to show utmost fairness."
