The eagle factory has 14,024 persons — 4,000 should be reduced. The inner kitchen has 990 persons; the 4 kheshig should each retain 100. Successive dynasties' old residence palace-division kitchen staff number 3,324 — 1,120 should be retained. Attendant ministers and qer'in households together number 10,000 — 6,000 should be retained. Under Wuzong, Grand Preceptor Yuechicha'er was right chancellor and Grand Mentor Darqan was left chancellor; they secured the borderlands, and the court then had no worry of looking northward. Now that the Son of Heaven holds sway, yet Habartu has been appointed grand councillor — the man has no reputation for uprightness, bears a name for vulgarity, and is utterly ignorant of money, grain, armor, and troops; how can he proclaim and spread the imperial plan and assist in state affairs? Moreover, with men such as Yuechicha'er placed before and this man succeeding after, worthy and unworthy surely need no debate to be clear; by right he should be dismissed. An edict said: "Approved." He does not again fear the law and keep himself in order, but instead takes a wife and marries a concubine, wantonly defiling in countless ways. Moreover Huguang is a place where troops are heavily garrisoned — how is it fitting that he dwell there? We beg to banish him to a remote borderland to show utmost fairness."
