Emperor Ningzong Chong Sheng Si Xiao, taboo name Yilianzhen Shiraban, was Mingzong's second son. His mother was Empress Budashiri of the Naiman clan. Earlier, Wuzong had two sons — the elder Mingzong, the younger Wenzong. During Yanyou, Mingzong was enfeoffed Prince of Zhou and went out to dwell in the northern desert. At the time of Taiding, orthodox succession was thereby skewed. First year of Tianli, Wenzong entered to continue the Great Foundation; once the inner turmoil was pacified, he immediately dispatched envoys bearing the imperial seal and cord to welcome Mingzong from the north. Mingzong died; Wenzong again ascended the imperial throne. Mingzong had two sons — the elder Toghan Temür, the younger being the Emperor. Third year of Tianli, second month, on yisi day, the Emperor was enfeoffed Prince of Fu.

Third year of Zhishun, eighth month, on jiyou day, Wenzong died at Shangdu; the empress guided and proclaimed his final command, reiterated the original intent of firm yielding, and transmitted the throne to Mingzong's sons. At that time Toghan Temür was residing at Jingjiang; because of Wenzong's deep affection for the Emperor, he remained at the capital. Grand Preceptor, Prince of Taiping, and right chancellor Yan Temür requested that the Emperor be installed to continue the Great Foundation. Thereupon envoys were dispatched to summon the princes to assemble at the capital; the hundred offices of the central secretariat in all governmental affairs reported to the inner palace for approval. On jiayin day, central secretariat officials received the inner palace's command to prepare gold, silver, silks, and brocades and other goods for the great court assembly rewards. On yimao day, Yan Temür, following the inner palace's command, granted graded amounts of gold, silver, silks, and notes to imperial son-in-law Yebuqan's son Huantekha, Grand Master of War Bolanxi, Prince of Jurong Commandery Dalindari, commissioner Xiaoxue, Hamalatai's son Tutemür, Princess Bendali, Princess Taihuduru consort of Prince Chouhan, Princess Wanzhetai consort of Prince Maoza, and again Princess Bendali, Cheritemür, and others. That month, in Hunyuan and Yunnei the 2 prefectures frost killed the grain; in Jining Route's Yangqu and Hequ the 2 counties and Jingmen Prefecture all suffered drought; the Yangzi again overflowed; in Gaoyou Prefecture's Baoying and Xinghua the 2 counties and Dean Prefecture's Yunmeng and Yingcheng the 2 counties there was great rain and flooding.

Ninth month, on dingchou day, Saturn invaded the Left Enforcement star of the Supreme Palace Enclosure. On xinsi day, the empress dowager's ceremonial regalia was repaired. That night, an earthquake sounded from the north. That month, in Yidu Route's Ju and Yi the 2 prefectures, Taian Prefecture's Fengfu County, Jining Route's Yutai and Feng Counties, Caozhou's Qiuchu County, Pingjiang, Changzhou, and Zhenjiang the 3 routes, Songjiang Prefecture, Jiangyin Prefecture, and Zhongxing Route's Jiangling County — all suffered great flooding. Luoyang County of Henan Prefecture suffered drought.

Tenth month, on gengzi day, the Emperor ascended the throne in Daming Hall, proclaimed a general amnesty throughout the realm, and the edict said:

Grandly considering the Taizu Emperor, who opened and extended the realm; the Shizu Emperor, who unified the myriad regions; the successive sagely emperors who inherited one another, with laws and standards clearly established. Our Emperor Qutuqtu entered to succeed to the Great Foundation, repaired and raised all government affairs, and in action conformed to law; he bestowed the Great Treasure upon Emperors Buyan Toq and Gegegen. The mandate of Heaven's return truly rested with Us upon Emperors Qoshila and Jaya'adu, yet each was cast far and wandered in distant lands. At that time there was one such as Yan Temür, who raised righteous loyalty and served with devotion, quelled and pacified inner turmoil, settled the state, and with united reverence supported and installed Emperor Jaya'adu. At the beginning of his accession he forthwith made clear to all under Heaven the edict yielding to his elder brother. Then bearing the seal and cord he went far to welcome Emperor Qoshila; when word came from the northern frontier that he was returning, he suddenly abandoned his subjects. Emperor Jaya'adu ascended and rectified the imperial throne; his benevolence and righteousness reached the utmost — viewing the people as wounded, his grace spread on every side, without distinction between far and near. In nurturing Our young person he was especially deep in compassionate love. On the day he ascended to Heaven, the empress transmitted the final command to Grand Preceptor, Prince of Taiping, right chancellor, and dalaqan Yan Temür, Grand Guardian, Prince of Jünning, and privy council administrator Bayan, and others, saying the sacred person was critically lingering and should further advance the original intent of firm yielding; for the weight of altars and state, the charge was placed upon the legitimate heir in the line of the Great Elder Brother Emperor Qoshila. Envoys were then dispatched to summon the princes and imperial kin to assemble at Dadu on the 1st day of the 10th month, jointly to follow the testamentary edict together with the princes and great ministers. Measured against the established statutes, he ought to undertake the sacred regalia; on the 4th day of the 10th month of the third year of Zhishun, he ascended the imperial throne in Daming Hall — a general amnesty throughout the realm may be proclaimed. From before dawn on the 4th day of the 10th month of the third year of Zhishun, except for plotting rebellion or great treason, plotting to kill grandparents or parents, wives or concubines killing husbands, slaves or bondmaids killing masters, plotting deliberate murder, those who committed robbery, forging false notes, or sorcery and malign enchantment offending superiors — all not pardoned — all other crimes whatsoever are pardoned and remitted. In Dadu, Shangdu, and Xinghe the 3 routes, corvée tax is remitted for 3 years. Within the metropolitan region, corvée levies and all other commanderies that do not submit corvée levies — grain tax at the rate of 10 parts, 2 parts remitted. South of the Yangzi and Huai, summer tax also has 2 parts remitted. Civil engineering labor — except warehouses that must be repaired, no further new construction, to ease the people's strength. Among the people, all past overdue corvée taxes and levies are entirely remitted. Surveillance censors, integrity and investigation officials, and regular officials of the 3rd rank and above within and without — each year recommend 1 person fit to serve as prefect or magistrate, report upward to the provincial departments, and employ first on record. If they prove competent in office, the recommending official is specially rewarded and promoted. Within 1 term of office, if they commit corruption for private gain, according to the severity they are dismissed and punished. Those serious criminals who ought not be pardoned, detained 3 years or more with doubts preventing decision — report upward to the provincial departments for detailed review and release. Schools and agriculture, filial conduct and chaste integrity, examination recruitment of scholars, and National University tribute examinations — all follow the old statutes. Among the recalcitrant peoples of Guanghai and Yunnan, from the day the edict arrives they are limited to 60 days to surrender to officials; their original crimes are remitted and self-renewal is permitted. Alas! Now I, a young person, am set upon all under Heaven's subjects; the charge is great and the guardianship heavy — like treading upon deep ice. I still rely upon the imperial princes, great ministers, and the hundred offices and many agencies jointly to repair their duties and think to exhaust their loyalty. May We together with the hundred millions of the people jointly preserve the governance of enduring peace. I announce to you of the many regions — embody My utmost intent! Therefore this edict is proclaimed — let it be known.

On xinchou day, privy council administrator Sadun was made censor-in-chief; central secretariat right vice chancellor Sadi was made central secretariat associate grand councillor; Bureau of Buddhist Affairs commissioner Korqos was made central secretariat left vice chancellor; central secretariat associate grand councillor Toghto Temür was made privy council administrator. On yisi day, the empress dowager's jade book and jade seal were made. On dingwei day, the empress dowager ordered the making of canopy halls, carriages, and furnishings for the 2 palaces. On wushen day, the princes were rewarded with gold and silks in amounts according to the precedent of Wenzong's accession. The Huizheng and Central Domestic Affairs Courts were established. On jiyou day, Venus invaded the Dipper constellation. An edict: "Within the palace gates, princes, imperial sons-in-law, meritorious elder ministers, and those of the central secretariat, Privy Council, and Censorate at the regular 2nd rank, and the hundred offices and many agencies at the 1st rank, may use corded couches to sit; all others are forbidden." On gengxu day, suburban sacrifice ritual garments were repaired. The eunuchs Tiegu Si, Hari'udar, Heigouzhe, and Kuokuochu were all made commissioners of the Central Domestic Affairs Court. On xinhai day, because Jiang-Zhe had several years of poor harvests in succession and sea-transport grain did not reach the quota, it was ordered to be supplemented in the coming year. On renzi day, the crime of women violating private salt regulations was fixed as statute. On jiayin day, Prince Busain dispatched envoys presenting 88 jin of rhinoceros horn and 80 girdle knives; 3,300 ingots of notes were granted. On yimao day, the accession was announced with sacrifice at the southern suburb. On bingchen day, winter clothing was issued to 30,000 palace guardsmen, Mongol troops, and Han troops. Jiang-Zhe Branch Secretariat was ordered to cast bronze ritual vessels for the Heaning Sagely King Temple — 135 items in all. On jiwei day, sacrifice was announced at the Imperial Ancestral Temple. On gengshen day, sacrifice was announced at the Altar of Soil and Grain. Bayan was made Huizheng Court commissioner, continuing as before as Commissioner with the Ceremonial Protocol Equal to the Three Excellencies, Prince of Jünning, Grand Guardian, recorder of state affairs of military importance, and privy council administrator. Superintendent of the Loyal Support Palace Guard Personal Army Commander-in-Chief's Office Barsari and Right Capital Might Guard commander-in-chief Changbolanxi were both made Huizheng Court commissioners. The consorts and imperial concubines were granted graded rewards for the great court assembly. On jiazi day, because Prince Hulatai was impoverished, 500 ingots of notes were granted. The Emperor's younger brother Yanq Tegus received precepts from the western monk Garmawa. An edict: "Among the hundred officials and palace guardsmen who possess zhisun garments, whenever they attend banquets and feasts they shall all wear them in attendance. Those who pawn them to others are guilty of a crime." On bingyin day, the river dike at Qiuchu County was breached; 2,350 corvée laborers were mobilized to repair it.
