In the ninth year, on the dingyou day of the first month of spring, offerings were presented at the Imperial Ancestral Temple. On the guimao day, a regional directorate of waterways for Shandong, Henan, and other regions was established to deal exclusively with flooding on the rivers. On the yisi day, Yao bandits in Guangxi again captured Daozhou; Commander Zheng Jun routed them. On the bingwu day, Taibuhua, chief minister of the Secretariat, was ordered to take charge of the Joint Reception Hall. On the gengxu day, Venus transgressed the Establishment stars. On the xinhai day, Venus transgressed the Level Road.

In the second month, on the wuchen day, sacrifices were offered at the altars of soil and grain. On the xinsi day, Taibuhua resigned his post. The request was not granted. On the jiashen day, the moon transgressed the Establishment stars.

In the third month, on the dingyou day, the dam river ran shallow and sluggish, and ten thousand soldiers and ten thousand corvée laborers were sent to dredge it. On the jihai day, Venus transgressed the Encampment Wall formation. On the jisi day, Dash Temür, grand minister of agriculture, was appointed chief minister of the Huguang branch secretariat. That month, the Hebei region suffered a breach flood. In Chenzhou a qilin was born but would not nurse and soon died. The Yao bandit Wu Tianbao again attacked Yuanzhou.

In the fourth month of summer, on the dingmao day, offerings were presented at the Imperial Ancestral Temple. On the dingchou day, Qichatai, director of the Bureau of Military Affairs, was appointed chief minister of the Secretariat. On the jimao day, Han Yuanshan, surveillance commissioner of Yannan, was appointed left vice director of the Secretariat. A pacification commission was established at Zhigu seaport town. On the renwu day, because of flooding at the Hejian salt transport office, production of thirty thousand yin of salt was halted. That month, the emperor made his seasonal tour to Shangdu.

In the fifth month, on the wuxu day, Grand Preceptor Toqto was ordered to take charge of the inner secretariat of the great ordo. On the gengzi day, an edict ordered repairs to the Yellow River's golden dikes, with corvée laborers paid three ingots of paper money per day. On the xinchou day, the office of the chief of Shanggao County on the Raozhou route was abolished. On the gengxu day, officials of the Hanlin Academy and National History Office were ordered to recommend candidates for prefect and county magistrate posts. On the bingchen day, regulations were established for hierarchical oversight among local officials: circuits were to supervise prefectures, prefectures subprefectures, and subprefectures counties. That month, the Baimao River poured east into Pei County and became a vast flood. The Shu River burst its banks and flooded Hanyang city, and the people suffered severe famine. In the sixth month, on the bingzi day, a small jade seal was carved bearing the inscription "Zhizheng Treasured Secret," and all paintings and calligraphy held by the Directorate of Archives were stamped with it.

In the seventh month of autumn, on the gengyin new moon, Supervising Censor Walai Haishou impeached Attending Palace Censor Hama and his younger brother Xuexue for their crimes. Censor-in-Chief Han Jiana reported the matter, but the emperor paid no heed. After the memorial was submitted three times, an edict stripped Hama and Xuexue of office, sent Haishou out to serve as vice surveillance commissioner of Shaanxi, and appointed Han Jiana commissioner of the Court for the Spread of Governance. On the renchen day, an edict ordered Crown Prince Ayurshiridara to study Han Chinese texts, appointing Li Haowen as preceptor, Gui Yang as aide, and Zhang Zhong as literary instructor. Li Haowen and the others submitted memorials declining the appointments. The request was not granted. Princess Budashini was granted fifty qing of fields in Pingjiang. On the jiawu day, Yesen Temür was appointed censor-in-chief. On the yiwei day, Yilianzhenban, left chief minister of the Huguang branch secretariat, was appointed director of the Bureau of Military Affairs. On the bingwu day, the moon transgressed the Encampment Wall formation. On the guichou day, the moon transgressed the Celestial Pass. On the jiayin day, Bayan was appointed grand academician of the Hall of Worthies. On the yimao day, Dorji was dismissed as right chief minister and restored to his former status as king, while Taiping, left chief minister, was appointed chief Hanlin academician. That month, torrential rains fell in succession and water submerged the city of Gaotang Prefecture; the Yangzi and Han overflowed, sweeping away dwellings and standing crops.

In the intercalary month, on the xinyou day, an edict appointed Toqto left chief minister of the Secretariat while retaining his post as grand preceptor; and Han Jiana was appointed chief minister of the Jiangzhe branch secretariat. On the gengwu day, Yekejaruqutu Suosijian was appointed right vice director of the Secretariat and associate director of the Bureau of Military Affairs, and Yushuhuertuhua was appointed vice grand councillor of the Secretariat. On the xinsi day, an edict pardoned those among the Huguang Yao bandits who had been misled into rebellion. On the wuzi day, Prince of Qi Alaqi was ordered to take command on the western Tibetan frontier. In the eighth month, on the jiachen day, Bayan, grand academician of the Hall of Worthies, was appointed chief minister of the Secretariat, and Yue Lubuhua, chief minister of the Henan branch secretariat, was appointed commissioner of the Court for the Spread of Governance. On the gengxu day, Minister of Education Yabhua was ordered to supervise the Astronomical Bureau and direct the Classics Colloquium. That month, the emperor returned from Shangdu. In the ninth month, on the jiazi day, an edict ordered officials to review all memorials on matters of public advantage or harm at court and in the provinces, select those proposals that could be carried out, and report them. On the bingyin day, Chief Minister Bayan was ordered to take charge of the metropolitan garrison command. On the bingzi day, Dingzhu, chief minister of the Secretariat, resigned on grounds of illness. The request was not granted. On the xinsi day, Yilianzhenban, director of the Bureau of Military Affairs, was ordered to take charge of the Arsenal Temple. On the bingxu day, Mars transgressed the Celestial Terrace. That month, Vice Censor-in-Chief Li Xian was dispatched to perform sacrifice at the river god on the emperor's behalf.

In the tenth month of winter, on the xinmao day, offerings were presented at the Imperial Ancestral Temple. On the dingyou day, Crown Prince Ayurshiridara was ordered, beginning on that day, to pursue his studies in the Hall of the Correct Root. Toqto was ordered to head the Hall of the Correct Root, and Minister of Education Yabhua was appointed its director. The central seat in the Hall of the Correct Root was left vacant to await the emperor's visit. The crown prince and his tutors sat facing east and west to conduct lessons, while the subordinate staff sat in order below them.

In the eleventh month, on the wuwu new moon, there was a solar eclipse. On the wuchen day, the moon transgressed the Net mansion. On the gengchen day, Venus transgressed the Encampment Wall formation.

In the twelfth month, on the wuxu day, Venus again transgressed the Encampment Wall formation. On the dingwei day, the Yao bandit Wu Tianbao captured Chenzhou. That year, an edict ordered the elimination of redundant officials, equalization of salaries, and gifts of silk to retired officials and the elderly. Grain Transport Commissioner Jia Lu proposed more than twenty measures for improving the system, and eight were adopted: first, government grain purchases in the capital region; second, favorable treatment for households formerly registered with the transport office; third, appointing officials to oversee relay transport; fourth, appointing overall and advance commissioners at Tongzhou; fifth, relieving ship households from oppression by dam laborers and preventing sea grain from being spoiled by dam household heads; sixth, dredging the transport canal; seventh, subordinating the Linqing grain transport office of ten thousand households to the main transport office; and eighth, placing the loyal ship households under that office's control. Cao Qiqi rebelled in Pingyao and other counties of Jining Circuit, and Director Bashiba of the Ministry of Justice and military commander Shabuding were ordered to suppress the revolt.

In the tenth year, on the bingchen new moon of the first month of spring, Suosijian, right vice director of the Secretariat, was promoted to chief minister, and Yushuhuertuhua was appointed right vice director of the Secretariat. On the renxu day, a general pacification office for the military and civilians of Rongmei Cave in Sichuan was established. On the renshen day, the moon transgressed Mars. On the jiaxu day, a meteorite fell in Dizhou. It was black, with a slight trace of gold within; a sound had first been heard from the northwest, and the stone fell twenty li north of the prefectural seat.

In the second month, on the bingxu new moon, an edict added posthumous titles for the Queen of Heaven's father as Marquis of Accumulated Virtue and Accumulated Blessings and for her mother as Lady of Nurturing Sagacity and Manifest Blessings. On the xinchou day, the moon transgressed the Level Road. On the jiachen day, the moon transgressed the Door Bolt.

In the third month, on the jimao day, Mars transgressed the Supreme Palace Enclosure. That month, a mountain stone in Fenghua Prefecture split open, revealing shapes of birds, plants, mountains, rivers, and human figures.

In the fourth month of summer, on the jichou day, Wu Qi, director of the left secretariat office, proposed reform of the paper-money system. On the dingyou day, a general amnesty was proclaimed throughout the realm. The gist read: "We have inherited the great enterprise and rule over the myriad states, striving day and night with diligence and never allowing ourselves leisure. Recently, because ill-judged appointments threw governance off course, We therefore sought to entrust the myriad affairs of state to a single chief minister. We thereupon appointed Toqto right chief minister of the Secretariat to bring all officials into order and settle the myriad tasks of government. In less than a full month, the hundred affairs of state were all set in motion, and court and country alike looked to him with hope — for which We are deeply gratified. Yet We still fear that, given the weight of military and state affairs and the multitude of the people, some governmental orders may not yet have won full assent and some livelihoods may not yet have been secured. A general amnesty throughout the realm is hereby granted." On the bingwu day, Venus transgressed the Ghost mansion. That month, the emperor made his seasonal tour to Shangdu.

In the sixth month, on the renzi day, a star as large as the moon entered the Northern Dipper with a thunderous sound like rolling thunder, then returned after three days.

In the seventh month of autumn, on the xinyou day, the moon transgressed the Chamber mansion. On the guihai day, the general supervisory office for finances and transport of the Zhaoying Palace of the Great State-Protecting Temple of the Benevolent King was again placed under the Court for the Spread of Governance. On the xinwei day, Venus was visible in daylight. On the dingchou day, Venus was again visible in daylight.

In the eighth month, on the renyin day, the emperor returned from Shangdu. In the ninth month, on the guichou new moon, Venus was visible in daylight. On the xinyou day, the Three Sovereigns were sacrificed to with the same rites used for Confucius. Previously the annual sacrifice had been conducted by medical officials. Wenshunu, surveillance commissioner of Jiangxi, proposed that the rites were incomplete, whereupon the Ministry of Works was ordered to prepare sacrificial vessels, the Jiangzhe branch secretariat to compose elegant music, the Court of Imperial Sacrifices to fix the ritual forms, and the Hanlin Academy to compose hymn texts — all of which were now employed. On the renxu day, Mars transgressed the Celestial River. On the gengwu day, the Bureau of Military Affairs was ordered to deploy five hundred soldiers to repair the dikes on the Bai River. On the renwu day, Toqto reported that the Ministry of Personnel's selection regulations had grown so numerous that selectors had no clear basis to rely on and could grade candidates at will. He requested that the regulations be compiled into a definitive book, and the request was granted.

In the tenth month of winter, on the guisi day, Jupiter transgressed the Chariot Shafts asterism. On the yiwei day, Qieduzhe, minister of the Ministry of Personnel, proposed reform of the paper-money system, and officials of the Secretariat, Censorate, Hall of Worthies, and both Hanlin academies were ordered to assemble for deliberation. On the bingshen day, the moon transgressed the Hairy Head mansion. On the xinchou day, the directorate-general for Treasured Spring of all circuits was established in the capital. That month, Daming, Dongping, Jinan, and Xuzhou each established troop-and-horse command offices to hunt down mounted highway bandits.

In the eleventh month, on the renzi new moon, there was a solar eclipse. On the bingchen day, Toqtoghbuqa, grandson of King Shen of Goryeo, and others were appointed keshik officers of the Eastern Palace. On the xinyou day, the Liaoyang coastal people's practice of boiling wild salt was abolished. On the wuchen day, the moon transgressed the Ghost mansion. On the jisi day, an edict ordered that throughout the realm one string of Zhongtong convertible notes should be equivalent to one thousand copper cash and to two strings of Zhiyuan treasure notes. Zhizheng general circulation coins were to be cast and used alongside them to strengthen the paper-money system, while Zhiyuan treasure notes continued to circulate as before. That month, three stars fell at Yaozhou and turned to stone shaped like axes; they produced shavings when pared and rang when struck.

In the twelfth month, on the renwu new moon, repairs were undertaken on the capital city of Dadu. On the xinmao day, Tulu, grand minister of agriculture, and others were additionally placed in charge of the Directorate of Waterways, and chief river-defense officials were assembled to discuss measures for improving the Yellow River system. The former associate director of the Bureau of Military Affairs Buyan Buyan and others were ordered to campaign against the Yao bandits in Guangxi. On the yiwei day, the moon transgressed the Ghost mansion. On the jiyou day, Fang Guozhen attacked Wenzhou. That year, someone on the tower of the Lizheng Gate in the capital suddenly cried out prophecies of disaster. When interrogated, he claimed to be from Jizhou, and thereafter vanished without trace.

In the eleventh year, on the yimao day of the first month of spring, offerings were presented at the Imperial Ancestral Temple. On the bingchen day, Mercury transgressed the Ox mansion. On the gengshen day, Boluo Temür, left vice director of the Jiangzhe branch secretariat, was ordered to campaign against Fang Guozhen. On the dingmao day, in Lanyang County a red star as large as a dipper fell from the southeast toward the northwest with a thunderous roar. On the jimao day, Suosijian was ordered to take charge of the Dadu Directorate of Palace Maintenance.

In the second month, on the gengyin day, the moon transgressed the Ghost mansion. On the yiwei day, the moon transgressed the Supreme Palace Enclosure. On the dingyou day, the moon transgressed the Neck mansion. That month, an order was issued for a tour of the Imperial City. Ministers of the Secretariat remonstrated against it, but the emperor would not listen. A sub-office of the Hunan Marshalate was established at Baqing Circuit.

In the third month, on the gengxu day, a sub-marshalate of Shandong was established at Dengzhou. On the bingchen day, the emperor personally examined eighty-three jinshi candidates. Duolietu and Wen Yunzhong were granted jinshi with highest honors, and the rest received degrees with distinctions. On the renxu day, the recluse Peng Bing of Jianning was summoned to serve as lecturer at the Hall of the Correct Root, but he did not come. On the dingmao day, the moon transgressed the Eastern Rampart. On the wuchen day, the moon transgressed the Celestial River. That month, envoys were dispatched to relieve the people of southern and northern Hunan who had suffered bandit raids, granting five ingots of notes to families of the dead, three to the wounded, and one to those whose homes had been destroyed.

In the fourth month of summer, on the renwu day, an edict ordered the reopening of the old course of the Yellow River. Jia Lu was appointed overall commissioner for river defense with the rank of minister of the Ministry of Works. One hundred fifty thousand corvée laborers were levied from the thirteen circuits of Bianliang, Daming, and elsewhere, and twenty thousand soldiers from eighteen garrison wings at Luzhou and other posts. From Huangling Hill south to Baimao the river was released at the mouths of Huanggu, Hazhi, and other outlets, and from Huangling west to Yangqing Village it was joined to the old course — more than two hundred eighty li in all. Yushuhuertuhua, right vice director of the Secretariat, and Heisi, associate director of the Bureau of Military Affairs, were ordered to garrison the works with troops. Many counties under Jining Circuit suffered earthquakes, which continued for half a month before ceasing. On the yiyou day, offerings were presented at the Imperial Ancestral Temple. An edict elevated the River Lord to the rank of King Lingyuan Shenyou Hongji and ordered the rebuilding of the temples of the River Lord and the Western Sea God. The Yongshun Pacification Commission was redesignated as a Pacification and Settlement Commission. On the dingyou day, Mengzhou suffered an earthquake. On the gengzi day, the Haixi Liaodong Circuit patrol office for capturing bandits was abolished and Zhenning Prefecture was established in its place. On the xinchou day, the native official Tian Lushiyong of the Shibi Pacification Commission and the native official Mo Nushiyong of Panshun Prefecture submitted. Four native chieftainships and seven inspection offices were established. On the yisi day, Zhangde Circuit was struck by axe-shaped hail that injured people and livestock. That month, the sub-marshalate of Yizhou was abolished and replaced with a troop-and-horse commandery, and a sub-office was reestablished at Jiaozhou. The emperor was then on tour at Shangdu.

In the fifth month, on the jiyou new moon, there was a solar eclipse. On the xinhai day, the sorcerer Liu Futong of Yingzhou raised rebellion under the banner of the red turban and captured Yingzhou. Earlier, the grandfather of Han Shantong of Luancheng had used incense-burning in the White Lotus Society to delude the masses and was banished to Yongnian County in Guangping. By Han Shantong's time, he was proclaiming that the realm would fall into great disorder and that Maitreya Buddha would descend to earth, and the common people of Henan and the Yangtze-Huai region all believed him at once. Liu Futong, together with Du Zundao, Luo Wensu, Sheng Wenyu, Wang Xianzhong, and Han Yao'er, again spread sorcerous talk, declaring that Han Shantong was in truth the eighth-generation descendant of Emperor Huizong of Song and ought to become ruler of China. Liu Futong and his followers killed a white horse and a black ox and swore an oath before Heaven and Earth, intending to raise troops together in rebellion. When the plot was discovered and county officials pressed the pursuit, Liu Futong rose in open revolt. Han Shantong was captured. His wife, Lady Yang, and his son Han Lin'er fled to Wu'an. On the guichou day, Wenshui County was struck by hail. On the renshen day, Tuochi, associate director of the Bureau of Military Affairs, was ordered to campaign against Liu Futong with troops and was granted the seal of the branch Bureau of Military Affairs. On the bingzi day, for the twenty-four relay stations from the capital to Bianliang, an aid grant of five ingots of notes was authorized for each horse. In the sixth month, one thousand soldiers were dispatched from Zhigu to Tongzhou to dredge the waterway. That month, Liu Futong seized Zhugao, captured Luoshan, Zhenyang, and Queshan, and then attacked Wuyang, Ye County, and other places. Boluo Temür, left vice director of the Jiangzhe branch secretariat, was defeated by Fang Guozhen.

On the dingsi day, the Danu superintendent office for native chieftainships in Sichuan was abolished and replaced with the Zhongxiao Military-Civilian Prefecture. On the jiwei day, the moon transgressed the Dipper mansion. On the renxu day, Venus transgressed the Right Law Administrator. On the jisi day, Venus transgressed the Left Law Administrator. Mars entered the Ghost mansion. That month, the river-opening project was completed, and officials then deliberated on blocking the breach channel. Dash Temür, grand minister of agriculture, Fan Zhijing, vice grand councillor of the Jiangzhe branch secretariat, and Dong Shouque, surveillance commissioner of eastern Zhejiang, were jointly ordered to summon and persuade Fang Guozhen to submit.

In the eighth month, on the dingchou new moon, Zhongxing suffered an earthquake. On the wuyin day, sacrifices were offered at the altars of soil and grain. On the yiyou day, the moon transgressed the Celestial River. On the bingxu day, Li Er of Xiao County, together with Old Peng and Zhao Junyong, attacked and captured Xuzhou. Li Er was known as Sesame Li. He and his followers also gathered followers through incense-burning and rose in rebellion. That month, the emperor returned from Shangdu. Xu Zhenyi of Luotian County in Qizhou, also known as Xu Shouhui, together with Zou Pusheng of Macheng in Huangzhou and others, secretly gathered followers through sorcerous rites and then raised troops in rebellion under the banner of the red turban. In the ninth month, on the wushen day, Duorjiban, chief minister of the Secretariat, was ordered to take charge of the Hall of Promoting Culture and direct the Classics Colloquium, and Dingzhu, chief minister of the Secretariat, was ordered to take charge of the Joint Reception Hall. On the renzi day, Yesun Temür, censor-in-chief, was appointed director of the Bureau of Military Affairs, and Prince of Wei Kuanchige was ordered to command a great army against the sorcerous bandits of Henan. Each was granted one thousand ingots of notes, and those who joined the campaign received rewards according to rank. On the yimao day, Mercury transgressed the Left Law Administrator. On the dingsi day, Venus transgressed the Room mansion. On the renxu day, an edict ordered that Bayan Temür, younger brother of King Budashili of Goryeo, should inherit the kingship, and Budashili's son was thereupon deposed. On the wuchen day, the moon transgressed the Ghost mansion. That month, Liu Futong captured Runing Prefecture as well as Xizhou and Guangzhou, and his forces grew to one hundred thousand. Xu Shouhui captured Qishui County and Huangzhou Circuit.

On the guiwei day, Treasured Spring directorates were established at the Henan branch secretariat and at Jinan, Jining, and other circuits — nine in all — and at the Jiangzhe, Jiangxi, and Huguang branch secretariats and elsewhere — three in all. Lao Zhang, director of the Bureau of Military Affairs, was ordered to join Yesun Temür in campaigning against the sorcerous bandits of Henan with troops. On the yiyou day, Venus transgressed the Dipper mansion. On the jichou day, Venus was visible in daylight, and Mars transgressed Jupiter. On the xinmao day, Venus transgressed the Dipper mansion. A branch secretariat was established at Jining. On the guisi day, Jupiter transgressed the Right Law Administrator. On the guimao day, because the imperial prince Shenbao had meritoriously recovered Suining and Hong County, he was granted a gold belt, and those who joined the campaign were rewarded with silver according to rank. On the bingwu day, Mars transgressed the Left Law Administrator. That month, black seeds as large as millet and beans rained from the sky at Raozhou. Xu Shouhui made Qishui his capital, declared the state of Tianwan, arrogated the title of emperor, adopted the era name Taiping, and appointed Zou Pusheng as grand preceptor.

In the eleventh month, on the guiyou day, a comet appeared at the Bond mansion. On the jiayin day, the comet appeared at the Stomach mansion. On the yimao and bingchen days, it was likewise. On the dingsi day, the moon transgressed Saturn, and the comet faintly appeared at the Net mansion. The Yellow River dikes were completed, and the soldiers, civilians, and corvée laborers were dismissed. On the gengwu day, Supervising Censor Cheche Temür and others reported that Toqto, right chief minister of the Secretariat, had successfully completed the river-control project and ought to receive an extraordinary reward to honor his service. On the jiaxu day, the sorcerer Deng Nan'er of Jiangxi raised rebellion and attacked Ruizhou. Prefect Yu Sufu captured and executed him. That month, envoys were dispatched to announce the successful completion of the river-control project and sacrifice to the River Lord, and Jia Lu was summoned to return to court. He was specially promoted to grand master for glorious blessing and grand academician of the Hall of Worthies, and granted a gold belt, ten ingots of silver, one thousand ingots of notes, and twenty bolts each of silks and cloth. Thirty-seven meritorious officials of the Directorate of Waterways and the relevant offices were all promoted in rank. An edict bestowed upon Toqto the title of darughachi, to be inherited in perpetuity, with Huaian Circuit as his fief. An order was issued to erect the River Pacification Stele.

On the jimao day, a bureau for promoting river defense was established, subordinate to the regional Directorate of Waterways. On the gengchen day, Venus crossed the meridian; that night it transgressed the Encampment Wall formation. On the jiashen day, the moon transgressed Saturn. On the bingxu day, Venus again crossed the meridian; that night it again transgressed the Encampment Wall formation. Wugusun Liangzhen, supervising secretary of the Secretariat, was appointed vice grand councillor of the Secretariat. On the xinmao day, Venus crossed the meridian; on the renchen day, it did so again. On the dingyou day, Venus was visible in daylight, and the moon transgressed Mars. Toqto was ordered to establish at Huaian a general office for managing funds and grain for hunting, hawking, and artisan corvée of all circuits, with rank of third grade subordinate. That month, Fang Guozhen again incited his followers to take to the sea and entered Huangyan Harbor. Taibuha, darughachi of Taizhou Route, led government troops to fight them and died. As Toqto was about to take the field, Mierimahemo and other ministers of the six ministries submitted a memorial: "Great ministers are the emperor's arms and legs, and the Secretariat is the root of all government; they cannot be separated from him for a single day. We beg that an edict retain the worthy minister to assist and illumine the work of Heaven. Thus within and without there will be the fitness of joint governance, and the altars of state will have one on whom to rely." No reply was received. Toqto reported that the expenditures of the empress's ordo were insufficient. From this time forward, ten ingots of gold and fifty ingots of silver should be granted each year. Xuexue, vice director of the Bureau of Military Affairs, took the field at Nanyang, and Tuchi, vice director of the Bureau of Military Affairs, took the field at Henan. Both had merit and were each promoted to Grand Master for Glorious Happiness. Hama, left vice director of the Secretariat, was promoted to Grand Master for Glorious Happiness. On the gengshen day, Hama and others were ordered to take charge of rations for the various keshik and horse guards. On the dingmao day, Venus transgressed Jupiter. An edict stated: "Toqto, as darughachi, grand preceptor, and right chief minister of the Secretariat, shall establish a branch secretariat in the field, supervise all armies in the various places, and campaign against Xuzhou. Officials of the Secretariat, Bureau of Military Affairs, and Censorate shall be detached to accompany the campaign, receive his orders, ennoble the meritorious, execute the guilty, pacify the compliant and punish the rebellious — all at his discretionary command." That day, he departed from the capital. That month, the imperial procession returned to Dadu. The rebel general Yu Junzheng of Anlu again captured Jingmen Prefecture, and Prefect Nie Bing was killed. The rebel general Dang Zhongda again captured Yuezhou. In the ninth month, on the yihai day, Yu Junzheng again captured Zhongxing. Qipchaq led troops against him at Loutai but was defeated and fled to Songzi. Shangdu, judicial intendant of the circuit, was killed. On the jimao day, supervising censors and officials of the Henan branch censorate, branch Bureau of Military Affairs, Henan surveillance commission, Gongchang commander-in-chief's headquarters, Shaanxi metropolitan command, and righteous-army office of ten thousand households submitted successive memorials praising the achievements of Censor-in-Chief Yesen Temür in the Henan campaign. On the gengchen day, Yesen Temür was granted one gold belt plaque, one ingot of gold, ten ingots of silver, five thousand ingots of paper money, and one hundred bolts each of silks and cloth. On the guiwei day, Fan Zhong, a loyalist of Zhongxing, together with the monk Li Zhi of Jingmen, led volunteer troops to recover Zhongxing Circuit. Yu Junzheng was defeated and fled. Andar Hama, commander of Longzhen Guard, led troops into the city, while Qipchaq returned from Songzi and encamped at Shima. On the yiyou day, Toqto arrived at Xuzhou. On the dinghai day, Alachi, acting director of the Bureau of Military Affairs, was ordered to follow Toqto in the campaign against Xuzhou and was granted one gold belt plaque, one ingot of gold, five ingots of silver, and graded amounts of paper money and silks. On the xinmao day, Toqto recovered Xuzhou, put the city to the sword, and Sesame Li and the others fled. On the renchen day, the moon transgressed the Chariot Shafts asterism. On the wuxu day, Hama was granted three hundred ingots of paper money to purchase a jade belt. On the jihai day, bandits attacked Chenzhou, and the darughachi Heshang drove them off. On the gengzi day, an edict appointed Toqto grand preceptor, and his army withdrew and returned to the capital.

Chief Minister Dingzhu and Right Vice Director Hama were appointed joint directors of the Classics Colloquium. On the guichou day, an order was issued to purchase five hundred thousand piculs of grain and beans in Liaoyang. On the jiayin day, Aqila, acting director of the Bureau of Military Affairs, was appointed grand marshal and chief minister of the Huainan branch secretariat. On the wuwu day, the moon transgressed the Ghost mansion. On the jiazi day, the moon transgressed Jupiter. On the yichou day, the moon transgressed the Neck mansion.

In the eleventh month, on the xinwei day, Qing Tong, chief minister of the Jiangzhe branch secretariat, was ordered to capture the bandits of Changzhou. On the yihai day, Singgi was appointed chief minister of the Jiangxi branch secretariat and marched into Huguang. On the bingzi day, ministers of the Secretariat requested that a stele entitled "Pacification of Bandits at Xuzhou" be erected for Toqto and that he be enfeoffed as a prince. On the guiwei day, Tore Temür, right vice director of the Jiangzhe branch secretariat, was ordered to command troops against Fang Guozhen. On the jichou day, because of Toqto's achievement in pacifying Xuzhou, he was granted ten ingots of gold, one hundred ingots of silver, fifty thousand ingots of paper money, and three thousand bolts each of silks and cloth. He submitted a memorial declining the gifts, and the request was granted. On the gengyin day, the moon transgressed the Supreme Palace Enclosure.

In the twelfth month, on the renyin day, Darmashiri recovered Xiangyang. On the xinhai day, an edict stated that because the routes of Hangzhou, Changzhou, Huzhou, Xinzhou, and Guangde had all been recovered, those who had been misled into rebellion were pardoned, their summer tax and autumn grain were remitted, and local officials were ordered to comfort and care for the people. On the xinyou day, because Buyan Buhua, vice grand councillor of the Huguang branch secretariat, and Arhui, right vice director, had campaigned against Yao bandits and recovered Tanzhou, Yuezhou, and other places in Hunan with merit, Buyan Buhua was promoted to the honorary first rank of the second grade and Arhui to the regular second grade. On the guiwei day, Toqto reported: "By developing the water resources of the lands near the capital region and recruiting cultivators from Jiangnan, more than a million piculs of grain and wheat could be obtained each year, so that the capital would have sufficient food without relying on sea transport. The emperor said: "This matter benefits the state. Deliberate on it and carry it out." That year, sea transport was cut off. The directorate of waterways and corvée fields was established at Bianliang to oversee agricultural planting. Chaghan Temur of Shenqiu in Yingzhou and Li Sicheng of Luoshan in Xinyang Prefecture together raised volunteer troops and defeated bandits with merit. Chaghan Temur was appointed Grand Master for Fostering Accordance and darughachi of Runing Prefecture, and Li Sicheng was appointed prefect of Runing Prefecture.
