In summer, on the bingwu day of the fourth month, investigating censor Wujiu said: "Around the capital today, although twenty-four camps have been established, the troops are weak and have never been drilled; they exist in name only, and if anything unforeseen should happen, it would be truly alarming. Brave elite troops should quickly be selected to guard the imperial carriage and garrison the capital; this is truly the urgent task of securing the foundation and steadying popular morale today. Moreover, in military preparedness nothing matters more than troops, and in sustaining troops nothing comes before provisions. The court has now allocated paper-currency ingots and arranged farm tools, ordering overall commanders in the recovered prefectures and counties of Henan to farm while fighting—this accords well with the idea of embedding soldiers among farmers. For the present, overall commanders should be empowered to select from among military officers those able to govern soldiers and civilians well and to hold concurrently circuit, prefecture, and county posts, so that agriculture may succeed and soldiers and civilians may find security; then the harm of harassing the people will be removed and the worry of scarcity relieved." The emperor praised and adopted the proposal. On the yimao day, Mao Gui captured Juzhou. For the present, the Secretariat should select able generals and, from the troops at the three stations of Toqto'a, Darmabala, and Aru, choose their elite forces to guard Hebei; advancing they can check incursions from Henan, retreating they can strike rebels in Shandong, and thus the realm may be kept secure." The proposal was adopted. On the jiwei day, Tegel Temür and Laodsha were both appointed censor-in-chief. On the gengshen day, Ming forces captured Jiangyin prefecture. On the day of my birthday, officials are not to offer congratulations." On the gengwu day, left chief minister Taiping together with civil and military officials memorialized, saying: "The Tian Shou Festival court congratulations are how subjects repay their root obligation and truly accord with ritual propriety. Your refusal out of modesty is indeed Your Majesty's great virtue, yet with armies now campaigning, the proper names and stations of ruler and subjects ought precisely to be upheld." The request was not granted. On the renshen day, the heir apparent again led the officials in memorializing, saying: "Court congratulations for birthday wishes are an established precedent since the ancestors; not to perform them now departs from ritual propriety." The emperor said: "Bandits and robbers have not yet been quelled, and the myriad people suffer bitterly—it is precisely the time when I should be fearful, introspective, and reverent toward Heaven; how could I accept congratulations to indulge myself!" On the yihai day, censor-in-chief Tegel Temür again memorialized, saying: "The Tian Shou court congratulation rite arises from the sincerity of subjects; I humbly hope Your Majesty will graciously accede to this request. If after the court congratulations the inner court banquet were specially exempted, that too would embody the ancient ruler's intent to reduce his own fare; I still beg that this be proclaimed to the Secretariat, so that within and without all may know that the sage Son of Heaven is so anxious, diligent, and vigilant." The emperor said: "Because I have been deficient in introspection, the myriad people have been scorched and smitten; if I now restore court congratulations and banquets, that would only multiply my lack of virtue. I should wait until the realm is at peace—it will not be too late to perform them then. You officials, do not speak of this again. In the end he refused to listen. On the jichou day, rebels captured Ningxia circuit and then overran Lingwu and other places.
