The Court of Imperial Sacrifices and Ceremonies held rank 2a and oversaw major rites and music, sacrifices at the ancestral temple and the altar of soil and grain, posthumous titles and enfeoffment honors, and related affairs. In Zhongtong year 1 the Office of Imperial Sacrifices was founded at the Central Capital, with one vice-director. In Zhiyuan year 2 the Hanlin Academy took on concurrent charge of the Office of Imperial Sacrifices. In year 9 the office was formally established with one director at rank 3a; and five subordinate posts below the vice-director, each at a distinct grade. In year 13 redundant offices were merged, and the Ceremonial Protocol Office was absorbed into the Office of Imperial Sacrifices. In year 14 one erudite was added. In year 16 a keeper of the ritual regalia storehouse was added to oversee court dress and ritual vestments. In year 20 the office was raised to rank 3a and the Ceremonial Protocol Office was set up again as a separate agency. In Zhida year 1 it was raised to court status with twelve posts at rank 2a. In year 4 it reverted to the Office of Imperial Sacrifices at rank 3a. In Yanyou year 1 it was again elevated to a court at rank 2a under the Grand Steward. In year 7 it was demoted to rank 2b. In Tianli year 2 it was restored to rank 2a. It was fixed at two court commissioners, rank 2a; two associate commissioners at rank 3a; two participant commissioners at rank 3b; two associate participants at rank 4a; two court judges at rank 5a; one administrative supervisor at rank 5b; one clerical director at rank 7b; one audit registrar who also served as managing clerk for dispatch and filing, rank 8a. Subordinate officials: two erudites at rank 7a; two ritual attendants and one ritual attendant who also served as reviser, all at rank 8b; two harmonics officers at rank 8b; ten grand invocators at rank 8b; one ritual records clerk at rank 9b; four clerks, two interpreters, two seal custodians, two translators, four dispatchers, and three record keepers.

In Zhiyuan year 16 the Tally and Treasure Bureau was established with a rank-6a seal. In year 17 it was raised to rank 5a. In year 18 it was renamed the Imperial Regalia Directorate at rank 3a. In year 20 it was lowered to rank 4a and two director posts were eliminated. In year 29 it was restored to rank 3a and two directors were reinstated. The Imperial Medical Institute held rank 2a, managed medical affairs, prepared medicines for the imperial household, and oversaw all subordinate medical posts. In Zhongtong year 1 an imperial commissioner was appointed to supervise the institute and was granted a silver seal. In Zhiyuan year 20 it was renamed the Imperial Medical Directorate at rank 4a. In year 22 it was restored as the Imperial Medical Institute with a silver seal, four supervisors, two institute commissioners, two deputy commissioners, and two judges. In Dade year 5 it was raised to rank 2a with sixteen posts. In year 11 two court commissioners were added. In Huangqing year 1 two court commissioners were added. In year 2 one court commissioner was added. In Zhizhi year 2 the establishment was fixed at twelve court commissioners, rank 2a; two associate commissioners at rank 3a; two participant commissioners at rank 3b; two associate participants at rank 4a; two court judges at rank 5a; two administrative supervisors at rank 7b; two clerical directors at rank 7b; one audit registrar who also kept the dispatch and filing storehouse, rank 8a; eight clerks, two translators, two seal custodians, two interpreters, and seven dispatchers.

In Zhiyuan year 7 two supervisors were first appointed. In year 17 one supervisor was added. In Yanyou year 6 it was raised to rank 3a. In year 7 it reverted to rank 5a. In Zhizhi year 2 it was restored to rank 3a with four directors, two vice-directors, and two assistants. The fixed establishment was four bureau directors, two vice-directors, two bureau assistants, and one each of administrative supervisor, clerical officer, and audit registrar.

Two Muslim Pharmaceutical Offices at Dadu and Shangdu held rank 5b and managed Muslim pharmaceutical affairs. They were first established in Zhiyuan year 29. In Zhizhi year 2 they were placed under the Bureau of Universal Beneficence with one darughachi, two commissioners, and one deputy commissioner.

The Imperial Pharmacy held rank 5b, received tribute medicines from all routes and foreign lands, and prepared decoctions. The Imperial Medicine Bureau held rank 5b and managed travel-chest medicines for both capitals. It was first established in Zhiyuan year 10. In Dade year 9 the Traveling Imperial Medicine Bureau was set up separately for travel-chest medicines. The main bureau then administered only the Shangdu medicine storehouse. The fixed establishment was one darughachi at rank 5b; two bureau commissioners at rank 5b; two deputy commissioners at rank 7a.

The Dadu Bureau of Public Beneficence held rank 5b, received official funds for investment at interest, bought medicines and prepared prescriptions, and aided the poor. It was first established in Zhongtong year 2 under directives from the Imperial Medical Institute. In Zhiyuan year 14 the rank was fixed at 6b. In year 21 it was raised to rank 5b.

The Shangdu Bureau of Public Beneficence had one supervisor and one commander. It was first established in Zhongtong year 4 at the same ranks as above.

The Medical Education Directorate held rank 5b. It was first established in Zhiyuan year 9. It was abolished in year 13 and restored in year 14. It examined route medical students, tested imperial medical instructors, collated writings by famous physicians, identified medicinal materials, instructed institute students, and oversaw medical schools throughout the empire. one director and one deputy director.

The Kuizhang Pavilion Academician Institute held rank 2a. In Tianli year 2 it was founded west of the Hall of Sagacious Birth, and Confucian officials were ordered to present classical and historical works to study imperial governance. two grand academicians at rank 3a. It was soon raised to full institute status. Grand academicians at rank 2a; calligraphy academicians at rank 2b; edict-drafting academicians at rank 3a; attending academicians at rank 4a; participating secretaries at rank 5b. Most posts were concurrently held by officials with other duties. In Yuanzhen year 1 two more were added. In Yanyou year 7 two court commissioners were eliminated. The fixed establishment was seven court commissioners at rank 2a; two associate commissioners at rank 3a; two associate participants at rank 4a; two court judges at rank 5a; one administrative supervisor at rank 5b; one clerical director at rank 7b; one audit registrar who also served as managing clerk, rank 8a; six clerks, two translators, two seal custodians, and four dispatchers.

In Zhiyuan year 3 it became a directorate-general with one director, one administrative supervisor, and one records controller. In year 12 one associate director and one deputy director were added. In year 25 one darughachi was appointed. In Dade year 4 one deputy darughachi and one deputy director were added. In Zhongtong year 2 Karakorum artisans were placed in a manufacturing bureau and a chief officer was first appointed. In Zhiyuan year 3 the Jade Artisan Bureau was established with a rank-7a seal. In year 15 it became a directorate.

In Zhiyuan year 15 the Gold and Silver Bureau was first established at rank 7b. In year 24 it became a directorate at rank 6a. During the Dade period it was raised to rank 5b.

The Agate Directorate held rank 5b. one director, one associate director, and one clerical officer. In Zhiyuan year 9 the Dadu and other agate bureaus were established at rank 7b for more than 500 agate artisan households, with three directors under the Gold and Jade Office. In year 15 a directorate was established for manufacture at Dadu and Hongzhou and raised to rank 5b. In year 30 one deputy director was cut and the establishment fixed as above.

The Bureau of Transmission held rank 2b. At the dynasty's founding relay stations served envoys, and totokhosun were appointed to detect fraud. In Zhiyuan year 7 the Directorate-General of All Relay Stations was first established with six officials. In year 13 it was renamed the Bureau of Transmission. In year 14 separate bureaus were set up at Dadu and Shangdu; in year 29 a Jiangnan branch bureau was also established; it was abolished in Dade year 7. In Zhida year 1 it was raised to rank 2a. In year 4 it was abolished and its affairs returned to the Ministry of War. That same year it was re-established at both capitals, administering only Mongol relay stations. In Yanyou year 7 it was restored to rank 2b and again oversaw Han relay stations. It managed the empress's finances, construction, supplies, palace guards, and bath towns. In Yuanzhen year 2 the Central Imperial Household Office was first established at rank 3a. In Dade year 4 it was raised to the Central Governance Court at rank 2a. In Zhida year 3 it was raised to rank 1b with seven court commissioners and two each of associate commissioner, participant commissioner, associate participant, and court judge. In year 4 it was consolidated into the Inner Treasury Court. In Huangqing year 2 it was restored as the Central Governance Court with the former establishment. Its staff offices were two deliberators at rank 5b; two chief administrators at rank 6a; one audit registrar who also managed dispatch and filing, rank 8a. Clerical staff: four Mongol bitchig, twelve clerks, two Muslim clerks, two qilijima, two seal custodians, and ten dispatchers.
