Finance and Economics 3 ○ Annual Stipends

祿調
Since antiquity, emperors have lavished generosity on their clansmen and affinal kin in order to embody the principle of cherishing one's own kin. Among all such institutions, was any ever more lavish than that of the Yuan! Every prince, empress, consort, and princess received a sustenance fief and allotted lands. Their circuits, prefectures, districts, and counties might recommend private retainers as supervisors, who received rank and salary like princely officials but could not advance through the regular civil-service rotation. Their levy was one jin of silk per five households. Private collection was forbidden; all revenue went to the appropriate government treasury, which disbursed what each recipient was due. Annual stipends in silver and currency varied by rank, first fixed under Emperor Taizong (Ögedei) and later increased under Emperor Xianzong (Möngke). After Emperor Shizu (Kublai) pacified the Jiangnan, each recipient was further granted civilian households. While corvée quotas were still unsettled, each household was assessed at five qian in Zhongtong paper notes; under Emperor Chengzong this was raised to two guan. In cherishing kin they went this far—truly generosity carried to the utmost. Meritorious ministers were treated likewise, for this was how great deeds received great reward. The recipients and the amounts granted to each are therefore recorded in detail below.
