Emperor Wu, Part One.

In the fourth month of summer in the second year of Wucheng (561), Emperor Ming died and bequeathed the throne to Yuwen Yong. Yuwen Yong refused firmly; the court pressed him to ascend, and he at last accepted. On renyin day he ascended the throne and proclaimed a general amnesty. In the twelfth month of winter the Lumen and Ying gates were rebuilt.

That year Northern Qi's Prince of Changshan, Gao Yan, deposed Emperor Yin and seized the throne as Emperor Xiaozhao.

In the first month of spring of the first year of Baoding (561), on wushen day, an edict declared: "Cold and heat have swiftly turned; the old year is upon us. Changing the era name at the year's opening is a fundamental statute of the realm. I reverently hold the imperial mandate and should follow established precedent. Let the third year of Wucheng be renamed the first year of Baoding. With the new auspicious era name, grace should be extended; civil and military officials shall each be promoted four ranks." Grand Chancellor Duke of Jin Yuwen Hu was made commander-in-chief of all forces at home and abroad, and the five ministries were consolidated under his office. On gengxu day he sacrificed at the Circular Mound. On renzi day he sacrificed at the Square Mound. On jiayin day he sacrificed to the Lord of Generated Life at the southern suburb. On yimao day he sacrificed at the Great Altar of Soil. On xinyou day Turkish envoys presented tribute goods. An edict said: "Standing at the year's opening to initiate creation truly relies on the primary consort; when one age ends and great tasks are fulfilled, surely the chief minister is the pillar. Thus Duke Wen of Zhou, with supreme wisdom, supported the Zhou house, fashioned the Six Canons, and thereby sustained seven hundred years of glory. From that time onward generations lost the thread; the lofty civilizing order passed a thousand years without transmission; the rich and elegant style lapsed after a hundred kings and was lost forever. Our Grand Progenitor Yuwen Tai, the Literary Emperor, received pure and harmonious qi and stood forth with heaven-endowed brilliance; his virtue matched the primal yang and his merit rivaled creation itself. He therefore cast off the corrupt customs of a decadent age, restored the wise canons of flourishing Zhou, and grandly established the hundred offices, gathering all that was fitting. This is what is meant by heaven and earth changing and being rebuilt anew—not merely the great norm of kings and emperors. Having succeeded to the great mandate, I mean to extend his glorious achievements. Let this rite now be promulgated in the court of Yuwen Tai's temple." On jisi day he sacrificed at the Imperial Ancestors' Temple and promulgated the Six Offices established by Yuwen Tai. On guiyou day Tuyuhun and Gaochang both sent envoys with tribute. On jiaxu day an edict ordered that former military officials aged sixty or above and commoners aged seventy or above should receive graded board appointments. On yihai day he performed the ceremonial plowing at the sacred field. On bingzi day he held a great archery ceremony at the Hall of Correct Martiality and rewarded officials according to rank.

Second month, on jimao day, grand envoys were dispatched to inspect the realm. Tao Province was established at Taoyang. On jiawu day he worshipped the sun at the eastern suburb. On yiwei day Turkish and Dangchang envoys presented tribute. On bingwu day palanquins and carriages were cut back and the hundred entertainments were abolished. Hongnong reported the appearance of a nine-tailed fox.

Third month, on bingyin day, the eight-ding corvée was changed to twelve-ding corvée, with one month of labor per year.

Summer, fourth month, on the first day, bingzi, there was a solar eclipse. On gengyin day Junior Tutor Yuchi Gang, Duke of Wu, was made grand minister of works. On dingyou day Bailan sent envoys presenting rhinoceros-hide armor and iron mail.

Fifth month, on bingwu day, Emperor Xiaomin's son Kang was enfeoffed as duke of Ji, and the imperial son Yun as duke of Lu. Duke of Jin Yuwen Hu obtained a jade dipper and presented it to the throne. On wuchen day Turkish and Kuchan envoys presented tribute.

Autumn, seventh month, on wushen day, an edict said: "Prolonged drought has withered the good crops. Are prisons unjust and punishments out of balance? All prisoners then held—for death and below, and for sentences of one year or more—should have their offenses reduced one grade; for one hundred lashes and below, all should be fully remitted. Coin was recast bearing the inscription "Buquan," valued at five and circulated alongside the five-zhu. On jiyou day the emperor's elder paternal uncle Hao was posthumously enfeoffed as duke of Shao; Hui, Duke of Jiangling and son of Duke of Jin Yuwen Hu, was made his heir; the next uncle Lian as duke of Qi; Liang, Duke of Yongchang and son of Duke of Zhangwu Xiao, as his heir; the third uncle Luosheng as duke of Ju; Zhi, Duke of Chongye and son of Duke of Jin, as his heir; Duke of Wuyi Zhen was also posthumously enfeoffed as duke of Song, with Emperor Ming's son Shi as his heir; all received inherited enfeoffments. On jisi day Mars entered the Celestial Chariot and encroached upon the Accumulated Corpses.

Ninth month, on jiachen day, Ningnan Province sent envoys presenting Dian horses and Shu armor. On yisi day a guest star appeared in Wings.

Winter, tenth month, on jiaxu day, there was a solar eclipse. On wuyin day Mars encroached upon the Grand Marshal in the Supreme Palace and conjoined with it.

That year the imperial clan ancestor Zhong was posthumously enfeoffed as duke of Yu.

Second year, first month of spring, on renyin day, canal works were opened at Pu Province and the Longshou canal at Tong Province to expand irrigation. On dingwei day the Chen ruler's younger brother Xu was made a pillar-of-state and escorted back to the south.

Intercalary month, on jichou day, an edict ordered that from pillar-of-state down and commander-in-chief up, mothers and wives should receive titles of grand matron, lady, commandery lady, and county lady according to rank. On guisi day Venus entered the Hairy Head asterism. On jihai day Pillar-of-State Helan Xiang, grand marshal and Duke of Liang, died. Zhou Gong of Luo Province used sorcerous speech to delude the people and falsely appointed generals and ministers; when the plot was exposed he was executed.

Summer, fourth month, on jiachen day, slaughter was forbidden because of drought. On dingsi day Nanyang presented a three-legged crow. Huzhou reported two white deer seen walking with a three-horned beast. On jiwei day He Province was established at Fuliucheng. On guihai day an edict said: "Because bandit troubles still obstruct the realm and the nine provinces are not yet united, civil and military officials who have achieved merit, though enfeoffed with estates, have not yet (reached) [been granted] their rent and tax allotments. The various pillars-of-state and others have weighty merit and should receive special honor; each shall follow a separate statute, and fief households may draw sustenance from other counties."

Fifth month, on gengwu day, because auspicious omens from south of the mountains had gathered, a general amnesty was proclaimed; officials and soldiers were all promoted two ranks. In Wannan county, Nanyang, where the three-legged crow had alighted, this year's corvée and half the rent and taxes were remitted. On renchen day Pillar-of-State Yang Zhong, Duke of Sui, was made grand minister of works, and Yuchi Gang, Duke of Wu, was made commander-in-chief of Shan Province.

Sixth month, on jihai day, Pillar-of-State Yuchi Jiong, Duke of Shu, was made grand marshal; Hui, Duke of Shao, was made commander-in-chief of Pu Province. South of the mountains, Jing, An, Xiang, and Jiangling were divided into four provincial command headquarters.

Winter, tenth month, on wuxu day, an edict said: "Standing at the head and ruling the realm rests on spreading teaching and nurturing the people; it cannot be only to honor oneself and enrich one's rank. Thus Emperor Yao wore coarse hemp and ate plain food, yet still sighed at Fenyang and was stirred to longing on Mount Guye. How much more when one lacks a sage's virtue yet indulges desires beyond measure—how can one satisfy the people and hold the honored throne? I am deeply ashamed. Now great enemies are not yet pacified, military costs are vast, and the people are destitute—with whom can I share abundance? All that supplies my clothing and food, what is needed through the four seasons, and even the palace's arrangements—I now personally cut back. Though I cannot at once fully follow the way of the ancients, can it be said there is no hope of drawing near it? All you hundred offices—how can you fail to think of thrift and restraint, and help me where I fall short?" On xinhai day the emperor held a great archery ceremony at the Hall of Great Martiality; dukes, ministers, and ranked generals all attended. On wuwu day he reviewed troops on Shaoling Plain. Gong Province was established from Ningnan Province.

Eleventh month, on dingmao day, Grand General Yuwen Zhi, Duke of Wei, and Grand General Zhao, Duke of Zhao, were both made pillars-of-state. Zhao was also made commander-in-chief of Yi Province. On renwu day Mars encroached upon Jupiter south of Danger.

Twelfth month, Yi Province presented a red crow.

Third year, first month of spring, on xinwei day, Guangqian state was changed to Qian Province. On yiyou day Grand Guardian Houmochen Chong, Duke of Liang, was ordered to take his own life. On renchen day Yin Province was established at Qiyincheng.

Second month, on gengzi day, the new code was first promulgated. On xinchou day an edict ordered that before Wei's ninth year of Great Unity, commanders-in-chief and above who had died while their descendants had not yet received graded appointment should receive graded offices. Wei Province presented a three-legged crow. On xinyou day an edict said: "When the two principles first opened creation, the celestial signs were made clear; when the three powers were complete, the sequence of fate was set forth in order. Thus the Documents says "reverently accord and respectfully grant," and the Changes sets forth "regulating the calendar and clarifying the seasons." These are the fixed canons of former ages and duties no hundred kings may change. Alas, Grand Progenitor Yuwen Tai, the Literary Emperor, reverently followed August Heaven, labored over the hundred affairs, and ordered the six schools of calendrics, taking yin and yang as foremost. When it came to me, the lesser man, I could not follow and carry it out; in this alone I was uneasy, vigilant at evening as if in peril. Recently, since the court was first established, affairs were mostly hurried; harmony and proper sequence were lost and the former intent violated. This caused wind and rain to miss their seasons, pestilence to arise repeatedly, good growth to fail, and the myriad things not to flourish—I am deeply grieved. From now on, whenever great affairs are undertaken or great policies enacted, unless military urgency requires haste, all should follow the monthly ordinances to accord with Heaven's heart."

Third month, on the first day, yichou, there was a solar eclipse. On bingzi day Dangchang sent envoys presenting two live fierce beasts; an edict ordered them released on South Mountain. On yiyou day Yi Province presented a three-legged crow.

Summer, fourth month, on yiwei day, Pillar-of-State Daxi Wu, Duke of Zheng, was made grand guardian; Grand General Han Guo was made pillar-of-state. On jihai day the emperor reviewed prisoners at the Hall of Correct Martiality. On guimao day a great rain sacrifice was performed. On guichou day an ox was born with a hoof growing from its back. On wuwu day he visited the Imperial Academy, honored Grand Preceptor Yu Jin, Duke of Yan, as senior elder, and questioned him on the Way. Private vengeance was first forbidden throughout the realm; offenders were judged as murderers. On renxu day an edict ordered officials and commoners to submit sealed memorials speaking freely of gain and loss.

Fifth month, on the first day, jiazi, he avoided the main chamber and did not hold audience because of drought. On jiaxu day rain fell.

Autumn, seventh month, on wuchen day, he traveled to Yuan Province. On gengwu day Chen sent envoys on a friendly visit. On dingchou day he visited Jin Gate, inquired after centenarians, and bestowed money and silk; he also granted board appointments to the aged according to rank and reduced death sentences one grade.

Eighth month, on dingwei day, the open-air sleeping hall was rebuilt.

Ninth month, on jiazi day, he ascended Long Mountain from Yuan Province. Mars encroached upon the Grand Marshal in the Supreme Palace. On bingxu day he visited Tong Province. On wuzi day an edict ordered Pillar-of-State Yang Zhong to lead ten thousand horsemen with the Turks against Northern Qi. On jichou day Pu Province presented fine grain with different fields sharing the same ear. Hereditary prefects of provinces, commanderies, and counties were first changed to five grades of nobility: provinces as earls, commanderies as viscounts, and counties as barons.

Twelfth month, on xinmao day, he returned from Tong Province. Grand Guardian Daxi Wu, Duke of Zheng, was dispatched to lead thirty thousand horsemen out of Pingyang to support Yang Zhong. That month a man bore a male child whose genitals were on the back like a tail and whose two toes were like beast claws. A dog gave birth: from the waist backward the body divided into two, with two tails and six feet.

Fourth year, first month of spring, on gengshen day, Yang Zhong broke through Northern Qi's Great Wall, reached Jinyang, and returned.

Second month, on the first day, gengyin, there was a solar eclipse. On jiawu day Mars encroached upon the Right Outrigger of Room.

Third month, on jiwei day, Mars again encroached upon the Right Outrigger of Room. On gengchen day officials were first ordered to hold court tablets.

Summer, fourth month, on guimao day, Pillar-of-State Dou Chi, Duke of Deng, was made grand clan elder.

Fifth month, on renxu day, Emperor Ming's eldest son Xian was enfeoffed as duke of Bi. On dingmao day Turkish envoys presented tribute. On guiyou day Grand General Li Mu, Duke of Anwu, was made pillar-of-state. On dinghai day the Ministry of Rites was changed to Director of the Clan, the Grand Director of Rites to the Ministry of Rites, and the Grand Director of Music to the Ministry of Music.

Eighth month, on the first day, dinghai, there was a solar eclipse. An edict ordered Pillar-of-State Yang Zhong to lead troops with the Turks on an eastern campaign; he reached the Northern River and returned. On wuzi day Pillar-of-State Yuwen Xian, Duke of Qi, was made governor of Yong Province; Yuwen Gui, Duke of Xu, was made grand minister of education. Ninth month, on dingsi day, Pillar-of-State Yuwen Zhi, Duke of Wei, was made grand minister of works; Li Bing, opening-the-feudatory, was enfeoffed as duke of Tang, and Ruogan Feng as duke of Xu. Chen sent envoys on a friendly visit. That month, because the imperial grandmother Lady Yan arrived from Northern Qi, a general amnesty was proclaimed.

Intercalary month, on jihai day, Grand Generals Wei Xiaokuan and Zhangsun Jian were both made pillars-of-state.

Winter, tenth month, on guihai day, Grand Generals Lu Tong and Yuwen Sheng and Guang, Duke of Cai, were all made pillars-of-state. On jiazi day an edict ordered Grand General and Grand Chancellor Duke of Jin Yuwen Hu to lead troops against Northern Qi; the emperor invested him with axe and halberd in the court of the Imperial Ancestors' Temple. Thereupon Yuwen Hu commanded the main army out through Tong Pass; Grand General Quan Jingxuan led the armies south of the mountains out through Yu Province; Junior Preceptor Yang Biao out through (Zhi) [Zhi] Pass. On dingmao day he visited Shayuan to review the troops. On guiyou day he returned to the palace.

Eleventh month, on jiawu day, Pillar-of-State Yuchi Jiong, Duke of Shu, led troops to besiege Luoyang; Pillar-of-State Yuwen Xian, Duke of Qi, encamped on Mount Mang; Duke of Jin Yuwen Hu halted at Shan Province.

Twelfth month, Quan Jingxuan attacked Northern Qi's Yu Province; Governor Wang Shiliang surrendered the province. On renxu day Northern Qi troops crossed the river; by morning they reached Luoyang and the various armies scattered in alarm. Yuchi Jiong led several dozen horsemen of his personal following to resist the enemy, drove them back, and withdrew by night. Pillar-of-State Wang Xiong, Duke of Yong, fought fiercely and was killed. Thereupon the armies withdrew. Yang Biao fell in battle at Zhi Pass. Quan Jingxuan also abandoned Yu Province and withdrew.

Fifth year, first month of spring, on the first day, jiashen, court audience was suspended because Wang Xiong, Duke of Yong, had died in battle. On xinmao day a white rainbow pierced the sun. On jiachen day the commanders-in-chief of Jing, An, Jiangling, and others were all placed under the Xiang Province headquarters; Pillar-of-State Yuwen Zhi, grand minister of works and Duke of Wei, was made commander-in-chief of Xiang Province. On yisi day Venus, Mars, and Jupiter conjoined in Bond. On bingwu day Tuyuhun sent envoys with tribute. Wang Xiong's heir Qian, Duke of Yong and opening-the-feudatory, was made pillar-of-state.

Second month, on xinyou day, an edict ordered Duke of Chen Chun, Pillar-of-State Yuwen Gui, Duke of Xu, Divine Martial Duke Dou Yi, and Duke of Nan'an Yang (Jian) (Jian) [Jian] and others to go to the Turks to meet the bride. On jiazi day Ying Province captured a green-furred tortoise. On bingyin day Pillar-of-State Li Mu, Duke of Anwu, was made grand minister of works; Lu Tong, Duke of Suide, was made grand minister of justice. On renshen day he traveled to Qiyang.

Summer, fourth month, Northern Qi's Emperor Wucheng abdicated to his crown prince Wei and styled himself Retired Emperor.

Fifth month, on bingxu day, the imperial clan father Xing was made grand general and inherited the enfeoffment as duke of Yu. On jihai day an edict ordered that each left and right martial guard should appoint one middle grandee.

Sixth month, on gengshen day, a comet appeared at the Three Terraces, entered Literary Glory, encroached upon the Grand Marshal, then passed the western wall of the Purple Palace and entered Danger, gradually lengthening to more than one zhang and pointing toward Encampment and Wall. After more than a hundred days it gradually shortened to two chi five cun and vanished in Emptiness and Danger. On xinwei day an edict said: "People of Jiangling aged sixty-five or older who had been made government bond-slaves have already been ordered released. As for private and public bond-slaves aged seventy or beyond, local offices should redeem them as commoners."

Second month, on wushen day, Opening Grandee Yuwen Xun, Duke of Zhongshan, was made inspector-general of Pu Province. On wuchen day an edict ordered the Three Excellencies and all below to recommend men they knew. On gengwu day the sun darkened, its light waned, and a crow appeared within the disk.

Third month, on bingwu day, he sacrificed at the Southern Suburb.

Fifth month, on gengchen day, Emperor Wu presided at the Hall of Righteous Martialness, assembled his ministers, and personally expounded the Record of Rites. Mo Chang, Tuyuhun king of Longge, led his people to submit; his lands were organized as Fu Province. On jiawu day an edict declared: "When virtue and the Way are both lost, ritual and righteousness rise in their turn. Praise begins in a single word; three thousand rules find their beauty in reverence. Thus the superior is not arrogant and the full does not overflow—wealth and rank are long kept, and the state stands in order. So one receives Heaven and quiets Earth, harmonizes the people and reveres the spirits, matches sun and moon in brightness, and aligns the Way with the four seasons. Though I am dull and obscure, I aspire to the ancients. On jiazi and yimao days ritual says there should be no music. Chang Hong displayed Kunwu's ripeness; Du Kui had the text of raising the wine cup. Since the age fell to disorder, ritual and ceremony were tangled and ruined; this standard lies in confusion, already fallen to earth. Formerly when the Zhou king received the mandate, he asked to hear from Zhuanxu. In the temple was the vessel warning against fullness; in the chamber was the inscription on restoring ritual. How much less should one of slight learning forget this! On these days affairs should be simplified and music stopped. Perhaps all may know the difficulty of being ruler and the hardship of being minister. Leave this to later generations; a stern mirror stands here."

Sixth month, on bingwu day, Grand General Xin Wei, Duke of Baohan, was made pillar-of-state.

Seventh month of autumn, on wuyin day, he built fortresses at Wugong, Mei, Xiegu, Wudu, Liugu, and Jinkeng to station troops. On renwu day an edict said: "Imperial students entering school need only present the teacher's gift; they need not perform the libation sacrifice. The libation sacrifice marks completed study; from now on let this be the fixed rule."

Eighth month, on jiwei day, an edict said: "All who observe three-year mourning, heap earth into a grave mound, or sleep on straw until bone shows—single-minded in one deed worthy of praise—let local offices report each case upward. They should receive condolence and encouragement to stiffen lax custom."

Ninth month, on yihai day, Xin Province barbarians Ran Lingxian and Xiang Wuzi Wang rebelled; the court ordered Opening Grandee Lu Teng to suppress them.

Tenth month of winter, on yimao day, Venus appeared by day and crossed the heavens. On jiazi day the Mountain Cloud Dance was first created to complete the music of the six dynasties.

Eleventh month, on bingxu day, he traveled to the new cities at Wugong and elsewhere. Twelfth month, on gengshen day, he returned to the palace.

Second year, first month of spring, on the guiyou new moon, the sun was eclipsed. On jihai day he performed the ceremonial plowing at the sacred field.

Third month, on guiyou day, the Martial Excursion Garden was renamed the Dao Assembly Park. On dinghai day the regulations for the suburban mound and its enclosure were first established.

Fourth month of summer, on yisi day, southeastern provinces were consolidated: Ying, Gui, Yu, and Jun were merged into Tang Province; You into Chun; Hong into Huai; Dong into Hu; Sui into Xiang; and Xian into Chang. Grand General Yuwen Chun, Duke of Chen, was made pillar-of-state.

Fifth month, on renshen day, the Turks, Tuyuhun, and Parthia all sent envoys with tribute. On dingchou day Pillar-of-State Li Mu, Duke of Anwu, was promoted to Duke of Shen. On jichou day Jupiter and Mars conjoined in the Well asterism.

Sixth month, on xinhai day, his birth mother Lady Chinu was honored as empress dowager. On jiazi day the moon entered the Bi asterism.

In the intercalary month, on gengwu day, there was an earthquake. On wuyin day Chen's governor of Xiang Province, Hua Jiao, surrendered with his forces; the court sent Xiang Province inspector-general Yuwen Zhi, Duke of Wei, with Pillar-of-State Suide Lu Tong, Duke of Suide, Grand General Tian Hong, Quan Jingxuan, Yuan Ding, and others with troops to support him, then marched south in campaign. On renchen day Grand General Yuwen Jian, Duke of Qiao, was made pillar-of-state. On dingyou day Jupiter and Venus conjoined in the Willow asterism. On wuxu day Xiang Province reported auspicious clouds.

Seventh month of autumn, on xinchou day, Liang Province reported a phoenix on a maple tree with tens of thousands of birds arrayed in attendance. On jiachen day the Lumen Academy was established with seventy-two students. On gengxu day Venus encroached upon the Xuanyuan asterism. On renzi day Grand Tutor Yu Jin, Duke of Yan, was posted as governor of Yong Province.

In the ninth month Yuwen Zhi, Duke of Wei, and others fought Chen generals Chunyu Liang and Wu Mingche at Dun mouth; the Zhou army was defeated. Yuan Ding crossed first with several thousand foot and horse and was lost south of the Yangtze.

An edict declared: "When the people are weary to the limit, stars move in Heaven; when work is untimely, stones speak in the state. Thus one knows that in governing one desires quiet, and quiet rests in settling the people; in ordering rule one desires peace, and peace rests in ceasing corvée. Lately construction has been without measure and levies without end; added to this, year after year of campaigns have left fields abandoned. Last autumn locusts brought disaster; the year's grain did not ripen; people scattered in flight; homes were empty of looms. Each morning I respectfully examine myself; each evening I tremble in caution. From now on, apart from regular levies, there shall be no reckless conscription. May the age grow rich and custom flourish—this is my wish."

On guisi day Yuwen Yun, Duke of Lu, was established as crown prince. A general amnesty was proclaimed throughout the realm; officials all received advanced enfeoffment ranks.

I inherit the great enterprise and rule the myriad realms, guiding this multitude toward benevolent longevity. Among soldiers and civilians many have reached old age; mindful of their declining years, they deserve special honor. Let old-age offices be conferred so that honor reaches their home districts." On wuwu day he heard cases at the Hall of Righteous Martialness from dawn until night, continuing by candlelight.

On yihai day he performed the ceremonial plowing at the sacred field. On bingzi day he first wore short robes, feasted the twenty-four army supervisors and commanders and below, tested them by military drill, and drank freely in full merriment. An edict said that because last year's harvest failed and many people were destitute, lay and clerical, public and private—all who had stored grain might keep enough per mouth and must sell the rest.

On bingwu day each of the six ministries was ordered to recommend worthy and upright men. On guichou day Pillar-of-State Yuwen Shan, Duke of Xu, was found guilty and removed from office. On yimao day he went to Yunyang Palace. An edict said: "People are born in quiet; pure and upright nature is originally the same for all; touched by things they shift, and craving then arises. Though the age of cloud-and-bird omen and the age of pattern differ, none fails to set limits and show prohibitions. I rule the ten thousand realms, sheltering the people, seeking to revive the fallen order and bring them into proper form. Lately because people had offended they were cast out by the crowd; wherever officials had transgressions, all were allowed to confess first, none failing to lay out light and heavy matters without hiding the least detail. Then wind blows and grass bends; following transformation none resist—guiding by virtue and aligning by ritual may nearly be reached. But when those above lose the Way it has long been so; the damage of decline leaves no path back to the root—we should wash it away and begin anew with the people. Let there be a general amnesty throughout the realm." On gengshen day the empress dowager fell ill.

An edict said: "The grief proper to qi-and-zhan mourning is set forth in the classics and canonical teaching; through recent reforms that rite has been lost. I humbly received her final command to end mourning once burial was done, yet my longing for her beside the mourning mat—I truly cannot bear it. Three-year mourning extends even to the Son of Heaven—it is the unchanging way of past and present alike, what kings routinely perform. But the times are not suited, and the full rite cannot be kept. Military and state affairs weigh heavily; I shall still hold audience myself. The hemp-garment observances and hut-mourning rites will wholly follow former canon to express boundless grief. Officials below should follow the final command." The high ministers memorialized, firmly asking him to accept provisional rites and end mourning immediately after burial. The emperor refused and answered with ancient ritual; the officials then desisted. Thereupon he observed the three-year mourning system; within the five degrees of kin he also ordered compliance with ritual. At first four crown prince remonstrance officers and ten literary scholars were appointed; imperial brothers and princes each received two friend-officers and six scholars. On dingmao day Jing Province presented a white crow. On wuchen day an edict restored the former enfeoffments of the late Duke of Jin Yuwen Hu and his sons, reburied them, and added posthumous titles. On bingzi day Buddhism and Daoism were first proscribed; scriptures and images were all destroyed; monks and Daoist priests were dismissed and ordered back to lay life. All improper sacrifices not recorded in canonical ritual were also banned and abolished.

An edict said: "The supreme Way is vast and deep, blended and boundless; it embraces emptiness and existence and reaches to the utmost of dark mystery. But when paths divided, sources grew remote; plainness departed and simplicity scattered—the form and spirit grew estranged. Thus three Mohists and eight Confucians, vermilion and purple vying together; the nine streams and seven summaries, rival doctrines contending; the Way has hidden its small completions—this is old indeed. Without a gathering center, the race of contention never ceases. Now let a Platform for Establishing the Way be founded; sage subtle sayings, worthy ancestors' canonical teachings, golden precepts and jade inscriptions, secret traces and dark texts—all that nourishes the people and supports the teaching should be broadly expounded and threaded as one. So that those who toy with anthills may know Song and Tai's towering rise; and those who cling to gravel may grasp the Bohai's deep clarity—is this not fitting?"

On wuzi day he returned from Yunyang Palace.

On yimao day a partial amnesty was granted to prisoners then held in Pu Province down to capital offenses. On bingchen day he went to Tong Province. Wang Yang of Shi Province gathered a crowd in revolt; Grand General Zheng Ke suppressed and pacified them.

Eleventh month, on wuwu day, Pillar-of-State Lu Teng, Duke of Shangyong and grand minister of works, was made governor-general of Jing Province. Khotan sent envoys presenting famous horses. On yisi day a grand review was held east of the city. On jiaxu day he returned from Tong Province.

Twelfth month, on wuzi day, guard officers and soldiers and above were gathered in great assembly and given money and silk in graded amounts. On xinmao day the moon eclipsed Venus. An edict said that within the five governor-generals of Jing, Xiang, An, Yan, and Xia, those who could lead followers into military service would receive offices in graded ranks. Poor households would receive three years' tax exemption. On bingshen day all army soldiers were retitled as attendant officers. On dingyou day Li Province reported a zouyu sighting. On guimao day all armies were assembled for martial exercises at Lingao Marsh. In Liang Province earthquakes had occurred year after year, ruining walls and gates; the earth split and springs gushed forth.
