I reverently inherit the great enterprise; two years have now passed. Relying on the blessing of forefathers and ancestors, and leaning on the strength of chief ministers, we align Heaven and earth and the four seas are tranquil. The rebel Yuchi Jiong, talent and quality commonplace, heart harboring treacherous wickedness, leveraged kinship ties, and his rank stood above the court. Just when Heaven sent disaster and the late emperor passed away, the myriad states felt deeply the pain of Ding Lake; the four seas exhausted their grief at the prohibition of speech. Alone taking advantage of heaven's disaster, he joyfully cast off restraint, raised troops and gathered masses, and at once harbored intent to seize the throne. Thereupon the six armies were ordered, and the nine punitive campaigns were solemnly undertaken; yet the wicked band was exceedingly fierce and filled the plains, covering the wilds. Generals unleashed the might of thunder; brave warriors let loose the momentum of tiger-leopards; cutting down and sweeping away, wherever they reached it was like clearing scrub—pressing straight to the Zhang riverside, capturing and beheading the chief villain; the wicked horde lost their souls and all gathered beneath the war drums. Following the spirit of deep autumn, submitting to heaven's punishment, the demonic spawn of the two rivers were in one morning swept clean. From court to countryside, joy and applause converged. In former times during the Retired Sovereign's era, he did not speak yet achieved governance; the sage rules the world through teaching alone. War has not yet been laid aside; this truly deepens shame for our virtue. We wish to spread broad and simple government, to match the hearts of the hundred millions; a great amnesty is proclaimed for all under Heaven. Those who originally conspired with Jiong, clung to error without awakening, and Jiong's sons and nephews, and the rebels Sima Xiaonan, Wang Qian, and others, are not within the amnesty.

Twelfth month, on renzi day, Pillar-of-State Liang Rui, Duke of Jiang, was made superior pillar-of-state. On guichou day Mars entered Di. On dingsi day Pillar-of-State Yang Xiong, Duke of Hang, (Wei) Helan Mu, Duke of Pu'an; Liang Shiyan, Duke of Xi; Grand General Xin (An) [Ning] Gong Chilü Chang (Wen) [Fu], Cui Hongdu, Duke of Wuxiang; Yuwen En, Grand General and Duke of Zhongshan; Yuwen Shu, Duke of Puyang; He Ganzhi, Duke of Weiyuan; Wang Jing, Duke of Rencheng; Yang Rui, Duke of Yuyang; Li Chong, Shang Kai Fu and Duke of Guangzong; and Li Xun, Duke of Longxi, were all made superior pillars-of-state. On gengshen day Pillar-of-State Doulu Ji, Duke of Chu, was made superior pillar-of-state. On guihai day an edict said: "The 《Poetry》 says, 'Nothing equals those of the same surname,' and the 《Commentary》 says, 'Those of different surnames serve as heirs. It is to clarify near and distant kin, bright and unmixed. When Grand Progenitor received the mandate, dragon virtue was still concealed. The [He] River chart showed texts of dynastic change; stars displayed omens of removing the old; dividing the realm in three parts, he intended to support the Wei house, making many reforms in hope of accord with high Heaven. Civil and military officials given surnames were many; their original states and fiefs differed, contrary to the principle of enfeoffment. One does not offer sacrifices to non-kin; different flesh-and-blood now share joint offerings; One does not honor one's kin; on the road senior and junior are set in order. Moreover, divine signs of changing surnames were originally because the dynastic term had a destination; Heaven's mandate lies with men; yielding at the end was never obtained. Therefore rulers have presided over the realm, generation after generation here. We cannot still follow humble yielding, nor long maintain expedient measures. All who changed surnames should entirely restore their former ones." 」On jiazi day Grand Chancellor Yang Jian, Duke of Sui, was advanced in rank to prince, with ten commanderies as his state. On xinwei day Yuwen Da, Prince of Dai, and Yuwen You, Prince of Teng, were both executed for plotting to seize power. On renshen day General Yang Yong, Duke of Changning, was made superior pillar-of-state and grand marshal; Junior Steward of Tombs Yuan Xiaoju, Duke of Shiping West, was made grand minister of justice.

Spring, first month, on renwu day of Dading year 1, an edict said: "I, bereft of Heaven, early suffered deepest loss. Light and shadow race past, and suddenly this moment has come. Grief boundless and unending, words fail and cries cease. Crossing the mourning period and changing the reign title, following former canons—Daxiang year 3 may be changed to Dading year 1. 」On yiyou day Jupiter retrograded and guarded the Right Law-Enforcer; Mars concealed the first northern star of the Room. On bingxu day an edict said: "Emperors and kings establish offices with talent as the sole concern; ministers serve the state, and recommending the worthy is paramount. Since last year bandits have repeatedly risen; chief ministers with heroic plans have all cleared and pacified them. After the rebellion, war-chariots have only just ceased; near and far corvée labor continues, and the people are not yet at ease. Those holding office who achieve good governance are few. This is because above the Way was lost, reaching to this point; it is also because below there are recluses whose power has not yet been deployed. Now the four seas are tranquil and united; the eight directions are without disturbance; the chief minister holds authority and spreads transforming influence. If all the realm's heroes were raised to court, balances of office promoted and demoted them, talents measured and placed—folding the arms and acting without exertion—perhaps that state might nearly be reached. 」Thereupon officials of military rank superintending grand prefecture and above, office-holders assistant grandee and above, and external officials provincial governor and above were each to recommend three men of purity, fairness, diligence, and competence. For those recommended, after three years in office with merit or fault, the recommender would be rewarded or punished accordingly. Grand Marshal Yang Yong, Duke of Changning, was made inspector-general of Luo Province.

Second month, on gengshen day, Grand Chancellor Yang Jian, Prince of Sui, was made chancellor of state and directed all affairs; ten more commanderies were enfeoffed, twenty in all together with the former; he was granted entry to the hall with sword and shoes, no need to hasten when entering court, no naming when assisting at obeisance, and the full rites of the nine bestowments; he received the seal, battle-axe, and cap of distant travel; the chancellor's seal with green-black sash; and his rank was placed above all princes. He was further given a twelve-tassel crown, imperial banners and flags, guards when going out and clearance when entering, the golden root chariot drawn by six horses, auxiliary chariots for the five seasons, yak-tail banner and cloud net, eight rows of music and dancers, and bell chimes set in the suspended palace orchestra. The titles and commands of queen, princes, and nobles all followed Wei and Jin precedent. On jiazi day Yang Jian, Prince of Sui, proclaimed his exalted title; Emperor Jing abdicated to a separate palace.

The Sui installed Emperor Jing as Duke of Jie with a fief of ten thousand households; chariots, robes, rites, and music were all as under the Zhou system; documents sent upward were not called memorials, and replies to memorials were not called edicts. There was such a text, but the matter in the end was not carried out. On renshen day in the fifth month of Kaihuang year 1 he died, aged nine according to Sui records. He was posthumously titled Emperor Jing and buried at Gongling.
14
The historian writes: Emperor Jing, still in early childhood, took up this declining succession. Inner ministers wielded the craft of Sun and Liu; among the imperial princes there was none with Qi or Dai's strength. The Sui seized upon this and moved the sacred vessel. Though men of Min and E threw up their sleeves in anger, it turned only into the usurper's power over the tomb; Though loyalists rallied at Zhang and Fu, they could not save Zong Zhou from its fall. Alas! Grand Progenitor's great flourishing enterprise had not lasted two generations before sacrifices suddenly ceased. This was surely the baleful aftermath of Emperor Xuan, not the young emperor's fault.
