自古帝王之興,曷嘗不建輔弼之臣所與共成天功者乎! 漢興自秦二世元年之秋,楚陳之歲,初以沛公總帥雄俊,三年然後西滅秦,立漢王之號,五年東克項羽,即皇帝位,八載而天下乃平,始論功而定封。 訖十二年,侯者百四十有三人。 時大城名都民人散亡,戶口可得而數裁什二三,是以大侯不過萬家,小者五六百戶。 封爵之誓曰:「使黃河如帶,泰山若厲,國以永存,爰及苗裔。」 於是申以丹書之信,重以白馬之盟,又作十八侯之位次。 高后二年,復詔丞相陳平盡差列侯之功,錄弟下竟,臧諸宗廟,副在有司。 始未嘗不欲固根本,而枝葉稍落也。
Since antiquity, whenever emperors and kings have risen to power, has there ever been one who did not appoint assisting ministers with whom to fulfill the mandate of Heaven? The Han dynasty rose in the autumn of Qin Ershi's first year, during the year when Chu and Chen were prominent. Initially, Pei Gong commanded the heroic and outstanding warriors. Three years later, they destroyed Qin in the west and established the title of Han King. Five years after that, they conquered Xiang Yu in the east and Pei Gong assumed the imperial throne. Eight years passed before the realm was finally pacified, and only then did they evaluate merits and establish enfeoffments. By the twelfth year, there were one hundred and forty-three marquises. At that time, people had scattered from the great cities and famous capitals. The registered households that could be counted amounted to only two or three tenths of the original number. Therefore, the greatest marquises had no more than ten thousand households, while the smallest had five or six hundred households. The oath for enfeoffment and nobility stated: 'May the Yellow River endure like a belt, Mount Tai stand firm like a whetstone, the state be eternally preserved, and this blessing extend to all descendants.' Therefore, they reinforced the agreements with the trust of red writs and strengthened them with white horse covenants. They also established the ranking order of the eighteen marquises. In Empress Gao's second year, they again commanded Chancellor Chen Ping to fully differentiate and rank the merits of all the marquises. These records were made from highest to lowest ranking, stored in the ancestral temple, with copies kept in the appropriate offices. At the beginning, they certainly desired to strengthen the foundation, but the branches and leaves gradually fell away.

故逮文、景四五世間,流民既歸,戶口亦息,列侯大者至三四萬戶,小國自倍,富厚如之。 子孫驕逸,忘其先祖之艱難,多陷法禁,□命亡國,云子孫。 訖於孝武後元之年,靡有孑遺,耗矣。 罔亦少密焉。 故孝宣皇帝愍而錄之,乃開廟臧,覽舊籍,詔令有司求其子孫,咸出庸保之中,並受復除,或加以金帛,用章中興之德。
Therefore, by the time of Emperors Wen and Jing, over four or five generations, the displaced people had returned home and household registrations had increased. The greatest marquises now had thirty or forty thousand households, while the smallest states had doubled in size, with wealth and prosperity increasing accordingly. Their descendants became arrogant and dissolute, forgetting the hardships endured by their ancestors. Many fell into legal prohibitions, losing their lives and states. Alas for these descendants! By Emperor Wu's later years, nothing remained - it was all exhausted. Nor was the network of enfeoffments very dense. Therefore, Emperor Xiaoxuan took pity on them and had them recorded. He opened the temple archives and examined the old registers. He commanded the officials to seek out their descendants, who all emerged from among the common laborers. They all received tax exemptions, and some were additionally given gold and silk, to manifest the virtue of the restoration.

降及孝成,復加卹問,稍益衰微,不絕如悋。 善乎,杜業之納說也! 曰:「昔唐以萬國致時雍之政,虞、夏以之多群后饗共己之治。 湯法三聖,殷氏太平。 周封八百,重譯來賀。 是以內恕之君樂繼絕世,隆名之主安立亡國,至於不及下車,德念深矣。 成王察牧野之克,顧群后之勤,知其恩結於民心,功光於王府也,故追述先父之志,錄遺老之策,高其位,大其驱,愛敬飭盡,命賜備厚。 大孝之隆,於是為至。 至其沒也,世主歎其功,無民而不思。 所息之樹且猶不伐,況其廟乎? 是以燕、齊之祀與周並傳,子繼弟及,歷載不墮。 豈無刑辟,繇祖之竭力,故支庶賴焉。 跡漢功臣,亦皆割符世爵,受山河之誓,存以著其號,亡以顯其魂,賞亦不細矣。 百餘年間而襲封者盡,或絕失姓,或乏無主,朽骨孤於墓,苗裔流於道,生為愍隸,死為轉屍。 以往況今,甚可悲傷。 聖朝憐閔,詔求其後,四方忻忻,靡不歸心。 出入數年而不省察,恐議者不思大義,設言虛亡,則厚德掩息,遴柬布章,非所以視化勸後也。 三人為眾,雖難盡繼,宜從尤功。」 於是成帝復紹蕭何。

He said: 'In ancient times, Yao achieved perfect harmony in governance through ten thousand states. Shun and Yu used this system to have many lords feast together and share in ruling. Tang followed the three sages, and the Yin dynasty achieved great peace. The Zhou enfeoffed eight hundred lords, and envoys from distant lands came to congratulate them through multiple interpreters. Therefore, benevolent rulers delight in continuing extinct noble lines, and illustrious sovereigns peacefully reestablish fallen states. Their virtue extends even to regions they haven't yet visited by chariot, and their thoughts of benevolence run deep. King Cheng reflected on the victory at Muye and considered the diligence of the many lords. He knew their favor was bound to the people's hearts and their merit shone brightly in the royal domain. Therefore he followed his late father's intentions and recorded the strategies of the aged retainers. He elevated their ranks, enlarged their territories, exhausted every expression of love and respect, and bestowed the most generous commands and gifts. The flourishing of great filial piety reached its peak here. When they died, rulers of successive generations sighed at their merit. There was no one among the people who did not think of them fondly. Even the trees under which they rested were not cut down—how much less would their temples be harmed? Therefore, the sacrificial rites of Yan and Qi were transmitted alongside those of Zhou. Sons succeeded fathers and brothers followed brothers, enduring through the years without interruption. Were there no punishments and laws? It was because of the ancestors' exhausting efforts that the collateral branches depended on them. Tracing the meritorious ministers of the Han dynasty, they all received divided tallies granting hereditary nobility and accepted oaths sworn by mountains and rivers. In life, these clarified their titles; in death, they manifested their spirits. The rewards were certainly not insignificant. Over more than a hundred years, all those who inherited the enfeoffments disappeared. Some noble lines became extinct and lost their surnames; others lacked heirs. Decayed bones lay isolated in tombs; descendants wandered the roads. In life they were miserable slaves; in death, their bodies were abandoned. Using the past to reflect on the present situation, it is extremely lamentable. The sagely court took pity and commanded officials to seek out their descendants. The four quarters rejoiced, and none failed to return their allegiance. After several years without proper inspection and examination, I fear that critics will fail to consider the great principle and will claim that these lines have truly vanished. Then the court's abundant virtue will be concealed and cease, and careful selection will be broadly proclaimed in regulations—which is not the proper way to display moral transformation and encourage future generations. Three people constitute a crowd. Though it is difficult to continue all of them, we should follow those with outstanding merit.' Therefore, Emperor Cheng again continued the line of Xiao He.
