五年，允英和之請，以八旗圈馬四百匹，改撥巡捕營，令滿洲、蒙古馬兵演習騎射，春秋二季，步軍統領會同左右翼總兵簡閱，三年後親臨大閱，八年，令那彥成等回疆增設防兵，籌給餉糈，議定操兵章程，並於喀什噶爾防兵內，抽練二千名，伊犁滿兵亦勤習騎射，由參贊大臣及總兵督操。 In year 5 Yinghe's request was granted: four hundred banner pasture horses were reassigned to the patrol brigade for Manchu and Mongol cavalry archery, inspected each spring and autumn by the foot-soldiers commandant with the wing regional commanders; after three years the emperor would personally hold a grand review. In year 8 Nayancheng and others expanded Muslim-frontier garrisons, funded them, set drill rules, picked two thousand Kashgar men to train, and ordered diligent archery drill for Ili Manchu under the resident and regional commander.

時總督那彥成專意招撫，玉庭意不合，疏陳其弊，謂：「盜非悔罪，特為貪利而來。 The governor-general Nayancheng was then devoted entirely to winning pirates over by inducement. Sun Yuting disagreed and memorialized on the abuses of that policy, writing: "The bandits are not repenting of their crimes; they come only for gain.

上韙其言，那彥成由是獲罪。 The emperor endorsed his view, and Nayancheng was punished as a result.

及攸銛入相，那彥成代之，坐河北旱荒施賑不如法，解培厚任，宣宗夙知其能，改授湖北糧儲道。 After Jiang Youxian joined the Grand Council, Na Yancheng succeeded him as governor-general; Peihou was dismissed on the pretext that his drought relief in Hebei had not followed proper procedure, but the Xuanzong Emperor, who had long valued his talent, reassigned him as grain intendant of Hubei.

蔣攸銛、那彥成先後為總督，皆倚如左右手。 Jiang Youxian and Na Yancheng served as governor-general in turn, and each relied on him as indispensable as his own two hands.
