初，大撫軍院之立，皇太子用完者帖木兒、答爾麻、帖林沙、伯顏帖木兒、李國鳳等計，專以備禦擴廓帖木兒，既而政權不一，事務益乖，各復引去，而達禮麻識理之至，事且無可為者。 When the Great Pacification Army Office was first established, the crown prince had followed the counsel of Wanze Temür, Daerma, Tielinsha, Boyan Temür, Li Guofeng, and others solely to guard against Köke Temür; but power was soon divided, affairs fell into confusion, and each of them withdrew; by the time Dalimashili arrived, there was little left for him to do.

十八年，詔與治書侍御史李國鳳同經略江南。 In 1358 he was ordered, together with Supervising Secretary Li Guofeng, to oversee military affairs in Jiangnan.

國鳳時分鎮延平，城陷，遁去。 Li Guofeng was then holding Yanping separately; when that city fell he fled as well.

性豪爽，精太乙數，會世亂，以策幹經略使李國鳳，承製授庸福建行省員外郎，治兵杉關。 Bold and generous by nature, he was skilled in the art of Great Unity Numbers. When the realm fell into disorder, he presented his plans to frontier commissioner Li Guofeng and was appointed by imperial order vice director of the Fujian Branch Secretariat, charged with training troops at Shan Pass.

會侍御史李國鳳亦上書皇太子，言：「不花驕恣無上，招權納賂，奔競之徒，皆出其門，駸駸有趙高、張讓、田令孜之風，漸不可長，眾人所共知之，獨主上與殿下未之知耳。 At the same time, attending censor Li Guofeng wrote to the crown prince: "Buhua is insolent beyond measure, sells offices and takes bribes, and every schemer in the capital passes through his door. He increasingly resembles Zhao Gao, Zhang Rang, and Tian Lingzi. Everyone knows this — only Your Majesty and Your Highness seem not to.

由是帝大怒，國鳳、祖仁等亦皆左遷。 The emperor was furious, and Li Guofeng, Chen Zuren, and the others were all demoted.
