時琪奏章中有「敗契丹之凶黨，破真定之逆城」之言。 Li Qi's welcome memorial called the Khitan a "villain faction" and Zhending a "rebel city."

詔曰：「契丹即為凶黨，真定不是逆城，李琪罰一月俸。」 Mingzong fined Li Qi one month's salary for calling the Khitan villains and Zhending a rebel city."

戊戌，中書奏：「太子少傅李琪所撰進《霍彥威神道碑》文，不分真偽，是混功名，望令改撰。」 On wuxu the Secretariat said: "Crown Prince Junior Tutor Li Qi's spirit-way stele for Huo Yanwei confounds true and false and merit and name; we ask that it be rewritten."

其年閏十二月，吏部尚書李琪上言：「請賦稅不以折納為事，一切以本色輸官，又不以紐配為名，止以正稅加納。」 In the intercalary twelfth month of that year, Li Qi, Minister of Personnel, memorialized: 'Taxes should not be collected through commutation; everything should be delivered to the government in kind. Assessments should not be imposed under the name of supplementary allocation—only the regular tax with any lawful surcharge.'

宜依李琪所論，應逐稅合納錢物斛斗鹽錢等，宜令租庸司指揮，並準元征本色輸納，不得改更，若合有移改，即須具事由聞奏。」 Li Qi's proposal is approved. For all taxes payable in cash, goods, grain, salt money, and the like, the Office of Land Tax and Corvée shall order payment in the originally levied kind with no alteration. Any change must be reported to the throne with full reasons.'
