百齡，字菊溪，張氏，漢軍正黃旗人。 Bai Ling, whose style was Juxi, belonged to the Zhang clan and the Han Plain Yellow Banner.

百齡負才自守，不干進，邅回閒職十餘年。 Talented and self-contained, Bai Ling did not seek advancement and spent more than ten years in minor posts.

武緣縣有冤獄，諸生黃萬鏐等為知縣孫廷標誣擬大辟，百齡下車，劾廷標逮問，帝嘉之，賜花翎； In Wuyuan county Licentiates Huang Wanliu and others had been falsely sentenced to death by Magistrate Sun Tingbiao. As soon as Bai Ling took office he impeached Sun and had him arrested. The emperor praised him and granted the peacock feather.

未幾，王軾訐百齡在粵用非刑斃命，逼勒供應，臨行用運夫二千餘名。 Soon Wang Shi accused Bai Ling of using illegal torture to cause deaths in Guangdong, of extorting supplies, and of taking more than two thousand transport laborers when he left.

百齡至，撤沿海商船，改鹽運由陸，禁銷贓、接濟水米諸弊。 When Bai Ling arrived he withdrew coastal merchant ships, routed salt transport overland, and banned fencing stolen goods and supplying the pirates with food and water.

張保妻鄭尤黠悍，遣硃爾賡額、溫承志往諭以利害，遂勸保降，要製府親臨乃聽命。 Zhang Bao's wife Zheng was especially cunning and fierce. He sent Zhu Ergene and Wen Chengzhi to explain the stakes, and they persuaded Bao to surrender, but Bao insisted the governor-general come in person before he would submit.

百齡曰：「粵人苦盜久矣！ Bai Ling said: "The people of Guangdong have suffered from pirates long enough!

百齡親勘下游，疏言：「海口無高仰形跡，亦無攔門沙堤。 Bai Ling surveyed the lower reaches in person and reported: "The estuary shows no sign of being too high, and there is no blocking sand bar.

百齡年逾六旬始生子，值帝萬壽日，聞之，賜名扎拉芬以示寵異，勉其盡心治河。 Bai Ling was over sixty when his first son was born. On the emperor's birthday he heard the news, named the boy Zhalafen to show special favor, and urged Bai Ling to devote himself fully to the river works.

百齡以禮壩之決，由於河督陳鳳翔急開遲閉，以致棘手，奏劾之。 Bai Ling blamed the Li dam breach on Canal Director Chen Fengxiang opening it too soon and closing it too late, and impeached him.

鳳翔被嚴譴，訴道廳請開禮壩時，百齡同批允； Fengxiang was severely rebuked. He appealed that when the circuit office had asked to open the Li dam, Bai Ling had approved it in the same batch.

又訐淮揚道硃爾賡額為百齡所倚，司葦蕩營有弊。 He also accused Huai-Yang Intendant Zhu Ergene, whom Bai Ling favored, of abuses in the reed-marsh camp.

彭齡為所掣，恚甚，遂劾百齡受鹽場稅關餽遺，按之未得實，彭齡坐誣被譴。 Frustrated by Bai Ling, Pengling impeached him for taking gifts from salt fields and tax stations. The charge was not proved, and Pengling was punished for a false accusation.

百齡亦坐失入，褫宮銜，罷協辦大學士。 Bai Ling was also blamed for the wrongful arrest, stripped of palace rank, and removed as associate grand secretary.

江南莠民散佈逆詞，連及百齡，嚴詔責捕。 Wicked men in Jiangnan spread seditious writings implicating Bai Ling, and a stern edict ordered their arrest.

將遣皇子奠醊，既而以江北災民未能撫卹，停其奠醊，仍賜祭葬如例，諡文敏。 A prince was to offer libation, but because disaster victims north of the river had not yet been relieved, that honor was withheld. Funeral honors were still granted as usual, and he received the posthumous name Wenmin, "Cultivated and Quick."

百齡號能臣之冠，機牙鋒銳，凌轢一時，晚節乃招物議。 Bai Ling was called the foremost capable minister of his day: sharp, aggressive, and dominant for a time, yet his later years drew public criticism.

Fengxiang had already been censured, argued in his defense, and accused Bai Ling of trusting Salt Patrol Commissioner Zhu Ergeng’e to oversee reed marshes improperly; Pengling and Songyun were ordered to investigate.

百齡於啟壩時實同畫諾，遂請薄懲百齡，而硃爾賡額被重譴，語詳百齡等傳。 Bai Ling had in fact co-signed the order to open the barrages; Pengling therefore asked for leniency toward Bai Ling while Zhu Ergeng’e received heavy punishment, as set forth in the biographies of Bai Ling and others.

Grand Secretary Tuojin and Minister Jing An were sent to investigate; on arrival Bai Ling and Shicheng had their subordinates obstruct the inquiry at every turn, and none of the charges held.

河北滑縣教匪起，總督百齡檄寅往徐州協守禦。 When sect rebels broke out in Huaxian, Hebei, Governor-General Bailin summoned Yin to Xuzhou to help with the defense.

嘉慶十四年，百齡為兩廣總督，疏請調硃爾賡額廣東，擢高廉道，署督糧道，剿匪事一以倚之。 In Jiaqing 14 Bailin became governor-general of the two Guang provinces and requested Zhu Ergenge's transfer to Guangdong. Promoted to Gaolian intendant and appointed acting grain intendant under the governor, Ergenge was entrusted with the entire anti-pirate campaign.

翌晨，從百齡登舟，行四十里，見列艦數百，夾水如衢，舉砲迎，聲震城中。 The next morning he boarded with Bailin and sailed forty li. Hundreds of pirate vessels lined the channel like a floating street, firing cannon in salute until the sound shook the city.

十六年，河決李家樓，特命百齡為兩江總督治河事，調硃爾賡額為江南鹽巡道。 In the sixteenth year the Yellow River burst at Lijialou. Bailin was specially appointed Liangjiang governor-general to manage the river works, and Zhu Ergenge was made Jiangnan salt patrol intendant.

至則佐百齡定計，接築洪澤湖口束清壩，逼溜刷深太平河，使水有所歸。 On arrival he helped Bailin devise the plan: continue building the Shuqing Dam at the mouth of Hongze Lake, force the current to scour the Taiping River deeper, and give the floodwater somewhere to go.

百齡檄硃爾賡額督治其事，乃請以盪地不產柴者給樵兵，人四十畝，給牛具籽種，建棚廠以居，盪始有兵。 Bailin ordered Zhu Ergenge to reform the system. Ergenge proposed assigning unproductive marshland to the lumber corps—forty mu per man—with oxen, tools, seed, and sheds for housing. Only then did the marsh actually have soldiers on the ground.

百齡悉其奸，偕河督察訊，硃爾賡額往勘定十七年新葦，每束箍口以二尺八寸為率，增舊三寸，估右營得葦八百萬束； Bailin saw through the scheme. Together with the river superintendent he investigated, and Zhu Ergenge went to set the standard for the new harvest of the seventeenth year: each bundle's mouth measured two chi eight cun, three cun more than the old gauge, with an estimated yield of eight million bundles for the right camp.

時河督陳鳳翔為百齡所劾，自訴於朝，命尚書松筠、侍郎初彭齡按訊，牽及葦蕩事。 River Superintendent Chen Fengxiang, whom Bailin had impeached, appealed to the throne. Ministers Songyun and Vice Minister Chu Pengling were ordered to investigate, and the reed-marsh affair was dragged into the case.

硃爾賡額因百齡前劾鳳翔詞不盡實，獄無結正，原以身任，遂不辯。 Because Bailin's earlier impeachment of Fengxiang had not been fully truthful and the case could not be properly closed, Zhu Ergenge was willing to bear the blame himself and made no defense.
