查彰化橋孜圖地方，山環水複，中開平原，氣象宏敞，又當全臺適中之地，擬照前撫臣岑毓英議，就該處建立省城，分彰化東北之境設首府曰臺灣府，附郭首縣曰臺灣縣，將原有之臺灣府、縣改為臺南府安平縣。 At Qiaozitu in Zhanghua, ringed by mountains and water, a broad plain opens at the island's geographic center; following former Governor Cen Yuying's proposal, we would place the provincial capital there, carve northeastern Zhanghua into a new Taiwan Prefecture with seat-attached Taiwan County, and rename the old Taiwan Prefecture and county as Tainan Prefecture and Anping County.

崇光知候補道岑毓英、降回總兵馬如龍可用，四年春，令參將馮世興與二人合師攻克曲靖，擒榮、連升等斬以徇，遂收馬龍、尋甸，迤東肅清，遣提督趙德光克平江外賊巢，复廣順，進克貴州，黔西大定。 Chongguang knew that expectant circuit intendant Cen Yuying and the surrendered Muslim major-general Ma Rulong were capable commanders; in the spring of 1865 he ordered brigade commander Feng Shixing to join them in a combined force that captured Qujing, seized Rong, Liansheng, and others and executed them as a warning, then recovered Malong and Xundian and pacified eastern Yunnan; he dispatched military commander Zhao Deguang to destroy rebel nests beyond the rivers, recovered Guangshun, advanced into Guizhou, and secured western Guizhou.

又云：「馬如龍求撫出於誠心，岑毓英鯁直有戰功，加以閱歷，乃有用之材。」 He also said, "Ma Rulong's seeking pacification comes from sincere intent; Cen Yuying is upright and has battle merit; with further experience he will be useful talent."

馬如龍誓欲剿滅，鐸不可，強出師，與岑毓英同敗歸，欲添調兵練，鐸复阻之。 Ma Rulong vowed to wipe Liang out, but Duo forbade it; compelled to take the field anyway, he and Cen Yuying returned defeated together; when he sought additional troops and militia, Duo blocked that as well.

惟岑毓英勒兵守籓署，之銘遁往潛匿。 Only Cen Yuying rallied troops to hold the provincial administration; Zhiming fled into hiding.

光緒八年，法越事起，自請出關招致劉永福，廷旨交岑毓英差序。 When the Franco-Vietnamese conflict broke out in the eighth year of Guangxu, he volunteered to go beyond the border to recruit Liu Yongfu, and the court entrusted the assignment to Cen Yuying.

十年，駐興化，會北寧告急，毓英令景崧導永福往援。 In the tenth year he was stationed at Xinghua. When Bac Ninh sent word of an emergency, Yuying ordered Jingsong to guide Yongfu to the relief.

毓英高其能，復以潘德繼滇軍屬之，兵力乃益厚，進頓三江口。 Yuying thought highly of his ability and again placed Pan Deji's Yunnan troops under his command; his forces grew stronger, and he advanced to encamp at Sanjiangkou.

毓英慮其斷後援，令勿拚孤注，於是退頓牧馬。 Yuying feared their rear would be cut off and ordered them not to stake everything on one throw; they then withdrew to Muma.

九年，法人要議越事，岑毓英力言土寇可驅，永福斷不宜逐，上韙之，命永福相機規河內，並濟以餉。 In the ninth year the French demanded negotiations on Vietnam; Cen Yuying argued strongly that local bandits could be driven off and Yongfu must by no means be expelled; the emperor approved and ordered Yongfu to seize the opportunity to plan against Hanoi while supplying his rations.

十年，毓英次嘉喻關，永福往謁，毓英極優禮之，編其軍為十二營。 In the tenth year Yuying was stationed at Jiayuguan; Yongfu went to call on him; Yuying treated him with the utmost courtesy and organized his army into twelve battalions.

毓英奏言：「永福為越官守越地，分所應為，若畀以職，將來邊徼海澨，皆可驅策。」 Yuying memorialized: "As a Vietnamese official Yongfu guards Vietnamese territory—this is his proper duty; if he is given office, in future the borderlands and seacoasts can all be driven by him."

敵援至，毓英遣水師溯河而上，永福夾流截擊，奪其船二十馀艘，斬馘數十級，法人愕走。 When enemy reinforcements arrived, Yuying sent the river fleet upstream; Yongfu struck from both sides of the stream, captured more than twenty boats, beheaded dozens of the enemy, and the French fled in astonishment.

踰月，法艦入同章，毓英遣將分伏河東西，永福居中策應，兩岸轟擊，敗之，復以全力扼河道。 After more than a month French warships entered Tongzhang; Yuying sent generals to ambush both banks while Yongfu coordinated from the center; both shores opened fire and defeated them, then sealed the river channel with full force.
