Meanwhile the Longxiang garrison at Huaizhou had mutinied and was being rounded up. Youzhen forged an edict in Yougui’s name recalling every Longxiang unit at the eastern capital to Luoyang, then told them: “The emperor, citing the mutiny at Huaizhou, is hunting you down to slaughter you to the last man.”
Xiangxian sent Zhao Yan with the imperial seal to the eastern capital, inviting Youzhen to Luoyang. He answered: “Yimen is where Taizu founded the dynasty. It commands the north against Bing and Fen and the Huai and sea in the east. Most of our provinces lie eastward, and campaigns are easier when the court stays near the front.”
